Replace page A-1 of the specifications with the attached A-1. Modifications to Contractor Licenses. 2. Remove existing Bid Schedule and replace with attached Bid Schedule Pages C-7 to C- 11 3. NOTICE INVITING SEALED BIDS ARTISTIC BIKE RACKS AND TRAFFIC STRIPING MODIFICATIONS FOR BIKE LANES PROJECT NO. 2017-03 IN THE CITY OF BARSTOW, CALIFORNIA PUBLIC NOTICE IS HEREBY GIVEN that the City of Barstow (City)CITY, invites sealed bids for the above stated project and will receive such bids in the office of the City Clerk, 220 E. Mountain View St, Suite A, Barstow, CA 92311 up to the hour of 2:00 p.m., on the 6th day of June, 2017. The bids will be publicly opened and read at 2:00 p.m. on the 6th day of June, 2017, in the office of the City Clerk of the City of Barstow, 220 E. Mountain View St., Ste. A, Barstow, California 92311. The Engineer s Estimate for this project is $145,000.00 The project consists of fabricating and installing artistic bike racks, removing existing striping, installing inductive traffic loops and doing all appurtenant work in place and ready for use Copies of the plans, specifications, and contract documents are available from the City of Barstow, 220 E. Mountain View St, Suite A, Barstow, CA 92311 upon payment of a $25.00 non-refundable fee if picked up, or payment of a $35.00 non-refundable fee if mailed. In accordance with the provisions of California Public Contract Code 3300, and Business and Professions Code 7028.15(e), the City has determined that the contractor shall possess any of the following valid Class A, Class B, C8, C12, C23, and/or C32, contractor s license at the time that the contract is awarded. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of the award. CONTRACTORS ARE REQUIRED BY LAW TO BE LICENSED AND REGULATED BY THE CONTRACTORS STATE LICENSE BOARD. ANY QUESTIONS CONCERNING A CONTRACTOR MAY BE REFERRED TO THE REGISTRAR, CONTRACTORS STATE LICENSE BOARD, P.O. BOX 26000 SACRAMENTO, CA 95826. At the time the contract is awarded, the contractor shall be properly licensed in accordance with the laws of this state. The first payment for work or material shall not be made unless and until the Registrar of Contractors verifies to the City that the records of the Contractors State License Board indicate that the contractor was properly licensed at the time the contract was awarded. Any bidder or contractor not so licensed shall be subject to all legal penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors State Board. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. (Public Contract Code 20103.5) CONTRACTORS AND SUBCONTRACTORS ARE ALSO REQUIRED TO BE REGISTERED WITH THE CALIFORNIA DEPARTMENT OF INDUSTRIAL RELATIONS. SPECIAL PROVISIONS Artistic Bike Racks and Traffic Striping Modifications for Bike Lanes PROJECT NO. 2017-03 IN THE CITY OF BARSTOW, CALIFORNIA 700 Artistic Bike Racks The contractor shall be responsible for the fabrication, supplying and shipping of the Artistic Bike Racks. The finish product shall include all necessary hardware and components to be install by a contractor or public works employee. Fabricator must be willing to work with staff on design and colors. General There will be eight (8) set of three (3) artistic bike racks which represents eight different Route 66 states. Racks must be: Capable of withstanding adverse weather conditions including high winds, high temperatures, humidity, storms, and etc. Be able to withstand a high traffic, public environment. Take into consideration the safety of the users, public and ADA regulations. The top of the rack can be a maximum of 36 tall. Except for the bicycle rack supporting brackets, the shortest section must be a minimum of 27 tall. The space between the rack features must be larger than 9 or smaller than 3.5 to avoid children trapping their heads. Must accommodate at least two bicycles upright by its frame Must allow bicycle frame and one of the wheels to be secured using a standard u-lock. Bicycles must be locked parallel to the rack with wheels on the ground. Must provide two locking points, at least 6 inches apart, above the bicycle s center of gravity. Locking points must have a maximum thickness of 2 and minimum thickness of 1. Must have a gap near the bottom of the rack for pedal clearance. Must have a base that can be flange (base plate) mounted. The design must not include sharp edges. Execution Contractor shall fabricate, construct, supply and ship, all components, hardware, structures, and products to ensure that the bicycle racks are functional including lighting and can be installed by a contractor or public works employee(s) Contractor shall fabricate state signs into the bicycle racks as indicated on the plans. Materials Constructed of permanent materials, be vandal resistant and virtually maintenance-free. Designed to be structurally secured to concrete foundation and anti-theft proof. Must be powder coated. Shall have anti-graffiti coating. Fabrications shall be constructed with steel material or equal material. Each bicycle rack shall be layered elements as indicate on the plans. Protection Protect all finished work during progress of coating application and make good any damage done to such work in manner satisfactory to City. Properly cover and protect all finished work of other trades. APROVED FOR USE ON 7/21/16 F-3

Handling and application of materials of this trade shall be at the entire risk of Contractor, and he will be held responsible for replacement or suitable repair of any damaged portions of his own work and the work of other trades; all to City s entire satisfaction and without additional remunerations. Bonds Supplying only Artistic Bicycle Racks or Bicycle Repair Station will not require bonds to be submitted. Measurement and Payment Fabrication, supplying and shipping of Artistic Bike Racks shall be paid for at the contract unit bid for each bike rack and shall be considered full compensation for all meetings, fabrication, coating, supplying, shipping, materials, hardware, equipment, components, and all other incidentals necessary to accomplish this item of work and no further compensation will be allowed therefore. 701 Bicycle Repair Station The bicycle repair station shall include all the tools necessary to perform basic bike repairs and maintenance. All tools and an air pump shall be securely attached to the stand with stainless steel cables and tamper-proof fasteners. The stand shall provide a method to hang a bike from a hanger arm that allows the pedals and wheels to spin freely while making adjustments and to allow changing a flat, adjusting brakes, and derailleurs. Bicycle repair station may be FIXIT by DERO or equal. Measurement and Payment Bicycle Repair Station shall be paid for at the contract unit bid for each bicycle repair station and shall be considered full compensation for all supplying. shipping, coating, materials, tools, hardware, components, labor, and all other incidentals necessary to accomplish this item of work and no further compensation will be allowed therefore. Bonds Supplying only Artistic Bicycle Racks or Bicycle Repair Station will not require bonds to be submitted. 703 Inductive Loop Detectors Inductive loop detectors shall conform to Section 700-5.8.2 of the SSPWC. Measurement and Payment Inductive loop detectors will be paid for at the contract unit bid price for each and shall be considered full compensation saw cutting, removals, labor, tools, and all other incidentals necessary to accomplish this item of work and no further compensation will be allowed therefore. 704 Installation of Bike Racks and Bicycle Repair Station Contractor shall install Artistic Bike Racks and Bicycle Repair Station. Concrete shall conform to Section 201 and 302-6 of the SSPWC and the manufactures recommendation or these construction plans for this project. Full concrete sidewalk panels (Typically 5x5) rack shall be removed and replaced to accommodate the installation. Measurement and Payment Installation of Artistic Bike Racks shall be paid for at the contract unit bid price for each bike rack or Bicycle Repair Station and shall be considered full compensation for saw cutting, breaking, removals, placement of concrete pavement and footings, drilling, modifying, electrical, materials, fabricating, equipment, components, labor, tools, and all other incidentals necessary to accomplish this item of work and no further compensation will be allowed therefore.
