Missin: The missin f Emergency Supprt Functin 9 (ESF 9) is t prvide search and rescue crdinatin and supprt services in supprt f emergency events in Escambia Cunty. ESF 9 can prvide persnnel and resurces t supprt preparedness, respnse, recvery and mitigatin in supprt f the primary emergency management bjectives. ESF 9 resurces are used when individual agencies are verwhelmed and cunty emergency respnse team requests additinal fire service/search and rescue assistance. II. Cncept f Operatins A. ESF ORGANIZATION/STRUCTURE ESF 9 is lcally rganized cnsistent with state EOC, the requirements f the Natinal Prtectin Framewrk (NPF), Natinal Respnse Framewrk (NRF), Natinal Recvery Framewrk, Natinal Incident Management System (NIMS), and the Incident Cmmand System (ICS). This structure supprts incident assessment, planning, prcurement, deplyment, crdinatin, and supprt peratins t Escambia Cunty thrugh the Escambia Cunty EOC t assure a timely and apprpriate respnse t an emergency r disaster. The cunty EOC utilizes a cmbinatin ICS and ESF management system t manage disaster peratins in the EOC. ESF 9 will be rganized and perate as a team leveraging the resurces f all agencies t meet the needs f the cmmunity. ESF 9 lead will be the team leader, primary cntact, and crdinatin and facilitatin pint fr all planning and peratinal activities fr the ESF. ESF 9 lead will crdinate and facilitate all reprting requirements and the sharing f infrmatin and data fr the ESF. ESF 9 lead will crdinate any requests f ESF 9 and their resurces as apprpriate. ESF 9 lead will be respnsible t crdinate, facilitate, and participate in all predisaster planning activities as it relates t the evlving missin f ESF 9. ESF 9 supprt rganizatins will partner with, be respnsive t, and supprt the lead in all planning and peratinal activities in accmplishing the evlving missin f ESF 9. ESF 9 will prvide the IC and EOC cmmand with expert guidance, directin, and recmmendatins fr planning and peratinal cnsideratins thrughut an ESF 9 Page 1

Emergency Supprt Functin (ESF) 9 incident t leverage resurces and prgrams that may be applicable t the disaster situatin at hand. ESF 9 lead des nt have the authrity t direct, cmmit, nr assume respnsibility r liability fr the resurces f any supprt rganizatin. Each ESF rganizatin is respnsible fr and manages their wn resurces while wrking tgether as a team t accmplish the ESF missin(s) at hand. ESF 9 will be crdinated by and reprt t the emergency services branch directr, wh reprts t the peratins sectin chief, wh then reprts t the incident cmmander. The EOC cmmand structure will request, guide, and evlve the missin and task respnsibilities f each ESF bth befre an incident as it relates t planning activities thrughut the year fr disaster services and peratins, as well as, peratins during an EOC activatin. Incident Cmmand System Structure: ESF 9 Search and Rescue B. ALERTS/NOTIFICATIONS The Divisin f Emergency Management is regularly mnitring the cmmunity fr ptential disaster threats that may rise t the level f taking actin. Shuld there be any need t take actin in respnse t a ptential r imminent threat, the Divisin will reach ut t the apprpriate EOC psitin(s) and/r ESFs fr further crdinatin. The Divisin f Emergency Management has several tls frm which cmmunicatins t EOC partners and rganizatins may be cntacted as it relates t prviding any ptential threats, any decisin-making meetings, briefings, r EOC activatins. Depending upn the situatin, the apprpriate ESF 9 Page 2

