2 Welcome from Organising Committee Dear Competitor, On behalf of the Brakes Direct 2012 International Rally of Queensland, we welcome you to Queensland and the Sunshine Coast and Cooloola regions. What can you expect from IROQ 2012? Firstly, and most importantly, a naming rights sponsor - Greg Latham, long time supporter of rallying in Queensland has launched "Brakes Direct", a new business directed at online supply of brake components for all types of cars, not just ones used for competition which is the area we have come to know him best for. Thanks to Greg for stepping in and supporting the biggest rally in Australia in Secondly, you will see a number of new faces in various key roles. For our event to continue growing and being successful, it s important that new blood be encouraged to ensure fresh outlooks in event planning, strategies, technologies and marketing. The whole IROQ Team welcomes all those who have stepped up and vow to support them in every way possible. To help everyone get into the rally groove, we ve planned a return to the very popular King s Beach (at Caloundra) for our Friday night festivities. No competition here, just good oldfashioned aussie hospitality and the opportunity for spectators to rub shoulders with their rally heroes. In terms of competition you will see that that the route has remained similar to last year s popular format. However, we are planning the inclusion of at least one brand new (shire road) special stage one that has never been rallied on before, and one that promises to offer new levels of competition, spectator and corporate advantages (not to mention being in one of the most picturesque roads in the region). Another innovation for 2012 will be the inclusion of a brand new Super Special Stage located within minutes of Rally Headquarters, and which will provide a great place to showcase your skills, your car and sponsors to the general public. With all these innovations and upgrades, we believe we ll provide you with an extremely pleasant week complete with relaxation, friendly hospitality, close competition, challenging roads, and of course, the picturesque Sunshine Coast country-side. 7 ORGANISATION ARTICLE 1 - ORGANISATION 1.1 The Brakes Direct 2012 International Rally of Queensland - ARC will be a National Championship Special Stage Rally, run under the provisions of the International Sporting Code of the FIA, the National Competition Rules (NCR of the Confederation of Australian Motorsport Ltd (CAMS), the National Rally Code, the 2012 Australian Rally Championship Sporting and Technical Regulations, the 2012 Australian Side by Side Rally Challenge Sporting and Technical Regulations, Rallyschool.com.au Australian Junior Challenge Regulations, these Event Supplementary Regulations and any Bulletins authorised under the ARC Regulations. The Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at Competitions for Classic Rally Cars and SXS vehicles will be conducted and are included under these supplementary regulations. Competitors are advised that two Rounds of The Queensland Rally Championship will be run as a separate competition utilising many of the same sections as the APRC / ARC events. Competitors entering the ARC Rally Championship must show if they are registered for the Rallyschool.com.au Australian Junior Challenge on the Entry Form. Entry for the Rallyschool.com.au Australian Junior challenge may also be made as part of the Queensland Rally Championship Rounds 1 and 2. See separate Supplementary Regulations. ARTICLE 3 - EVENT DESCRIPTION 3.1 The length of the ARC rally will be approximately 845 kms including 19 Special Stages which have a total distance of approximately 232 kms. Two of these Special Stages with a total distance of 2 kms will be on a bitumen surface. See Itinerary - Appendix II 3.2 The Event will be an ARC Endurance event as defined in the ARC Sporting Regulations and will consist of two Legs on successive days. Competition in Leg 2 will be conditional on the vehicle having started in Leg 1 but not necessarily finishing that Leg. Competition in Leg 2 will however only be available to those vehicles completing Leg 1 or being placed in the 7

