Afehanistan (AF) o Date of Birth: 1 January 1973 o Citizenship: Afehanistan o Internment Serial Number (ISN): US9AF-000941DP 2. (FOUO) Health: Detainee is in good health. He has an allergy to sulfa medications. Detainee has mild chronic active Hepatitis B. He has Gastro esophageal Reflux disease and takes Aciphex for this condition. Detainee has no travel restrictions. 3. (S/NF) JTF GTMO Assessment: a. (S) Recommendation: JTF GTMO recommends this detainee be Transfened to the Control of Another Country for Continued Detention (TRCD). b. (S/NF) Summary: JTF GTMO previously assessed detainee as Retain in DoD on 11 November 2003. Based upon information obtained since detainee's previous assessment, it is now recommended he be Transferred to the Control of Another Country for Continued Detention 0RCD). S E C R E T / / NOFORN / / 20300603 For this update recommendation, detainee is assessed a probable associate and supporter of Al Qaida and Hezb-I-Gulbuddin (HIG). He has lived with his brother-in-law, who is a known Al-Qaida facilitator, Abu Nasim al-tunisi in residences that are associated with another Al-Qaida facilitator, Abu Sulayman Al-Jazairi. Both of his younger brothers, Abdul Matim and Mohammed Yusef, are also known to be associated with Abu Nasim. Detainee's close proximity to so many prominent Al-Qaida associates would at minimum have allowed him to assimilate knowledge of the clandestine activities and whereabouts of Al-Qaida facilitators, al-tunisi and al-jazairi, along with his two younger brothers. To date, detainee claims to have absolutely no knowledge of any of al-tunisi or his brother Islamic extremist activities. Detainee most likely is withholding incriminating information to protect him and his direct family members. It is assessed this detainee is a MEDIUM risk, as he may pose a threat to the US, its interests and allies. 4. (S//NF) Detainee Background Summar!: Unless otherwise noted, the following paragraphs are based solely on the detainee'statements. a. (S) Prior History: Detainee is an Afghani citizen who lived in Peshawar, PK. Detainee was born in 1973 in Nuristan Province, AF. Detainee's family left Afghanistan when he was young and moved to the Raghagan Refugee Camp near Bajavor, PK. He has lived in Pakistan for more than twenty years. His is manied and the father of five. He is a Sunni Muslim. He states he has worked as a jackhammer or rock drill contractor and clothing salesman in the past. b. (S) Training and Activities: He most recently worked as a taxi driver, driving a car his brother-in-law, Abdul Nasim Al-Tunisi, aka Ismail, purchased for him. He split his profits with him as payment. He also lived in a home purchased by Al-Tunisi. Al-Tunisi allegedly got detainee'sister pregnant out of wedlock causing a hasty marriage to be arranged to avoid shame. Detainee was forced to give his sister away at the wedding based on this pressure. He stated Al-Tunisi constantly changed residences and had the residence in his wife's name. He claimed innocence and stated he was unaware, in the slightest sense, of Al-Tunisi's actions, or those of Al-Tunisi's brothers, because he worked long days and did not see or interact with them. His wife and children lived at his wife's sister's residence not with him at the home, which was raided. He claimed he is part of the Banjour Tribal Agency. c. (S) Capture Information: Detainee was captured on suspicion of working for Al- Qaida. On2l September 2002, detainee was arrested by Pakistani authorities following a raid on a suspected Al-Qaida safehouse where detainee's brother-in-law, Al-Qaida facilitator Abu Nasim Al-Tunisi also lived. s E c R E T // NOFORN / / 20300603 possession at his time of capture. Detainee was subsequently transported to Bagram Collection Point on23 January 2003. d. (S) Transferred to JTF GTMO: 22March2003 e. (S/NF) Reasons for Transfer to JTF GTMO: To provide information on the following: o Abu Nasim al- Tunisi, aka Ismail, Al-Qaida facilitator who was married to detainee's sister, Jamilla. o Abdul Basir, suspected associate of Abu Nasim al-tunisi, whom detainee spoke of in previous intenogations. r Mohammed Yusef, suspected associate of Abu Nasim al-tunisi, whom detainee spoke of in previous interrogations. o Abdul Matim, suspected associate of Abu Nasim al-tunisi, whom detainee spoke of in previous interrogations. 5. (S//NF) Detainee Threat: a. (S) Assessment: It is assessed the detainee poses a MEDIUM risk, as he may pose a threato the US, its interests and allies. b. (S/NF) Reasons for Continued Detention:. (S) Detainee is assessed to be associated with Al-Qaida and Hezb-I-Gulbuddin (HIG) high-level personalities. o (S/A[F) Pakistan's Inter-Service Intelligence Directorate (ISID) and Peshawar Police/CID teams capturedetainee during raids on three suspected Al-Qaida locations in Peshawar, PK on 22 September 2002. These three locations were associated to Abu Sulayman Al-Jazabi, Abu Nasim Al-Tunisi and an individual named Muhammad Afghani, AKA, Zubayr. All three are known Al-Qaida members. o (S/A{F) The house detainee was captured in was linked by ISID to known Al- Qaida facilitator, Abu Sulayman al-jazairi.. (S/AIF) Detainee was living with known Al-Qaida facilitator Abu Nasim Al- Tunisi. Al-Tunisi is married to detainee'sister, Jamillah. I (S/AIF) The same unidentified individual owned all three houses. During the raids police confiscated electrical components used in assembling improvised explosive devices (IEDs), a soldering iron, one hand grenade, homemade tactical belts for pistols, computer equipment and other magnetic media and documents. 1 s E c R E T //NOFORN I I 20300603

