2 Queens Library Board/Committee Item BOARD/COMMITTEE: Buildings and Grounds Committee DATE OF MEETING: April 27, 2017 ITEM ID #: 1419 AGENDA: Contract Authorization - Integrated Pest Management and Pest Control Services Background: This is an action item seeking approval from the Queens Borough Public Library s Board of Trustees to enter into a contract with Predator Pest Control Inc. ( Predator ) to provide integrated pest management and pest control services on a monthly and on an as-needed basis. The Board s approval is required pursuant to the Library s Purchasing Policy, which states, in pertinent part, that contracts for construction projects, building service, and maintenance and repair of buildings and grounds in excess of $35,000 may be awarded only after soliciting sealed competitive bids and upon the authorization of the Library s Board of Trustees. The Library s existing requirements contract for integrated pest management and pest control services is due to expire on June 30, Current Status: On March 7, 2017, the Library issued a sealed competitive bid solicitation for integrated pest management and pest control services, Invitation to Bid #0217-2, which was advertised in the New York City Record, BidNet and New York State Contract Reporter, posted on the Library s website, and sent to over eighty-six (86) firms on the Library s internal bidders list. Twelve (12) vendors responded to the solicitation and provided pricing based on monthly services and additional services as may be required by the Library. The Library s solicitation required bidders to provide five year pricing for service at thirty (30) Library locations and provide five year pricing for additional services, including emergency services. The bid results are outlined in the table below: Bidder MWBE Estimated Five Year Cost: Sure Shot Termite and Pest Control, Inc. MBE- NYS (non-responsive) $145, Predator Pest Control Inc. $150, Abalon Exterminating Company Inc. WBE- NYC and $165, NYS Superior Pest Eliminating Inc. $209, Dial A Bug Pest Control, Inc. WBE- NYC $212, Rentokil North America DBA: J.C. Ehrlich Pest $242, Packet Pg. 2
3 Control Advanced Pest Management Inc. WBE- NYC $293, OnGuard Pest Control Inc. $308, Ramac Corporation (US) dba Assured $316, Environments Royal Exterminating Co. Inc. MBE- NYC $576, Verrazano Exterminating Corp MBE- NYC and $580, NYS Diehard Exterminating Inc. $869, Sure Shot Termite and Pest Control, Inc. provided the lowest bid; however, it did not provide the required information about the firm s financial condition despite being provided a second opportunity to do so. Accordingly, its bid was deemed non-responsive. Predator Pest Control Inc. ( Predator ) submitted the lowest responsive bid with monthly location services ranging from $25.00 to $ and additional services ranging from $40.00 to $ during the five-year term. A full listing of the bid prices included in Predator s bid is attached. Predator is the Library s incumbent vendor for integrated pest management and pest control services, and has provided and continues to provide quality services to the Library. The Library nevertheless again reviewed Predator s financial stability, references, background, and its completed vendor responsibility questionnaire and none of them indicated any adverse integrity issues. References for the firm were positive and indicated that Predator is a reputable vendor fully capable of providing the requisite services. References from Excalibur Management, which manages thirteen condominiums, and from the Town of Oyster Bay indicated that Predator was a responsive firm that provided quality service. Predator has performed work for New York City, namely for the Department of Parks and Recreation and the Fire Department. Accordingly, Predator has a current Vendex questionnaire on file with the City which does not disclose any cautions. Recommended Motion for Consideration by the Buildings and Grounds Committee: I move that the Buildings and Ground Committee recommend to the Board of Trustees that the President and CEO be authorized to execute a contract with Predator Pest Control Inc. for a term of three years with an option to extend for two one-year periods at the rates proposed herein.
