1 Pulaski County Babe Ruth League 2018 Thank you for your interest in playing baseball this spring. 1. Coaches 2. High School Coach Marcus Kay excited and involved! 3. We will be part of the northern Indiana Babe Ruth district. It includes Rochester, Logansport, Peru, Lewis Cass, Maconaquah, Russiaville, Oak Hill, Wolcott, Greentown, Swayzee, Tri Central, Tipton, Burlington, and Western. We are authorized to play in our own smaller district for interleague play West Central, Rensselaer, North Judson and Pioneer. 4. Last year First time as a combined team we won the district and went on to play in the state tournament in New Castle. 5. Philosophy of this district is the same as what we have promoted at Winamac and Star City Youth Leagues Every kid that wants to play ball, gets to play. 6. Age requirement Must be on April 30 th 7. Need copy of birth certificate 8. Teams TBD, based on numbers of players signed up 9. Anticipated schedule (see last page for last year s schedule) a. 5 6 weekends in April & May Middle school baseball It is just to get the younger players more experience. It is interleague play with other towns. Considered practice games. Low pressure learning experience. Everyone bats around. Last year it began April 22 nd. It ran through May 27 th. b. Interleague Play last year, interleague play. Last year began May 30 th. Ended June 26. c. Attempt to play on Monday, Tuesday, Thursday and Friday nights. There are occasionally scheduled and makeup games on Saturday s, but they try to avoid wkends. d. There are approximately interleague games. Several games were cancelled because of rain and football conflicts last year. e. The district will make every attempt to make sure that both of our teams are scheduled for games at the same location on the same night, but not guaranteed. f. We can use players from one team to fill empty spots on the other team. g. All Star teams and tournaments This year we are planning on combining our best players together for all star teams. In mid June an all star team will be selected through coaches selections and tryouts. Tournament play begins the first or second week of July. We can have a 13, 14, and/or 15 year old team. h. Travel to and from games Discuss. 10. Rule changes a. Nothing significant for 2016 i. No fake to third pickoff ii. Extra hitter (EH) is allowed in tournaments iii. Background checks will be good for 3 years on volunteers. iv. Geographical borders will be enforced (Chicago mess with LL world series) b. Rules Changes 2017 i. The International Board of Directors has approved the following rule changes beginning with the 2017 season. These changes will be reflected in the 2017 Babe Ruth League, Inc. Rules and Regulations. ii. Cal Ripken Baseball, Babe Ruth Baseball, and Babe Ruth Baseball Tournament Pitching Rules These pitch count limitations will apply to all tournament games played in District, Area, State, Regional and World Series competition and will completely replace Tournament Regulation Rule 11.05, Paragraph 4 (innings pitch). 2 permitted to use pitching limitations as defined in Rule 0.06 and under Local League Options Pitch Count. c. There are no limitations on the number of innings a pitcher may pitch in a tournament (bracket or pool play) game subject to the following pitch count limitations: TOURNAMENT PITCHING REST REQUIREMENTS AGE DAILY MAX (PITCHES IN GAME/DAY) REST PERIOD 0 Days 1 2 Day Days d. If the pitcher reaches the maximum pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out. e. Intentional Walk Rule An intentional base on balls may be given by the defensive team by having its catcher or coach request the umpire to award the batter first base. This may be done before pitching to the batter or on any ball and strike count. The ball shall be declared dead before making the award. f. All pitchers must adhere to the pitch count rest requirements before pitching in another tournament game. g. All players have full pitching eligibility beginning at each level of tournament competition. (District, State, Area, Regional, and World Series) h. In a game suspended by darkness, weather, or other causes and resumed the following calendar day, the pitcher at the time the game was halted may continue to the extent of his/her eligibility. i. Games in which an ineligible pitcher has been used, as specified above, shall be declared forfeited. The withdrawal of an ineligible pitcher after that pitcher is announced, or after a preparatory (warm up) pitch is delivered, but before that player has pitched a ball to a batter, shall not be considered a violation. Tournament Officials are urged to take precautions to prevent protests. j. Swing Player Options If a 15 year old player swings up and participates on the tournament team and pitches, they will abide by the tournament pitching rules. Same would apply if a 12 year old player swings up and participates on a 13 yearold tournament team, they will abide by the year old tournament pitching rule. Whatever the age of the tournament will determine the pitch count regardless of the player's league age. k. Official Pitch Count Record i. The Tournament Director must designate the scorekeeper or another game official as the official pitch count statistician. The pitch count statistician shall record all pitches as defined in the rule book (Rule 2.00 A pitch is a ball delivered to the batter by the pitcher.), in addition to any pitches delivered to the batter ruled a no pitch by the umpire. ii. The pitch count statistician must provide the current pitch count for any pitcher when requested by either manager or any umpire. However, the manager has the ultimate responsibility for knowing when his/her pitcher must be removed to meet the mandated rest requirements. iii. The official pitch count statistician should inform the umpire in chief when a pitcher has delivered his/her maximum limit of pitches for the game, as noted above. The umpire in chief will inform the pitcher s manager that the pitcher February 19, 2018 Page 2

