Cycling policy is characterised by some use of data and a limited knowledge of the users needs, global agreements with a limited compulsory character, measures which are often counterproductive, because they are not tuned to the needs of other road users or not integrated into the objectives of other policy fields. Continuity isn t safeguarded.
