2 Welcome from the Clerk of Course The organising Team of the Netier National Capital Rally has great pleasure announcing that the event has again secured the rights to host the FIA Asia Pacific Rally Championship for. The event will be conducted in the pine plantations around Australia s capital city Canberra on 1st 3rd June as Round 2 of the FIA Asia Pacific Rally Championship, Round 3 of the CAMS Australian Rally Championship, and round 2 of the ACT Regional Rally series. The organising team welcome the naming right sponsor Netier. Netier is a local Canberra IT company and we thank them for their support of our event. Canberra is the Government and administrative centre of Australia with a population of over 350,000 people and as such has plenty of accommodation, 3 major hospitals and an abundance of cafés and restaurants. Our event partner the Mantra MacArthur Hotel will be the location for the administration and Rally HQ. A ceremonial start will be held in the city centre on Friday night and there will be an opportunity for the public to meet the crews. We will once again have a central Service Park, this year it has relocated to the Pialligo Estate near the Canberra International Airport. This central location allows the Rally to have easier access to the special stages. The Mike Bell Pialligo Estate Service Park will be turned into a Rally Village for the ten days (26 th May - 3 rd June), and will be the focus of the event during that time. The residents of the Canberra and surrounds will be encouraged to attend the service park to support the event and its competitors and to see the teams at work. For competitors and crews in particular the service park will host the following activities; Hard packed gravel parking for all competitors in a variety of locations A Podium Finish for competitors in the Asia Pacific and CAMS Australian Rally Championships on Sunday afternoon. It was great to have the FIA Asia Pacific Rally Championship back in Australia s national capital last year and I welcome all drivers, crews and spectators returning to our fantastic city to the Netier National Capital Rally. Organisation a) The National Capital Rally will be a National Championship Special Stage Rally, run under the provisions of the International Sporting Code of the FIA, the National Competition Rules (NCR of the Confederation of Australian Motor Sport Ltd (CAMS), the National Rally Code, the CAMS Australian Rally Championship (ARC) Regulations, these Event Supplementary Regulations and any Bulletins authorised under the ARC regulations. b) The Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at c) The Event will include a multiclub competition known as The Mike Bell Trophy this event will include a component of the ACT Regional Rally Series and will be conducted over the first 3 sections of the rally. d) The CAMS Permit Number authorising the event is: 818/0306/02 e) The organiser and promoter of the National Capital Rally to take place on 1 3 June will be the Brindabella Motor Sport Club ABN

Event eligibility The National Capital Rally will count towards the following: CAMS Australian Rally Championship CAMS 2WD Australian Rally Championship CAMS Australian Rally Manufacturers' Championship CAMS Australian ARC2 Qualifying Event ACT Regional Rally Series Article 6. Event description a) The Event will be approximately kms long including 14 Special Stages totalling approximately km. Heat 1 will be approximately km long including 8 Special Stages totalling approximately km. Heat 2 will be approximately km long including 6 a Special Stages totalling approximately 118.9km. None of these Special Stages will be on a bitumen surface. See Itinerary - Appendix II b) The Event will be an Endurance event as defined in the ARC Sporting Regulations and will consist of two Legs on successive days. Competition in the second Leg will be conditional on the vehicle 7

9 having started in the first Leg but not necessarily finishing that Leg. Competition in the second Leg will however only be available to those vehicles completing Leg One or being placed in the overnight parc fermé prior to 0615hrs on Sunday 3 rd May and notifying the organisers in writing of their intention to restart thirty minutes prior to Stewards Meeting No 2, the time of which will be notified on the Notice Board. Article 7. Vehicle Eligibility a) For the ARC, vehicle eligibility will be in accordance with Australian Rally Championship Regulations - Part 1 Sporting Regulations and Part 2 Technical Regulations. b) Invitational Rally Cars may be accepted at the Organisers discretion and will primarily be special interest vehicles which comply with relevant safety regulations of CAMS. c) For the ACT Regional Rally Series vehicle and class eligibility will be in accordance with Rally Road/Eligibility in the CAMS Manual of Motor Sport & ACT Regional Rally Series regulations. d) For crews entered in the Mike Bell Trophy event & not registered for the ACT Regional Rally Series, vehicle eligibility will be in accordance with Rally Road/Eligibility in the CAMS Manual of Motor Sport Article 8. Competitor Eligibility Competitors may enter either or both the ARC and Mike Bell Trophy/ACT component of the Event. Competitors who are eligible for the ACT Series may be entered in the ARC section of the event and also be eligible for Awards and Points in the ACT Series. Where competitors enter only the ACT Series part of the event, the crew will not be eligible for ARC Awards or Points. b) For the ARC both the driver and co-driver shall hold, as a minimum, a current CAMS National Rally licence. Co-drivers who will not drive during the event may hold a National Rally Navigator Only Licence. The minimum licence requirement for other competitors is a Clubman Rally Licence. c) If entered in the ARC section the driver of the vehicle must be registered for the ARC. Registration is free and may be made through e) For a crew and vehicle to be eligible for ACT regional rally series points and awards, the driver of the vehicle must be registered for the ACT regional rally series. Registration may be made through f) Where Competitors enter only the Mike Bell Trophy/ACT component of the event, they will be seeded behind the ARC crews. Article 9. Apparel Crews must wear at minimum the apparel outlined in Schedule D of the CAMS Manual of Motor Sport. 8

