1.0 Introduction Acknowledgement These Program Standards were developed in 2005 during the Red Cross Swim project. Many documents from across Canada were combined into this document; these National Standards will replace any existing National and Zone policies. These standards were developed for s, Trainers, Master Trainers, Training Partners and staff of the Canadian Red Cross to use and follow. The first section is the standards for all of the participant-level Red Cross Swim programs and the second section contains the requirements for all of the instructor development programs that support the participant-level programs. The standards included in this document are those accepted by the Canadian Red Cross based on ILCOR guidelines and meet the decisions agreed upon by the National Training Agencies for first aid and CPR/AED techniques. As a Red Cross / Trainer or Training Partner you are required to teach the sequences as laid out in this document. Any changes to standards or procedures will be distributed in writing. Glossary of Terms A AWSI Assistant Water Safety C Certification course Provides the candidate with a certification or other written recognition that has an expiry date on it Current Certification A Water Safety /Water Safety Trainer with a certification that is within the certification time period. The certification must not be expired or in a grace period. G Grace Period A period of three years following the expiry date of the Water Safety /Water Safety Trainer certification. M Mentorship A process in which a Water Safety or Water Safety Trainer supports and advises an AWSI, WSI or WSIT candidate as they complete the requirements to achieve certification. MIT Master Trainer N Non-certification Courses that candidates take to gain knowledge and skills, but are not tested or certified on their knowledge and skills. No recertification is required for these courses. O Optional Additional materials that the Training Partner may choose to provide to candidates. P Post-Course Requirements These are the final steps required once the core of the course has been completed Prerequisite Certifications or skills that are required to be eligible to register into the level or the course. R Recommended, equipment and standards that will increase program quality and enhance the program for candidates/participants. Recert (WSI R or WSIT R) The workshop which Water Safety s and Water Safety s Trainers are required to complete at least once every two years to maintain a current certification., equipment or standards that Training Partners must ensure candidates/participants have in order to maintain program standards and provide essential materials for candidates/participants. S Splashback A recertification course for former Red Cross Water Safety s with a certification expired for more than three years. This course provides expired WSI certification holders (past their grace period) with an opportunity to update their WSI certification without having to complete the full AWSI and WSI Courses. T Supervising WSI Teaching Experience (Assisted Teaching) Teaching Experience (Practise Teaching) Training Partner W WSI Water Safety An experienced WSI (recommended to have at least two years of practical teaching experience of the Red Cross Swim programs or equivalent), who supervises and evaluates the AWSI or WSI candidate during the teaching experience component. Supervising WSIs may only supervise one AWSI or WSI candidate per lesson. The practical application component of the AWSI and WSI certification. This component requires teaching real kids in an existing program. The class is run by an experienced supervising WSI who is responsible for the class. The AWSI/WSI candidate completes assignments for specific lessons as part of the Teaching Experience. This component can also be set up for candidates (see Practise Teaching below). The range of hours for the AWSI candidate (dependant upon the levels and time programmed for the levels) is 6.75 8 hours of Teaching Experience and 9 11 hours of Teaching Experience is required for the WSI (with 100% participation and attendance). More hours may be required at the discretion of the Water Safety Trainer. Practise teaching sessions are set up by the Water Safety Trainer and the Training Partner. It is a Teaching Experience using real kids in classes arranged by the Training Partner specifically for the WSI candidate to teach. This experience will be evaluated by the WSIT or a current experienced WSI. Swimmers in the lesson will be unable to complete a level because the WSI candidate is not yet certified to evaluate their class. Red Cross Training Partners may be large or small businesses, community or municipal organizations, corporations, or other organizations that have an agreement with the Red Cross to conduct training with Red Cross certified s/trainers. WSI Transfer WSIT WSIT Apprenticeship A certification course for experienced swimming instructors who hold a current swimming instructor certification with the American Red Cross, Lifesaving Society, YMCA, Sears I Can Swim or Toronto Ultra Swim program. This course ensures candidates have the knowledge and skills required to teach the Red Cross Swim programs. Water Safety Trainer WSIT Candidates are required to complete an apprenticeship on an AWSI and a WSI course. The candidate is required to attend 100% of the course and teach 50% of the course. 2.0 Philosophy Red Cross Swimming & Water Safety Goal Improve the quality of life by giving people the skills to make safe choices, increase physical fitness, prevent injuries and act in emergency and rescue situations. Our aim is to reduce drowning and water-related injuries and fatalities by providing Canadians with: The awareness and knowledge to recognize and avoid dangerous situations. The knowledge and skills required to save lives. The basic rescue skills to enable them to save others. 