1. Organisation The Regatta is organised by the Australian Historical Sailing Skiff Association with the assistance of the Teralba Amateur Sailing Club. 2. Rules The Regatta will governed by: a) The International Federation Racing Rules of Sailing (RRS) 2013 2016, except as any of these are altered by these Sailing Instructions and attachments. b) The Prescriptions and Special Regulations of Yachting Australia will apply. c) The Class Rules of the AHSSA 10ft Skiff will apply and take precedence over the Racing Rules of Sailing if there is conflict. d) Racing Rule(s) 44.1 and 44.2 will be changed as follows: In place of two-turns, one turn including one tack & one gybe, will apply for penalties. e) Class Rule B5 is deleted. f) The decision of the Sailing Committee in any matter is final. g) Should a boat's mast touch the water surface, the boat must retire from the race. 3. Entries 3.1 All boats competing in this Regatta should comply with their Class Rules. 3.2 Boats are to be sailed by a minimum of three crew, including skipper, over the age of fifteen. 3.3 Skippers and owners must be financial members of the AHSSA. 3.4 Boats may be spot checked at any time for compliance to the Class Rules. 4. Notices to Competitors Notices to Competitors will be posted on the Noticeboard upstairs at Teralba Amateur Sailing Club. 5. Changes to Sailing Instructions Any changes to the Sailing Instructions will be posted before 1030 on the day it will take effect, except that any change to the Schedule of Races will be posted by 1700 on the day prior to it taking effect. 6. Signals Made Ashore Signals made ashore will be displayed at the flagpole located at the water's edge in front of club. When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in race signal AP. 7. Schedule of Races 7.1 A total of 4 races are scheduled. The Race Committee may delay race starts at their discretion. 7.2 Dates of Racing: Friday 15 th May (Invitation Race); Saturday 16 th May (Heats 1 & 2) / Sunday 17 th May (Heats 3 & 4). 7.3 Two races are scheduled for Saturday and Sunday. 7.4 The scheduled time of the warning signal for Heats 1 & 3 is 1055 The scheduled time of the warning signal for Heats 2 & 4is 1400 The Race Committee may delay race starts at their discretion. 7.5 After a long postponement, to alert boats that a race will begin soon, a red flag will be displayed with one sound signal at least four (4) minutes before the Class Flag is shown. 7.6 On the last day of the Regatta, no signals will be made after 1500 8. 9. Racing Area The racing area is within the waters of Lake Macquarie, on Cockle Bay and Warner's Bay. 10. The Courses 10.1 The Course Sheet is attached as Appendix B. Each course describes whether marks are to be port or starboard roundings. 10.2 Racing Rule 32 applies. Courses may be shortened at the discretion of the Race Committee. Shortened courses will be notified to competitors at a rounding mark by a committee vessel displaying code flag S: and repetitive sound Code Flag "S" signals. 10.3 In a shortened course all skiffs shall head for the finish line in front of the TASC clubhouse. 11. Marks The rounding marks will be large yellow cylinders. 12 The Start 12.1 A boat starting later than 10 minutes after her starting signal will be scored Did Not Start without a hearing. 12.2 The starting line will be between the Committee Boat and a black and white chequered buoy. 12.3 Races will be started as follows: 5 minutes Class Flag Up One sound signal 4 minutes Blue Peter Up One sound signal 1 minute Blue Peter down One sound signal Code Flag "P" (Blue Peter) Start Class Flag Down One sound signal 12.4 After a long postponement, to alert boats that a race will soon begin, a red flag will be displayed with one sound signal for at least four (4) minutes before a warning signal (the Class Flag) is displayed 13 The Finish The finishing line will be between a black and white chequered mark and the blue flag on the eastern end of the TASC clubhouse. 14 Recalls 14.1 Individual recalls will be signalled in accordance with racing rule 29.2, except that the starting committee may display the boat s recall number on a board. Recall numbers can be found as Attachment B. 14.2 Boats must return around one end of the start line to restart. 14.3 General recalls will be signalled in accordance with racing rule 29.3. 15. Black Flag Rule 15.1 When a black flag has been displayed as the preparatory signal and lowered, accompanied by one long sound signal, one minute before the starting Signal and when any part of the boat s hull, crew or equipment is on the course side of the starting line and the position of the first mark during the last minute before her starting signal, the boat shall be disqualified from the race and any subsequent re-start or re-sail of it. 15.2 No individual recall signals will be made. This alters racing rule 30.3. AHSSA 10ft Australian Championships, 2015 Page 3

