(S//NF) Detainee Backgrund Summary: Unless therwise nted, the fllwing paragraphs are based slely n the detainee'statements. a. (S) Prir Histry: Detainee is an Afghan natinal bm in 1972 in Pann Village, Gardez District, Paktia Prvince, AF. He is single and lived with his sister. Detainee wrked as a farm hand fr Dust Mhammed (NFI). He made 70 rupees per day and was paid at the end f the mnth. He was als self-emplyed as a stream (kareez) digger. b. (S) Recruitment and Travel: Detainee stated that his uncle, Samud Khan, (ISN 1850), had sent fr him and he went t his uncle's cmpund in late He cut wd and cked fr the grup. c. (S) Training and Activities: Samud Khan cmmandedetainee's unit, which was lcated in the Musawal area f Zrmat, AF. Dr. Hafizullah Shabaz Khaul (Dr. Hafizullah), US9AF DP (ISN 1001), supervised Samud. d. (S) Capture Infrmatin: On 11 December 2002, Samud left his cmpund because he knew US/Calitin Frces were ging t raid the lcatin. US Frces arrestedetainee during a raid n Samud Khan's cmpund in Charkala,Zrmat, Paktia Prvince, AF. Detainee was captured wearing a beige "Allah Akbar" headband that he claimed t have stlen frm Naqib Ullah (lttraqib), ISN US9AF DP (ISN 913). Alng with detainee, US Frces captured Habib Rahman, US9AF DP (ISN 907), Sharder Khan, US9AF DP (ISN 914), Mhammed Khan, US9AF-00091ODP (ISN 910), Abdul Samad, US9AF DP (ISN 911), Asad Ullah, US9AF DP (ISN 912), ISN 908, and ISN 913. (S/NF) Detainee Threat: (S) Assessment: It is assessed the detainee pses MEDIUM risk, as he may pse a threat t the US, its interests and allies. a. (S//NF) Reasns fr Release r Transfer t Anther Cuntry: (S/A.{F) Detainee was a member f an ACM grup cmmanded by warlrd Samud Khan, ISN ISN 1850's ACM grup cnducted Anti-Calitin attacks in the Gardez andzrmat Districts f the Paktia Prvince, AF. ISN 1850 is als knwn t pssess ties t Saifullah Rahman Mansur, a frmer senir Taliban Cmmander and Al- Qaeda affiliate. (S/AIF) ISN 1850 wrked fr Dr. Hafizullah Shabaz Khaul (Dr. Hafizullah), ISN 1001, wh was a subrdinate t Saifullah Rahman Mansur. (Analyst Nte: Mansur is the frmer Taliban 8th Divisin Cmmander. He is a knwn ACM leader listed n CENTCOM's Tier III persnalities and is wanted by Afghan and US/Calitin Frces. The leaders f Al-Qaida, Hezbi-e-Islami Gulbuddin (HIG) and Taliban; Usama Bin Laden (UBL), Gulbuddin Hekmatyar and Mullah Omar, respectively gave Mansur, Malawi Kabir and Jalaluddin Haqqani the respnsibility fr attacking calitin frces in the Khwst, Paktia, and Ghazni Prvinces f Afghanistan. In early September f 2002,ISN 1001 was reprted t be planning an attack against US and Afghan Transitinal Administratin (ATA) psitins and persnnel in the Paktia Prvince, AF). (S/A{F) Abdul Samad, US9AF-00091lDP (ISN 911), identified the detainee's pht and stated he had been in Samud's cmpund fr apprximately 2-3 mnths. ISN 911 perfrmed guard duty and ccasinally brught water t the cmpund. He stated that the detainee was sitting utside the cmpund when the US military vehicles arrived, and then the detainee went inside. Detainee was in pssessin f a Kalashnikv rifle at the time. (S/A{F) ISN 911, als identified detainee as a cmpund guard. The detainee gt water, cked and chpped wd. (S/A{F) Naqib Ullah, US9AF DP (ISN 911), identified the detainee as the nephewflsn (S/A{F) Detainee is assciated with ACM, Taliban, and Al-Qaida persnalities and has been indctrinated int Islamic extremist idelgy. (S) Detainee admitted he attended the Saif Rahman Mansur Madrassa fr tw and ne-half years and graduated with the title f Qari Sahib (ne wh recites the Kran). Detainee tried t avert attentin frm this by explaining that Qari means crss-eyed. Mullah Abdul Malik gave a seffnn at the msque in December f He praised the Taliban, their leader, Mullah Omar, and Mansur. Malik called fr jihad against Muslims wh cperated with Americans, and all nn-muslims.. (Analyst Nte: Mullah Abdul Malik is knwn t have targeted US and Calitin frces inzabul Prvince f Afghanistan.) Detainee may have been requested t stay at ISN 1850's cmpund because ISN 1850 felt threatened and wanted the detainee t act as a bdyguard. Samud was in cnflict with a rival warlrd named Abdul Ali because Samud killed Abdul Ali's sn. Ali's sn had captured and maimed three f Samud's friends. (S/A{F) Detainee's veracity is in questin. (S/AIF) Befre they were captured, ISN 907 tld the detainee, ISNs 912, 913 and 930 that it was imprtant fr them all t have the same stry and nt t reveal any secret infrmatin abut Mansur. ISN 907 instructed the thers t tell the Americans that they all wrked fr Dr. Faisal Ullah. It is assessed ISN 907 was referring t Hafizullah Shabza Khaul, ISN b. (S//NF) Detainee's Cnduct:. Detainee is assessed t be a LOW threat frm a detentin standpint. Detainee's verall behavir pattern while at Camp Delta has been f cmpliance. Detainee has nly been disciplined 3 times; the last discipline event (a lss f CI) was n 10/13/03. Over the past six mnths the detainee has been nted fr a failure t return t the bay when asked, saluting anther detainee, a shrt-lived hunger strike (ne day n ), being fund unrespnsive (he was breathing with his eyes pen), and a request t mve bays because he was nt getting alng with ther detainees. 6.