Emergency Supprt Functin (ESF) 9 peple will be cntacted as it may relate t any varying degree f actins that may need t be taken. ESF lead rganizatins will fllw up with any ESF supprt rganizatin t crdinate any staffing r resurce needs fr the situatin and t make sure apprpriate ESF staffing cverage is prvided in supprt f any EOC activatin. C. DIRECTION AND CONTROL When the EOC is activated, ESF 9 falls under a crdinatin and management structure within the EOC. Each ESF rganizatin will vluntarily crdinate their resurces in supprt f the EOC management structure s guidance, requests, and directin t maximize the efficiency and effectiveness f the respnse, and t leverage resurces as much as pssible. Much f the EOC activities are preplanned and the EOC will lk t each rganizatin t fulfill their cmmitment t varius peratins, but will als lk t each rganizatin t assist with needs that may nt have been preplanned. It is understd that each ESF rganizatin has the sle respnsibility fr any cmmitment, crdinatin, and management f their wn rganizatin s resurces and that resurces ffered t supprt EOC peratins are merely crdinated thrugh ESF 9 in supprt f the EOC peratin and nt directed, cntrlled, r will any respnsibility be accepted fr thse resurces by any ther rganizatins unless specifically identified and agreed upn by the apprpriate parties invlved. Financial respnsibility fr thse same resurces will als rest with the rganizatin wning and cmmitting their resurces t a particular need r task unless ther financial bligatins are identified prir t any deplyment r rendering f service. Determine when t cease any peratin when cnditins may becme unsafe utilizing several cnditinal factrs t include: Crdinatin with cessatin f ther disaster respnse activities that may include ther first respnder peratins when cnditins may becme unsafe fr persnnel and equipment. Utilizing a guideline t cease peratins when winds in the area reach sustained 39 mph speeds fr high prfile vehicles. Prfessinal assessment input frm ther public safety prfessinals as may be fund in ESF 4, 8, 10, & 16 t determine when cnditins may be unsafe fr persnnel and equipment. All resurce and task requests t and frm ESF 9 will be managed and crdinated by ESF 9 with thse ther ESF rganizatins prviding cperative supprt. D. PLANNING ESF 9 lead and supprt rganizatins will crdinate, facilitate, and/r participate in activities t develp plans, prcedures, cmmit resurces, initiate mutual aid agreements, and cntract service arrangements in the effrt t enhance the crdinatin and develpment f peratinal activities as needed and requested in supprt f the ESF missin. Planning will include, but nt be exclusive f the fllwing: ESF 9 Page 3

Develp and maintain a list f essential emplyees, supprt rganizatins, and apprpriate vendrs, cntractrs, r ther resurces t supprt peratins as apprpriate. Identify and develp a list f lcal transprtatin resurces that will be available t supprt the ESF 9 missin. Supprt additinal planning initiatives where resurces may allw and crdinate with supprt r ther cmmunity rganizatins as apprpriate. Thrughut the planning effrt, make sure plans are in place and activities are crdinated in such a manner that will allw access and reasnable accmmdatin t any disaster service that is prvided t the rest f the cmmunity in cmpliance with the Americans with Disabilities Act (ADA). E. OPERATIONS ESF 9 will: Prvide apprpriate staffing t manage the ESF 9 EOC desk and any functins and respnsibilities f ESF 9 in the EOC as requested r required. Attend and/r participate in any meetings, briefings, discussins, and ther activities as needed and requested in supprt f EOC peratins. Mnitr peratinal status f resurces and assets under the purview f ESF 9. Evaluate, analyze, and prcess infrmatin and data and undertake cntingency planning t meet anticipated demands r needs. Identify and reprt n any anticipated gaps in service and develp cntingency plans t address thse gaps r any unanticipated demands n resurces. Acquire apprpriate intelligence infrmatin and data frm ESF resurces and cmplete any reprting needs and requirements in supprt f the EOC peratin and at the request and directin f EOC management and leadership. Crdinate resurces t meet resurce requests within the EOC peratin. ESF 9 Page 4

Crdinate with ESF 14 and Citizens Infrmatin Center fr any public infrmatin disseminatin needs. Initiate and mbilize search and rescue peratins as apprpriate and requested frm EOC r field IC. Determine when t cease any peratin when cnditins may becme unsafe utilizing several cnditinal factrs t include: Crdinatin with cessatin f ther disaster respnse activities that may include ther first respnder peratins when cnditins may becme unsafe fr persnnel and equipment. Crdinate with the lgistics sectin as apprpriate, with any requests fr mutual aid resurces t supprt resurce needs that exceed ESF 9 lcal capabilities. Supprt impact/damage assessment prcess as requested and apprpriate. Crdinate, manage, and/r facilitate the use f mutual aid resurces t meet the peratinal needs f ESF 9. Make sure all ESF 9 planning effrts and peratins include cnsideratin fr the maintenance f access fr all services prvided t the cmmunity at large as required by the Americans with Disabilities Act (ADA). Make sure each ESF rganizatin is familiar with the EOC COOP and t be able t maintain their peratinal capacity and integrity at any f the ptential alternate EOC lcatins shuld the EOC peratins need t relcate. Additinal plans and prcedures may need t be develped by ESF 1 t enhance peratins at these alternate EOC lcatins. Dembilize resurces as requested by EOC cmmand structure. Initiate financial reimbursement prcesses fr recvery activities when such supprt is available. Crdinate with the finance sectin as apprpriate. Prvide any after actin imprvement cmments and suggestins as requested t cntinue planning effrts and t imprve peratinal readiness fr the next disaster incident. ESF 9 Page 5