S E C R E T //NOFORN I I 20300603 (Analyst note: Al-Jazain and al-tunisi are known associates that have worked together for some time. The fact that the same individual owned all three locations and that al-tunisi was staying at the location linked with Al-Jazairi; strongly indicate that all three locations housed Al-Qaida associates. It is reasonable to assume that all residents housed in the locations were aware of Al-Jazairi and Al- Tunisi's clandestine activities. This conclusion is supported by the fact that Al- Qaida member Abdul Basir was housed in a residence right across the street from the residence al-tunisi and detainee lived in.) o (S//NF) Senior Al-Qaida Lieutenant, Abu Zubaydah, stated Al-Jazafui was a trainer at Khalden Camp and then joined Al-Qaida. He was an expert in explosives. Abu Zubayda also stated that Abu Nasim Al-Tunisi trained at Camp DeRunta and trained in explosives and poisons. Abu Zubayda wrote a letter of introduction for Al-Tunisi so he could work with the Italian Muslims. Al-Tunisi became well known for bringing in false passports for Al-Qaida from Italy. o (S/A{F) Detainee, al-tunisi and Abu Sulayman Al-Jazairi had strong associations to the HIG. Detainee was probably acting as a bodyguard for Abdul Ghafour, Hezb-I- Gulbuddin (HIG) commander for the Nuristan Province. Analyst note: HIG is a Tier I group with strong links to Al-Qaida.) o (S) Al-Jazairi has been aligned with Hekmatyar since the early 1990's. He provided lodging and financial support to families in the refugee area in Pakistan where detainee lived during the 1990's and early 2000's via Al Qaida and the HIG. o (S) Al-Tunisi was in a battalion that fought alongside Gulbuddin Hekmatyar (probably against the Russians). o (S) Detainee was bom and raised in Nuristan Province, AF and reported that during recent years he would return to Nuristan for months at time where he sold jewelry. o (S/ {F) Haji Abdul Ghafour, who controls the HIG operations in the Nuristan Province, has four bodyguards, one is listed as Jumadin. (Analyst note: With detainee's links to Al-Jazairi, and Al-Tunisi and in turn their links to Hekmatyar and the HIG and detainee's admitted constant travel to Nuristan for work, it is very probable that detainee acted as the bodyguard for Haji Abdul Ghafour.. (S) Detainee was captured with four USD $100 counterfeit bills. o (S) "Islamic extremists groups have historically preferred to use Italy for safe haven, weapons acquisition/smuggling, finance and counterfeit documentation". (Analyst note: Though this is purely circumstantial documentation in regard to detainee, it should not be ignored that al-tunisi has always been associated with facilitating false documentation from Italy. It would be logical to assume that he would also facilitate the smuggling of counterfeit currency from Italy. This might 4 S E C R E T //NOF'ORN I I 203O0603

(S) Detainee has two younger brothers, Abdul Matim, 18 years old and Mohammed Yusef (variant Yusif), 16 years old, both of who are suspected to be associates of Al- Qaida facilitator Abu Nasim al-tunisi. Both were also living in the same residence as Abu Hasim al-tunisi. Detainee has provided physical descriptions of both Matim and Yusef. c. (S//NF) Detainee's Conduct: Detainee's behavior has been generally compliant towards detention personnel. 6. (S//NF) Detainee Intelligence Value Assessment: a. (S) Assessment: JTF GTMO determined this detainee is of MEDIUM intelligence value.. (S) Detainee may be able to provide information on several key Al-Qaida facilitators and operatives. He was housed with Abu Nasim al-tunisi in a residence owned by Abu Sulayman Al-Jazairi; both are Al-Qaida facilitators and longtime associates. Detainee's younger brothers were also suspected of being associates of al-tunisi. Detainee may also provide information on safehouses in Pakistan. b. (S//NF) Areas of Potential Exploitation:. High-level Al-Qaida facilitators o Pakistani safehouses o Al-Qaida's use of counterfeit money o Information on detainee's younger brothers who are suspected associates of al-nasim o Detainee's role and position within the HIG o HIG operations and logistics 7. (S) EC Status: Detainee's enemy combatant status was reassessed on 27 November 2004, and he remains an enemy combatant. / eilr,{l w.