9 overnight parc fermé prior to 0200 hrs on Sunday 27 May Competitors must notify the organisers in writing of their intention to restart thirty minutes prior to Stewards Meeting No 2, the time of which will be posted on the Notice Board. 3.3 ARC bonus points of 5, 3, 1 will be awarded to the eligible 2WD and 4WD vehicles in accordance with ARC Sporting Regs Art S18.2.1(iii) & (iii) for SS16 Pomona 2 (Power Stage). 3.4 Classic Rally cars will commence the event at Kenilworth (TC 0B), and first car will book out 1 hour prior to the scheduled book out time of the first APRC competitor. 3.5 The length of the Side by Side Challenge event will be approximately 367 km including 13 Special Stages which have a total distance of approximately 172 km. Itinerary details will be advised by Bulletin. SXS competitors will be run as a group behind the All Comers. Access to public roads is under discussion with relevant authorities. Details of arrangements will be issued by Bulletin. ARTICLE 4 - VEHICLE ELIGIBILITY 4.1 For the ARC 2WD, 4WD, SUV vehicle eligibility will be in accordance with 2012 Australian Rally Championship Regulations - Part 1 Sporting Regulations and Part 2 Technical Regulations. Side by Side vehicle eligibility will be accordance with the 2012 Australian Side by Side Technical Regulations. Classic vehicle eligibility will be in accordance with the CAMS Manual of Motor Sport - Rally/Road - Classic Rally Cars. 4.2 Vehicles registered in Queensland under the Transport Operations (Road Use Management Vehicle Registration) Regulation 1999 require a Compulsory Third Party Insurance (CTPI) extension valid for this event. ARTICLE 5 - COMPETITOR ELIGIBILITY 5.1 For a crew and vehicle to be eligible for Australian Rally Championship points the driver of the vehicle must be registered for the 2012 ARC. 5.2 Vehicles with a driver and co-driver who are eligible for the Queensland Rally Championship may be entered in the ARC section of the event and also be eligible for Awards and Points in the Queensland Rally Championship. 5.3 Where Competitors enter only the Queensland Rally Championship part of the event, the crew will not be eligible for ARC Awards or Points. They will also not be eligible to be seeded with the ARC crews. ARTICLE 6 - ENTRY FORM, ENTRIES AND ENTRY FEE 6.1 Preferred entry is by completion of the On-Line entry form. Entries Website: On submission of entry competitor will be ed a copy of their entry which will incorporate a Tax invoice. On receipt of the On-Line entry by Event Secretary the competitor will be ed the Competitor Disclaimer which is to signed by the Competitor, Driver and Co-Driver and forward to Secretary electronically or presented at documentation. 8

10 Competitors entering by On-Line entry or have payment options of Cheque, EFT, Cash or Credit card. If credit card is used a 3.5% credit card fee applies. Entries for these persons will only be accepted when payment is approved. Competitors that have requested a Standard Entry form will only be accepted when the Competitor, Driver and Co-Driver have signed the entry form and payment is made in full. 6.2 Cheques, money orders etc are to be made payable to: Brisbane Sporting Car Club -Rally Queensland and posted to: The Event Secretary IROQ -ARC BSCC Unit Ashton Place Banyo, Qld 4014 Australia. Payment by credit card is also available. A 3.5% surcharge applies for all credit card payments. 6.3 Entries open 0900 hrs on Monday Entries close 1700 hrs on Thursday 3 May The number of entries will be limited to 60. If this limit is exceeded preference will be given to drivers who have registered for the 2012 Australian Rally Championship and then in order of receipt of completed and fully paid entry form The entry fee for the Event is fixed as follows: (i) ARC (Registered) 4WD & 2WD $2,495 (ii) ARC non-registered 4WD & 2WD $1,695 (iii) SUV Rally Challenge $1,695 (iv) Rallyschool.com.au AJC entered in the ARC (Non-Registered) $1,695 (v) Side By Side Rally Challenge $ 925 (vi) Classic Rally Challenge $1,695 All fees include the Organisers advertising Area G. To remove this advertising is $220 each sponsor, to a max additional $660. * NB Refer Appendix I of these Regulations for vehicle signage diagram The entry fee includes CAMS Permit Fee CAMS Insurance (refer Appendix I of the CAMS Manual of Motor Sport) One set of Road Books Two Service vehicle registrations Forestry Road Usage Fee $90.00 per ARC entered crew to cover results services Rally Safe vehicle tracking system hire (excluding hardware) see article 11.7 for details Additional service vehicle registrations will be $ per vehicle (to be registered before the close of Documentation). A maximum of 4 Service personnel will be registered per service vehicle and each one must sign or have their permanent ID number shown on the service vehicle registration form Extra road books may be purchased at $50.00 per set. 9

