Documentation and Reporting Checklist Report Context (Section.) Description of the development (include all of the following that are known at the time of the application): Municipal address; Location relative to major elements of the existing transportation system Existing land uses or permitted use provisions in the Official Plan, Zoning By-law, etc.; Proposed land uses and relevant planning regulations to be used in the analysis; Proposed development size (building size, number of residential units, etc.) and location on site; Estimated date of occupancy; Planned phasing of development; Proposed number of parking spaces (not relevant for Registration of Plans of Subdivision); and Proposed access points and type of access (full turns, right-in/ right-out, turning restrictions, etc.). Study area; Time periods and phasing; and Horizon years (include reference to phased development). The TB must include a key plan that shows the general location of the development in relation to the surrounding area. The TB must also provide a draft site plan or development concept of a suitable scale that shows the general location of the development and the proposed access locations. If the proposed development/ redevelopment is to be constructed in phases, a description must be provided for each phase, identifying the proposed timing of implementation. Existing Conditions (Section 2.) Existing roads and ramps in the study area, including jurisdiction, classification, number of lanes, and posted speed limit; Existing intersections, indicating type of control, lane configurations, turning restrictions, and any other relevant data (e.g., extraordinary lane widths, grades, etc.); Existing access points to adjacent developments (both sides of all roads bordering the site); Existing transit system, including stations and stops; Existing on- and off-road bicycle facilities and pedestrian sidewalks and pathway networks; Existing system operations (V/C, LOS); and Major trip generators/ attractors within the Study Area should be indicated. The TB report must include figures documenting the existing travel demands by mode. A photographic inventory of the transportation network elements in the vicinity of the proposed access points would be beneficial to staff in their review of the Consultant s report. Qualitative assessment of impacts on capacity; non-auto modes; on-site circulation; community Mitigation Measures and Site Design Characteristics (Section 5.-7.) The TB must identify all mitigation measures required to offset network impacts from the development. The TB must also identify key site design features required to implement the Official Plan and Transportation Master Plan policies regarding site development. The TB must include all of the following, where they are required by the subject development: Location and timing of proposed changes to existing traffic controls at intersections (e.g., new traffic signals, Stop signs, etc.); Mitigation measures required to offset impacts on the surface and Rapid Transit networks; New or modified elements of the bicycle and pedestrian networks; Community impact mitigation measures; and Proposed TDM features or programs to support the site development. Transportation Brief 2785 Riverside Drive. INTRODUCTION The following Transportation Brief (TB) has been prepared as requested by the City as part of a Site Plan Control (SPC) application for a parking lot expansion located at 2785 Riverside Drive. This Transportation Brief outlines the transportation impacts associated with the proposed parking expansion. The subject site forms part of the Canada Post Campus (CPC) located between Brookfield Road and Heron Road, as shown in Figure. Figure : Study Area and Site The proposed parking lot is located at the site of a recently demolished building (shown in Figure ) and intended to serve future tenants of Building C. The site plan for the proposed parking lot is provided in Appendix A. The subject site is bounded by the following: To the north and west, office developments; To the east, the Airport Parkway/Bronson Avenue; To the south, commercial development and a high school. Proposed development The proposed parking expansion consists of converting a recently demolished building and parking lot immediately west of Building C into additional parking to accommodate potential tenants of Building C. Twenty (2) spaces previously existed at this location and are proposed to be replaced with a total of 2 spaces. The existing -space parking lot with access on Brookfield Road will also be removed as part of the SPC application. The modifications to the parking will result in a net increase of 8 spaces. A single controlled access to the new parking lot will be provided along the private access road. Access to the parking lot will be provided through the existing accesses along Brookfield Road and Heron Road. No changes to the geometry and configuration of the existing access off Brookfield Road or Heron Road are proposed as part of this SPC application..2 Analysis Parameters The study area for this report was confirmed with City staff, and includes the proposed site accesses along Brookfield Road as well as the intersection of Riverside Drive & Brookfield Road. The selected time period for analysis is the weekday AM and PM peak hours as they represent the worst case combination of site generated traffic and adjacent street traffic. Evaluation of the study area intersections have been completed for the existing and total traffic conditions. 