3 TEAM MANAGER DUTIES 1. The Little League Manager must be a leader. All managers must recognize that they hold a position of trust and responsibility in a program that deals with a sensitive and formative period of a child s development. It is required that the manager have understanding, patience and the capacity to work with children. The manager should be able to inspire respect. Above all else, managers must realize that they are helping to shape the physical, mental, and emotional development of young people. 2. The manager must be something more than a coach. Knowledge of the game is essential, but it is not the only badge of a manager and/or coach. It is the manager more than any other individual who controls the situation in which the players may benefit. Improving the level of leadership in this vital area must be a continuing effort. 3. Little League players are strongly influenced by adults whose ideals and aspirations are similar to their own. The manager and players share a common interest in the game, a desire to excel, and determination to win. Players often idolize their managers, not because the adult is the most successful coach or mentor, but because the manager is a source of inspiration. 4. Managers must be adults who are sensitive to the mental and physical limitations of the Little Leaguer, and who recognize that the game is a vehicle of training and enjoyment, not an end unto itself. 5. DUTIES: 6. Discuss problems, issues, questions etc. with your League Director. 7. Distribute and collect all team uniforms and turn in to the equipment manager at the end of the season. 8. Take care of the team s equipment and return it to the equipment manager at the end of the season. 9. Attend all MANAGER MEETINGS or send a designated representative in order to disseminate all information to coaches, team mother, players and parents. 10. Select a coaching staff whose ideals match your own in order to insure a successful season. 11. Attend all tryouts and draft events relevant to your division. 12. Assist the league with player registrations, tryouts, work parties, LOT Tournament and any other league sponsored events. 13. Select a team mother who is willing to assist the league wherever necessary. Page 3 of 10

4 General Local Rules (Revised Jan, 2015) All rules in the current years Official Regulations and Playing Rules - Little League Baseball - Rule Book shall be followed, with the following modifications: 1. No inning shall start more than two (2) hours past the scheduled time of start unless the score is tied. In this case one (1) more inning shall be played. If the 8:00 p.m. game starts late because a previous game went into extra innings, one (1) inning may be started after 10:00 p.m. Any inning begun and suspended due to darkness will be completed. No infield practice will be allowed if it prevents a game from starting on time. Warm-ups can be done off the field. 2. The available practice times before scheduled games shall be equally split, with the visiting team practicing first unless mutually agreed upon otherwise. No batting practice using the Complex batting cage unless scheduled by each team. No batting practice will be permitted at any time on the diamonds at the sports complex. 3. In the Major Leagues, players must play three or more full games in each half. In the lower leagues, players must have played three full games by the mid-point of games played and three more by the end of the season or 6 for the year. If a player is being disciplined, the manager must notify the player and the player agent as to why the player is being disciplined. 4. A continuous batting order shall be used with a minimum of nine (9) players. RULE 4.17 shall be modified to the extent that if a team is unable to field nine (9) players because of an injury, after the start of the game, they may continue to play with less players. When the missing player is scheduled to bat, it will be an automatic out. 5. RULE Add the following note: Forfeiture will be automatic except in cases of unusual circumstances. A game may be started up to 15 minutes late while waiting for the 9 th player to arrive. 6. RULE The first sentence shall be eliminated. The second sentence shall read: All players must wear the metal, fiber, or plastic cup type supporter at practice and at all games. 7. The home team is responsible for placing the bases, flag, and scoreboard controller prior to the game, and caring for them after the game. All umpires are responsible for returning the umpire equipment to the gang boxes. Gang boxes are located in the first base dugout of the major field at the complex and in the third base dugout at Lions and the pee wee field at the complex. 8. A permanent vacancy must be filled if it occurs before the start of the season. The manager has up to 7 days to replace a player. After the start of the season, a permanent vacancy cannot be filled unless a team s roster drops below ten (10) players. If a player quits after the start of the season - except for moving, illness, injury or any other bona fide reason - all of the remaining players on the team shall play a minimum of 3 full innings. The player agent will rule on what is a "bona fide" reason and date of withdrawal. If the manager has not replaced a player by the start of the season, then the local board of directors will do so. Violation of this rule will result in the loss of a pick in the second round of the spring draft. In the event the violator has only one pick in the spring draft, the violator will then forfeit a first round pick, but will be allowed to make a selection in the second round. Page 4 of 10

