THE VILLAGE OF BRADNER COUNCIL Record of Proceedings July 6, 2017 MEMBERS IN ATTENDANCE: Council President, Ron Roth Councilmember, Shawn Hall Councilmember, Linda Wildman Councilmember, Ray Zaker Councilmember, Mike Gudakunst Councilmember, Lori Johnston The Village Council of Bradner, Wood County, Ohio met in regular session on the 6 th day of July, 2017 at 7:00pm in the meeting room of the Village Hall. The meeting was called to order by Mayor Virgil Shull and all in attendance were asked to stand for the Pledge of Allegiance to the Flag. Street Commissioner Chuck Ruble, Chief of Police Chuck Broshious, Fire Chief James Smith, Solicitor Corey Speweik and Fiscal Officer Kerstan Kaminski were also in attendance. Also in attendance was Guest Cody Roth. Ron Roth made a motion to approve minutes of the June 15, 2017. Lori Johnston 2 nd. Yes: Hall, Roth, Johnston & Gudakunst Abstain: Wildman (previous meeting) & Zaker (vacation) RECOGNITION OF GUEST(S) None STREET COMMISSIONER Chuck Ruble Poggemeyer sent over the contracts to be signed for the Storm Sewer project. One copy was given to the Solicitor and one to the Mayor. The brush pile needs to be burned.

POLICE CHIEF Chuck Broshious The new camera system is being installed. John Eggleston is hooking everything up. The Ford is being repaired by Amos and will actually be cheaper. Ray wants to know about the tents behind 217 Maple and if they are being evicted. Lori asked if there is a law against it. Chief Broshious said he was just notified of the situation and an officer is there now. Lori mentioned the homeowners were told by the Health Department to clean up the property previously and had 5-6 truckloads taken out. The gentleman that used to live there is back and is on the sex offender s list. He is supposed to be 1,000 ft. away from the park and that house is only 940 ft. There are 3 families which include 4 children living in those tents. The Zoning Officer was told by the Health Department today and is taking care of it. Jim also noticed they had a section of fence on the alley side taken out for some reason. FIRE CHIEF James Smith The Fire Committee met last week and they need to get the electrical box replaced. It is from the 1950 s. Jim has 2 quotes, Stahl $1,367.20 and Home Comfort $3,629. Linda Wildman made a motion to accept the quote from Stahl Electric of $1,367.20. Mike Gudakunst 2 nd. The Ambulance fund will receive 2 grants from the Ohio Dept. of Commerce to replace 2 Likepak 12 s with Likepak 15 s. They are normally $48,000 each but the salesman committed to 2 for $48,000. The grants coming in are $5,600 and $30,000. Only $14,000 will actually being used from the Ambulance fund. Ray Zaker made a motion to purchase the 2 Lifepak s at $48,000 total. Linda Wildman 2 nd. Jim would like to meet with the Fire Committee next Wednesday at 7pm to meet a new volunteer, Dan Corbin. The car show is the 15 th and they will have Main St. blocked off in the commercial area. They will also have an Ox Roast and raffling off ¾ beef and also giving away 12 bicycles. Linda asked about the letters going out. Jim said he will get them out after tonight s meeting.

ORDINANCE 10-2017 An ordinance repealing Ordinance 12-2013 of the Village of Bradner, Wood County, Ohio and declaring an emergency. Linda Wildman made a motion to suspend the rules for Ord. 10-2017. ORDINANCE 12-2017 An ordinance setting wages and salaries for the Village Pool Lifeguards and the Pool Manager and declaring an emergency. Linda Wildman made a motion to suspend the rules for Ord. 12-2017. Ron Roth 2 nd. Linda Wildman made a motion to pass Ord. 12-2017. Ray Zaker 2 nd. ORDINANCE 13-2017 An ordinance setting Pool fees, rates, and rules for the Public Pool within the Village of Bradner, Ohio and declaring an emergency. Linda Wildman made a motion to suspend the rules for Ord. 13-2017. Ray Zaker 2 nd. Linda Wildman made a motion to pass Ord. 13-2017. Ray Zaker 2 nd.