2. EXISTING CONDITIONS 2. Roadway Facilities 2.. Brookfield Road Brookfield Road is a major collector that runs on an east-west alignment within the study area. Brookfield Road has a four-lane undivided urban cross section, and meets Hog s Back Road at Riverside Drive where it continues west with a two-lane undivided urban cross section. Neither Brookfield Road nor Hog s Back Road are designated as truck routes. Brookfield Road has a posted speed of 5km/h while Hog s Back Road has a posted speed of 6km/h. The City of Ottawa Official Plan (OP) identifies a requirement to protect a Right-of-Way (ROW) of 26m along Brookfield Road and Hog s Back Road. 2..2 Riverside Drive Riverside Drive is an arterial roadway that runs on a north-south alignment. Riverside Drive typically has a four lane urban divided cross-section, but widens to six lanes with additional auxiliary lanes through the study area between Heron Road and Brookfield Road. Riverside Drive is a designated truck route with a posted speed limit of 6km/h through the study area. The City of Ottawa OP identifies a requirement to protect a ROW of 44.5m between Heron Road and Brookfield Road, reducing to 7.5m immediately north and south of the study area. Novatech Page 2

Transportation Brief 2785 Riverside Drive 2.2 Study Area Intersections The lane configurations at each of the study area intersections can be summarized as follows: Brookfield Road / Riverside Drive Four leg signalized intersection; The northbound and southbound approaches consists of three through lanes, a channelized right turn lane and a left turn lane; and The eastbound and westbound approaches consist of a single through lane, a channelized right turn lane and a single left turn lane. Brookfield Road / Site Access This intersection is a three legged unsignalized intersection; The north leg is a two-lane road with an inbound lane and an outbound lane; and The eastbound and westbound approaches consist of two lanes in each direction with no dedicated turning lanes. Brookfield Road / Site Access 2 This intersection is a three legged signalized intersection; The north leg is a two-lane road with an inbound lane and an outbound lane; and The eastbound and westbound approaches consist of two lanes in each direction with no dedicated turning lanes. 2. Existing Pedestrian Facilities Pedestrian facilities are currently provided along the study area roadways as follows: A concrete sidewalk is provided along the north side of Brookfield Road; An asphalt sidewalk is provided along the south side of Brookfield Road; A concrete sidewalk is provided along one side of all roadways internal to the Canada Post Campus; Concrete sidewalks are provided along both sides of Riverside Drive through the study area; Concrete sidewalks are provided along both sides of Heron Road through the study area; An asphalt pathway connects the pedestrian network within the site with the O-Train Confederation Station; A grade-separated crossing of Heron Road with a pedestrian sidewalk is available on the north-east corner of the Canada Post Campus. Crosswalks with push button actuation and depressed curbs are provided along all legs of the signalized intersections within the area with the exception of the west leg of the Riverside Drive / Heron Road intersection where pedestrian crossings are banned. Transportation Brief 2785 Riverside Drive 2.4 Existing Bicycle Facilities The City of Ottawa Primary Urban Cycling Network in the 2 Transportation Master Plan (TMP) identifies Brookfield Road, Riverside Drive, and Heron Road as spine routes. The site is currently connected to the Sawmill Creek Pathway with connections to the on-street bike lanes on Bronson Avenue, the local cycling route along Brookfield Road, and connections further south to the Alta Vista, Hunt Club and Greenboro neighbourhoods. The site is also connected to the Hog s Back Road pathway with connections to the Rideau Canal Pathway, the Rideau River Pathway, and the on-road cycling lanes along Prince of Wales Drive. 