5 9. A team that expects to have eight players or less for a game may borrow a player(s) from a lower league to prevent forfeiture. No borrowed player may pitch or play more innings than any regular roster player, or start the game in place of any regular roster player who is present. Also, the borrowed player(s) that start must bat after the regular roster players. A borrowed player may be of any age, as long as the team stays within the allowable number of players of that age. The player agent shall be notified and shall not allow a player to be borrowed who is scheduled to play that day at the same time. 10. Borrowed players must come from a lower league, must play the outfield and must bat last in the order. No more than 3 borrowed players at a time. 11. RULE The last two sentences shall be replaced by: Managers or coaches may warm up the pitchers. 12. It is the manager s responsibility to provide protection for pitchers and catchers warming up on the sidelines during the game and to have catchers wear masks during infield warm-ups. 13. This rule has been replaced by the Little League pitch count rule. 14. Displays of temperament, including profanity or throwing of bats and/or helmets, on and off the field, will not be tolerated. In cases of profanity, the offender(s) will be ejected and the game will not resume until the person(s) have left the park; players/coaches/managers will receive a 1-game suspension for the first offense and a 2-game suspension for a second offense; and if it is a player, the family will meet with league officials. Repeated offenses by a player/coach/manager will result in banishment from the program. In cases involving thrown helmets or bats, or any other display of temper, the umpire will first issue a warning to the manager or coach and, if needed, to the player involved. This warning will be considered a team warning rather than an individual warning. A second infraction, either by the same individual or another individual on the team, will cause ejection of the individual committing the second infraction. 15. Only the manager, or acting manager, may discuss an umpire s ruling. Managers, coaches, players, etc. may not dispute any judgment call made by an umpire. Managers may discuss a rule interpretation with an umpire, but only after first receiving permission to leave the dugout or coaches area. Players leaving their positions on the field or bases, or managers or coaches leaving the bench or coach s boxes to argue balls and strikes, whether a batted ball landed fair or foul, whether a runner is safe or out, or any other judgment calls, will not be permitted. PENALTY: The offender shall be warned if they start to approach the umpire. Failure to return to their position will cause ejection from the game and an automatic 1- game suspension. 16. Players, coaches and managers may not question an umpire s decision on judgment calls from their positions, the coaches boxes or the dugouts. Penalties: Offenders will be warned and, if they continue to argue, will be ejected from the game and will receive an automatic 1-game suspension. 17. All parents, grandparents and other spectators are expected to conduct themselves in a proper manner at all times. Managers are responsible for the orderly conduct of their spectators. Abusive language, violence or threats of violence, taunting opposing players/coaches/managers and umpires will result in the offending person being removed from the field/stands and the game will not be resumed until the person leaves the park. Parents, grandparents and other spectators who fail to comply will receive a one game suspension for the first offense and a 2 game suspension for the second offense. Repeated offenses by a spectator will result in banishment from the program. Page 5 of 10

6 18. RULE 4.10 (E) A mercy rule will be applied if the home teams goes up by 10 runs after 4 ½ innings of play. Five innings must be played if the visitors are ahead by 10 runs. 19. Player eligibility for Tournament Teams will follow the Little League Rules for Tournaments. It is the intent of the Lansing Little League Board of Directors that Tournament Team players reasonably participate in the regular season games not just Tournaments. 20. A speedup rule may be used as follows: With two outs and the catcher on base, the player who last made an out shall run for that catcher. 21. Managers (and their staff: Coaches, Score Keepers, and Team Reps) who violate rules will be subject to the following actions at the Board s discretion: 1 st offense: Offender is suspended the next game. 2 nd offense: Offender is suspended for 2 games and their actions and history will be reviewed by the board with possible dismissal. 3 rd offense: Offender is dismissed. While suspended, shall be banned from attending the next game. If the offender is seen at the game, the game shall not start (or resume) until the offender has left the park. 22. This rule replaces Little League rule book page 38 section VI in that a pitcher may go to any position after pitching including catcher. 23. A limit of 4 adults in the dugout during a game, 1 manager, 2 coaches and 1 scorekeeper. 24. Batting helmet masks are optional in the majors division and required in all other divisions. 7 MINORS DRAFT: A- Each Team shall draft and borrow players from its own league. Eight, Nine,Ten and eleven year olds are eligible to be drafted. B- All 9 and undrafted 10 and 11 year old players must be drafted into the Minor League. These players shall be divided as equitably as possible between the teams. Each team may draft their allowable number of these players at any time but must take the required number by the end of the draft. The player agent shall have authority to cancel those selections immediately prior to the required selections of the above players if required to implement this rule. C- Managers coaches picks will go as follows for the draft, A Manager may choose only (1) one coach during the draft process, that pick will be issued in the first round. If a Manager does not have a coach s pick that Manager may choose any player he/she chooses. All Managers sons/daughters who will be playing on a Managers team will be automatically selected in the 3 rd round of the draft. All Managers will be allowed only (1) one coach s pick during the draft process. It is solely up to the Managers discretion to pick any other coaches he/she chooses by way of the draft process. D- A team shall automatically be assigned the brother of a drafted player. The brother of a selected player will automatically be drafted, by the team that first selected a brother, two (2) rounds after the initial selection. E- The drafting order for the first round shall be drawn from a hat. The drafting for each subsequent round will be in reverse order of the previous round. This is a serpentine draft. F- There will not be any trades allowed following the completion of the draft. Managers must make the corrected draft choices during the draft process. All players who do not attend spring tryouts are not eligible for the Minor Draft until all players are drafted. These players names will go into a hat to be selected one at a time and assigned to the team whose turn it is in the draft. Page 7 of 10

