2 2 What is a Transportation Master Plan? Regina s Transportation Master Plan (TMP) will be a comprehensive and multi-modal transportation policy and planning document to guide the city s policies and strategies for all modes - driving, transit, walking, and cycling - over the next 25 years. Why Now? Regina s last major Transportation Plan was developed in 1991 and primarily focused on the road network and transit. It was updated in 2001, but it is now time for a comprehensive new plan which is multimodal and reflects modern transportation planning best-practices and the renewed Connection to Design Regina The TMP is a key component towards the development of the City s new Official Community Plan, Design Regina. Both plans will shape how we experience and live in our city. Developing both plans concurrently provides a solid foundation for the future. vision for our city in Design Regina.
3 3 Building the Plan The Transportation Master Plan will be developed over the next year as part of a three stage approach: STAG ON - Baseline Analysis (Completed in 2011) Stage One of the TMP established baseline conditions of Regina s transportation system. It included technical analysis of existing transportation conditions, identification of issues and opportunities, and potential approaches to travel demand management for consideration in the TMP. STAG TWO - Plan Development (February 2012 to spring 2013) Stage Two is where transportation network strategies, policies, and alternatives will be developed, tested, and incorporated into the Transportation Master Plan. It will explore and test different growth options along with Design Regina and develop the policies and plans needed to support a sustainable, multi-modal Regina that supports the Design Regina Community Priorities and City Vision. STAG ThR - Plan Approval (Spring and Summer 2013) Stage Three will present the recommended plan and implementation strategies to guide decision making, including high level timelines and estimated costs. Public and stakeholder input on the recommended plan will be sought prior to City Council approval of the final plan. 5 5 Transportation Directions The Transportation Directions will guide the development of the transportation master plan and shape its policies. The following boards present the draft Transportation Directions for the Transportation Master Plan. Here s how you can provide your feedback and input on the Transportation Directions: 1. CHOOS YOUR PRIORITIS You ve been provided with three stickers. Place them on the three Transportation Directions you support the most or feel are high priorities for the Transportation Master Plan. 2. DIT WITH A POST-IT Have a comment on a specific direction? Write them down on a post-it note and stick it onto the relevant board. 3. COMMNT ON A FORM Have more to say? Fill out a comment sheet or participate in the online survey at DesignRegina.ca
6 DRAFT TRANSPORTATION DIRCTION #1 Offer a range of sustainable transportation choices for all Regina s residents will have a choice of travel modes that complement access by private automobile. Strategies around transit, walking, cycling, and carpooling, combined with programs that educate and maximize existing transportation infrastructure, will offer travel choices that are easy, affordable, sustainable and more enjoyable for all users. 7 DRAFT TRANSPORTATION DIRCTION #2 Integrate transportation and land use planning By planning land use and transportation concurrently, Regina can tailor new and existing neighbourhoods to make it easier to get around by all modes. Complete Streets, which feature a range of transportation modes, will help support vibrant, active and Complete Neighbourhoods. 8 DRAFT TRANSPORTATION DIRCTION #3 levate the role of public transit Public transit will play a pivotal role in Regina s transportation future by becoming a competitive travel choice tightly integrated with our neighbourhoods. Transit will work toward a more accessible system with frequent and reliable service, extended hours, and enhanced customer amenities. 9 DRAFT TRANSPORTATION DIRCTION #4 Promote active lifestyles through active transportation Active modes walking, rolling, and cycling will be integral parts of Regina s daily life. Pathways and bikeways will be extended to provide a connected network of green, comfortable, and safe active corridors to key destinations. ducational programs will promote mutual respect among all road users and advocate the benefits of active transportation. 10 DRAFT TRANSPORTATION DIRCTION #5 Optimize road network capacity Road network planning will focus on optimizing existing capacity to minimize the need for widening and expansion, reducing infrastructure costs while managing congestion. A hierarchy of road classes will provide city-wide connectivity while minimizing neighbourhood traffic impacts. 11 DRAFT TRANSPORTATION DIRCTION #6 Invest in an affordable and well-maintained system Investment in the transportation system will be made based on a long-term outlook through a framework of life cycle costing. The lifespan of existing infrastructure will be maximized through progressive maintenance practices coupled with continuous monitoring and evaluation.