11 6.6.4 Note: All of the above charges are inclusive of GST. A tax invoice is part of the Entry Form and can be used for GST purposes when payment is made Testing will be available in accordance with the schedule below. A maximum of 8 hours testing is permitted per driver. The 4 hour sessions cost of $ per car, and the 2 hour session at a cost of $ per car. Full details of the locations will be in the Rally Guide. Test sessions will be available by application via the On Line application form, hard copy of this form available on application to Secretary (secretary@rallyqueensland.com.au). Tuesday Wednesday Friday hrs & hrs hrs & hrs hrs ARTICLE 7 - SERVICING AND REFUELLING 7.1 Up to 3 service vehicles per competing car starting the rally may provide service throughout the rally. Each vehicle must be clearly identified by means of Service plates issued by the Organisers and affixed in the locations specified. 7.2 Refuels will be located at HELLA Service Park, Imbil (Leg 1 and 2). A remote refuel will be located at Kenilworth. Specific details of these locations will be provided in the Rally Guide. One Service Vehicle and up to 2 Service Crew members per competing vehicle will be permitted into this area. Accreditation for both the vehicle and crew members must be displayed at all times. 7.3 In the Service Park, cars may only be washed by use of a sponge from a bucket. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground. The use of pressure cleaners is prohibited. Breaches noted by an official of the rally will result in a report to the Stewards with a recommendation that a fine be applied. A car washing facility is available on the Liaison from HELLA Service Park to Caloundra SSS. and will be identified in the roadbook; approval is granted for the crew alone to use this facility. A car wash facility will also be available prior to the entry to final service on Sunday afternoon. ARTICLE 8 - CREW BRIEFING 8.1 Any crews that have not competed in the Imbil forestry area previously should contact a CRO to arrange for a safety briefing. ARTICLE 9 - RECONNAISSANCE 9.1 Crews will be issued with a pass covering each stage and valid for two (2) passages over the course. This pass must be presented to and endorsed by an official at the start of each Special Stage during reconnaissance. It is a condition of entry that each crew must complete at least one run over each stage during reconnaissance. 9.2 Each reconnaissance vehicle will be provided with a number to be placed on the top left inside corner of the front windscreen and the top right corner of the rear-facing window for the purposes of identification. These numbers must be affixed to the vehicle for the entire duration of reconnaissance. 9.3 The maximum speed limit applicable on all special stages shall be 50 km/h and all other road laws apply on transport sections. Under NO circumstances are crews to travel in the opposite direction to the set course. 10

12 9.4 The speed of the vehicles being used for reconnaissance will be monitored by Officials using Speed Cameras and Radar guns. If a vehicle is deemed to be exceeding the speed limit, a sign bearing the words STOP will be raised. Drivers MUST stop and report to the Official. 9.5 During reconnaissance, roads WILL NOT be closed and crews are advised that they DO NOT have priority over other road users. Members of the public may also be using these roads and may be travelling in opposing directions. 9.6 Crews are also advised that the Road Traffic Act will remain in effect for the duration of reconnaissance and that all road rules must be observed (eg complying with advisory signs, obeying speed limits imposed and keeping to the left). Officials will be on course to police these regulations. 9.7 Reconnaissance will be on Thursday 24 May between 0630hrs and 1730hrs and by special arrangement with the Organisers via a CRO on Friday 25 May between 0630 hrs and 1600 hrs. 9.8 The organisers may allocate specific times for reconnaissance of all stages. Full recce details will be issued in a Bulletin. 9.9 Reconnaissance may be carried out in any road-registered vehicle. Advertising, underbody protection, safety equipment and internal navigational aids are permitted The carrying of radar detectors in the vehicle during reconnaissance is prohibited The tyres to be used are to have a maximum groove width and depth of 8mm and no other opening in the tread may be greater than 12mm. (worn rally tyres are not to be used) Tyres marked M+S having a non-aggressive tread pattern may be used, but only after a written application by a competitor has been approved by the Clerk of Course or his representative. Tyres which were previously shown on the FIA approved list of recce tyres for Rally Australia are also allowed. ARTICLE 10 - VEHICLE ADVERTISING 10.1 Those competitors who have paid the Entry Fee accepting advertising proposed by the Organisers will be supplied with the additional sponsor signage. This signage must be affixed in area G as per the diagram in Appendix I. DOCUMENTATION & SCRUTINY ARTICLE 11 - DOCUMENTATION AND SCRUTINY 11.1 Crews are required to present the items outlined in the ARC Sporting Regulations Art S4.4 at Documentation. An optional procedure whereby the relevant pages of the above documentation are prescanned and submitted in electronic format for administrative checking is available. These scanned documents are to be submitted to Rally Secretary, (Secretary@rallyqueensland.com.au) at the time of lodging the entry. Competitors who submit correct and complete electronic documentation will have a priority service at administrative checking. Original documents should be available upon request for examination Documentation checking will be available at the Regional Scrutiny being held on Sunday 20 May at GSA Wholesale Springwood. 11

