Monterey County Special Events Task Force MINUTES Thursday, March 23, 2017 Monterey County Government Center Monterey Room 168 W. Alisal St., 2 nd Floor Salinas, CA 93901 9:00 a.m 1. Welcome and Introductions RMA Permit Coordinator Manager, Freda Escobar opened the meeting and had everyone in the room introduce themselves. 2. Purpose and Overview Freda Escobar mentioned the purpose for this group is: to ensure their event is on the Agenda to hear from each event organizer to familiarize regulatory agencies RMA Special Program Manager, Melanie Beretti also mentioned the purpose for this group is: for each agency to present their event open conversation or discussion at the table and answer any questions from the community. Note: Next month s special event will consist of General Discussion, Events, East Garrison Construction progress and Benchmark Communities 3. Public Comment Issues or concerns that are not on the agenda RMA Special Program Manager, Melanie Beretti asked if there were any issues or concerns from the Public. Dorothy Priolo asked about Benchmark Communities: HOA/Residence Frank gave a brief overview of the Sea Otter Classic Event (SOC). He introduced Jeannie Retamoza, Kathy Giger and Skip Latham. Frank mentioned preparations for key staff from around the country, construction for a dual course to commence in April, design and build venues for April 20 th through April 23 rd, race packets, waivers, concession agreements completed and plans submitted and
signed off. Frank had Jeannie, Kathy and Skip give an overview of what their duties are for this event. Kathy is responsible for the sponsorship program for SOC Event. SOC has 40 sponsors/partnerships SOC has been sponsoring this event for 7 Years There are over 35 exhibitors Jeannie is responsible for the 1 st Aide Units (There are two locations). Staffed Fire & Ambulance Representatives Cal Stars Traffic/Parking Plan Miller Event and Traffic Control Highway 68 Congestion Campground Host Convert non-regular campgrounds into day and overnight campgrounds Communications County radios to use with Sheriff on sight, Security Company hired for 24 hour on call services, Fire Department, Ambulance and Court Marshalls throughout the entire venue. Skip is responsible for the Exhibitors and Exhibits 447 Food/Bicycle Team Riders that compete in the event Award Stadium move to new location Ride Zone Electric Bike Demo Area Measure & Set-Up: Park Ranger Madison Johnson will help with this area. SCRAMP Official to do marking in the Lake Bed. 4. Questions on Traffic RMA Permit Coordinator Manager, Freda Escobar asked if there were any areas that have not been met Julie Filice of RMA indicated conditions need to be met and would send that information to Joel Panzer Frank mentioned signage for encroachment permit: Caltrans Skip mentioned a new change Stages unlimited. SOC applied and submitted the permit and Jim approved it.
Frank mentioned Bikers would be around town as there is a conference at the Monterey Plaza for Bike Industry for the future. Skip mentioned vendor packets for food was turned in on Monday (3-20-17) and he is in communication with Jennifer. Freda Escobar informed of the possibility of posting Special Events agenda and minutes on the RMA home page. It will also include Facebook, Twitter and create a link to the TAMC website from the RMA home page and improve the Special Events calendar. Gil Campbell suggested PG&E included for the Barlow Canyon project as it may have an impact on the SOC Event. Question was asked by the public - Will Holman Hwy be closed during the Pebble Beach Food & Wine Festival? TAMC has a Public Outreach on a weekly basis every Friday Monterey County Page Cal Am & Sewer Frank asked about clarity on BLM and County ownership on Barlow Canyon Melanie Beretti suggested scheduling refined ownership for BLM, FORA, and County next month. Gil Campbell informed of Pre-and Post Events held in the past after each event. Lavonne Chin of RMA informed all of the Post Event meeting for SOC on April 25, 2017 at 1:30 pm. Freda Escobar informed of two separate events with regards to Tenting. She and RMA Director, Carl Holm have been invited to an event with Priscilla of CVA (Carmel Valley Association) regarding Tenting. A subcommittee for Small Events has been discussed and Freda is still the contact person. There is a 60-day timeline for Large Events. Anthony Kasabetyan asked if procedures and policies could be discussed for the smaller events consistency. Freda Escobar informed all that next meeting would consist of May and June 2017. She also mentioned speaking with Domi today in reference to Quail Motorcycle event and it is good to go.
Chris Balog informed of all the support she has received from State Parks, Caltrans and the City of Big Sur. State Parks with accommodating 90 busses to take Big Sur Marathon runners to the start line. She also mentioned the change of the start from Rocky Point Restaurant to Grimes Ranch. All races are sold out except for the 5K and the 12K race. Freda Escobar suggested obtaining a list of services for providers from the Sheriff s Department. 5.
