1 Monterey County Special Events Task Force MINUTES Thursday, April 27, 2017 Monterey County Government Center Monterey Room 168 W. Alisal St., 2 nd Floor Salinas, CA :00 a.m. 1. Welcome and Introductions Resource Management Agency Permit Coordinator Manager, Freda Escobar opened the meeting and had everyone in the room introduce themselves. 2. Purpose and Overview Resource Management Agency Permit Coordinator Manager, Freda Escobar mentioned the purpose for this group is: to ensure their event is on the Agenda two months in advance to hear from each event organizer to familiarize regulatory agencies to address any health and/or safety issues Resource Management Agency Special Programs, Manager Melanie Beretti addressed the short term need through Barloy Canyon Road during the Sea Otter Classic at Laguna Seca. 3. Public Comment Issues or concerns that are not on the agenda Resource Management Agency Special Programs, Manager, Melanie Beretti asked if there were any issues or concerns from the Public. Bill Collins informed everyone present of the smoke management Requirement of a 3-Day notice and asked if anyone would like to be included in the burn notification list can give him their address after the meeting. He mentioned the burn will begin as soon as June and end mid-september as it will be in sections: B & C (from page 2 and 3 of the hand-outs provided). Bill indicated there is a 500-foot exclusion zone as manual cutting mastication can throw the cutting quite far, the cutting will be prior to September 15 th.
2 He also informed us of the three areas of cutting vegetation by Barloy Canyon Road. Bill mentioned the state cemetery is on notice. Stan Cook mentioned events should obtain a right of entry and honor BLM events. He mentioned a certificate of insurance for coverage of agents and a letter of agreement to honor permits, routes, gates, early events, bikes, and vehicles. Stan also mentioned research of conflicts with activities early on and construction (for example: PG&E and East Garrison page 4 and 5 of the hand-outs provided). Freda Escobar interjected events that may cross property lines Jon Ingraham informed everyone present as of June 1 st they are at Phase 3 of Construction. PG & E cannot get in and were informed well in advance and given prior approval. Home Owner s Association was also notified. He also mentioned construction time line is months. (from page 5 through 7 of the hand-outs provided). Freda Escobar mentioned the county having to validate that events are permitted a minimum of 60 days in advance with Public Works and Encroachment. Melanie Beretti mentioned the need for a clear access route with anticipated construction timeline. Nick Nichols went over pages 8 through 19 of the hand-outs provided. He mentioned PG & E Locations E, F & G and the schedule from now to a couple of months. Nick informed everyone Jeff Wilson is the contact person for PG & E and went over the PG &E Trail Closure Plan Fort Ord Tower Replacement paperwork. Nick mentioned a 3 to 4-month closure but not more than a week at a time and the Pole Installation in July. Question: Is OES able to provide trail access for cyclist and hikers and inform the public of gas line testing? Nick Nichols mentioned trails will be open to the public and they are informing the public of construction. There is a 134 foot of salamander property that is not available as there is a
3 study of salamanders. MORCA (Monterey Off Road Cycling Association) has provided signage. Eric Morgan informed everyone present of events held at or around the National Monument. He informed everyone there are 15 days of racing events on the National Monument per year. Of those 15 days 4 were used for the Sea Otter Classic event. Eric mentioned the Public Casual Use where from Fall to Spring there is a permit with Monterey County Bike Riding Association to conduct Wednesday night rides on Eighth and Gigling Road. He mentioned Central Coast Cycling had 10 days use of permit for an event but did not go by the National Monument so permit was not utilized. Eric mentioned Stanford had a cycling race permit with BLM (Bureau of Land Management). He mentioned some events go out of Travel Camp to not impact BLM. Eric also mentioned MORCA guided night rides permit on BLM. Freda Escobar mentioned Gil Campbell met with Lavonne Chin to confirm the AMGEN Tour is not happening. Freda Escobar mentioned traffic and garbage were concerns for the Lightning in a Bottle event. Ticket numbers were down this year to 17,000 people. Officer Joe Moses advised there is no parking on Jolon Road. Courtney Ferrante informed everyone present of the 9 th Annual Quail Motorcycle Gathering on May 6 th and included all permits are done. She mentioned it is a fun and friendly event with small impact on the community. Naval Post Graduate School and My Museum will be present. Kenny Roberts will be honored at this event and a small lunch at Joyce Tasting Room. Usually a total of twenty-five hundred people at this event. Freda Escobar mentioned collecting data for this event and parking. o Question: Will there be parking monitoring? o Comment: There is a lot of congestion on Carmel Valley Road with traffic. Courtney mentioned they host two events: one in May and the other in August.
4 The May event is a low impact event. o Question: Is the county requiring Quail to monitor traffic on Carmel Valley Road or provide a report? A suggestion was made to produce a report on how things change at the end of the event and keep track on how the event impacts the Carmel Valley: wasted time, and stress. o Question: Why are several events scheduled during the same dates? o Is the volume of traffic looked at on the events that happen at the same time? o Question: The larger events are being kept track of but are the smaller events such as Wine Clubs or Winery Events also being kept track of? Freda Escobar mentioned if we are not aware of the events we will ask for permits. o Question: Will the county preclude events that are not obtained legally? o Comment: They need to get prior approval, unpermitted is illegal. Freda Escobar introduced Joshua Bowling, RMA Code Compliance Senior Inspector. He is instrumental in addressing non-permitted special events by posting a red tag which prohibits the event from going forward. Therefore, it is important to contact Freda when you see an event and have a concern. o Question: If you have an event and it is on the county website and it is permitted, if it is not on the county website should we assume it is not permitted? Freda Escobar: Whether an event is listed on the RMA website or not, please don t assume. Call Freda Escobar for confirmation. o Question: Is food permit needed to call office? Contact Environmental Health regarding food permits. Courtney mentioned a food permit was needed for a Barbeque they had.
5 o Question: What about waste? Environmental Health is contacted for waste. Courtney mentioned waste management would be the person to contact for waste. 4. Old Business Freda Escobar and Dan Dobrilovic are working on finalizing the policy for Small Events. Outreach - Small Events invite received on processes that need to be in place. Anthony Karabetyan mentioned Folktale Winery hosts events every day. Question: No permits are necessary if they are a winery? Joshua Bowling advised everyone present at the meeting it may be limited. Usually there is a number violation of conditions that a use permit can have and it can be revoked. Freda Escobar informed everyone present at the meeting that the type of event is looked at individually (parcel) Environmental Health is the contact for more information regarding regulatory permitting for small winery events and food trucks. It was mentioned that food trucks can park one hour without having access to the direct event unless it is a permitted event. a. Countywide Construction Caltrans representative indicated it would be four more weeks with the construction at Pebble Beach Gate (to get to HWY 1). They also mentioned alternative ways to HWY 68 and an on-line workshop on May 4 th. Cheryl Burrell mentioned there were no issues with California Highway Patrol or the Police Department during the Pebble Beach Food & Wine Festival. Question: Dan Dobrolivic asked where June meeting will be held. Freda Escobar informed everyone present at the meeting that RMA will post something in our Announcement section regarding the move. The front counter will be closed 6/2/17 and 6/5/17 as RMA will be moving. Proposed Upcoming Events: June:
