OFSAA SPORT ADVISORY COMMITTEE MEETING FOR BADMINTON MONDAY, October 18, 2010 9:30AM BOARDROOM #2 AGENDA 1. Roll Call and Introductions (Mike) Dave Meijer (Co-Chair) CWOSSA Pauline King-Taylor (Co-Chair) YRAA Michelle Whitney COSSA Alain Vandergheynst TDSSAA Andrea Verhaeghe WOSSAA Kim Penzhorn LOSSA Warren Brownlee OBA Jolande Amoraal OBA Michael Suraci - OFSAA Regrets: Jodie Rideout (GHAC), Janice Hogan (NOSSA) - Introductions were made and new members Kim Penzhorn and Andrea Verhaeghe were welcomed - Michael provided an explanation of procedure for motions to Representatives Council - Membership terms were reviewed and notice was made that Pauline s term as co-chair had come to an end but will still remain on committee 2. Chair s Remarks Pauline and Dave - Pauline provided an update from the past 2 years and indicated that things have gone well over past years - Brought up that we had issue of finding hosts but since then it seems that more schools are stepping up to host and we are developing more experts across the province 3. Adoption of Minutes of the Feb. 24, 2009 minutes (chair) - Motion made by Andrea, 2 nd by Kim - 4. Business Arising From the Minutes(chair) - No business from minutes 5. Correspondence OBA Officials Dave Meijer - Dave spoke to the situations that have risen at OFSAA championships. Concern that the cost of officials have not reflected what the role of the officials should be. - For the most part, kids do a good job officiating themselves but sometimes officials are required to come in and officiate a match. Officials should not have the option to say no to officiating a match. - Warren indicated that we must be clear in understanding the role of a referee and the role of an umpire. If you are looking for someone to officiate a match in certain circumstances you will need umpires as referees are at a level that is above these responsibilities
- Dave suggests that convenors need to be aware that umpires should be required - Mike suggests that we create an agreement with OBA to outline the responsibilities of the officials - Warren indicated that he would follow-up on the issue and would work with Mike to create an agreement. - SAC believe we may need 1 referee and the rest should be umpires - Discussion that a referee is not needed, Pauline feels that there should be that based on the expertise of the convenor as it may be a good idea to have a referee assisting with the tournament if the convenor is not as knowledgeable in the rules of badminton - A motion was developed regarding the officials required for an OFSAA badminton Championship. Please see Motion#1 and Motion #2 at end of minutes. Medal Presentations - Concern came in that medals are not being presented as a group like they were in the past and kids were missing out on an important part of the event - Issue is that coaches are more eager to leave than students and for those traveling far distances will not want to wait around an additional 3 hours plus - Warren indicated it is more prestigious, Jolande indicated that as an athlete she enjoyed the bigger ceremony - How is it best communicated that we need to encourage people to stay to the ceremony - Discussion on the altering the schedule - Dave suggested that Mike express the concern from the SAC to have an awards ceremony to OFSAA convenors so they can plan for an awards ceremony 6. Reports (Mike and chairs) a) 2009 Championship - Concern about conflict with IB exams and Canadian Junior Nationals caused some problems with the draw but otherwise things went very well in Sudbury b) 2010 Championship - Mike spoke to issues re: Can. Nationals and slotting of non- seeded players into seeded areas - Alain indicated that TDSSAA has imposed rules that force players to identify if they are attending Nationals or OFSAA - Pauline indicated that a similar rule had been used at her association - Andrea suggested that other sports indicate that if you are on a National team then you can t play at OFSAA - Alain indicated that he contacted Badminton Canada about this date conflict and the response was that OFSAA isn t as important so they wouldn t move their date - Is there a way the OBA can lobby to help move the date - OBA, would like to have it changed so that kids can have the opportunity to participate in both - OBA agrees that kids shouldn t be dropping out last minute - Pauline asked about sanctions - Mike spoke to the challenges with sanctions as the same kids don t - Do we want to create a motion that would prevent students participating at OFSAA if they compete at nationals - Discussion favored to move forward with the motion and a motion was created that will prevent athletes from competing in both championships when any of the dates overlap. See Motion#3 at end of minutes. - OBA supported the idea and felt that it would put pressure on badminton Canada to change their date - c) Update on 2011 Championship - Discussion on Thursday evening banquet was intended to keep kids out of trouble
