Trillium Housing Oak Non-Profit Corp. ii William Jackson Drive & Earl Grey Avenue, Pickering, ON Transportation Study June 218 Executive Summary Trillium Housing and VanMar Constructors are co-developers of a new residential community in Pickering located in the developing Duffin Heights neighbourhood. The new community is planned to complement adjacent residential uses and natural areas through low-rise medium-density development. In order to facilitate this development, the development corporation, Trillium Housing Oak Non-Profit Corporation, is requesting an Official Plan and Zoning By-Law Amendment from the City of Pickering (the City). R.J. Burnside & Associates Limited (Burnside) was retained by Trillium Housing Oak Non-Profit Corp. (the Client) to undertake a Transportation Study for the proposed development to be located at the intersection of William Jackson Drive and Earl Grey Avenue. The development will consist of 264 units in thirteen 3-storey stacked back-to-back townhouse blocks planned around a publicly-accessible private street and pedestrian walkways. In order to promote walkability and reduce impacts on the natural environment, the majority of parking is located underground (45 spaces) with an additional 16 surface parking spaces located above ground. A central driveway provides access to the underground parking garage at the centre of the site and provides fire department access to all units. The development proposes approximately.17 hectares of parks and open space consisting of two outdoor amenity areas located centrally and along the eastern edge of the site and an approximately 9 square metre park to be dedicated to the City at the southern reaches of the site. Additional outdoor amenity space is provided to residents through front yards and rooftop areas. Access is proposed along William Jackson Drive via a driveway across from Rex Heath Drive and a second driveway on the south side of the site. Existing and Future Road Network Operations Under existing, background and total conditions, during the morning and afternoon peak hours, all study intersections are operating and will continue to operate with excess capacity and a level of service D or better. Delivery / Refuse Pickup Vehicle Access An AutoTurn analysis confirms that refuse/delivery trucks can access the proposed loading area via the proposed driveways. TDM The site is well designed to provide access by pedestrians and cyclists to area sidewalks, bike routes and transit, thus encouraging choices in modes of travel. Bike R.J. Durham Region Transit (DRT) operates two bus routes that are accessible within a 4-minute walk of the site. DRT is also planning for future bus rapid transit along Brock Road. In addition, Metrolinx is planning a GO station along a new Havelock Line at Brock Road that would be an approximate 7-minute walk from the site. There is also an existing multi-use path on the east side of William Jackson along the frontage of the site. Burnside & Associates Limited (Burnside) was retained by Trillium Housing Oak Non-Profit Corp. (the Client) to undertake a Transportation Study for a proposed stacked townhouse development located in the southeast quadrant of William Jackson Drive and Earl Grey Avenue in the City of Pickering (City). Currently, the subject site is vacant. Official Plan and Zoning By-Law Amendment Applications are required and this report forms part of those applications. The location of the proposed development is shown in Figure 1. Figure 1: Site Location Based upon the concept plan by Kirkor Architects and Planners, dated June 4, 218, the proposed development will consist of 264 stacked townhomes. Access is proposed via two full movement driveways on William Jackson Drive. The north proposed driveway will be aligned with Rex Heath Drive. Synchro 9 can analyze both signalized and unsignalized intersections in a road corridor or network taking into account the spacing, interaction, queues and operations between intersections. The analysis has utilized the HCM2 methodology. The signalized intersection analysis considers two separate measures of performance: The capacity of all intersection movements, which is based on a volume to capacity ratio that measure of the degree of capacity utilized. The level of service (LOS) for all intersection movements, which is based on the average control delay per vehicle for the various movements through the intersection and overall. Brock Road (Region Road #1) Brock Road is a north-south Type A arterial road under the jurisdiction of the Region. The roadway consists of a 4-lane urban cross section and has a posted speed limit of 7 km/h. Multi-use paths are provided on both sides of the road. William Jackson Drive William Jackson Drive is a north-south collector road within the study area. North and south of the study area, the roadway transitions into an east-west collector road. The road is under the jurisdiction of the City. The roadway has a 2-lane urban cross section and a posted speed limit of 4 km/h. A multi-use path is provided on the east side of the road with a sidewalk on the west side of the road. Zents Drive / Rex Heath Drive Zents Drive / Rex Heath Drive is an east-west collector road under the jurisdiction of the City. West of Brock Road, the roadway is called Zents Drive and continues east of Brock Road as Rex Heath Drive. The roadway consists of a 2-lane urban cross section and has a posted speed limit of 4 km/h. On Zents Drive, a sidewalk is provided on the south side of the road and a multi-use path is provided on the north side. On Rex Heath Drive, sidewalks are on the south side of the road. R.J. Bus route #112 (Brock Road) operates 7 days a week from Pickering GO Station to Zents Drive / Rex Heath Drive / William Jackson. During the weekday morning and afternoon peak