13 Documentation at Rally HQ will be available during the following times and must be completed prior to presentation of that vehicle for scrutiny: Wednesday Thursday Friday 23 May 24 May 25 May 0900 to 1800 hrs 0900 to 1700 hrs 0900 to 1200 hrs 11.3 Road Books, Service Instructions, Door Panels and Organiser s Advertising will be available for collection upon completion of documentation. The Windscreen Number will be provided at Scrutiny All ARC vehicles (including SXS and RAJC) must be presented for scrutiny & turbo scrutiny at Ken Mills Toyota, Sugar Mill Road, Maroochydore on Thursday 24 May between hrs. Classics will report for scrutiny at Pedders Suspension, Sugar Mill Road, Maroochydore between 0900 to 1400 hrs on Friday 25 May. A schedule of individual book-in times will be published in a Bulletin. A penalty of $5.00 per minute will apply for any lateness compared to the published Bulletin times. Regional scrutiny may be undertaken in accordance with ARC Technical Regulations Art T5.1 with the prior written approval of the ARC Technical Manager (barryhabgood@bigpond.com). South East Queensland regional scrutiny will be available at GSA Wholesale, 7 Aranda St Springwood on Sunday 20 May. Vehicles which have been regionally scrutineered will be required to present to scrutiny at the event for checking of apparel and final approval to start Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to scrutineering so that the camera and its mounting can be inspected All teams are to provide vehicle stands and car jacks when delivering their team cars to Scrutineering Vehicles entered in ARC are to be presented with holes drilled for the possible application of wire seals. This requirement relates to the restrictor, gearbox and differentials both fitted on the cars and as spares Following the final control of the rally those vehicles selected for post event scrutiny plus any others nominated by the Stewards will proceed under officials supervision to Main Campus, Mary Valley State College Each ARC 4WD, 2WD, SUV & Classic competitor must make provision in their competition vehicle for the installation of the Rally Safe GPS and tracking system. Installation instructions will be available on and in the Rally Guide 2. Competitor's must have a Rally Safe wiring loom, antennas and mounting kit installed prior to scrutiny. These units can be Leased for $25.00 plus a refundable $ guarantee or Purchased for $ Contact Rally Safe at stephen@rallysafe.com.au The Rally Safe GPS tracking unit will be available at documentation The correct functioning and installation of the equipment will be checked at scrutineering. 12

14 Should a competitor retire, they must return the tracking unit and associated cables to Rally Safe office in HELLA Service Park as soon as possible. The tracking units may have to be removed from the rally cars at the final Parc Fermé, therefore cars should be left unlocked RUNNING OF THE RALLY ARTICLE 12 - RUNNING OF THE RALLY 12.1 A Ceremonial Start in which all crews & their vehicles must participate, will be held on Friday 25 May from 1700 hrs The organisers will locate a staging area which is not considered a parc fermé at Kings Beach, Caloundra prior to the Ceremonial Start. Details of the programme and procedures will be issued on Thursday 24 May at 1700 hrs. It is the competitor's responsibility to ensure that their vehicle is placed in this staging area at their due time on Friday. Each competitor's due time will be published in a Bulletin. A penalty of $5.00 per minute will apply for lateness. It is not necessary that a member of the crew be the person who places the vehicle in the staging area. A map of the location and directions will be provided with the road books. Any Competitor whose vehicle does not report to the staging area by 1730 hrs will be subject to a penalty of $500 unless prior approval has been granted by the Clerk of Course. Each crew is required to be in attendance in the Staging Area in their driving suits from 1830 hrs The Start Ceremony sequence will be seeded order and detailed in the Bulletin covering the Ceremonial Start procedure. There will be no fixed intervals between