3.0 Trademarks and Copyright The Red Cross Emblem The Red Cross and Red Crescent emblems are internationally recognized symbols used to protect individuals during armed conflicts. They have a secondary use to identify organizations, like the Canadian Red Cross, that make up the International Red Cross and Red Crescent Movement (the Movement). We safeguard both uses in the Geneva Conventions and in national laws. National Red Cross and Red Crescent Societies have special roles in co-operating with their governments to protect these emblems so that they do not lose their value. National Societies, with the International Committee of the Red Cross (ICRC) and the International Federation of the Red Cross and Red Crescent Societies (Federation), also have a special responsibility to use the emblem correctly themselves. We follow the international regulations agreed upon by the Movement and by the states party to the Geneva Conventions. Appropriate use of the emblem helps preserve its protective power and, by that, helps to save lives. The Red Cross emblem is amongst the most recognized symbols in the world. Consistent and correct presentation also makes good sense for promotional and fundraising purposes. We should, therefore, display it on any Red Cross materials, publications, or products and use the emblem in conjunction with the name, Canadian Red Cross. Even the most effective symbol cannot create a positive visual identity in a vacuum. Every item that displays the corporate identity (the Canadian Red Cross name and emblem) posters, products, and signs must live up to the image of the Canadian Red Cross. All of these pieces must work together as an integrated whole, to guide and reinforce a positive total image. History of the Emblem The Red Cross and Red Crescent emblems are internationally recognized symbols of protection during armed conflicts. They gained this recognition more than a century ago, when an international meeting in Switzerland in 1863 worked to improve care of the wounded on battlefields. One recommendation of the meeting was that volunteer medical personnel of all countries wear an easily recognized sign: a white armlet with a red cross, sometimes called the Geneva cross. Representatives of 12 countries signed the international treaty, known as the Treaty of Geneva, on August 22, 1864. It established the fundamental principle that wounded or sick combatants, to whatever nation they may belong, shall be collected and cared for. It adopted the Red Cross emblem as the international symbol to identify personnel, material, and facilities used to care for the sick and wounded in times of armed conflict. By the terms of the treaty, persons and facilities bearing the symbol are protected from attack. Over the years, we have extended the protection of the original Treaty of Geneva beyond the battlefield to include the shipwrecked, prisoners of war, and civilian populations affected by armed conflicts. Recognized as a symbol of humanity and neutrality, the Red Cross emblem is the only protection Red Cross workers have when they bring relief and protection to victims of armed conflicts. The emblem identifies and protects the sick, the wounded, and those who come to their aid; medical equipment; buildings; and vehicles. In December of 2005, the International Red Cross and Red Crescent Movement welcomed the decision of the Diplomatic Conference held in Geneva to adopt a Third Additional Protocol to the Geneva Conventions, creating an additional emblem alongside the red cross and red crescent. The additional emblem, known as the red crystal, will appear as a red frame in the shape of a square on edge, on a white background, and is free from any religious, political, or other connotation. Trademark and Copyright The Geneva Conventions Act, the Trade Marks Act, and the Act of Incorporation of The Canadian Red Cross Society protect the Red Cross emblem in Canada. The Canadian Red Cross must authorize its application and use in Canada. Article 53, Schedule 1 Geneva Conventions The use by individuals, societies, firms or companies either public or private, other than those entitled thereto under the present Convention, of the emblem or the designation Red Cross or Geneva Cross, or of any sign or designation constituting an imitation thereof, whatever the object of such use, and irrespective of the date of its adoption, shall be prohibited at all times. Trademark: A trademark is a word or symbol used to distinguish the products of one organization (or author) from another. Once trademark rights are acquired, it is a prohibited mark and cannot be used by anyone as part of a trademark or otherwise. Copyright: We define a copyright as the right of an author to prevent others from altering an image or written work. It also protects the image or written material from being reproduced or translated without the author s permission. To protect copyright, all materials must display the copyright symbol and/or the phrase. Monitoring Use of the Emblem As a signatory to the Geneva Conventions, the Government of Canada is obliged to promote respect for the emblem and uphold its dignity. This way, we preserve and strengthen the emblem s protective role. The International Regulations oblige the Canadian Red Cross to protect the Red Cross emblem. Most emblem misuses are inadvertent and quickly corrected. Many people are unaware of the emblem s special role, and they quickly correct any misuse when they learn of the restrictions on its use. Ongoing emblem misuses show that the Red Cross must be vigilant about monitoring use of the emblem and must try to educate the public about its protective role during conflict. Every member of the Canadian Red Cross is responsible for