- Understanding that consideration should be made for breakfast banquet to ensure costs are kept lower but feeling is that dinner banquet is preferred. 7. Review of Playing Regulations (Chair) a) Review of uniform policy - Discussion surrounding concern that shorts were not always uniform and that there were something inappropriate clothing being worn during competition play - Motion was created to ensure shorts were of consistent color and that appropriate clothing be worn in competition area at discretion of SAC or organizing committee. See Motion#5 at end of minutes. - b) Championship dates - Brief discussion about the dates for the OFSAA Championship and the exception that was made this year. Decision that this would be a one-time exception and that Championship date would remain as the Thursday, Friday, and Saturday of the first weekend in May. c) Umpiring services from OBA and consideration of creation of OFSAA Pool of Expertise/Umpires for OFSAA Championships - This did not need to be discussed as it was addressed earlier d) Use of AELS for entries - Current system for registration using hard copy and association convenors submitting entries is working well. Group put motion forward to ensure this process continues to be used. Please see Motion#4 e) Consideration of Team component to championships - Discussion following presentation from Warren Brownlee for the incorporation of a team component at the OFSAA Championships or as a competition following OFSAA - Consideration for using juniors as the team tournament since the OFSAA Championship caters to senior players - Mike indicated this would need to be separate from OFSAA and would need to be an invitational event on its own - Andrea indicated that at here region there is a team component in existence - Pauline likes the idea to involve the juniors and group agrees that a junior team championship is the best idea because it gives them something to strive for and - Warren will look at drafting a junior event that will be regional based rather than an ultimate championship f) Other playing regulation changes 8. Three Year Calendar (Mike) a) 2010-2011 CISAA b) 2011-2012 LOSSA has shown interest c) 2012-2013 Open 9. Other Business (Mike) a) Official Shuttles Contract expiring with Yonex - Group believes that this is the best shuttle available and does not feel the need to put the contract out to tender - Suggestion to continue to work with Yonex and arrange for an agreement that will continue to support the championship and the convenor
- Alain indicated that the cost of the 350 is substantially higher cost than the 300 and wonders if we should consider moving to that shuttle to make things more affordable for schools - Group felt this could be a good topic at coaches meeting to see what others think c) CS4L Presentation by OBA - Warren indicated that as far as LTAD it is difficult to determine where high school play fits in as there is a wide range of abilities - Warren spoke to team component concept please see notes in the School Team Component above. Group moved into discussion concerning single gender schools in mix-doubles - Issue that there are single gender schools that link up with a sister school for mixed doubles competitions. - Concern that these schools are picking and choosing their partner schools depending on which school would allow for the best pairing. In some cases we have seen top male and female joining up. School Sport Stream - Mike asked whether a school sport stream was needed to ensure school trained athletes have an opportunity to compete at OFSAA - Pauline spoke to what has happened at her association in that it is divided into tier 1 and tier 2 with tier 2 being for non-club and ranked players. - Dave spoke to logistics, would it be doubling the number of entries or limiting entries to one tier 1 and one tier 2 entry. - Dave indicated that in CWOSSA there is a good mix of club and school - Dave suggest that we analyze the entries from this year s event and see how many are ranked Ontario players are qualifying and decide whether this is an issue. - Suggestion was made for a meeting to take place next year to review this issue specifically - Alain suggested that the creation of the junior team championship idea could help address this issue - Pauline reiterated that we need to ensure that the high school system does not duplicate what goes on in the club system. Elections - It was found that both Pauline and Dave have both run their terms as chairs. - Mike suggested that it would be nice to have some consistency rather than have both chairs turn-over at the same time. - Decision that Dave would remain on as co-chair for another 2 years and Pauline would step down and remain on committee - Mike indicated we should elect another female into the co-chair position. Dave nominated Michelle Whitney which was 2 nd by Kim. All in favor. - Thanks was given to Pauline for her time as chair and welcome of Michelle 10. Page: C-3 Section 9: Rules and Officials Whereas: the OFSAA tournament is in need of Umpires service to ensure that each match is being competed in fairly And Whereas: a single site Referee has in the past been reluctant to attend to any single match despite requests from competing players who believe there is a rules violation taking place And Whereas: the OFSAA Badminton Convenor pays a substantial fee to hire officials for the OFSAA Badminton Championship Be it resolved that: Paragraph 3 in section 9 be re-written as follows: The convenor shall be responsible for supplying at most one (1) Referee, if deemed necessary by the OFSAA Badminton SAC Chair, and a minimum of one (1) Umpire per competition site.
