MOTION: M/S (Roy C/Bill B) To adopt the Minutes of VIAHA Executive Meeting held November 16, 2008. Old Business Atom Development As per the Officers Conference Call January 4, 2009, the following motion was made and now put forth for discussion at the Executive Committee meeting: To leave the Atom Development league schedule as is for the rest of the 2008-2009 as the changes would involve too many teams, too many ice changes and one of the 2 teams previously requesting a move has decided to withdraw their request. Mark put forth a suggestion that VIAHA could schedule a preseason placement round similar to Island League that would help provide a clearer picture on where teams should be placed. VRC replied that in past years, the team managers had a say in where their teams would like to be placed, however, they did not get that opportunity this year. They agreed that these changes are needed for next season. The recommendation was accepted by the rest of the Executive.
New Business Fine Exemption Request from Oceanside MHA Ineligible Team Official Dean explained that the person listed on the gamesheet as HCSP was not on that particular team roster but was rostered to another team. They thought the HCR was already updated with the second team. This omission was immediately corrected. MOTION: M/S (Dean B/John T) To waive the Ineligible Team Official $250.00 fine assessed from the October 18th game. Fine Exemption Request from Alberni Valley MHA Ineligible Team Player Explanation by Jan L. that the player in question did sit out the appropriate game; however, his name was not crossed out on the gamesheet as the manager was not present. MOTION: M/S (Jan L/Bill B) To waive the Ineligible Team Player $250.00 fine assessed from the December 27 th game. Island League Playoffs BCH Championship Playoffs Divisions 1 and 2 are automatically in playoffs; Divisions 3 and 4 need discussion. Everyone should be in playoffs of some type. Mark provided an example - if Comox Midget T2 opts out of trying for the BCH Championships because they do not feel they can compete with other association Tier 2 1 st teams, it wouldn t be fair for them to drop down to Tier 3 to play as they may be too strong there. If there were 4 similar teams opting out, they could play among themselves by having a mini series. Discussion resulted. PeeWee Division: Tier 1 Comox #1, Cowichan Valley #1, Nanaimo #1, VRC #1 Tier 2 Campbell River #1, Juan de Fuca #1, Kerry Park, Oceanside, Peninsula #1, Powell River, Saanich #1 Tier 3 Campbell River #2, Juan de Fuca #2, Sooke, TriPort Division 3 Alberni Valley, Nanaimo #2, VRC #2 Division 4 Comox #2, Cowichan Valley #2, Peninsula #2, Saanich #2, Victoria Discussion. Only 3 teams in Division 3 so where/who are they going to play? If the 3 teams in Div 3 move down to play Div 4 teams, they will be too strong. The following suggestions were put forth: a) Have AV, Nan #2 and VRC #2 play in the T3 playoffs but not participate in the semis and finals to advance to the Provincials; b) Keep everyone in to the end and the highest ranking/qualified team will go to the Provincials; c) Run 2 separate playoffs instead of dropping out halfway. Recommendation that there will be 2 sets of playoffs: a) those that want to and are eligible to participate in BCH Championships; and b) those that don t want to but want some sort of Island League playoffs. Discussion if this would be possible to set up with ice. Yes. Could also extend the season. Can look at some sort of banner as well. BCH Championships Please see the Bulletin from BCH regarding the Host Sites for BCH Championships: Tier 2 Midget Vancouver Island Juan de Fuca Bantam Vancouver Island Powell River Pee Wee Vancouver Island Saanich Host Sites for Recreational Hockey Playoffs and VIAHA Reg 12.06 For Atom Development, the following host sites have been recommended and accepted: Division 1 Campbell River Division 2 Victoria Division 3 Kerry Park Division 4 Campbell River MOTION: M/S (Roy C/Anne D) To accept the above playoff host sites for Atom Development for 2008-2009. For Atom Development, Mid-Island, South Island Leagues and Female, the duration of the gameslots will be as follows: Atom Development 2 ¼ hours Atom (includes Female) 2 hours PeeWee, Bantam and Midget (includes Female) 2 ¼ hours MOTION: M/S (Dave B/Elisa M) To accept the duration of gameslots as noted above for recreational playoffs. Recreational Team Officials Review Marg and Robin have been working on reviewing the recreational teams for certified team officials and team qualifications and provide a spreadsheet to the associations noting the deficiencies. They have done about ½ of the associations but it is a slow process as each official has to be looked at. The following have been reviewed to date: Alberni Valley, Campbell River, Cowichan Valley, Gold River, Lake Cowichan, Sooke, TriPort, Victoria
