4 Important Dates and Information Monday April 8, 2019: On this date the completed team APPLICATION FORM, INCLUDING TOTAL TEAM PARTICIPATION FEE and TEAM ROSTER must be submitted to the BOPARC MARILLA CENTER on or before 4:00pm. Thursday, April 11 th Mandatory Managers Meeting held at Morgantown Ice Arena Dates requested off and specials times needed if possible must be submitted in writing with application. PLEASE NOTE: ALL ROSTER CHANGES AFTER April 8, 2019 MUST HAVE PRIOR APPROVAL OF THE LEAGUE DIRECTOR. Insurance: It is to be understood that engaging in activities such as softball results in an assumption of some degree of risk on the part of the person participating and as such there exists likelihood for injury incidental to the playing of the game. The Board of Park and Recreation Commissioners of Morgantown does not carry participation accidental insurance. We encourage each team to secure insurance on their own through a local insurance agent. It is understood that local insurance agents may undertake the writing of an insurance policy for teams or individual participants thereof at the discretion of the individuals involved. USSSA does offer insurance for teams through the national office. Schedules: S chedules will be given to each team manager and is the duty of the individual team manager to contact his/her team concerning times and dates of games. BOPARC will not release scheduling information over the phone. Field Rentals: Liberatore, Whiston, Ogden and Pam Berry Fields are available for team practice rental beginning Monday, March 11th- Sunday, April 21st, based on availability and weather permitting. Rental fees are $30 per hour per field (7am-Noon, M-F) and $35 per hour per field (5pm-10pm & weekends). Teams reserving more than five (5) dates will receive a $5 discount per hour. To receive the discount, the five or more dates must be reserved at the same time. All field usage requires a reservation and FULL payment at the time of reservation. Reservations must be made on the hour, in one-hour increments. Practice rental includes use of the field and bases. Practices must conclude by 10PM and cannot begin before 7AM. All reservations are NON-REFUNDABLE. All field rentals must be secured through the BOPARC Administrative Office either in-person or over the phone ( ) with a credit card. Reservations WILL NOT be accepted without payment. If BOPARC cancels your reservation due to weather or other unforeseen circumstance, an alternative date or refund will be provided. All tournament rentals require proof of event insurance and payment at the time of reservation. 4

5 BOPARC SLOW PITCH SOFTBALL LEAGUE LOCAL RULES RULE 1 ESTABLISHMENT OF LOCAL RULES The following rules will apply to all participants of the Board of Park and Recreation Slow Pitch Softball League and shall be known as Local Rules. These rules shall be in effect immediately and shall continue until amended by post-dated Local Rules. This league shall also play under the Official United States Slow Pitch Softball Association (USSSA) rules, except when such rules are amended by Local Rules. RULE 2 PROCEDURES Section 1 - Paperwork 1. The Participation Fee & Roster form must be turned in to BOPARC on or before 4:00 pm, Monday, April 8, 2019 at the BOPARC MARILLA CENTER. Payments can be made by cash, credit card or check payable to BOPARC. Section 2- Scheduling 1. Special requests for specific days or weeks off should be submitted with packet. 2. Specific league days and times are final and cannot be adjusted. 3. SCHEDULING CHANGES REQUIRE (2) TWO WEEKS NOTICE FOR CONSIDERATION. 4. Teams forfeiting 4 games during any season will be removed from the schedule. RULE 3 EQUIPMENT Section 1 -Uniforms All players on a team shall wear shirts identical in color, trim and style. There will be some latitude in acceptance of teams logos, lettering, and numbering per league official s interpretation and decision. The wearing of ball caps or other uniform parts identical to each other is optional. Each shirt must be conspicuously numbered on the back. ALL TEAMS MUST HAVE SHIRTS WITH NUMBERS BY Friday, May 24, (COED IS THE ONLY EXCEPTION!). The umpires shall look for and enforce these violations. Section 1A-Jewelry The USSSA rule book is clear that no jewelry of any type may be worn during games. This rule will be enforced to its full extent due to safety and liability concerns. Section 1B - Facemasks BOPARC will supply each field umpire with a protective face mask that will be optional for pitchers to wear. Teams must ask the umpire for this mask each game, the umpire will not be responsible for offering the mask to each pitcher. 5

