Summertime is here and our gala annual July 4th Parade and Picnic is coming soon. This is the time of year when many PCA memberships expire, so please go on our website and renew: www.palisadesdc. org then click on join/renew membership. Joining or renewing your membership is quick and easy, and will allow us to continue the excellent Farmer s Market, PCA Community Fund, 4th of July Parade, and PCA listserv. You may know that your membership dues create the bulk of our operating funds for these superb neighborhood programs. The July 4th Parade and Picnic again promises to be the highlight of the Palisades neighborhood social calendar. Former PCA president Spence Spencer and an able committee have the rich program planned to perfection. The t-shirt for this year, selected from a large group of terrific designs, promises to be one of the all-time best. We can use volunteers for both planning and the big day, so contact me or Anne Ourand at palisadesdc@hotmail. com if you want to be a part of the annual event. The May general membership meeting was our yearly election. A slate of officers was elected by acclamation Penny Pagano is our new 1st vice president, and Ellen Maxwell will continue to serve as 2nd VP. Mary Ann Floto was re-elected as Secretary, and I will again be president. Bill Barnard, who has served so ably as treasurer for over a decade, stepped down for personal reasons, and Grace Navas will be our new treasurer. We are grateful to Bill for his energy and his business sense, and look forward to continuing to call on his corporate memory for treasurer issues. Some vacancies in our leadership remain. Palisades News editor Art Watson is justifiably taking a break from his From the President distinguished PCA service after this spring, and PCA will need someone (or a group of co-editors) to publish our wonderful newsletter. We also need chairpersons for our Business, Bylaws, Publicity, Taxation, and Zoning/Planning committees. Volunteers are welcome! The program at the May meeting was given by an enthusiastic proponent of residential solar energy me! My wife and I purchased solar panels for our south-facing roof 4 years ago, and the returns on that investment have been stunning. We got a 30% federal income tax credit (good until 2016), a generous DC rebate (now temporarily not available), 60-80% of our home electricity usage, and we get quarterly checks for producing renewable energy. We will have all our money back in less than 5 years! The panels are guaranteed for 25 years and there are 45 year-old panels in California that are still performing wonderfully. We bought the panels because we want to reduce our contribution to climate change, but the amazing economic advantages have really surprised us the best financial investment we ever made. The PCA continues to discuss plans for a walking history trail (like the one at Tenleytown, with its wonderful signage) and for updating the Glen Echo public right-of-way. Volunteers are welcome! the lead on location and signage for a historical heritage walking trail in the Palisades. She spoke briefly to the group at the May meeting, and could use the help and insights of others on her committee. The chair of our new PCA Trails Committee, Brett Young, led an open meeting at the Palisades Library in May to encourage neighborhood dialogue on future uses of the Glen Echo (continued on page 4) The Palisades Citizens Association 3

This month sees a return to our pages of Michael Mazer, whose work will be on view at the Post Office during June and July. As a child and college student, Michael Mazer loved to draw and paint, but did not turn seriously to art until his retirement three years ago. He continued, however, to be fascinated by art and art exhibits. I always wanted to come back to painting, he says. Michael has studied intensively with pastel artist and former architect and Disney Imagineer Lou Gagnon (who with his wife, Andrea, runs Lynnvale Farms, which sells flowers at the Palisades Farmers Market.) At work in his home studio, Michael finds himself working mainly on landscapes, inspired by its serenity and interaction with man. Although he also works on portraits and abstracts, landscapes Artists of the Palisades An Occasional Feature are my medium, he says. His Michael Mazer Galesville Rowboat No.1 focus is on color, light and composition. Many of Michael s pastels are inspired by his travels. His work includes pastels of Big Sur, California; the Sea of Cortez in Mexico; Lake Placid; Canada; Alaska; Europe, and, closer to home, the Chesapeake Bay. Michael finds inspiration in the works of Cezanne, Monet, Hopper, and the pastel colorist, Wolf Kahn. Since 1972 Michael and his family have called the Palisades home, a neighborhood which reminds him of the small town in western Massachusetts where he grew up. He also led two PCAsponsored walks on the length of this public property in the Palisades this spring, and each drew nearly 50 walkers. The folks at Safeway are working on their updated proposal, and PCA Task Force chair Spence Spencer has spoken to them recently. They are unlikely to have a proposal for the community to examine until late in the summer. We will give them top billing at a PCA meeting, or call a special meeting, when they are ready to tell us about their new plans. Lastly, I ask you to consider taking a more active role in your PCA. Your membership dues are essential to supporting the Parade and Picnic in a few weeks! Our Membership Committee chair, Howard Clare, has lots of good ideas but could use your help with his efforts. Some of our efforts might be perfect for a school or Scouts community service project. Please volunteer by contacting Howard at palisadesdc@hotmail.com. Heardg the Alon d r a v e l u o B Happenings and News in the Neighborhood Courtesy of Fred Pelzman CCT Access Sees Continued Improvement. A coordinated effort between the National Park Service, DC DOT, and the Student Conservation Association (SCA) resulted in the installation of a new (replacement) set of stairs leading from the Capital Crescent Trail (CCT) down to the C&O Canal Historic Park tow path on the river side of the Arizona Avenue train trestle. The final product will include a bike rail to be installed by the NPS carpenter. The stairs, with material supplied by NPS, were installed via a grant from the Rec Trails unit of DDOT to the SCA. SCA provided the work crew and a supervisor, under guidance from the NPS. The Rec Trails unit of DDOT receives federal money each year under the Federal Highway bill that allocates dollars to each State and the District of Columbia. These funds were used in part to fund the SCA grant. The end result is that Palisades residents now have a slightly easier point of access to and from the tow path from our neighborhood via the CCT. Kudos to the NPS, the SCA and