2.5 Existing Transit Facilities A copy of the 2 OC Transpo system map for the study area is included in Appendix B. This report describes all existing transit facilities within a five minute walk of the subject site, which equates to a distance of approximately 4m for local stops and 6m for rapid transit stops. Rapid Transit The O-Train Trillium Line Confederation Station is located immediately east of the Canada Post Campus and approximately 5m from Building C. The O-Train has been recently upgraded with current service operating on a 2min frequency. The Transitway s Heron Station is located approximately 8m from Building C, with a walking distance of approximately km. Heron Station is served by Transitway Routes 97, 98, 99 and 6, express routes to/from the south, as well as several local routes. Local Service Bus stops #42 and #569 are located along Heron Road, approximately 5m north of Building C and serve Routes and 8 which both operate on an 8-min frequency during peak periods. Local routes 87 and 4 travel along Brookfield Road and through the CPC site between Brookfield Road and Heron Road with stops less than 5m from Building C. Stop numbers #4 and #69 are located immediately adjacent to Building C on the west side and stop numbers #428 and #49 are located immediately south of Building C on Brookfield Road. Route 87 typically serves the local stops every -2 minutes during peak periods while Route 4 provides service only in the peak direction with a minute frequency. The location of the OC Transpo stops and stations in the area are shown in Figure 2. Novatech Page 4

Transportation Brief 2785 Riverside Drive Figure 2: OC Transpo Stop and Station Locations 2.6 Existing Traffic Volumes Weekday AM and PM peak hour traffic counts were completed by the City of Ottawa at the following study area intersections on the dates indicated: Brookfield Road / Riverside Drive Friday June 6 th, 24; Novatech undertook traffic counts for the weekday AM and PM peak periods at Brookfield Road and both site accesses on Thursday July 9 th, 25. In addition, spot counts during the AM and PM peak periods were undertaken at the Heron Road access to the site on the same date. The through movements along Brookfield Road were estimated based on the Riverside Drive / Brookfield Road count as it reflected the higher non-summer time period. Existing AM and PM peak hour traffic volumes are shown in Figure. Peak hour summary sheets of the above traffic counts are included in Appendix C. Novatech Page 5

Trip Generation Building C has a gross floor area of approximately, square feet of office space and the current occupancy level is approximately %. Current employees in Building C are assumed to be relocated on-site and therefore the existing trips have not been removed from the existing road network. Tenants in Building C are anticipated as early as 25 with the new tenant fully occupying the building over the next five years. It has been conservatively assumed that the building will be fully occupied by a new tenant as early as 25. Trips generated by the proposed development have been estimated using the peak hour rate identified in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th Edition for a general office building (LU7). Where multiple modes of transportation are readily available, it is considered good practice to express projected trip generation volumes in terms of person trips, instead of vehicle trips. To convert ITE vehicle trip rates to person trip rates an adjustment factor of.42 has been used to account for non-auto usage and vehicle occupancy. The person trip generation is summarized in Table 2. For an office development with 2 parking stalls, this data suggests approximately 85-49 inbound trips and -2 outbound trips during the AM peak hour. This estimation supports the peak hour trip generation presented in Table..2 Trip Distribution.2. Vehicular Traffic The origins of auto driver work trips to Alta Vista as identified in the 2 OD data was reviewed and used as a basis for identifying the trip distribution pattern for vehicle trips. The distribution of vehicular trips generated by the proposed development has been derived with appropriate consideration given to several key factors, including: The size and nature of the proposed development; Existing traffic patterns; The location of the site access with respect to the adjacent roadway system; and The principles of logical trip routing. The distribution of vehicular trips generated by the proposed development during the weekday AM and PM peak hours can be summarized as follows: 45% to/from the north via Bronson Avenue and Riverside Drive (evenly split); 25% to/from the south via Riverside Drive and the Airport Parkway (evenly split); 5% to/from the west via Heron Road and Hog s Back Road (evenly split); 5% to/from the east via Heron Road. The distribution of site trips across all site accesses has been identified with consideration to routings and a review of existing site access data collected on July 9 th, 25. The distribution by site access is summarized in Table 4. The projected peak hour trips generated by the proposed development are shown in Figure 4. The projected total traffic volumes are shown in Figure 5. Novatech Page 8