each car and no time card will be issued Following the Ceremonial Start crews are not required to place their vehicles in a parc ferme and are free to work on their vehicles if required The organisers will locate a staging area which is not considered a parc fermé at Rydges Oasis Resort in Caloundra. It is the competitor s responsibility to ensure that their vehicle is placed in this staging area at the due time on Saturday 26 May. A bulletin will be issued providing the required reporting times and Start Times The Start of the Rally will be at 0645 hrs on Saturday 26 May from the Out control at Rydges Oasis Resort, Caloundra. Crews must report to this control in accordance with the Official Start List Cars will start Leg 1 Section 1 at 2 minute intervals. For the Special Stages 10 & 11 details of the starting procedure are outlined in Classic and SxS competitors will start the event from TC 0B at Kenilworth. Classic start time is 0707 hrs and SXS start time is 1044 hrs A zero car will follow the Classic Crews in order to maintain a safe gap to the APRC / ARC Crews. If the zero car catches an Classic Crew while on stage, that Crew must immediately pull over and withdraw from the rally and wait until the Sweep vehicle has passed. They may then continue along the route at a non-competitive speed and re-join the event as outlined in the National Rally Code Art

15 12.9 Super Special Stage International Rally of Queensland (i) The Super Special Stage will consist of two sequential stages being SS 10 & SS11. These stages will be for the APRC and ARC cars only. (ii) Cars will be timed on this stage by electronic means commencing from the start signal being given. A car may start whilst the previous car is still completing their run over the stage. (iii) Upon arrival at TC10 there will be a single arrival point in the control zone. When entering the Time Control before a Super Special Stage both driver and co-driver must be ready for competition with apparel and helmets fully fastened. (iv) ) No Provisional Start Times will be allocated at the Time control, only actual Start times will be used and these will be determined by the Start control. There will be marshals directing cars in a single file between TC and Start line. Once the 1st Car starts, the 2nd Car must immediately move up to the start line from which the 1st Car has just departed. (v) Each crew will be given an approximate 30 second warning prior to their start time and will then be given a countdown of 15, 10, 5, 4, 3, 2, 1, Go. The timing will start when the car breaks the beam. An Actual Start time based on the next whole minute will be allocated for the purposes of calculating the Due Time at the next Time Control. Competitors will be given a TC Out time but NO stage start time. The Road Card will show only TC times and Stage Elapsed times. (vi) After the first running of the Super Special Stages, cars will proceed directly to the assembly area at the airport to await a second run (SS11). (vii) If a yellow flag is displayed at any location on the Super Special Stage, a driver must immediately make a significant reduction in speed. The Clerk of Course may allow a vehicle affected by the display of the yellow flag to contest the Special Stage again. If circumstances do not permit this, the Clerk of Course will propose to the Stewards an allocated time for the crew on the Special Stage. No crew which is totally or partially responsible for the displaying of the yellow flag may benefit from this measure. (viii) Any ARC crew failing to complete the Super Special Stage in the correct manner described in the Supplementary Regulations and the Road Book will be allocated a time for the stage, equal to the fastest time plus 5 minute (called the Maximum Time ). Any crew recording an actual time in excess of this time on the Stage will be allocated the Maximum Time. (ix) A vehicle which fails to complete the Super Special Stage may be removed by the Organisers and placed on the road section immediately after the end of the stage. The crew only will then be allowed to work on their car but must still arrive at the following Time Control within their late time limit. Any car not completing SS10 which cannot be made ready for SS11 at the originally allocated time will be given a Maximum Time for SS11 also but must still arrive at the following Time Control within their late time limit. (x) Crews must use a similar type of tyre (i.e. loose surface rally tyres) as they will used on Leg 1, Special Stage 9. (xii) All Yellow Flag marshals at the Super Special Stage will be deemed to be Judges Of Fact for the purposes of determining if the crews have completed the stage in the correct manner Competitors that start Leg 1 but fail to finish Leg 1 must advise Clerk of Course of their intention to start Leg 2 by 2000 hrs. Cars must book into the Parc Ferme one hour before the due start time of the first car starting Leg 2. 14