RESOLUTION 03-2017 A Resolution of the Village of Bradner of the necessity to replace the existing permanent and continuing three (3) mill levy in excess of the ten (10) mill limitation which was passed November 3, 1981 in order to provide funds for purchasing and maintaining fire apparatus, appliances, and buildings and for the payment of permanent, part-time, or volunteer fireman to operate the same and declaring an emergency. Linda Wildman made a motion to suspend the rules for Res. 03-2017. Ray Zaker 2 nd. Linda Wildman made a motion to pass Res. 03-2017. Ray Zaker 2 nd. RESOLUTION 04-2017 A Resolution of the Village of Bradner of the necessity to replace the existing permanent and continuing one (1) mill levy in excess of the ten (10) mill limitation which was passed November 6, 1984 in order to provide funds for providing and maintaining ambulance and emergency medical services and declaring an emergency. Linda Wildman made a motion to suspend the rules for Res. 04-2017. Ron Roth 2 nd. Ron Roth made a motion to pass Res. 04-2017. Ray Zaker 2 nd. RESOLUTION 05-2017 A Resolution of the Village of Bradner of the necessity to renew the five year, 2 mill levy in excess of the ten mill limitation which was passed May 7, 2013 in order to provide funds for park and recreational purposes and pool operations, repair, and renovations, and to declare an emergency. Linda Wildman made a motion to suspend the rules for Res. 05-2017. Shawn Hall 2 nd.

Linda Wildman made a motion to pass Res. 05-2017. Ron Roth 2 nd. Once these are sent to the auditor s office, they will prepare certificates with new valuations that will have to be passed as emergency ordinances at the next meeting to certify them to the Board of Elections. BUSINESS OF THE MAYOR Virgil thanked Council for the flowers. FISCAL OFFICER Kerstan Kaminski May financials are done. The instructor from the YMCA sent a letter thanking the Village for allowing her to train the lifeguard staff. Council talked about possibly doing another class before the end of the season to get lifeguards ready for next year. Lori asked how the pool is doing, income wise. Kerstan said for 6 days worth with closing early one day she brought in $1,300. Kerstan is getting property insurance quotes from 4 companies and she will have information at the next 2 meetings. The Wayne Huntington Bank is closing as of September 29 th. She thinks that even though they will have to drive to Fostoria, Bowling Green or Woodville, that would be less trouble than switching banks to one closer like Pemberville. CLAIM ORDINANCE 13-2017VC Ray Zaker made a motion to pay Claim Ordinance 13-2017VC. Mike Gudakunst 2 nd.

COUNCIL COMMITTEES Mike Gudakunst met with the Township EMS Committee to get to know each other. There s more to it than they originally thought. The last Wednesday of the month will be the next meeting. OLD BUSINESS Mike asked about the Workers Comp claim regarding John Chandler. Apparently he s been thanking Councilmembers. The Village does have representation, CompManagement, but the Village was told that nothing can be done about it at this time. The money comes from Workers Comp through the State. Kerstan mentioned that the claim is no longer putting the Village in the higher bracket which was costing the Village more money. NEW BUSINESS None EXECUTIVE SESSION: Personnel: ORC 121.22 (G) (1) Appointment, employment, dismissal, discipline, promotion, demotion, compensation of a public employee or official, or the Investigation of charges or complaints against a public employee, Licensee or regulated individual. Property: ORC 121.22 (G) (2) Court Action: ORC 121.22 (G) Linda Wildman made a motion to into Executive Session at 7:51pm for Personnel: Dismissal. Mike Gudakunst 2 nd. Ray Zaker made a motion to come out of Executive Session at 8:07pm. Mike Gudakunst 2 nd. The Board President, Jim Smith, explained that Justin Nice has missed a total of 3 months of work just in unpaid status. He has been given written warnings and suspensions and they would like to terminate him.

Linda Wildman made a motion to terminate Justin Nice as the Electrician for the Board of Public Affairs. Mike Gudakunst 2 nd. The Fire Chief, Jim Smith, would like to terminate 4 firemen for lack of running. They can come back in one year and will only be on probation, but no schooling. Ron Roth made a motion to terminate 4 firemen. Shawn Hall 2 nd. The 4 firemen are Bruce Miller, Chris Ruble, Jason Harden and Greg Warden. With no further business, Linda Wildman made a motion to adjourn at 8:11pm. Ron Roth 2 nd. Meeting adjourned at 8:11pm.
