GENERAL RULES FOR PUREBRED AND HALF-ARABIAN SHOW Tulsa State Fair Horse Division General Rules, General Rules and Regulations, Livestock Health Regulations, and gate hours for horses entering the facility may be found at http://tulsastatefair.com/ or www.gcaha.org We encourage everybody to read the Tulsa State Fair rules. This horse show is conducted in accordance with the Rules of the United States Equestrian Federation, Arabian Horse Division. The official Rule Book of United States Equestrian Federation will prevail for this show. This premium list is based on the rules of the current Rule Book. Any changes or corrections of rules will automatically become a part of this premium list. Each participant in the show is responsible for knowledge of and is subject to the United States Equestrian Federation Rules. The Show Committee shall decide questions not covered by United States Equestrian Federation rules and its decisions will be final. This show is co-sponsored by the Tulsa State Fair and the Green Country Arabian Horse Association and is conducted under the rules of the USEF Association. The Tulsa State Fair is recognized by USEF. The Tulsa State Fair will not accept any entry unless the required fees and photocopies of registration papers accompany it. Omission of requested information, incorrect information, or insufficient checks will result in the entry being disqualified. Exhibitors are encouraged to read the USEF Rule book, and particularly the complete Arabian and Half-Arabian Horse rules, class descriptions and judging specifications. The show committee will decide questions not covered by the USEF Rules, and its decision will be final. Arenas: Ford Truck Arena is 150 x 225. Mustang Arena is 240 x 135. Warm-up arena is 100 by 200. AHA Medal classes: If a class does not fill, that is if the class does not have at least THREE competitors with proper appointments, the class will be held as a regular equitation class with pattern. No medal will be awarded if the class is conducted as a regular Equitation Class. Awards: Tulsa State Fair will furnish grand and reserve champion mare, gelding and stallion awards and class r ibbons, 1 st through 6th G C A H A Stallion Service provides Tulsa State Fair Futurity ribbons. Bad Checks: There will be a $25.00 handling fee charged for any returned checks. Action in accordance with USEF rules will be taken against any owner, exhibitor or trainer who does not make a returned check good and will be reported. Bedding: Exhibitor to furnish own. Feed and bedding may be purchased in the designated area in the Explorer Barn (C). Breeding/Gelding in-hand classes will use the In the Ring Class Procedure and judging will be comparative. You can view this procedure in the USEF Rule book AR107. Half-Arabian and Anglo-Arabian Show Champions and Reserve Champions shall be at least two years old and are selected as outlined in GR810.5. Half-Arabian and Anglo-Arabian yearling geldings may compete for Champion gelding. Purebred yearling geldings may compete for Champion gelding. In a Breeding section of the Arabian division, the Junior, Senior or Show (Grand) Championship will be awarded to one of the horses which has placed first in a qualifying class. Qualifying classes for championships must be designated in the prize list. After the Championship has been awarded, the horse which has placed second in the qualifying class to the horse awarded the Championship shall compete with the remaining first place winners for the Reserve Championship. If a Show (Grand) Championship class is held, the Senior Champion and the Reserve Senior Champion as well as the top two ranking two year-olds will be eligible to compete. (Exception: AR108.1). 4

Calls for Classes: Classes will be called promptly. Two minutes will be allowed after the first horse in the class enters the ring, after which time the gate will be closed. **NOTE** Due to unforeseeable problems with the mechanical device, the paddock and barn calls over the PA system must be considered a COURTESY. It is the responsibility of the exhibitor to be sure that his/her horse is at the gate at the prescribed time. While every effort will be made to maintain a working PA system to carry the class calls, no protest will be upheld nor will any section be changed on the basis of a PA malfunction. Cancellation of classes due to emergencies: In the event that a class, or a series of classes, or all or part of the competition is cancelled due to an accident, storm, or other emergency after the start of the show (defined as initial Move-In Day), no refund of entry fees will be made. Concessions are available on the grounds. Entries: All entries must be made on the official entry blank for this show and filled out entirely. A horse must be entered in the name of his registered owner(s) only and must be entered under its full registered name. A photocopy of all AHA membership cards, USEF membership cards, and registration papers must accompany your entry form. All entries must be accompanied by a valid check or money order for the full amount of all fees made out to GCAHA. A signature is required by the parent if a minor is showing. Entry Deadline: Entries must be postmarked by 9/1/18. This is set by the Tulsa State Fair. Entry Extension: Entries that were not postmarked by 9/1/18 can enter until 9/7/18 with a $30.00 per horse entry extension fee. This is set by the Tulsa State Fair. After 9/7/18, a $60 entry extension will be charged. Feed & Bedding: Pete s Feed - Pete Wedelin 918-630-1306. If arriving after hours and you need shavings, please contact Pete s Feed ahead of time. Health regulations: Must be accompanied by an official health certificate or, Equine Passport, showing age, breed, sex and markings to positively identify animals, including all vaccinations, date and results of required tests. All equine must be tested negative for Equine Infectious Anemia (EIA) within twelve (12) months prior to exhibition. Foals less than six (6) months of age accompanied by their negative tested dam are exempt from test requirements. The date and results of the test must be clearly shown on the Certificate of Veterinary Inspection. Health papers will be checked before