10 Article 10. Entry form, Entries and Entry Fee a) Entries are to be made via the online entry form available from Competitors unable to access the online entry form are to contact the Event Manager. Payment is to be by EFT, cheque, or credit card as directed on the entry form. The disclaimer form is to be downloaded and signed by the competitor, driver and co-driver with a copy to be ed to secretary@netiernationalcapitalrally.com.au and the original presented at documentation. Entries will only be accepted when the competitor, driver and co-driver have been nominated on the entry form and payment is made in full. b) Entries open upon publication of these Supplementary Regulations c) Entries close Friday 11th May 1700hrs d) The number of entries will be limited to 80. If this limit is exceeded preference will be given to higher seeded drivers and/or those who have competed in other ARC events in and then in order of receipt of completed and paid entry form. e) The entry fee for the Event is fixed as follows: Australian Rally Championship $ Home State in ARC (Not previously ARC registered) $ ACT regional rally series Those not registered for any championship/series $ $ f) All fees include the Organisers Advertising Area G. To remove this advertising is $ each sponsor, to a max additional $ Refer Appendix I of these Regulations for vehicle signage diagram. g) The entry fee includes: CAMS Permit Fee CAMS Insurance (refer Appendix I of the CAMS Manual of Motor Sport) One set of Road Books Two Service vehicle registrations $90.00 per nationally entered crew to cover results services RallySafe vehicle tracking system hire, excluding hardware (all crews) h) Additional charges apply for: Additional Service Vehicle Plate $ A maximum of 4 Service personnel will be registered per service vehicle and each one must sign or have their permanent ID number shown on the service vehicle registration form. Additional Road Book $50.00 i) Testing will be available Wednesday 24 May hrs & hrs A maximum of 8-hours testing is permitted per driver. Each 4-hour session costs $ per car. Full details of the locations will be ed direct to the crew. 9

11 Applications for Test sessions can be made using the On-Line application form. A hard copy of this form is available from the Event Secretary: secretary@netiernationalcapitalrally.com.au j) Entry fees will be refunded in full only if the request for refund is received by the Secretary before the close of entries; a. To candidates whose entry has not been accepted; b. In the case of the Rally not going ahead. c. Entry withdrawn prior to close of entries Article 11 Servicing and Refuelling a) Up to 4 service vehicles per competing car starting the rally may provide service throughout the rally (any more than 2 service vehicles requires additional payment see article 10(h). Each vehicle must be clearly identified by means of Service plates issued by the Organisers and affixed in the locations specified. b) Refuels will be located within the Service Park and at remote refuel zones. A maximum of 2 Service Crew members per competing vehicle will be permitted into these refuel zones. Service crews are reminded of the apparel requirements and follow officials directions. Remote Refuel locations: Leg 1 at the end of the road section SS1 & 6 on Sparrow Hill Rd S-035ᵒ E-149ᵒ Leg 2 on the road section after SS10 & 13 at Condor Camp S-035ᵒ E-148ᵒ NOTE Only 1 service vehicle and 2 service crew will be able to access the remote refuel zones and must depart immediately after the crew they are refuelling departs. c) In the Service Park, cars may only be washed by use of a sponge from a bucket. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground. The use of pressure cleaners is prohibited. Breaches noted by an official of the rally will result in a report to the Stewards with a recommendation that a fine be applied. d) The entire service park is Non Smoking as are the Remote refuel zones (RZ) location e) A car washing facility will be available each time the Service Park is entered during the Event and will be identified in the roadbook. Further information will be provided in a Bulletin. Article12. Competitor briefing There will be no crew briefing. Crews must familiarise themselves with Article 15 (emergency procedures and red flags) as well as the operation of the Rally Safe equipment (refer 15(l) for Rally Safe website) 10