and VRC. Still to do are Comox, Juan de Fuca, Kerry Park, Nanaimo, Oceanside, Peninsula, Powell River and Saanich. Mark has had clarification from BCH as to what the expectations are resulting out of the review and it is up to each association to manage their personnel. A VIAHA bulletin will be issued with information. Mike Eddy had a question: Each association is suppose to get back $$ from BCH for people attending the clinics. Has anyone gotten any money back yet? For instance, SpeakOut $5.00/person; Ref Clinic $7.50/person; Coaching Clinics $15.00/person. Marg will send an inquiry to BCH regarding this on behalf of all the associations. ACTION: Marg to send an inquiry to BCH regarding this on behalf of all the associations Other New Business WhiteSpot Cup Available at the Bantam level only (previously initiated by Willie Thompson, VRC). Could happen after February 16 th or when the playoffs end. Anne D cautioned that more time may be needed past February 16 th. Discussion. Why not look at getting other sponsors for Atom, PeeWee and Midget? Would have to be run under VIAHA regs then. Final concensus to leave this proposal alone and have Mr. Thompson work it out independently AFTER our playoffs. VIAHA AGM Resolutions Deadline for submissions into the VIAHA office is March 15, 2009. The VIAHA AGM is May 24, 2009. Outstanding Invoices There are several outstanding invoices - a reminder to get your payments into the VIAHA office immediately. Please make note of VIAHA ByLaw 10 #92 and Reg 13.07. Reports Financial Report Marg presented the Report and advised that the $40,000 GIC is due for renewal on February 2, 2009. In addition, the office rent is paid to March 2009 and the office insurance is paid up to November 2009. MOTION: M/S (John T/Roy C) To accept the Financial Report as presented to December 31, 2008. President - Mark Kenny Mark has been working with the associations in handling some issues and thanks everyone for their cooperation. He has also been looking at penalties and advises that the teams are yours to manage please do. VIAHA has also billed BCH for the work, time and resources managing clinics and have deducted this amount from BCH s invoice regarding the balance of the now defunct co-op agreement. Mark will be attending the District Presidents Meeting next weekend. Please email Mark if you want any items for him to bring forward. Past President - Jim Humphrey Absent. Be aware of deadlines. Roster and equipment checks coming up soon please let all your teams know. Team personnel should count the # of players on ice or verify the gamesheet before signing. Most of the snowed out games are made up or will be very shortly. VP North Roy Carter Roy is helping his associations with the Rec Team Officials review. He is also handling the OA player situation in Campbell River.
VP South Barb Norton Some issues in the South but otherwise, things are progressing as usual. Commends the commissioners for a good job. VP MidIsland Deb Turney Nothing to report. Things are fine. Coaching Coordinator Mike Mowat See Mike s report and attention is needed for clinic requirements. He held a MHA Coach Coordinator Meeting early in the year that was poorly attended. He will try for another meeting shortly to discuss pre-booking clinics and planning for next season. Mentorship clinics are now available (1 hour class time, 1 hour ice). Contact Mike if interested. Discussion about smaller venue clinic enrollment being opened up immediately rather than waiting 30 days prior and to shut off the registration 1 day after the clinic. Female Development Coordinator Teri Cotton (absent) RCM North - Mike Fraser: See Mike s report. There was a lack of officials for the U16 which meant some scrambling. We need to examine the # of tournaments, where and when they are taking place. He will be looking for neutral, travelling refs for the semis and finals. For the non-provincial playoffs, there will probably not be neutral officials provided. The referee Criminal Record Check was December 31 st. HCR is not current with respect to these certifications being put in. He is also seeking clarification on the BackCheck program. RCM South - Steve Marsh (absent) Safety & Risk Manager Carol Fergusson Although it is getting better, there are still issues with HCR clinic registration such as inadequate instructions or people seeking help from BCH are being passed to the coordinator (members phoning into BCH are being given the coordinator s home phone numbers). The access to clinic lists are too restrictive. Host associations are not setting up the clinics properly. You must have someone from the host association in attendance to do the set up. She wants to preplan clinics for next year. There may be some joint clinics such as SpeakOut and HCSP together or SpeakOut and Coaching clinics. She would like everyone to know that she cannot make/grant exemptions on missing certifications. She cannot make exemptions for medical personnel, paramedics, etc. HCSP is a rish management program, not a medical course. Q: Do referees need SpeakOut? A: No Q: Why? Discussion on CRCs. There is no direction from BCH or VIAHA about CRCs other than having to get them done. Why? Suggestions from Dean to provide opportunity for volunteers to self-disclose on coaching applications, volunteer applications, etc. It is important that everyone does due diligence.