monitoring use of the emblem. All abuses or concerns should be reported to the Red Cross. The best people to report the misuses to are the national or zone public affairs directors or general managers or the Director of the Humanitarian Issues Program or the General Counsel. To report Emblem Abuse go to http://www.redcross.ca/article.asp?id=10952&tid=001 In the Geneva Convention, they describe the emblem simply as a red cross on a white ground. There is no rigid definition of the form of the cross, the exact shade of red, or the shape of the white background. This ensures universal respect for and avoids abuse of the emblem when we intend it to serve as the humanitarian Red Cross symbol. During times of war, therefore, variations in dimension, shape, and shading would not change the status of the Red Cross emblem as a protective sign. Training Partners Canadian Red Cross Training Partners may be granted permission to use the Red Cross emblem if they sign an agreement and adhere to conditions of the agreement. 10.0 Policies Introduction All of these standards apply to candidates who are currently taking the Red Cross Assistant Water Safety, Water Safety, Splashback, or WSI Transfer or WSIT course, WSI or WSIT recertification to be certified by the Canadian Red Cross as an AWSI/WSI /WSIT. AWSI/WSI and WSIT Responsibilities Code of Conduct As a Assistant Water Safety (AWSI), a Water Safety (WSI) or a Water Safety Trainer (WSIT), you represent The Canadian Red Cross Society. When you interact on a professional basis with fellow s, Training Partners, parents, swimmers, and your community at large, your behaviour reflects back on The Canadian Red Cross Society as a whole. The following Code of Conduct has been established as the standard by which your behaviour is measured. As a WSI, you should do the following: 1. Observe and promote the seven Fundamental Principles of The International Red Cross and Red Crescent Movement. 2. Treat everyone fairly, regardless of race, gender, ethnicity, financial ability, sexual orientation, religion, disability, or age, and within applicable provincial, territorial and federal legislations. 3. Consistently display high professional standards to project a favourable image of Canadian Red Cross Swimming and Water Safety Program: Refrain from public criticism of fellow AWSIs, WSIs, WSITs, FAIs, FAITs LGIs. LGITs Training Partners, parents, participants of any Canadian Red Cross programs or the Canadian Red Cross Abstain from any personal behaviour that may adversely influence or harm a participant. Refrain from the use of profane, insulting, harassing, or otherwise offensive language in the conduct of duties. 4. Ensure that the activity being undertaken is suitable and safe for the age, experience, ability, and fitness level of the swimmer. 5. Comply with registered medical practitioners recommendations as they are communicated. 6. Ensure the personal safety of every swimmer. 7. Maintain the WSI performance standards found in the Teaching Experience evaluation criteria for the AWSI, WSI and WSIT course. Red Cross Swim Program Standards 2011 Page 36 of 67

8. Understand that behaviours that constitute harassment or abuse are unacceptable. See www.instructornetwork.ca for Understanding and Responding to Maltreatment, Risk Management Checklist for Water Safety, and You and the Law. To be professional means assuming your responsibilities in a serious and organized manner. This means placing the needs of your class ahead of your own. It means following through on commitments to your swimmers, your fellow s, and your employer. You have responsibilities: 1. to Red Cross as a volunteer in promoting the aims of Red Cross Society Services; 2. to Red Cross for maintaining appropriate standards for Red Cross Swim certifications; 3. to your swimmers for developing the appropriate attitudes and skills to ensure that they will use aquatic environments in a safe manner; 4. to your swimmers for providing a safe and enjoyable learning experience in the water; and, 5. to your employer for fulfilling your employment obligations. Your biggest responsibility is safety. This means that you are responsible for preventing dangerous situations in classes, assisting swimmers in difficulty, and coming to the assistance of fellow staff members in the event of an emergency. Red Cross s always uphold the first Red Cross principle of humanity to prevent and alleviate human suffering wherever it may be found. It is inconsistent with this principle to deny assistance to anyone at anytime. It is your responsibility to ensure that you are physically and mentally prepared to deal with any emergencies that might arise during your class. Fitness training and emergency procedures should be a regular part of the in-service training for s. You should make sure your appropriate certifications are current. Representing the Canadian Red Cross Society Always remember that you are a representative of Canadian Red Cross. What you say reflects on The Canadian Red Cross Society and on the Red Cross and Red Crescent movements worldwide. In all cases, your comments and actions should reflect the Fundamental Principles of humanity, impartiality, neutrality, independence, voluntary services, unity, and universality. Role and Responsibilities of Water Safety Trainers Once you are certified as a Water Safety Trainer (WSIT), you will help AWSI and WSI candidates develop their skills and understand their role as a Red Cross volunteer. You will teach the candidates how to instruct others, coach them in improving their skills, and mentor them in developing as individuals and leaders while representing the Canadian Red Cross in a professional manner. Helping others better themselves is a rewarding activity. Helping candidates become competent instructors means that, ultimately, you will help hundreds of children, teens, and adults enjoy water activities and keep themselves and others safe. You will be the voice of the Canadian Red Cross; while training s to teach our programs, you will ensure that they understand Red Cross philosophies and principles. The Canadian Red Cross depends on you to build and maintain its credibility and share the enthusiasm that emerges when you affiliate yourself with the largest voluntary organization in the world. Use resources effectively and maintain an up-to-date knowledge of current Red Cross Swim standards, policies, and procedures. 