12 Article 13. Reconnaissance a) Crews will be issued with a pass covering each stage and valid for two (2) passes over the course. This pass must be presented and endorsed by an official at the start of each Special Stage of Reconnaissance or at any other location on request where instructed. As a safety measure, competitors should complete at least one reconnaissance of each stage. Only the competing crew is permitted in the car. Repeated stages will be considered as one stage for reconnaissance. Crews may have another team member collect their documentation ONLY if their entry form is fully completed and signed. If this is not the case they must register in person. b) Each Reconnaissance vehicle will be issued with a set of numbers to be displayed on the top middle of the front windscreen and on either side of rear window for identification. These numbers must be affixed in the vehicle for the entire duration of Reconnaissance. c) The maximum speed of the vehicles undertaking Reconnaissance on all special stages in the forest shall be STRICTLY 60kmh and all crews are required to strictly adhere to this limit. Under NO circumstances are crews to travel in the opposite direction to the set course. d) Competitors are advised that the Australian Capital Territory Road Transport (Safety and Traffic Management) Regulations 2000 will remain in effect for the duration of Reconnaissance and that all roads in use for reconnaissance are also open to other road users and caution is required. e) Officials using Speed Cameras and Radar Guns will monitor the speed of the vehicles used for Reconnaissance. If a vehicle is deemed to be exceeding the speed limit, a sign bearing the word STOP will be shown to the driver who MUST stop and report to the Official. f) Speeding during reconnaissance will incur a fine applied by the Clerk of the Course in accordance with the following scale. Fines for exceeding the applicable reconnaissance speed limit(s) are as follows: Speeding whilst on reconnaissance shall be penalised as follows; (i) 1st Offence up to 15 km/h above the speed limit - $250 over 15 km/h above the speed limit - $500 (ii) 2nd Offence up to 15 km/h above the speed limit - $500 over 15 km/h above the speed limit - 30 second penalty (added to Heat/Leg 1) (iii) 3rd Offence Refusal to start the event g) The organisers may specify further conditions for reconnaissance in a Bulletin, including specific times for reconnaissance of stages. h) Reconnaissance may be carried out in any road-registered vehicle. Advertising, underbody protection, safety equipment and internal navigational aids are permitted. i) The carrying of radar detectors in the vehicle during reconnaissance is prohibited. 11

13 j) The tyres to be used are to have a maximum groove width and depth of 8mm and no other opening in the tread may be greater than 10mm. (worn rally tyres are not to be used) Tyres marked M+S having a non-aggressive tread pattern may be used, but only after a written application by a competitor has been approved by the Clerk of Course or his representative. l) Headlights: For safety headlights must be switched on while driving on ALL special stages Article 14. Vehicle Advertising a) Those competitors who have paid the Entry Fee accepting advertising proposed by the Organisers will be supplied with the additional sponsor signage. This signage must be affixed in area G as per the diagram in Appendix I. b) Where a vehicle is subject to a road traffic authority permit and does not carry a registration plate or other signage in the area normally reserved for such a plate the organisers reserve the right use this space for additional advertising. Article 15. Documentation and Scrutiny a) Crews are required to present the items outlined in the ARC Sporting Regulations Art S4.4 at Documentation (CAMS licences for competitor, driver and co-driver, civil licences of driver and codriver (not required if navigator only licence held), CAMS affiliated club member ship of driver and co-driver, vehicle licence/permit/registration papers, third party extension for Queensland registered vehicles). b) Documentation will be available during the following times and must be completed prior to presentation of that vehicle for scrutiny: Tuesday 29 May Wednesday 30 th May Thursday 31 st May 1300hrs 2100hrs 1800hrs 2100hrs 1800hrs 2100hrsc Road Books, Service Instructions, Door Panels and Organiser s Advertising will be available for collection upon completion of documentation. d) All ARC competitors must present their vehicles for official scrutiny & turbo scrutiny at Neal Bates Automotive Sheppard Street Hume according to a schedule to be published in a Bulletin. At the ARC Technical Manager s discretion, drivers entered in the ARC may present a signed Certificate of Technical Conformity. The vehicle will then be subject to random checks. e) A penalty of $5.00 per minute will apply for any lateness. f) All ACT series crews not entering the ARC who reside within the postcodes or are required to attend scrutiny on Saturday 26May at 0900hrs to 1200hrs at Total Traction Service 14 Gillott street Belconnen. 12