The top origins for all AM work trips arriving in the Alta Vista District are summarized in Table 5. Those from Orleans, Hunt Club, and the Inner Area are likely to use the O-Train to access the site. Those from Alta Vista and Merivale are likely to use Routes and 8 along Heron Road. With peak transit volumes of approximately 6 passengers per hour distributed over several bus routes and the O-Train, capacity constraints are not anticipated. 4. INTERSECTION ANALYSIS 4. Existing Traffic Intersection capacity analysis has been completed for the existing traffic condition during the weekday AM and PM peak hours. The analysis is based on the existing roadway and lane configurations within the study area, and traffic signal timing data obtained from the Public Works & Service Department. The signal timings are included in Appendix C. The results of the analysis are summarized in Table 6 for the weekday AM and PM peak hours. Detailed reports are included in Appendix D. Novatech Page

The eastbound, westbound and southbound left turn movements are currently operating at a LOS E during the PM peak hour. The queue length associated with the eastbound left turn movement is currently expected to exceed the available storage and block the eastbound through and right turn lanes during both the AM and PM peak hours. Optimizing the existing timing plan and lengthening the cycle to s would somewhat improve operations. Optimizing the existing peak hour signal timing plan is not anticipated to improve the eastbound left turn queuing. It is not anticipated that widening of Hog s Back Road and lengthening the storage lane would be pursued and therefore peak hour delay for eastbound movements is anticipated to remain. Brookfield Road / Accesses & 2 Both accesses to the Canada Post Campus are operating at a good Level of Service C or better during both the AM and PM peak hours. 4.2 Total Traffic Intersection capacity analysis has been completed for the projected total traffic volumes, which are the sum total of the existing traffic and traffic likely to be generated by the future tenants of Building C. The following analysis assumes optimized signal timings at the Riverside Drive / Brookfield Road intersection. The eastbound left turn movement at Riverside Drive and Brookfield Road is expected to continue to block the through and right turn movements, consistent with the existing conditions. All other turn lanes are sufficiently long to accommodate the peak hour traffic demands associated with the proposed development. The eastbound left turn movement on Brookfield Road into the CPC site during the AM peak hour is relatively high at 225vph and 29vph for the existing and future traffic scenarios, respectively. However, the existing traffic on Brookfield Road is relatively low allowing the median lane to operate as a de facto left turn lane for site traffic. All movements along Brookfield Road are expected to continue to operate at a LOS C or better and the eastbound median lane is expected to continue to operate as de facto left turn lane during the AM peak period. 5. PROVISIONS FOR NON-AUTO MODES As previously identified in Section 2., existing sidewalks are provided along Heron Road, Riverside Drive, and Brookfield Road adjacent to the site. Sidewalks are also provided along one side of all internal roadways within the Canada Post site. A new sidewalk is proposed along the west side of the access road between the north end of the proposed parking lot and Brookfield Road. A depressed and continuous concrete sidewalk is provided across the vehicular access to the new parking lot. This new sidewalk will provide a clear and comfortable pedestrian connection between the proposed parking lot and Building C. The pedestrian crossings at the existing all-way stop between Building C and the proposed parking lot will be modified to be consistent with typical all-way stop crossing locations. As outlined in Section 2.4, the site is well connected to the cycling network in the area. Improvements to Brookfield Road to improve the cycling environment were included as part of the OCP as a Phase project. Heron Road forms part of a Cross-Town Bikeway with proposed improvements to the east identified as a Phase project and connections to the west proposed as part of the Baseline Road Transit Intensive Corridor work. Transportation Brief 2785 Riverside Drive As part of the OCP, the Confederation Heights area was also identified as a major employment node and projects were prioritized with the goal of increasing the cycling modal share to these sites. The CPC is well served by transit with access to the O-Train Confederation Station and several local routes. In addition, the future Baseline Transit Intensive Corridor will provide further transit priority to routes travelling along Heron Road. 6. ON-SITE DESIGN 6. Proposed Access Access to the proposed parking lot will be provided through an all movement driveway along the existing private roadway on the west end of the site. The inbound and outbound movements will be separated by a.7m wide