16. Time Limit 16.1 The time limits for the first boat to complete the race is 3 hours 16.2 If one boat finishes within the time limit all boats shall be scored. (One in all in) 16.3 The Race Committee shall signal expiry of time limit, if required, by lowering the On Station Flag (blue) with a sound signal. 17. Safety Regulations 17.1 All skippers are required to sign on and sign off each race day. Failure to do so will result in a DNF (this changes rule A5). 17.2 A boat that retires from a race shall notify the Race Committee as soon as possible after returning to the shore. 17.3 Specific attention is drawn to RRS Fundamental Rule 4, which states: The responsibility for a boat's decision to participate in a race or to continue racing is hers alone. 17.4 Racing may be postponed, abandoned or modified due to extreme weather conditions at the discretion of the Race Committee. 18. Alternative Penalties The penalties are as follows: 18.1 Rule 44.2 is changed so that the 720 turn is replaced by a 360 turn. 18.2 A boat that has taken a penalty or retired under rule 31.2 or 44.1 shall complete an acknowledgement form at the Race Office within the protest time limit. 19. Protests And Requests For Redress 19.1 Protest forms are available from the Race Officer, requests for redress shall be delivered there within the appropriate time limit accompanied by a $100 non-refundable fee (or 3 slabs of black beer) payable to the AHSSA Race Committee. 19.2 The protest time limit is 60 minutes after the last boat has finished. The same time limit applies to protests by the Race Committee and Protest Committee about incidents they observe in the racing area. 19.3 The decision of the Race Committee is final and no redress is available. 20. Scoring 20.1 The Bonus Point System of Appendix A will apply. 20.2 Three (3) races are required to be completed to constitute a series. 20.3 When four (4) races have been completed, a boat will drop her worst score to get her series score. If only three (3) races are completed, a boat's score will be the total of her race scores. 20.4 Ties on overall placing s will be resolved according to Appendix A 8 of the racing rules. 20.5 Mark Foy Handicap System shall be used (fastest boat is scratch or 0 minutes). Handicaps are adjusted following each race as follows: 1st on handicap loses 3 minutes 2nd on handicap loses 2 minutes 3rd on handicap loses 1 minute All boats, who started, may have their handicap adjusted in the event of any boat having a handicap of 0 gaining a place in the first 3 on handicap. 21. Replacement of Crew or Equipment 21.1 Substitution of competitors will not be allowed without prior written approval of the Race Committee. 21.2 Substitution of damaged or lost equipment will not be allowed unless authorised by the Race Committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. AHSSA 10ft Australian Championships, 2015 Page 4

22. Official Boats Official boats will carry the markings of the Teralba Amateur Sailing Club. 23. Equipment & Measurement Checks A boat or equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions 24. Rigging Area Boats are able to rig on the grass in front of and alongside the Teralba Amateur Sailing Club. Plenty of trailer parking is also available there. 25. Prizes Regatta trophies will be won by the Overall Championship Winner and the Overall Handicap Winner. 26. Disclaimer of Liability Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to race. The AHSSA and TASC, or its officers, will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta, nor the seaworthiness of a boat whose entry is accepted or for the sufficiency or adequacy of its equipment or for damage which might result from competing in the regatta. 27. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10 million per event or the equivalent.