8 Additional 2017 Information Rain-outs In order to insure that all Regular Season games are played prior to the start of the end of Season Minor League Tournament, Rain Outs will be scheduled in the first available designated Make-Up slot, after the Rain Out in sequential order, based on when the rainout occurred. Make-Up slots are shown on the master schedule. This may include playing on Sundays, which are Designated Make- UP dates shown on the Master schedule. Recording & Reporting Pitch Counts All pitch counts MUST be recorded in the official logs located at Lions Stadium and the Complex at the conclusion of your Game. The Home team is responsible for reporting Pitch Counts. We will follow the Little League Rule Book (2014 edition) on pitch counts, All Mangers must comply within the 2014 Little League Rule Book and Local Rules here within. (1) One out will be considered an inning pitched, this rule is based on allowing players on a team to pitch that necessarily would not get that chance. MAJOR LEAGUE DRAFT: After registration, tryouts will be held for all players, except for players already on a Major League team. The draft shall be conducted by the player agent. The order in which teams shall draft will be based upon Plan A from the Operator s manual. The last place team will draft first in each round, next to last place will draft second in each round and so on. Ties will be broken by a coin flip. Ten, eleven and twelve year olds are eligible to play in the league. Each team may have a maximum of 7 players in an age group except for 12 yr olds which are unlimited for the 2013 season only. Any registered player who played on a minor league team the previous year may be drafted even though the player fails to attend tryouts. A team will be granted an option for manager s sons, grandsons, or a brother of a team member. Priority in case of conflicts shall be in the order named. Options may be claimed when an option player is selected. The option player shall be the next pick for the team that claims the option. The team that first selected the option player then must make a different selection. In addition, an option may be exercised for a former team member who did not play the previous year. A new manager may exercise his/her option to the league to have their son or daughter removed from another Major League team and be placed on the new managers Major League team. The cost will be a first round draft pick (not a player) in the spring draft, to be taken from the new managers team and given to the former team of the son or daughter. Page 8 of 10

9 If an 11/12 yr old registers after the draft and does not sign a waiver, he will be placed on a major team by lottery pick. President s note: at the time this document was published the board had not yet agreed on a draft procedure. Based on the registration numbers if we add or subtract a team a draft procedure should be taken from the operators guide and agreed upon by the managers and director. Page 9 of 10

10 Lansing Old Timers Sports Complex and Lions Stadium Field Use Information The decision as to whether games can be played on weather affected fields is the sole responsibility of the Field Maintenance / Grounds personnel (not the coaches, managers, schedulers, or league presidents). Field Use: 1. Only scheduled league games are to be played at these facilities, no practice at the Sports Complex or Lions Stadium. 2. Pregame warm-ups should be done in the outfield grass, not on infields or in front of the dugouts. 3. No flip drills using any fences. 4. No batting practice before games. 5. Pregame pitcher warm up on the bullpen mounds only, not on the game field mound. 6. Manager is responsible for team cleanup of dugout after each game. 7.