unloading. Health certificate must be dated within 30 days prior to arrival in Tulsa. This applies to both in-state and out-of-state horses. USEF GR845 Equine Vaccination Rule 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers or veterinarian s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee. BOD 1/17/15 Effective 12/1/15. Judges: This show will be judged according to the single judge system. In the event that an official is unable to perform his duties, the Show Committee reserves the right to substitute an official according to USEF rules. It is a violation of USEF Rules to commit any act or make remarks during the show that are considered offensive or made with intent to influence or cast aspersions on the judging and any exhibitor may be barred from the show for this offense by the Show Committee. No contact shall be made with the Judges during the period of the show unless accompanied by a member of the Show Committee designated by the committee for such purpose. Further, no exhibitor shall approach a Judge regarding a decision unless he first obtains permissions from the Steward, who shall arrange an appointment with the Judge at a proper time and place. Junior Classes: An individual who has not reached his or her 19th birthday as of December 1st of the current competition year. The age of an individual on December 1st will be maintained throughout the entire competition (See USEF Rule Book). 5

Late Entries: Entries postmarked after 9/7/18 or additional animals added to entries previously received, may do so at $60.00 per head in addition to regular head and class fees if stalls are available. The Tulsa State Fair sets this. Leadline: Open to riders who are at least two years of age and have not reached their seventh birthday as of December 1, 2017. Rider is exempt from AHA and USEF membership requirements. Refer to the USEF Rule Book Subchapter AR---28 Leadline section for more information. Limited Reined Cow Horse ATR: are for amateur and junior riders who cannot have shown down the fence 3 actual runs in any judged classes or events with the exception of horse sales. Being entered in a class that includes the fence work will be counted as going down the fence regardless if the rider boxed the cow and pulled up before the run was completed. For rules governing Reined Cow Horse and Limited Reined Cow Horse classes, see Western Division Subchapter WS-2. Medical Wastes: Sharps containers are available at least one per fifty occupied stalls for the disposal of needles and other sharp medical waste. Post Entries: For horses already entered in the show, post entries will be accepted if made at least one hour prior to the beginning of the session in which the class is to be held. There will be a $5.00 per class post entry charge. Prize list changes and/or corrections: Changes and/or corrections to the Premium, if any, will be posted on the Club s website, www.gcaha.org. Prize money: Will be paid by the Tulsa State Fair within 30 days. This includes Futurity payout. Sale/Lease: In the event of a lessee, pending transfer, contract of sale, or cash sale, proof of lease or ownership must be submitted. These documents must contain the correct registered name and number of the horse, date, and the signature of the seller or lessee and must be attached to the copy of the registration certificate. Scratched classes: Entry fee will not be refunded. Show Accounts: Any exhibitor wishing to start a tab at the Show Office will be required to leave a signed check when they pick up their packet. Show office hours: Show office will open Friday, September 21 st at 1 PM. Show office will open Saturday and Sunday at 7 AM. The show office will remain open throughout the show. It will close 30 minutes after Saturday s final session and 30 minutes after the end of the show Sunday. Stallions: are not allowed in showmanship or walk-trot classes. Stalls: Stalls are 10 X 10 and are on asphalt floors with a door. Stalls and alleyways must be kept clean. Substitutions: Substitutions of animals will be accepted until noon the day preceding the show for $15.00. Change in ownership is not a substitution. Tulsa State Futurity Class and Buy-In Weanling Class: Owners will be responsible for entering their nominees in their respective Futurity Classes at NO CHARGE for Futurity classes. ANY HORSE PARTICIPATING IN A FUTURITY MUST ALSO ENTER AND SHOW IN A COMPARABLE REGULAR CLASS TO BE ELIGIBLE FOR FUTURITY WINNINGS. USEF RULEBOOK AR101 ELIGIBILITY TO COMPETE: Purebred: Horses shown in this division must have been issued a certificate of registration from the Arabian Horse Registry of America, Inc., or the Arabian Horse Association as a Purebred Arabian and/or the Canadian Arabian Horse Registry (or in the case of a foreign entry, which has not been issued said certificate of registration, have been issued a Competition Visa by the Arabian Horse Association), or, if under one year of age, be eligible for registry, and registration applied for (Exception: AR249.1) and must be entered under their full registered name. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. USEF Statement: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. Motorized Vehicle Statement: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Option Classes (Please include this page with entries) Choose from any Purebred or Half-Arabian class in the AHA Standard Class List except those in the following divisions: Herd Work, Team Penning, Ranch Sorting, Carriage Pleasure Driving, Working Hunter, Jumper, Eventing, Combined Driving, Dressage, Western Dressage or Driven Dressage. There will be a total of 20 Option Classes (A-T) available and will run anytime during the show at your request. (For example, if you choose to add a class and want it to run after Class 100, specify 100 below. Your class will be now named Class 100A). Please fill out this form and mail with entries. The cost to add a class is $25 in addition to the regular class entry fee. Option Classes will be accepted on a first come-first served basis and are not guaranteed. We recommend that you send your Option Class Request in prior to the entry closing date. There will be no post entry fees for those entering in Option Classes.
