MILWAUKEE BAY OFFSHORE SERIES (Including some SASS Distance Races) June 2 Sept. 16, 2018 Milwaukee Yacht Club South Shore Yacht Club Milwaukee, WI SAILING INSTRUCTIONS INTRODUCTION The Milwaukee Bay Offshore Series Sailing Instructions consist of the sections titled Race Schedule, Sailing Instructions, Race Instructions, and Fleet Rules, for all Milwaukee Yacht Club and South Shore Yacht Club Offshore Fleets racing on Milwaukee Bay during the sail race season, except for races marked 'OTHER' on the RACE SCHEDULE. These Sailing Instructions apply to racing run by both the Milwaukee Yacht Club and South Shore Yacht Club race committees. Two of the SSASS fleet s three distance races will be officiated by the MBOS RC, and their starts for those races are included in these instructions. v2018-04-19

MILWAUKEE BAY OFFSHORE SERIES SAILING INSTRUCTIONS 1 RULES 1.1 The Milwaukee Bay Offshore Series (MBOS) for the MYC and SSYC PHRF fleets will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The US Sailing Safety Equipment Requirements for US Nearshore Safety Equipment will apply. 1.3 Rules of the LMPHRF, Policies and Procedures, are amended as follows: The Milwaukee Yacht Club and South Shore Yacht Club PHRF Fleets may jointly adjust the LMPHRF Handicap of specific boats for Milwaukee Bay Offshore races. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice boards located at the South Shore Yacht Club derrick house and the Milwaukee Yacht Club clubhouse front entrance. At SSYC, an alternate location will be near the dockmaster house. 3 CHANGES IN SAILING INSTRUCTIONS Any change to the sailing instructions for each specific race will be posted at least 2 hours before the first warning signal on the day it will take effect. As an exception, any change to the schedule of races will be posted by 2000 hours five (5) days before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the MYC and SSYC flag masts. 4.2 When flag AP is displayed ashore, "1 minute" is replaced with "not less than 1 hour" in the race signal AP. 5 SCHEDULE OF RACES 5.1 Dates of racing and numbers of races for the day are shown on the Race Schedule, the Race Instructions, and the PHRF Fleet Rules. 5.2 A scheduled make-up day may be used for an event not completed as scheduled. 5.3 The scheduled time of the warning signal for the first race each day is given in Race Instructions below. 5.4 To alert boats that a race will begin soon, if no other signal flags are displayed, the orange starting line flag will be displayed and a sound may be made at one minute before the first warning signal. 5.5 The first race warning signal for daytime races shall be made no later than 1330 hrs. 5.6 On days when 2 races are scheduled, the warning signal for the 2nd race will be made no later than 1500 hrs. 5.7 On days when 3 races are scheduled, the warning signal for the 2 nd or 3 rd race will be made no later than 1530 hrs. 5.8 Flag A displayed, with no sound, while boats are finishing means "No more racing today." 5.9 Race committee time will be GPS Central Daylight Time. 6 FLEET & SECTION FLAGS Note: The SASS fleet will be officiated by the MBOS RC for the Wind Point, Big Triangle, and Port Washington races only. The racing areas will be east of the Milwaukee Harbor Main Entrance (Main Gap) approx. 1.5 3 NM and to the north or south of the shipping channel. Courses G and T will be exceptions. 8 THE COURSES 8.1 The diagrams in Illustration B show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 8.2 No later than the preparatory signal, the race committee signal boat will display the approximate compass bearing of the first leg. 8.3 When throw-in marks are used, the approximate nautical miles to the first mark will be displayed on the race committee signal boat 9 MARKS 9.1 If the SSYC, South racing area marks are used, they are as follows: a) Fixed marks: The South mark, illustrated Mark 'B', is the green government Bell Buoy 1. Mark 'W' is an orange 4-foot diameter sphere with a white stripe. All other fixed marks are orange cylinders with horizontal white stripes, Marks 'N' and C` have a short white spar on the top, Marks 'NW' and 'SW' have a short black spar at the top. b) Throw-in buoys are orange or yellow inflated buoys. The windward offset mark will be a small orange or yellow inflated buoy. 9.2 MYC, North racing area marks are as follows: a) The fixed mark is an orange structure buoy. b) Throw-in buoys are either orange cylinders with no spar, or inflated buoys. c) The MYC courses windward mark will be orange. 9.3 New marks, as provided in instruction CHANGE OF THE NEXT LEG OF THE COURSE, will be either of the following: a) Orange cylinder with no spar or inflated buoys, or b) Yellow inflated buoy. 9.4 The starting and finishing marks will be any of the above described marks designated as the opposite end of the line from the race committee start or finish signal boat, respectively. 9.5 A race committee boat signaling a change of a leg of the course is a mark as provided in instruction CHANGE OF THE NEXT LEG OF THE COURSE. 10 THE START 10.1 The starting line will be between a staff or halyard displaying an orange flag on the starting boat at the starboard end and the course side of the port-end starting mark. 10.2 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 10.3 A boat starting later than 15 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4. 10.4 The race committee may change the location of the start by displaying race signal L and proceeding to the new location. 10.5 The race committee may skip the starting sequence for any section if there are no boats of that section in the racing area. 10.6 The race committee will attempt to hail any individual recall boat(s) by broadcast on VHF channel 72 at MYC, or channel 69 at SSYC. Failure to make a broadcast, to time it accurately, to hear it, or the order of the boats recalled shall not be grounds for redress. This amends rule 29.1 11 CHANGE OF THE NEXT LEG OF THE COURSE 11.