DDOT for making this happen! Elsewhere, the PCA Canal/CCT Stewards held a let s get rid of invasive plant species day on May 3, 2014 with the assistance of the National Park Service. Sixteen volunteers worked to eradicate English Ivy along the Capital Crescent Trail and at the top of the palisade along Potomac Avenue, from the Manning Street steps to the Norton Path. These volunteers labored, with the help of two volunteer traffic controllers, cutting, trimming and removing the English Ivy The new stairway leads from the CCT down to the from living Towpath near the Arizona Avenue trestle. W Support Our Beautiful Boulevard e have just experienced the spring cherry blossoms and daffodils on the MacArthur Boulevard median mounds and will soon see the summer plantings emerge to accompany our iconic 4th of July Parade. Our Palisades community has a small town feel which is due, in no small part, to the attractiveness of our "Main Street", MacArthur Boulevard. It could have been otherwise. In fact, the median is also the underground conduit of an enormous water transfer system and could well have become a dusty city strip. That Macarthur is a true boulevard and not simply a busy urban thoroughfare is the result of a unique arrangement between our volunteer community organization, appropriately named the MacArthur Beautification Group, and city government that allows the Group to maintain and improve the median between Reservoir and Loughboro Roads. This arrangement has for over twenty years allowed the Group to plan, maintain and improve the median and the mounds on a self sustaining basis financed entirely by donations to the Group, which is a tax exempt non-profit charitable organization. The Group s efforts are possible only because of the financial support it receives in the community and the participation of volunteers from the community. If you have not participated in support of the Group in the past, we hope you will step up to the plate in one or more of several capacities. The Group presently has five active board members who meet periodically to review finance/budgeting/fundraising; planning the landscaping of the mounds; maintenance of the median (including numerous summer mowings); and suggested new projects. The board is open to any Palisades resident who is interested in participating. If you have such interest or wish to recommend someone you think would be helpful to our goals, please contact the Group s chair, Marcia Allen, at Marciaa437@aol.com, or 202-333-8345. 6 Volume 25 Number 8 We are also heavily dependent on volunteers who help to maintain the mounds. One mound is assigned to each volunteer for light gardening maintenance during the springfall period. Heavy duty maintenance of the mounds and the strip is done by landscaping professionals; the expense of which is the largest of our budgeted items. Several mounds are available for volunteer participation. In years past we have hired young people from the community on a part time paid basis for summer maintenance. Finally, the MacArthur Beautification Group is entirely dependent on contributions. Our yearly fundraising drive is conducted by mail solicitation of the community and a recent drive was recently conducted. As usual, the community was generous in its support. However, landscaping is expensive and our limited budget does not allow us to undertake some of the projects that would further enhance your boulevard. We Need You! The Palisades signature event is right around the corner the 48th annual July 4th Parade & Picnic! The Parade starts at 11:00am sharp, rain or shine, on Friday, July 4th at the foot of Whitehaven Parkway and MacArthur Boulevard. Line-up begins on Whitehaven at 10:00am in the order in which people appear. No registration is necessary! This year we anticipate the return of all the usual suspects along with some new contingents. We look forward to welcoming back The DC Different Drummers, the United Horsemen s Association, Alma Boliviana and the Washington Scottish Bagpipers. We d like to see more neighborhood floats and groups, so get together with your friends and neighreason bors and come up with a reason any to march. There is no formal registration process; just show up at the lineup. We encourage you NOT to bring cars as the Parade is getting too long and slow with so many vehicles. The Parade concludes with a free picnic with food, drink, moonbounces, face painting, LIVE MUSIC and a host of other activities at the Palisades Recreation Center on Sherier Place. Thanks to the many Palisades businesses who support our event, we will once again have the 60x90 foot tent. We are grateful to Safeway, who will be donating many of the picnic nibbles, and for the Free and Accepted Masons of the District of Columbia and the Georgetown Palisades Lions Club and other enthusiastic volunteer neighbors who work so hard to pull off the picnic. VOLUNTEERS ARE NEEDED! How are your sales skills? We need lots of help selling t-shirts! Volunteers are needed to sell shirts in front of the Safeway and at the Farmer s Market in two-hour shifts during the weekends in June. A short marshal meeting will take place on July 3rd at 7:00pm outside of Safeway where you will get your street assignment, a vest and a whistle. The Farmers Market is Thriving! The PCA s Farmers Market is having a fantastic harvest season! We have what you need for that glorious grilling! Martin's Beef has cuts of grass-fed grain finished (their own) and lots of ground steer for burgers, with some lamb. Groff's Content Farm has fresh eggs, chicken, Berkshire port, grass-fed beef, and dog treats. Garner s Produce has six container flates for $25. Strawberry Shortcake for dessert over Amore Gelato or poundcake from Bread House Breads. Everyone will be at this Market including Fresh Harvest with Hydroponic Lettuces! Kew Park Coffee has just returned from their plantation in Jamaica! The Belgians have waffles to start the day and now making Brittany crepes. Also Paella, quiche, and soups. DinnerIsReadyDC has ready meals, soups, and specials and has a big following in the Palisades. DC Dills will have scrumptious pickles, and they are great for kid's. Lots of "pickle spotting" recently! Piemonte Biscotti has wonderful treats that make a perfect Memorial Day food gift. Happy Hens Barnyard has chicken and duck eggs, chickens, oysters, and fresh crab. Gonzales Produce and blueberry Hill Organic have abundant harvest now. The "Wall" Finally Comes Down A fter many years of liitigation and delay, the large walllike structure built by Frank Economides at the rear of his property abutting Rock Creek Park just east of 49th Street is finally coming down. The strucure, originally 30 feet high at its higherst point, has now been reduced to only a few feet above grade, nominally consistent with applicable zoning requirements.