6 Section 2 - Bats and Balls BOPARC will supply all game balls. All non-wooden bats will be provided by BOPARC for all leagues. The bats provided are for league use only. Throwing or destruction of any bat will result in the batter being ejected and the cost of the bat will be paid by the batter. ** Coed Teams: Men will be required to use an official WOOD softball bat with a 2 ¼ diameter. BOPARC will not provide these wood bats. They are the responsibility of each team. Wooden bats with composite handles will be allowed. RULE 4 PLAYERS AND SUBSTITUTES Section 1- Roster Each men s and women s team shall be permitted a maximum of twenty (20) eligible players on a roster and co-ed teams are permitted a maximum of thirty (30) eligible players. Addition: Manager or Asst. Manager are not included in the count. Section 2: Playoff Eligibility To be eligible for playoff competition, a player must be verifiable as having played in 1/3 of regular season games. An ineligible player will be treated as an illegal roster player with the same penalties applying. Section 3: Transfer Players may not transfer from one team to another once they have played for one team. Section 4: Lineups Starting lineup with positions must be turned in to the scorekeeper prior to the first pitch. Section 5: Age Requirements All players in all leagues must be 16 years of age prior to the start of regular season and have a signed consent form from a parent/guardian. All players under the age of 18 must have a consent form signed by a parent. RULE 5 USE OF AN ILLEGAL PLAYER Section 1: Illegal Player(s) Use of an illegal player, if detected and challenged by the offended team within twenty-four (24) hours of completion of the game, shall result in automatic forfeiture of the game in which the illegal player was used. The illegal player will also be penalized. An illegal player shall be: 1. A player who participates but is not on the official roster. 2. A suspended player who has not been re-admitted to league play 3. A player who does not meet playoff eligibility requirements (in playoffs only), as in Rule 4, Section 2. Section 1A- Regular Season A player who plays illegally will miss the next one (1) regularly scheduled games for his actual team. A repeat violation will result in expulsion for the remainder of the season. It is therefore imperative that each team list all players on their official roster. Teams should monitor players being used by other teams. 6

7 Section 1B-Playoffs During playoffs all protests concerning an illegal player must be made before completion of the game. All players involved in playoff competition must be able to supply some type of identification at game time. RULE 6 TIME OF GAMES AND MAKE-UP GAMES Section 1: Start Time The first game of the day shall begin at exactly the time scheduled for that game as determined by the plate umpire (6:00 pm at all fields). STRICTLY ENFORCED! THERE IS NO GRACE PERIOD! All games following the first contest of the day shall begin at exactly the time scheduled for that game, or a reasonable time deemed appropriate by the plate umpire following the completion of the previous game. All teams after the 6 p.m. game should be ready to play a minimum of 15 minutes before their scheduled start time in the event of a game ending early or a forfeit. This allows extra time for your game and helps keep all games on schedule. The plate umpire shall keep the official time. Section 2: Makeup Games All games postponed or called due to uncontrollable conditions, or replayed as a result of a valid protest, shall be played on a designated make-up date in a manner covered by the Official Rules. All postponed or called games shall be replayed before the completion of the regular league schedule. The league director will attempt to notify each manager or asst. manager at least twenty-four (24) hours prior to the start of the designated make-up contest by phone or will be posted on the web site. RAINEDOUT.COM will also be used for notification. Section 3: Duration of Game Games will be played with a modified time limit. No new inning shall be started after 65 minutes have passed from the start of the game. The home team shall record the starting time of the game (as declared by the umpire) on the scorebook. This does not mean a game must be over in 65 minutes; only that new inning may not start after this limit. Section 3A- Tied Games Tied games will be played out until an inning is completed with one team ahead. Section 4: Complete Games Any game called by the umpire, during regular season play or playoffs, which cannot be resumed within 30 minutes, and which has completed four (4) innings (3 ½ if the home team is ahead), will be a valid contest. Section 5: Shortening of Uncompetitive Contests There will be NO flip/flop rule this season 7

