Agenda Item #19 Meeting of May 16, 2016 South Portland City Council Position Paper of the City Manager Subject: ORDER #153-15/16 Appropriating $24,985 from the Sewer User Reserve Account and award of Bid #36-16 to Gorham Sand & Gravel, of Buxton, ME, for sewer repair work on Ocean Street. Passage requires majority vote. Position: This award of bid is brought forward for the replacement of sewer pipes within the Ocean Street at the Wild Rose Avenue intersection. In January, the Collection Systems Division staff began routine closed circuit television inspections (CCTV) of the lines in this area due to the knowledge the MDOT was paving Ocean Street this summer. It was found that sections of the sewer pipes were cracked and needed to be repaired. City staff was unable to do the repairs as the system is deep in that area and there are numerous adjacent utilities nearby. A bid was then advertised and emailed to over 36 contractors to complete this repair work. The City received eight bids ranging in price from $24,985 to $68,000. Gorham Sand & Gravel, of Buxton, ME, was the lowest bidder and meets specifications. The work involves replacing the pipe sections with 13-foot long, 12-inch in diameter, SDR- 35 PVC pipe that will join into the existing pipes. The contractor will also provide traffic cones and barrels, pavement sawcut, trench excavation and backfill, DigSafe notification, and pavement repair. The City will provide police detail to regulate traffic flow for the duration of construction. The City will waive the street opening fee for this work. The work is to be completed in one day by May 27, 2016. This work will be completed prior to the Maine Department of Transportation paving of Ocean Street from the Cape Elizabeth town line to the intersection of Broadway and Ocean Street. The cost of this project will be funded from the Sewer User Fund Reserve Account. Attached is a memorandum from Dave Thomes on this bid. He will be at Monday s meeting to answer any questions.

Gailey, City Manager Dave Thomes, Collection Systems Manager Award of Bid - Bid # 36-16 Ocean Street Sewer Repair During routine closed circuit television inspections (CCTV) in January 2016, Collection Systems Division staff discovered approximately 26-feet of broken sewer pipe on Ocean Street. Approximately 13-feet of pipe on either side of manhole 2B_17B at the intersection of Ocean and Wild Rose Avenue is cracked and quartered and requires a spot repair to this section of 1920 s vintage piping. Ocean Street from the Cape Elizabeth Town Line to the intersection of Broadway and Ocean Street is scheduled for pavement resurfacing this summer by Maine Department of Transportation. The sewer spot repair work should be completed before the MDOT resurfacing project commences. Since the sewer system is deep in this area (~13 ) and there are numerous adjacent utilities nearby, the repair project exceeds the Collection System Division s equipment & staff capabilities. Therefore, the City publicly advertised to seek bid proposals for this repair work and I contacted six contractors by phone to inform them of the project. They included the following: Keenan Excavation Inc. L.P Murray & Sons. R.J. Grondin. Shaw Brothers. Gorham Sand & Gravel. Eastern Excavation. The City received eight bids for the project ranging in price from $24,985.00 - $68,000.00 Gorham Sand & Gravel of Buxton Maine submitted the lowest responsible bid. The City has awarded contracts to Gorham Sand & Gravel in the past. As recently as 2014 we awarded the 2.1 million dollar Thornton Heights Phase I separation project to them. That project went extremely well and was completed in a timely manner. I spoke with the owner of Gorham Sand & Gravel, Jim Shaw and he can meet all aspects of the contract in the time outlined in the bid documents. It is our recommendation to award the project to the lowest responsible bidder Gorham Sand & Gravel of Buxton Maine for the sum of $24,985.00 Funding for the project will come from the Sewer User Fund Reserves. Water Resource Protection April 22, 2016 Subject: Ocean Street Sewer Repair Dear Prospective Bidder: The City of South Portland (City) Water Resource Protection Department is issuing this Invitation to Bid for sewer repair work within the Ocean Street and Wild Rose Avenue intersection. The scope of work identifying the Contractor's responsibilities and the City's responsibilities are outlined below. Attachment 1 presents a site location map of the work area. Scope of Work Two (2) existing 12-inch diameter vitreous clay sewer pipe sections require repair. The pipe sections, denoted as 2B_19-2B_17B and 2B_17B-2B_17A, respectively enter and exit sewer manhole 2B_17B identified on the site location map. The pipe trench excavation will require an approximately 13 foot deep cut. The Contractor is responsible for replacing the pipe sections with 13-foot long, 12-in diameter, SDR-35 PVC pipe joined to the existing pipes with Fernco couplings. The contractor is also responsible for providing traffic cones and barrels, pavement sawcut, trench excavation and backfill, DigSafe notification, and pavement repair. The City's standard trench repair section is provided in Attachment 2. The City will provide police detail to regulate traffic flow for the duration of construction. The City will waive the street opening fee for this work. The City requests the sewer repair work be completed in one day by May 27, 2016. Please provide the City a lump sum price to perform the work by Friday, April 29.