3 must be removed. However, the failure by the pitch count statistician to notify the umpire in chief, and/or the failure of the umpire in chief to notify the manager, does not relieve the manager of his/her responsibility to remove a pitcher when that pitcher is no longer eligible. l. Cal Ripken Baseball; Babe Ruth Baseball; Babe Ruth Softball CHROME BATTING HELMETS; CHROME CATCHER S MASK/HELMET Chrome batting helmets; Chrome Catcher's Mask/Helmet are not permitted in Cal Ripken Baseball, Babe Ruth Baseball and Babe Ruth Softball for local league and tournament play. The batting helmet; catcher's mask/helmet shall not have a chrome or mirror like surface. The chrome or mirror like surface is illegal due to its distracting nature which may be dangerous to other players. m. Rule Changes for 2018 The International Board of Directors has approved the following rule changes beginning with the 2018 season. These changes will be reflected in the 2018 Babe Ruth League, Inc. Rules and Regulations. i. Cal Ripken Baseball, Babe Ruth Baseball, and Babe Ruth Softball For the 2018 season, the team composition rule will be adjusted to allow one (1) manager and three (3) coaches per team for all Divisions of Babe Ruth League, Inc., for Local League Competition and Tournament Competition, provided such managers and coaches meet all Coaching Education and Background Check requirements. For tournament play should a team advance to a World Series, the 3rd coach will be responsible for their own travel and lodging (remember a tournament manager or coach must be selected from the league or division in which they manage or coach). ii. Approved Bats Cal Ripken Baseball and Babe Ruth Baseball 1. Babe Ruth Baseball Division All non wood bats must have the USABat Marking or marked BBCOR.50. Bat Barrel 2 5 / 8 ". iii. Rule 11.05; Number 4 (NOTE) Tournament Pitching Rules: No pitcher shall appear in a game as a pitcher for three consecutive days/games regardless of the pitch count. (Exception 7 to 8 year old division) iv. Cal Ripken Baseball and Babe Ruth Baseball Local League and Tournament Play Special Rules and Regulations FORFEITED GAME: 1. Local League Play If the local league has elected to use a pitch count for local league play, regardless if a game was forfeited before it became a regulation game or after it became a regulation game, all pitches will count towards the pitch count. 2. Tournament Play (Pitch Count) If a game was forfeited before it became a regulation game or after it became a regulation game, all pitches will count towards the pitch count. v. Coaches Uniforms Tournament Competition If coaches wear pullovers jackets, they must have the Cal Ripken Baseball, Babe Ruth Baseball or Babe Ruth Softball approved shoulder emblem on the sleeve or chest. (No numbers required on the back of the pullovers) 11. We can bat 10 players and it is open substitution. If other team agrees, we can bat around. 12. PROTECTIVE HEADGEAR (ALL DIVISIONS) Shall be worn on deck, at bat, while a base runner, and by players in the coach s box, during practice and all games. Such headgear must cover the top of the head and have extended earflaps, which covers both ears, and properly fit the player wearing it. PENALTY If a player refuses to wear headgear, he shall be removed from the game. 13. BALL/BAT BOYS/GIRLS (ALL DIVISIONS) Must wear helmets while out of the dugout in both local league and tournament play. February 19, 2018 Page 3

CATCHER S MASK, HELMET AND THROAT PROTECTOR (ALL DIVISIONS) Any player, manager or coach warming up a pitcher at home plate shall wear a mask and it is recommended anyone warming up a pitcher at any location wear a mask. An extended throat protector is considered part of the catcher s mask. PENALTY If the catcher refuses to wear this equipment, he shall be removed from the game. 15. JEWELRY Jewelry is prohibited. Players shall not wear jewelry. Medical alert and religious bracelets or necklaces are not considered jewelry. If worn, they must be taped to the body so as to remain invisible. Wireless communication devices are not allowed. 16. Cleats Metal cleats are allowed (and encouraged) 17. Pants Have package deal with Billy Webb. Otherwise get gray pants. a. Combo (pants, socks, belt) for $32 this year 18. Babe Ruth League Regulation Game shall consist of seven innings. 19. Coaches are required to take and pass a certification course. 20. Insurance we have an annual policy that is in place before we start practicing 21. Practice schedule April & May 5 7:00 pm Monday, Tuesday, Thursday and as scheduled. a. Begin Monday or Tuesday after Spring Break. 22. We will use Winamac Town Park big field for our home field. We can always use help with field. a. New for 2018 we get to use the high school field when available! 23. Background checks required on all managers, coaches, board of directors, umpires, concession workers. To purchase the same number of Hefty 65% recycle bags in a discount store, you would have to spend $13. These bags are much thicker (1.2 mil compared to 0.9 mil) and larger (18 gal vs. 13 gal) c. Made from 100% recycled materials. d. 5 different sizes e. All same price of $13 per roll. f. We make $6.50 per roll. g. Once we submit orders, we will have bags within 2 weeks. h.
