Residential planning and development The basis of Münster s residential planning is the Surface-Area Utilization Plan, based on the Space-Functionality Concept: Environmentally relevant planning objectives pursued in the process: City of Short Distances residential construction development primarily at public rail services stops easy accessibility to new residential districts via bicycle transit early presence of the Public Transit System in new residential areas

the city of Münster is not particularly restrictive in regard to its handling of traffic while it is true that all public parking spaces in the inner city have required payment since 1993, the fees are very moderate. the only way to convince people requiring transportation to use one of the sustainable transportation methods is through the high quality of these means of transport

Public Transit System promotion program since 1993 Bus acceleration program at all main bus junctions - bus channels bus lanes special regulations traffic light influence

Waiting hall program 520 (1.050) stopping points with waiting hall some 10 new halls built annually

Bike&Ride point at a bus stop Bike&Ride point at a railway station

1st City of Münster Public Transit System Plan in 1999 with revision in 2006 Definition of standards for the operational and transport quality (e.g., Pollution emission statements, ) Construction of dynamic passenger information at the most heavily frequented stops

A brief look back at bicycle transit planning and consistent implementation since the early 1950 s for the promotion of cycling entailing a sensible, cohesive overall concept as opposed to the realization of individual measures

Resulting in the consistent utilization of the potentials via: cycling connections also removed from main roads attractive cycling transit connections from outlying suburbs into the inner city

Münster 2010 Cycling Transit Concept Expansion of the (pan-regional) cycling path network with signs

Improved bicycle parking services

Improved and equivalent traffic light signals for cyclists, cyclist channels

Comprehensive Public Relations work example of earlier PR work in 1993

Example of modern PR work in 2005

bicycle parking garage at the main train station

The Promenade

Mobility advice and services Construction and operation of mobilé since 1998 Creation of a standard telephone number for information in the Public Transit System - Clever Number Jobticket and Semesterticket at discounted Public Transit System rates Mutual Bus-Rail rate in the Münsterland Public Transit Association Transit themes for school projects

Administrative mobility management in the City of Münster City Administration Restricted use of private cars for official trips Usage of the car-sharing service for official trips instead of official cars or private cars Provision and use of official bicycles and usage compensation for private bicycles Reduction of free parking spaces for private cars

Effect and Quality Analyses Execution around every 5 years of a mobility analysis (1990, 1994, 2001 and 2007) Standardized Public Transit System passenger survey every 2 years Customer satisfaction analysis in the city s transport enterprises every 2 years Cycling satisfaction analysis, ADFC Survey 2003 Cycling quality test, ADAC Test Cycling transit quality management, BYPAD Process (2003, 2004)

Summary What are the success factors? Recognizing and using potentials Long-term concepts (see cycling transit and Public Transit System) Intensive PR work Commitment of the planners Inter-communal exchange (AGFS Workgroup of Bicycle-Friendly Cities)