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 11.2 After any change of the Mark 1, an offset mark will not be laid. 11.3 Boats shall pass between the race committee boat signaling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28. 12 THE FINISH 12.1 The finishing line will be between a staff or halyard displaying a blue flag on the finishing boat at the starboard end and the port end finishing mark. This description may be changed by the RACE INSTRUCTIONS for a specific race. 12.2 All boats finishing after dusk shall illuminate either her mainsail or sail number board on the rail while finishing. 12.3 After dusk, the race committee finish boat will display a flashing light. 13 PENALTY SYSTEM Rules 44.1 and 44.2 (on course penalty turns) will apply. Appendix V, Section V2 (post-race scoring penalty option) will also apply. 14 TIME LIMITS AND SCORES 14.1 Time limits are given in the RACE INSTRUCTIONS. 14.2 Boats failing to finish within 30 minutes, or 1 hour for races with a time limit of 5 hours or more, after the first boat of her section sails the course and finishes, or within the time limit, whichever is later, will be scored Time Limit Expired (TLE) without a hearing. They will be assigned 2 places higher than the number of finishers, not to exceed DNF score. This changes rule 35, A4 and A5. 14.3 If boats racing cannot, in the judgment of the race committee, place ahead of any boat finished, the race committee may record the time and the relative positions of the boats racing. The boat(s) are not required to Finish. The race committee will attempt to notify the boats involved by hail or by radio. This changes rule 35. 15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protests forms are available from the host yacht club office. Protests and requests for redress or reopening shall be delivered, faxed, or emailed there, to any of the following, in order of preference: 1) the principle race officer; 2) scorer; 3) the fleet captain of the hosting club, 4) the fleet captain of the boat s home club, within the appropriate time limit. If the form is faxed or emailed, any of the above recipients must be contacted in person or by telephone within the time limit. 15.2 The protest time limit is 90 minutes after the race committee finish boat docks. The same time limit applies to protests by the race committee about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2. 15.3 Notices will be posted, emailed, mailed, telephoned, or delivered in person to inform competitors of hearings in which they are parties. Each party to a protest is responsible for notifying their witnesses. 15.4 The protest hearings will be scheduled either on that race day beginning as soon as practicable following the last race of the day, or beginning at approximately 1900 on the Thursday following each race or regatta at the yacht club which hosts the race or regatta. 15.5 Breaches of instructions 10.2, 17 and 18 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 16 SCORING 16.1 For the club series and the Boats Of The Year (BOTY) series, rule A9 will apply, except visiting boats scores will be excluded. A boat s series score will be the total of her race scores excluding her worst score(s) as prescribed in the appropriate FLEET RULES below. 16.2 One (1) race is required to be completed to constitute a regatta or series. 16.3 For 2 and 3 race regattas, a boat s score for a regatta will be the total of her race scores. 16.4 Overall winner, when awarded, will be determined based on fleet overall LMPHRF time-ontime scores. 16.4 A boat that is disqualified under instruction SAFETY REGULATIONS shall be scored DNE, Disqualification Not Excludable. This amends Appendix A. 17 SAFETY REGULATIONS 17.1 Check-in: Before the first race of the day, boats intending to race shall sail past the stern of the race committee boat, hail her sail number, and be acknowledged by the race committee. She may do this either before the first warning signal or after her warning signal. Any boat failing to do so shall notify the race committee by hail or radio when she starts. 17.2 A boat that starts, or sails in the vicinity of the starting line between her warning and starting signal, then retires from a race and fails to notify the race committee by end of protest time of her retirement, may be protested. If disqualified, she shall be scored DNE, Disqualification Not Excludable. This changes Appendix A. 18 RADIO COMMUNICATIONS 18.1 Except in an emergency, while racing a boat shall neither make radio transmissions nor receive radio communications not available to all boats. This restriction also applies to all mobile devices. 18.2 The communication between the race committee and racing boats will be on the following marine radio channels: VHF channel 72 for MYC races, or VHF channel 69 for SSYC races. A boat shall not monitor private communications between race committee personnel, except as permitted by the notice of race or the sailing instructions. 19 PRIZES 19.1 Flags and trophies will be awarded as stated in the race instructions and fleet rules. 19.2 Trophies, when awarded, will be awarded in all sections according to the following schedule: (a) 1 to 3 starters -- one prize, (b) 4 or 5 starters -- two prizes, (c) 6 or more starters -- three prizes. 20 DISCLAIMER OF LIABILITY Competitors participate in the Milwaukee Bay Offshore races entirely at their own risk. See rule 4, Decision to Race. The Milwaukee and South Shore Yacht Clubs will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the races. 21 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000 per event or the equivalent.
