OUR COMMITMENT STATEMENT: As a TransCanada employee or contractor performing work on behalf of TransCanada, I will adhere to the Life Saving Rules and all company procedures to ensure the safe operation of facilities, the protection of personnel, our environment, our customers and the people of the communities in which we do business

Why do we have Life Saving Rules? We genuinely care about your safety and the safety of the public around you. To protect you from high consequence hazards. To clearly communicate our expectations of how you must conduct yourself while at work. 2

Our Expectations The Life Saving Rules will be strictly enforced to ensure the safety of our employees, contractors and stakeholders. Leaders are accountable for communicating, training, implementing and reinforcing these rules to assure compliance and performance. Adherence to the Life Saving Rules and all safety policies, processes and procedures is an obligation for all personnel. Anyone found knowingly violating a rule will be subject to disciplinary action, up to and including termination of employment. 3

THE LIFE SAVING RULES 1. We will drive safely and without distraction Wear your seat belt While driving do not use your phone and do not exceed speed limits Follow prescribed journey management plan 2. We will use the appropriate Personal Protective Equipment Identify and select required Personal Protective Equipment before performing work Maintain and inspect all Personal Protective Equipment Wear all required Personal Protective Equipment when performing work 4

3. We will conduct a pre Job Safety Analysis (JSA) Identify hazards associated with a job or task Develop control measures for each hazard identified All affected workers will review and sign the JSA 4. We will work with a valid work permit when required Determine what permit(s) are required for the work Identify all site hazards and establish control measures to eliminate or mitigate hazards Complete, authorize and communicate permits prior to commencing work 5

5. We will obtain authorization before entering a confined space Identify and assess confined spaces prior to entry Complete required training and understand the hazards and controls before entering a confined space Ensure rescue services are in place prior to entering a confined space 6. We will verify isolation before work begins Identify and control all hazardous energy sources Develop an Energy Isolation Plan and communicate to all affected workers Verify and confirm, by test, that the machine or equipment cannot start, move, or become energized 6

7. We will protect ourselves against a fall when working at heights Confirm fall mitigation measures are in place and communicated to all workers performing work at heights Inspect all protective equipment prior to use (including scaffolding and ladders) Secure all tools and equipment while working at heights 8. We will follow prescribed lift plans and techniques Identify a coordinator for all hoisting, lifting, winching and towing operations Inspect all lifting equipment prior to commencing the lifting operation Never hoist or lift loads directly overhead of personnel 7

9. We will control excavations and ground disturbances Identify, locate and mark all underground facilities prior to excavating Maintain minimum clearance between the equipment and the underground facility. Do not contact any underground facility with mechanical excavation equipment Inspect all excavations prior to personnel entering the excavation 8