dividing median to facilitate the gate-controlled access. The total width of the two-way access is 6.7m with m wide inbound and outbound lanes. All existing private approaches to the CPC site will be maintained without alteration. The location and spacing of the existing access driveways is compliant with the minimum requirements of the City of Ottawa s Private Approach By-law. The internal roadway on the west end of the CPC site will be maintained at the existing width of m which exceeds the typical maximum width of 9m for a private approach. However, this approach operates as a local road through the site and is used by OC Transpo with bus stops in both directions located immediately north of Brookfield Road. 6.2 Parking Building C The existing Building C consists of approximately 9,29m 2 GFA of office space. The subject site is located in Area C of Schedule to the ZBL. Minimum vehicular parking space requirements for the existing development are.8 per m 2 of gross floor area. Maximum vehicular parking space requirements for the existing development located within 6m of a rapid transit station are 2.7 per m 2 of gross floor area. To serve Building C, a minimum of 67 parking spaces and a maximum of 25 parking spaces would be permitted. The proposed parking lot satisfies these requirements with a total of 2 spaces. None of the new parking spaces will be reserved for visitors or persons with disabilities. There are existing spaces reserved for these purposes immediately across from the Building C main entrance in an existing lot. Minimum bicycle parking space requirements are identified in the ZBL as per 25m 2 of gross floor area. Based on the foregoing, the ZBL identifies a minimum requirement of 7 bicycle parking spaces to be provided for Building C. There is an existing bicycle parking rack located at the rear entrance to Building C and a second rack immediately across the street from the main entrance to Building C. Each of these racks may hold approximately bicycles and therefore it is recommended that an additional 7 bicycle parking spaces be provided immediately adjacent to Building C. Novatech Page 4

Transportation Brief 2785 Riverside Drive Canada Post Campus The greater Canada Post Campus includes a total of 64,65m 2 of gross floor area (excluding Building C and the recently demolished Building F). There will be a total of 2,82 parking spaces available on-site to serve the remaining buildings. Due to the proximity to rapid transit, the maximum allowable parking for this office land use is,745 spaces; resulting in a surplus of 7 spaces. 7. TRANSPORTATION DEMAND MANAGEMENT The City of Ottawa has developed a comprehensive Transportation Demand Management (TDM) strategy as part of its efforts to reduce automobile dependency. TDM measures can reduce transportation infrastructure requirements by encouraging people to change their travel mode, timing or destination. The Canada Post Campus conforms to the City s TDM initiatives by providing easy access to local pedestrian, cycling and transit systems as outlined above. Parking permits for the site are also limited; encouraging the use of alternate modes of transportation. 8. CONCLUSIONS AND RECOMMENDATIONS Based on the results of the foregoing analysis, the main conclusions and recommendations of this report are as follows: Based on the projected transit trip volumes associated with the proposed development, no capacity problems are anticipated on any of the adjacent transit routes, or at any of the nearby bus stops. All traffic movements within the study area are currently operating at a LOS E or better during the AM and PM peak hours. The eastbound left turn movement at Riverside Drive/ Brookfield Road exceeds the available storage and blocks the through and right turn lanes; the delay may be longer than estimated by Synchro. The addition of site generated traffic volumes is anticipated to slightly increase the traffic demand in the area. Modifications to the existing signal timing plans at Riverside Drive/ Brookfield Road will allow all movements to continue to operate at an acceptable LOS E or better during the AM and PM peak hours. The eastbound left turn movement is expected to continue to queue back and block the through and right turn movements; consistent with the existing operations. The increase in delay at the Brookfield Road/Access intersection attributable to the traffic generated by the proposed parking lot is considered to be marginal compared to the existing delay. No modifications to the existing private approaches for the CPC site are recommended as part of this SPC application. The location and spacing of the existing private approach driveways is compliant with the minimum requirements of the City of Ottawa s Private Approach By-law. The existing roadway width on the western access road exceeds the City s typical maximum width of 9m but accommodates OC Transpo bus stops in both the northbound and southbound directions.
