NSW HEALTH HOSPITAL CAR PARKING FEES FOR STAFF POLICY 20 July 2012 Intrductin Currently, there are wide variatins and incnsistencies in car parking fees n public health system sites fr bth public and staff parking. Fllwing a review, NSW Health has develped a car park fees plicy. Metrplitan Lcal Health Districts / Specialty Netwrks The fees plicy will be implemented at hspital campuses within the Sydney metrplitan area and at three majr hspital sites in the Central Cast Lcal Health District (Gsfrd; Wyng) and Illawarra Shalhaven Lcal Health District (Wllngng), except at thse sites in the Sydney metrplitan area with existing cmmercial / Public Private Partnership car parking cntractual arrangements. Rural and reginal Lcal Health Districts There will be n change t present car park fee arrangements in the seven rural and reginal lcal health districts ( LHDs ). In Hunter New England Lcal Health District, there are parking fees fr several hspital campuses, including staff parking fees under a Car Park Agreement signed in 2009 between the then Area Health Service and the NSW Health unin grups. In ther rural and reginal LHDs, generally there are n parking fees. Hwever, when new car park facilities are needed in the future, fees shall be intrduced t fund new car park csts. The level f staff parking fees will be determined n a site-by-site basis. Cntext fr the car park fees plicy The fees plicy has been develped in the cntext f the fllwing bjectives: Supprt equitable, transparent and sustainable accessibility t health campuses fr all users including patients, visitrs and staff. Recgnise that the parking needs f many patients and visitrs need t be met n-site. Ensure ecnmic viability twards the develpment f new car park infrastructure. Imprve traffic management arund health campuses. Ensure the fees plicy cmplements the Gvernment s State Plan t encurage greater public transprt usage, particularly increasing the prprtin f ttal jurneys t wrk by public transprt, while recgnising that many health care wrkers are shift wrkers and public transprt may nt prvide a suitable level f accessibility at all times. 2
Basis f public car park fees Public parking (ther than staff) is t be linked t market rates t avid lng term parking by nn-hspital users. Time based fees will be implemented. Existing cncessinal arrangements fr eligible users and vlunteers will cntinue. Basis f staff car park fees Parking fees fr health emplyees need t be equitable and applied in a cnsistent manner fr hspital campuses acrss Sydney and key hspital sites in the Central Cast and Illawarra Shalhaven LHDs. Staff parking fees shuld be linked t public transprt fees t encurage emplyees t use public transprt, and be cnsistent with the fees plicy bjectives. Public transprt fares are set ut in the table belw, current as at July 2012. This level has been determined by adpting an amunt equivalent t 80% f the weekly fare f a MyTrain ticket at the lwest price pint ($26.00 x 0.8 = $21.00, runded t the nearest dllar). Parking fees will be adjusted annually in line with inflatin. The change will take effect frm 1 st July each year and be adjusted by the CPI fr Sydney based n the preceding June, September, December and March quarter indices. The resultant weekly amunt will be runded t the nearest dllar, with amunts at 50 cents r mre runded up; 49 cents r less runded dwn. Fr each year, the calculatin will be dne n the actual figure, befre being runded. 3
Part time staff will pay a prprtinate fee f the weekly amunt, reflecting the prprtin that their wrk bears t full-time emplyment. Parking fees may be deducted frm an emplyee s pre-tax earnings, t minimise the impst t the emplyee. The staff parking fees will nt apply t smaller hspital sites (with less than 100 beds) n the fringe f the Sydney metrplitan area. The sites that are excluded are: Lng Jetty and Wy Wy in the Central Cast LHD; Blue Muntains and Springwd in Nepean Blue Muntains LHD; and Camden in Suth Western Sydney LHD. There are a number f hspital sites under lng term cmmercial car parking cntracts. These sites are als excluded frm peratin f this plicy: Ryal Nrth Shre Liverpl Sydney & Eye Hspital Prince f Wales campus (including Ryal Hspital fr Wmen and Sydney Children s Hspital) St Gerge Canterbury Future changes may be intrduced at these sites, subject t agreement between the cntracting parties in accrdance with existing cntract terms. Hawkesbury Hspital is perated by Cathlic Healthcare under a lng term cntract and is als excluded frm this plicy. Implementatin The new car parking fees will be intrduced frm the start f the calendar year 2013 i.e. frm 1 January 2013, except fr Nepean Hspital. Fr the Nepean Hspital site, the existing cmmercial cntract will expire in March 2013. New fees will apply frm July 2013, ie the scheduled cmmissining date fr the new car park. In recgnitin that the difference between the amunt presently being charged fr staff parking and the rate set by this plicy can in sme instances be viewed as significant, fr the perid frm 1 January 2013 t 30 June 2013, staff will be charged an amunt equal t 50% f the difference the rate presently being charged, and the rate t apply frm 1 July 2013. T illustrate, the present rate fr the Children s Hspital at Westmead is $10.61 per week. Given the mvement f the CPI fr Sydney ver the June, September and December quarters f 2011 tgether with that f March 2012 (1.7%) applied t the $21.00 is $21.36, the rate nminally applying frm 1 July 2012 remains at $21.00 per week. The amunt t be charged fr the perid 1 January t 30 June 2013 is $10.61 + ($21.00 - $10.61)/ 2 = $10.61 + $5.20 = $15.81 r $16.00 runded per week. Fr Hrnsby, where there is presently n fee, the interim rate wuld be $21.00 - $0 / 2 = $10.50 r $11.00 runded per week. 5
The full weekly amunt fr staff car parking shall apply frm 1 July 2013. Staff can elect t pay car parking fees thrugh salary packaging; car parking is an item n the menu list f the Salary Packaging and Prcedure Manual. Revenue received frm parking will be used t fund: Building f car parks Operatin and maintenance f car parks Update/replacement f equipment Repairs t access rads and pathways Lighting and signage Security Csts assciated with ways t encurage greater use f public r nn-mtr vehicle transprt (eg shwers fr peple travelling by bicycle, shuttle bus services) A mechanism is t be put in place such that additinal car park revenues will be put aside fr future car park upgrades, expansin prjects and prvisin f shwer rm facility t encurage staff travel ther than by cars. 6