8 RULE 7 SCOREKEEPING Section 1: Designation of Home Team The home team will be designated on the league schedule. Scorekeeping will be the responsibility of the HOME TEAM. They are required to provide a scorekeeper who will keep the scorebook in the manner that allows for outs and runs to be reflected correctly. If the home team refuses or has no one to keep the book, it shall forfeit home team privileges to the opposing team. It is intended that all games be played and that teams not manipulate these provisions in such a way as to cause forfeits. Section 2: Official Scorebook Official scorebooks and report forms will be provided by the Umpires and returned to them at the end of the game. Umpires will be instructed to have the score announced at the beginning of each inning or as needed. It will be the responsibility of both teams to keep the score in the event of a protest. The scorebook and its records are final. RULE 8 HOME RUNS **On a fair fly ball hit over the fence for a home run, the batter and all base runners are credited with a score. The batter and any runner on base do not need to advance and touch the bases. They should go directly to the dugouts area. This would eliminate any base running appeals. This includes the four base errors. Open/AAA Flights will be permitted four (4) home runs per game in innings 1-7. Two additional home runs will be recorded as doubles and any others as outs. No home runs allowed in extra innings. Men s AA will be permitted (2) over the fence home runs per game in innings 1-7. One additional over the fence hit will be recorded as double and any more as an out. No home runs allowed in extra innings. Men s A, Women s Blue will be permitted (1) over the fence double per game in innings 1-7. Any additional over the fence hit will be recorded as a regular out. No home runs allowed in extra innings. Co-Ed Gold and Women s Gold - Unlimited home runs in innings 1-7. No home runs allowed in extra innings. Co-Ed Blue- will be permitted 1 male over the fence single per inning and one female over the fence single per inning. Any additional over the fence hit will be recorded as an out. In extra innings, there are NO home runs allowed for either team. RULE 9 GROUND RULES Any batted ball touching any part of the backstop, no matter where it lands, will be a foul ball. LIBERATORE FIELD Out-of-Play line will be from the end of the chain-link fence along the first base side to the wing of chain link fence in right field. WHISTON FIELD There are no additional ground rules for Whiston Field, as the field is completely fenced in. 8

9 OGDEN FIELD There are no additional ground rules for the Ogden Field, as the field is completely fenced in. PAM BERRY FIELD There are no additional ground rules for the Pam Berry Field, as the field is completely fenced in. ELLIS FIELD - Any ball that rolls past the fence or over the hill after landing in fair territory is ruled out of play and a ground rule double. RULE 10 PROTESTS Section 1: Official Protest Only the manager or assistant manager may protest. The protest must be announced by the manager of the protesting team to the plate umpire immediately and before the next pitch, legal or illegal, is made to the batter. A complete Official Protest Form must be presented to the Protest Committee via the BOPARC Administrative Office within twenty-four (24) hours following the time of the protest. All pertinent information shall be recorded in the official book and on the game report form. A protest fee of seventy-five dollars ($75) must be presented at the BOPARC MARILLA OFFICE before the end of the next business day. This fee is refundable by the Protest Committee if the protest is found valid; otherwise, it shall be retained. The challenge of an illegal player is not a protest, and no protest fee is required. Notify the umpire about an illegal player before the end of the game that persons ID can be checked at that time and will have a better outcome on the decision of an illegal player. Section 2: Protest Committee The Protest Committee shall consist of three (3) members; Coordinator of Recreational Facilities and Athletics, Manager of Community Recreational Facilities, Activities & Programs, and the Associate Director. RULE 11 UMPIRES Section 1: Assignment of Umpires The umpires shall be assigned by the Coordinator of Recreational Facilities and Athletics and shall have complete control of the game. They may remove players or fans from a game per USSSA rules. Section 2: Number of Umpires There is one umpire per field per game for all leagues. RULE 12 LEAGUE ORGANIZATION Section 1: Flights The Slo-Pitch Organization shall consist of four (4) men s flights, two (2) women s flights and two (2) co-ed flights. 1. The OPEN/AAA FLIGHT shall be for the highest skilled teams desiring the highest level of competition. 2. The AA FLIGHT shall be for teams desiring a lower level of competition. This is considered a recreational level of play. 3. The A FLIGHT shall be for teams desiring a recreational level of competition. 9

10 4. The RECREATIONAL GOLD CO-ED shall be for skilled recreational for men and women. 5. The RECREATIONAL BLUE CO-ED shall be for fun recreational for men and women. 6. WOMEN S GOLD shall be competitive. 7. WOMEN S BLUE shall be recreational Section 2:Assignment of Flights Teams may designate a preference for playing in a specific flight, but BOPARC and/or the League Director shall have the right to designate the flight to which the team is assigned. Section 3: Suspension by Director BOPARC Director of Parks and Recreation shall have the authority to remove any team from league competition at any time, or to suspend all league play! RULE 13 CO-ED RULES Section 1: Gold/Blue Flight A. Fielding: NO fielder may run in front of a position fielder to make a play. This rule is for outfielders, infielders and especially at home plate (catcher must make the play at home plate). Also, must have 3 women in the infield and 2 in the outfield at all times if playing with 10 fielders. If only playing with 9 players, must have 3 women in the infield and 2 in the outfield. B. NO outfielder can try to throw the batter/runner out at 1 st base. Any throws made by the outfielder the batter will be awarded 2 nd base as a penalty. C. Walks: Normal walks a man or a woman gets first base D. Balls: Men- 12 Core 40 green ball. Women-11 Core 44 green or white ball. E. Runners: Courtesy Runners for men and women may have 1 courtesy runner per inning (last batted out-man for man/woman for woman). F. Batting: Men cannot bat back to back you must alternate. Women may bat back to back if numbers allow. G. Designated Hitter (DH): If batting 11, DH must be a woman. If batting 12 one DH must be a woman. H. Third Base Coach: The batting team must supply a third base coach to switch balls as needed for the player batting. I. One intentional walk allowed per inning. RULE 14 CONDUCT OF PLAYERS AND MANAGERS Section 1- Umpire Authority The umpire shall issue a warning to any offending player, which, if not responded to in a positive and sportsmanlike manner, shall result in the immediate forfeiture of the contest on the part of his/her team for the following acts: A. Not wearing a shirt B. Smoking on the playing field C. Under the influence of drugs or alcohol D. Use of profanity E. Other acts contributing to the ill-will among participants 10