Emergency Supprt Functin (ESF) 9 Crdinate with varius lng-term recvery effrts and supprt transprtatin initiatives in crdinatin with disaster recvery centers, disaster field ffices, the lcal mitigatin strategy grup, the pst-disaster redevelpment cmmittee, r any ther relevant lng-term effrts as apprpriate. F. RESPONSIBILITIES 1. LEAD COORDINATING ORGANIZATION ESCAMBIA COUNTY FIRE RESCUE DIVISION Prvide leadership in directing, crdinating and integrating verall cunty effrts t prvide search and rescue assistance t affected areas and ppulatins. Staff and perate a NIMS cmpliant ICS cmmand and cntrl structure t assure that services and staff are prvided t areas f need. Crdinate and direct the activatin and deplyment f cunty agencies search and rescue persnnel, supplies, and equipment and prvide certain direct resurces. Evaluate the emergency situatin, make strategic decisins, identify resurce needs and secure resurces required fr field peratins. Mnitr search and rescue emergency respnse and recvery peratins. ESF 9 representatives r designees will crdinate all state and federal search and rescue resurces int the affected areas frm staging areas. Manage search and rescue and ther emergency incidents in accrdance with each department s standard perating prcedures and under the directin f ESF 9 representatives r designee. Prvide assistance in initial needs assessment, and augment search and rescue peratins thrugh specialized respnse capabilities. Make specific requests fr search and rescue assistance t the state ESF 9/State Fire Marshal s Office, thrugh the Escambia Cunty liaisn, as needed. The state will activate resurces thrugh the state emergency respnse plan. Cntinue t re-assess pririties and strategies, thrughut the emergency, accrding t the mst critical search and rescue needs. Dembilize resurces and deactivate the ESF 9 peratin upn directin frm the IC as apprpriate. 2. SUPPORT AGENCIES Supprt agencies will prvide assistance t and crdinate with all ESF 9 rganizatins t leverage services, staff, equipment, and supplies that cmpliment the entire emergency respnse and search and rescue effrts as the cunty emergency respnse team addresses the cnsequences generated by the hazards that may impact the cunty (i.e., severe weather, trpical cyclnes, envirnmental bilgical, terrrism, technlgical, and mass migratin, etc.). Because services and resurces are subject t change frm time t time, emergency crdinatrs are respnsible fr frequently updating their resurces capabilities with the ESF 9. G. FINANCIAL MANAGEMENT ESF 9 Page 6

Emergency Supprt Functin (ESF) 9 Each rganizatin is respnsible t track and manage its wn expenses related t a disaster/emergency respnse and recvery effrt, whether the EOC has been mbilized r nt. Mutual aid sharing f resurces shuld be tracked by each and all rganizatins ffering and receiving thse resurces, t ensure nn-cnsumable resurces and assets are returned apprpriately, timely, and in the same cnditin frm which it was received. Any expected cmpensatin fr mutual aid services r resurces ffered, rented, leased, bught, and/r requested frm any rganizatin and prvided t any rganizatin, shuld have all financial expectatin pre-identified in advance f service r resurce delivery. Any expenses nt clearly identifying a financially respnsible party will be at risk fr nn-payment. Any disaster/emergency expenses incurred by any rganizatin may be requested, in summary, by the finance sectin t satisfy reprting requirements t the state r federal authrities, r even frm media requests as may be apprpriate. Release f such infrmatin will ultimately be at the discretin f thse rganizatins and as applicable by law. H.