period, the bus provides 13 to 15-minute frequency service. The closest bus stop is located on the south side of Zents Drive, west of Brock Road, which is approximately 35 meters away (a 4-minute walk) from the site. The Land Use Code (LUC) for Residential Condominium / Townhouses (23) was used in the generation of new trips, which are summarized in Table 1. A modal split of 1% was applied to account for active transportation and transit use as recommended by the Region. Queuing Review There were no identified queuing concerns at any study intersections. Detailed queueing results are provided in Appendix F. 9. Delivery / Refuse Vehicle Access Review An analysis of access to the proposed loading/refuse pickup area was conducted for a Region of Durham refuse truck utilizing AutoTurn. The Region of Durham truck is larger than a typical delivery truck so represents the largest vehicle that would access the site. The analysis is provided in Appendix G and confirms that the proposed driveway geometrics to the loading/refuse areas will accommodate the expected design vehicle. 1. Transportation Demand Management 1.1 Pedestrian Accommodation The site is well designed to accommodate pedestrian access. Continuous pedestrian connections will be provided to the existing sidewalk on William Jackson Drive. 1.2 Cyclist Accommodation Bicycle storage will be provided in the garage. Cyclists can access the site via the two driveways to William Jackson Drive and which provides a multi-use path. 1.3 Transit As summarized in Section 2.3, there are currently two bus routes that serve the site. The nearest bus stops are located along Zents Drive near Brock Road, which is an approximate 3-4 minute walk. DRT is also planning for future bus rapid transit along Brock Road and Metrolinx is planning a GO station along a new Havelock Line at Brock Road that would be an approximate 7-minute walk from the site. 11. Parking and Loading Spaces Zoning By-Law 337, which applies to the Duffin Heights Neighbourhood, is a dated By-law for rural uses and does not provide vehicle parking, loading, or bicycle parking requirements for the proposed use. Therefore, other City Zoning By-laws in other areas of the City, which reflect contemporary standards for medium density housing types, were reviewed for this type of use, for these requirements. Excerpts from these by-laws are contained in Appendix H. Given that the Seaton area is comparable to the Duffin Heights area in relation to access to transit, it is our opinion that the same rates should apply. Applying this rate results in a required resident parking supply of 33 spaces. The proposed supply is 355 spaces, which would result in a surplus of 25 spaces. 11.1.2 Visitors Pickering Town Centre Zoning By-Law 7553/17 requires.15 visitor spaces per unit and Seaton Zoning By-Law 7364/14 requires.25 visitor spaces per unit for stacked townhouses. Excerpts from these by-laws are contained in Appendix H. As not above, given that the Seaton area is comparable to the Duffin Heights area in relation to access to transit, it is our opinion that the same rates should apply. In addition, City staff requested that the visitor parking supply be a minimum of.25 spaces per unit. Applying this rate results in a required visitor parking supply of 66 spaces. The proposed supply is 66 spaces. 11.1.3 Accessible City By-law 664/5 (the Traffic and Parking By-law) requires 1 Type A and 2 Type B accessible spaces for a visitor parking supply of 51-75 spaces. Excerpts from the by-law are contained in Appendix I. According to the By-law, the required minimum number of accessible parking spaces for multi-unit residential developments is applied only to the visitor parking supply. Four Type A spaces are proposed. The minimum width of a Type A space is 3.4 m and the space must be signed as van accessible. Type B spaces have a minimum width of 2.4 m. The By-law does not provide a split between resident and visitor spaces. It is our opinion that this By-law applies to a downtown area that is not comparable to the subject site s area, which is suburban. It is recommended that the rates used in the City of Toronto for suburban areas of the City, apply to this site. City of Toronto Zoning By-law 569-213 requires.68 bicycle spaces for residents and.7 spaces for visitors for that area of the City north of Lawrence Avenue. This results in a requirement of 18 spaces for residents and 18 spaces for visitors for a total of 198 spaces. The proposed bicycle parking supply is 246 spaces for residents and 18 spaces for visitors for a total of 264 spaces. 11.3 Loading/Refuse Space Requirements There does not appear to be loading or refuse space minimums in any City Zoning Bylaws. However, it is our opinion that the one proposed combined loading/refuse space will adequately serve the development. However, Seaton Zoning By-law 7553/17 has a loading space minimum required width of 3.5 m, minimum length of 9. m, and minimum vertical clearance of 4.2 m. It is our opinion that these dimensions would be appropriate for this development. The site plan complies with these dimensions. 12. Conclusions Under existing, background and total conditions, during the morning and afternoon peak hours, all study intersections are operating and will operate with excess capacity and a level of service D or better. An Auto Turn analysis confirms that refuse and delivery trucks can access the proposed loading/refuse space via the proposed driveways. The proposed vehicular and bicycle parking supply and loading space will meet future demand and the operational requirements of the site, respectively. The site is well designed to provide access by pedestrians and cyclists to area sidewalks, a multi-use path on William Jackson, bike routes and transit, thus encouraging choices in modes of travel.