11 Section 2- Ejections/Suspensions Section 2A: Physical Violence Any player initiating or continuing an act of physical violence (including shoving or pushing) toward another player or league official shall be immediately suspended from the game, and upon further investigation by the Director of Parks and Recreation may be suspended from competition in all BOPARC sponsored athletic leagues for up to a period of at least (1) year, and indefinitely thereafter. Any player ejected from a game must leave the entire confines of White Park within ** (5) minutes following his/her ejection or the game will be declared as forfeiting to the non-offending team. Entire confines is defined as beyond the signed boundaries of the park. Merely retreating to the street areas within the park is not sufficient. Similarly, any player under suspension for disciplinary reasons may not be allowed in the vicinity of the park during any games played by his/her team while the suspension is in effect. Section 2B: Unsportsmanlike Conduct In light of increased profane and unsportsmanlike behavior directed toward umpires, the following rule will be implemented by BOPARC. Any player, manager, or team representative shall be suspended from league competition under the following conditions: 1. Striking, shoving, or any physical contact directed toward a league official. 2. Initiating or continuing aggressive physical contact toward another player beyond that action incidental to the game. 3. Continued unsportsmanlike behavior, such as, but not limited to, profanity, harassment of game officials, failure to comply with instructions of the league director, or other acts which disrupt the orderly and sportsmanlike operation of the game. Note: The length of the suspension will be determined by the severity of the individual(s) actions under the sole discretion of the league director. Section 3: Refunds due to Ejection/Suspensions No league fees shall be refunded to any team unable to participate in league play due to the suspension of the team, or when suspension of a player or players results in their being unable to participate. RULE 15 CITY ORDINANCE ON ALCOHOL CONSUMPTION Section 1: Fines/Discipline In accordance with the Morgantown City Ordinance prohibiting consumption of alcohol on city streets, etc., no alcoholic beverages may be consumed within the confines of White Park. The only exception to this ordinance is that beer may be consumed in conjunction with a picnic at the pavilion or picnic tables with proper permit. If teams do not abide by this ordinance, the Morgantown Police Department will be forced to begin issuing citations that could result in a fine. Absolutely NO alcoholic beverages in any form may be in the area of the team bench for any reason. Discovery of a violation of this rule could result in forfeiture of the game and subject the team to further discipline by the BOPARC Director, Asst. Director, or the Coordinator of Recreational Facilities and Athletics. 11

REFUNDS/CANCELLATIONS/TRANSFERS: It is the assumption of all parties concerned that the person registered for a BOPARC activity intends to take part in the activity and will assume the space allocated for the individual participation. Registration is non-refundable unless a waitlist is in force and a paid substitution is made. A 10% administrative fee may apply. BOPARC reserves the right to cancel, combine or alter programming, including staffing, and to make other changes that may become necessary to ensure a quality experience for all participants. If BOPARC cancels a program/activity due to weather or other unforeseen circumstance, an alternate date will be offered if available. If no alternate date is available, a refund will be processed. Partial attendance to camp will not be pro rated. Transfers within the current season will be allowed only when the following conditions apply: The request must be made at least five business days prior to the activity start date, a waitlist for the original camp is in force, providing for a paid substitution of the space and an opening exists in the desired program. MEDICAL EMERGENCY: In the event of need for emergency medical service, I authorize and consent to such services being provided to the above named participant and assume responsibility for all medical bills in excess of my insurable coverage. NOTE each participant is responsible for his/her own accident injury medical/dental coverage. PROMOTIONAL CONSENT: I give permission for the use, without fee, of my/my child s/dependent s picture in any broadcast, telecast, website, or print media account of this program for promotional and publicity purposes.