14 All crews outside these postcode areas are recommended to seek regional scrutineering. All crews not regionally pre-event scrutineered must advise the event secretary by Monday 22nd May to ensure a time is allocated for Thursday scrutineering. NOTE: Reconnaissance and scrutineering both occur on Thursday, so please make arrangements for someone to get your rally car and apparel to scrutiny as per the published schedule. Vehicles required to attend VIP Rides on Friday will be required to present for scrutiny on Thursday. g) Turbo and supercharger sealing must be conducted at official scrutiny. Regionally scrutineered vehicles may be subject to further inspection by the chief Scrutineer at the Event. h) The following compulsory items will be checked at scrutiny: A3 SOS/OK sign (These may be purchased at Documentation), triangles, helmets, balaclavas, driving suits, frontal head restraints for all, and footwear, gloves and socks for ARC. i) Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to scrutineering so that the camera and its mounting can be inspected. j) Following the final control of the rally those vehicles selected for post event scrutiny plus any others nominated by the Stewards will proceed to Neal Bates Motorsport Hume. k) All competitors must make provision in their competition vehicle for the RallySafe GPS and tracking system. Installation instructions are available l) Operating instructions are available by reference to the Quick reference Manual at RallySafe wiring loom, antennas and mounting kit can be purchased for $ (plus GST & postage). Contact Rally Safe at The RallySafe GPS units and tracking systems will be available at Service Park. The correct functioning and installation of the equipment will be checked at scrutineering. Any misuse of the equipment will result in the competitor being reported to the Stewards of the Meeting who may impose penalties that may go as far as exclusion. If the unit is damaged whilst in the care of the competitor, then the competitor is responsible to pay for repairs or replacement as necessary. Insurance is available from RallySafe if required. Competitors have the ability to insure the RallySafe unit against loss or damage, further information can be found here. Should a competitor retire, they must return the tracking unit to the RallySafe in the Service Park as soon as possible. Competitors are responsible for the return of tracking units to RallySafe representatives. 13

15 Article 16. Running of the rally a) A ceremonial start in which ALL crews & their vehicles must participate, (this includes ACT series competitors) will be held on Friday 26 th May from 1730hrs. The Ceremonial Start will be held at Garema Pl Canberra City. The Ceremonial Start will be preceded by a display park. This display park will open at 1600hrs and all competing vehicles must be in place by 1630hrs. A representative of the team may deliver the car to the display park. Maps to the display will be available at Documentation. A penalty for late arrival will be $5.00 per minute past 1630hrs. b) Crews must be present with their car, and wearing their driving suits, in the display park by 1700hrs. The order of arrival of vehicles will be: Car Number 1 to hrs to 1610hrs Car Number 21 to hrs to 1620hrs Car Number 41 and above hrs to 1630hrs c) The Start Ceremony will be held in seeded order. There will be no fixed intervals between each car and no time card will be issued. d) Cars will not be subject to Parc Fermé conditions at this location, but no service is allowed in the display park area. Following the Ceremonial Start there will not be an overnight Parc Fermé. Once the vehicle and crew has driven over the Ceremonial Start ramp, they are not required for further activities on this night. e) The Rally Start will be on the morning of Saturday 1st June at TC0 which will be located within the Mike Bell Pialligo Estate Service Park, Pialligo. Instructions to the Mike Bell Pialligo Estate Service Park Mike Bell Pialligo Estate Service Park from Rally HQ will be provided in Rally Guide 2. f) Cars will start all Sections at 2 minute intervals. g) The running order for the rally will be APRC crews, ARC(incl. Invitational crews) followed by the remainder of the crews h) Starting System for Special Stages: the start will be by a Digital Display Clock. The starting official will show the Driver a 1-minute board then a 30 second board as part of the countdown. The driver will then observe the display clock and start on the minute. A false start will be detected by a photocell placed 40cm after the starting line. The official time for the event shall be set to Australian Eastern Standard Time 14