3. Use, demonstrate, and describe the injury prevention model. Standards for Teaching 1. Attend on time and be prepared for teaching Red Cross Swim lessons 2. Demonstrate a positive attitude. 3. Demonstrate knowledge of the individual approach to instructing. Personal Swimming and Water Safety Skills Be able to demonstrate at anytime all swimming and water safety skills that are required within the Red Cross Swim program according to the Canadian Red Cross performance criteria. Certification The Canadian Red Cross in accordance with the standards established by the Society must certify all Canadian Red Cross Assistant Water Safety s, Water Safety s and Water Safety Trainers by issuing a certification card, which must be signed by the holder. The certification of a Canadian Red Cross Assistant Water Safety, Water Safety or Water Safety Trainer is proof that all requirements have been met and that he/she is certified and eligible to offer Red Cross Swim courses to the public. The certification is valid for two years. Certification Transfers National Water Safety Development Programs and certifications are valid across Canada. It is not necessary to transfer certifications if you move, but you should update your contact information anytime you move. You will also need to familiarize yourself with the provincial/territorial legislations, so you are meeting workplace requirements. If you are a current Water Safety with the American Red Cross, you will need to attend a Water Safety Transfer course. Assistant Water Safety s and Water Safety s All AWSI and WSI (includes Splashback and Transfer candidates) Candidates, prior to enrolling in the certification training course, must meet all of the prerequisites and to complete must meet all the course completion requirements, teaching experience and evaluation criteria. All of the details for the courses are found in section 13.0. All AWSI and WSI Candidates must meet the prerequisites and complete all the course completion requirements listed below: 1. Successful completion of the Canadian Red Cross AWSI/WSI course in accordance with the Canadian Red Cross evaluation criteria. 2. Teaching experience is required to gain experience and practise the teaching skills learned in the Assistant Water Safety /Water Safety s course. All required teaching experience is to be done with a current Canadian Red Cross Water Safety or Water Safety Trainer. The course Water Safety Trainer may designate a specific supervising WSI /WSIT for the Candidate s teaching experience. All teaching experience will be evaluated based on the criteria outlined in the applicable Teaching Experience (AWSI/WSI) form. 3. Demonstrate a clear understanding of the Red Cross Swim standards and procedures relative to training including the process for certification, quality assurance, recertification, and issue management including the revocation of Canadian Red Cross AWSI/WSI status. The Canadian Red Cross AWSI/WSI is certified for a two (2) year period unless the certification is revoked prior to the expiry of the certification period by the application of the Canadian Red Cross revocation policy for AWSI/WSI certifications. Water Safety Trainers All Water Safety Trainer Candidates, prior to enrolling in the Water Safety Trainer course, must meet the following prerequisites: 1. Hold a current Canadian Red Cross Water Safety certification 2. Have at least two years experience teaching as a Water Safety for Red Cross Swim programs 3. Be 18 years of age or older Once all the above listed prerequisites have been met, the WSIT Candidate must meet the following training requirements: 1. Successfully demonstrate all evaluation criteria. 2. Successfully complete post-course requirements, which will include an apprenticeship on an Assistant Water Safety and Water Safety course within two years of completing the Trainer Course. All teaching experience will be evaluated based on the criteria outlined on the Water Safety Trainer Apprenticeship Teaching Evaluation form (Appendix B, WSIT Manual). This form is also located on www.instructornetwork.ca. 3. Demonstrate a clear understanding of the Canadian Red Cross Program Standards and procedures relative to Red Cross Swim including the process for certification, recertification and revocation of Canadian Red Cross and Trainer status. Recertification The Canadian Red Cross certifies all Canadian Red Cross Assistant Water Safety s, Water Safety s/water Safety Trainers for a two-year period unless the certification is revoked prior to the expiry of the certification period by the application of the Canadian Red Cross Standards for Revocation of / Trainer certifications. The recertification process for Canadian Red Cross Water Safety / Trainers, which occurs every two years, is necessary for quality assurance in the instruction of Canadian Red Cross Swim Program. The recertification designation is proof that all requirements have been met and that the WSI /WSIT certification is recertified and the WSI/WSIT is eligible to provide instruction in the Canadian Red Cross Swim program to the public for an additional two-year period, unless the designation is otherwise Red Cross Swim Program Standards 2011 Page 40 of 67