16 12.11 Provisional Results will be published on the Official Notice Board at the Event Headquarters Rydges Oasis Resort on Sunday 27 May at 1830 hrs. These results will become Final 30 minutes after posting subject to no protests being received. ARTICLE 13 - CONTROLS AND PARC FERME 13.1 Crews may book in early at the following controls without penalty:tc 9D; TC11A, & TC19 C 13.2 Flexiservice will apply at the 45 minute Service Park following SS9. At the Time Control at the entry each crew will have the option of (a) proceeding directly into service or (b) placing their car in an adjacent parc fermé from which their car may be removed at any time within 1 hour of the arrival at the TC. If the car is not removed within the 1 hour period the time of entry into the Service Park will be deemed to be 1 hour after the time at which the car was booked into TC 9B. Competitors should note that following this Flexiservice there is a liaison to Caloundra for the two Super Special stages Following the completion of the Super Special Stage(s) it is required that the driver & codriver be present when the vehicle is placed into the overnight parc fermé at Caloundra RSL. It is the competitor s responsibility to ensure that the vehicle is checked in according to the Itinerary and that the Time Card is completed. MISCELLANEOUS ARTICLE 14 INSURANCE Crews involved in accidents resulting in property damage are advised that they may be required to pay up to the first $5,000 of any claim to rectify such property damage. Refer Appendix I of the CAMS Manual of Motor Sport for further details regarding insurance cover. ARTICLE 15 - EMERGENCY PROCEDURES/YELLOW FLAGS Crews should refer to the page in the front of the roadbook which details the action which must be to taken in the event of an accident, stopped vehicle on a special stage or if yellow flags are displayed on the course. Failure to adhere to these requirements will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty. A copy of the SOS/OK sign (minimum size A3) is required to be carried in the vehicle at all times. Those crews who require a laminated version may purchase one at documentation at a cost of $5. ARTICLE 16 ANTI-DOPING POLICY (PROHIBITED SUBSTANCES) During any event, consumption of alcoholic beverages in the paddock, pits or any other portion of the competition venue under the control of the officials is expressly forbidden until all practice or competition activity is concluded for each day. Any driver or crew member who is found to be affected by alcohol on the day of the event or practice therefore shall not be permitted to participate. Refer NCR 145A of the Current CAMS Manual. In addition, the persons concerned will be subject to the Articles of the Standard Operating Procedure for Alcohol Testing and CAMS Anti-Doping Policy. Competitors, crews or officials may be randomly tested for alcohol by a CAMS Accredited Testing Official (CATO) or other drugs at any time during the event(s). The CAMS Anti Doping Policy, as appears in the CAMS Manual of Motor Sport and as amended from time to time, is recognised as an integral component of the NCR and is duly authorised as such. 15

17 In any areas where the National Competition Rules and the CAMS Anti Doping Policy conflict, the CAMS Anti Doping Policy will take precedence. Competitors, crews or officials may be randomly tested for alcohol by a CAMS Accredited Testing Official (CATO) or other drugs by the Australian Sports Anti-Doping Authority (ASADA) at any time during the event. ARTICLE 17 SHAKEDOWN & VIP RIDE DAY Those crews seeded 1 to 10 plus three other crews at the Organisers discretion and advised in a Communiqué must attend the Shakedown & VIP Ride Day on Friday at the times shown in the Programme unless they have chosen to conduct recce on Friday (see Art 9.7). Each of these crews will be required to participate in the following activities: Each vehicle taking part must have the event rally plates/numbers and other event signage affixed prior to the commencement of Shakedown. Further details concerning the location will be provided at a later date. Each passenger will be required to register and sign the compulsory disclaimer before riding in a competition vehicle. No team may place a passenger in a competition vehicle without the permission of the organisers. ARTICLE 18 - PROTESTS Protests, if any, must be lodged in accordance with Part XII of the NCR and the 2012 ARC Regulations. ARTICLE 19 - POSTPONEMENT, ABANDONMENT OR CANCELLATION The event may be abandoned, postponed or cancelled for reasons of force majeure in accordance with NCR