16 Article 17. Controls and Parc Fermé For consistency between those crews entered in the National Capital Rally (APRC) and those in the ARC & other associated events the penalties and other sporting regulations in the FIA Regional Rally Sporting Regulations shall apply to all events. Refer to ARC Sporting regulations Appendix B Article 18. Insurance a) Competitors and all Crew Members are covered for Public Liability under a master policy held by CAMS for an amount of AUD$100,000, for the entire event. Details may be obtained from the CAMS website: b) Service Vehicles, management vehicles and reconnaissance vehicles, including those bearing special plates issued by the Organisers, are not to be considered as official participants of the Rally. They are therefore not covered by the Insurance Policy of the Rally and will remain the sole responsibility of their owner. c) In the event of an accident involving property damage, the competitor or his/her representative must notify the Clerk of the Course in writing within 4-hours of the incident occurring. They must provide full details including names and addresses of those involved and any witnesses. d) Crews involved in accidents resulting in property damage, are advised that they may be required to pay up to the first $10,000 of any claim to rectify such property damage. Refer Appendix I of the CAMS Manual of Motor Sport for further details regarding insurance cover. Article 19. Emergency Procedure/ Red flags Crews are advised that as this is an international event the yellow flag will be replaced by a red flag, the procedure stays the same and crews must follow the applicable emergency procedure outlined in the front of the roadbook. Failure to adhere to these requirements will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty Article 20. Alcohol, Drugs and Other Substances a) Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. b) Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. C) Accordingly, any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. 15

17 Article 21. Shakedown and VIP Ride Day a) All ARC competitors must attend the Shakedown/VIP Ride Day on Friday 26 th May. Other crews can apply to the Clerk of the Course to participate prior to Friday 26 th. b) All other invited crews must attend at the later times shown below: 0900 Compulsory Briefing (ARC crews) Shakedown runs with Driver and Co-Driver only in the car 1030 VIP rides - Series sponsors (ARC crews) 1100 VIP rides - Organisers sponsors (Invited Crews) 1100 Team Rides Commence (ARC crews) 1130 Team Rides Commence (Invited crews) 1230 Shakedown and VIP Rides finish c) Each vehicle taking part must have the event rally plates/numbers and other event signage affixed prior to the commencement of VIP Rides. d) Each passenger will be required to register and sign the compulsory Passenger Ride Entry Form before riding in a competition vehicle. No team may place a passenger in a competition vehicle without the permission of the Organisers. e) VIP Rides will be conducted in accordance with the CAMS Motor Sport Passenger Ride Activity (MSPRA) Policy and with CAMS rules, policies and procedures. f) Service vehicles will be limited to smaller vehicles in the shakedown service area as there is limited room. Article 22. Results and Protests a) Provisional Results will be published on the Official Notice Board, Online on Sunday 1st June at 1900hrs. These results will become Final 30-minutes after posting subject to no protests being received. b) Protests, if any, must be lodged in accordance with Part XII of the NCR and the ARC Sporting and Technical Regulations. Article 23. Postponement, abandonment or Cancellation The event may be abandoned, postponed or cancelled for reasons of force majeure in accordance with NCR 59. Article 24. Copyright Video & Film a) It is a condition of entry that vision taken by competitors from competing vehicles using in-car video or moving film cameras may not be used for commercial use or broadcast, or used for 16

18 transmission without the specific approval of the Organisers, which shall not be unreasonably withheld. b) Further to this, any such vision shall be made available to the Organisers on request at no charge, who shall be able to use such video, film and moving images for any purpose whatsoever without any payment or encumbrance. c) Competitors also note that it is a mandatory requirement to accept the fitting of an in car dashboard mounted event sponsor decal for the duration of the event. On Board Camera d) The organisers reserve the right to fit an in-car camera to any competitor s vehicle at the organisers sole discretion Article 25. RallySafe Overtaking a)any crew intending to overtake another moving car during a Special Stage must push the Pass button on the RallySafe unit. If the car to be overtaken is within approximately 500m it will receive a message that another car wishes to overtake them and the crew of this vehicle must then allow the other vehicle to pass at the first safe opportunity. Any refusal to allow another car to overtake will be considered to be a breach of NRC EG Art 3.8. b) Transmission of send/receive of overtaking messages are logged in both vehicles. These will be available to the Clerk of Course and to the Stewards of the Meeting in consideration of any penalty for failure to allow the vehicle to overtake. 17
