Shifting Riders to Transit Telephone Survey conducted during background stage of TMP about travel behaviour and mode of travel Respondents (who don t currently take transit) asked what would encourage them to take transit to work or school Faster and direct service most likely to encourage transit ridership: 26% of respondents somewhat or very likely to take transit if it was provided Cost-related factors second, such as higher gas/parking prices or lower transit fares
CURRENT INITIATIVES IN OTHER CITIES
Current Initiatives in Other Cities Halifax: Premium Services MetroLink bus rapid transit service introduced in 2005 Limited stop express service on three corridors Premium fare service More comfortable, coach-like seating Park and Ride at outer stations Distinctive bus stops and shelters Ridership on MetroLink increased by 50% within first year (2,600 daily), and system ridership increased at rate above the national average (9% increase MetroX rural commuter service Express transit to park and ride lots in smaller communities outside of the urban area of Halifax Oriented to weekday commuters, but midday service also provided Direct routing via highways into city Uses smaller vehicles during lowerridership trips Recently expanded to provide service to airport
Current Initiatives in Other Cities Winnipeg: Customer Amenities Real-time service information Based on GPS information on every bus Displays at major stops throughout the city Accessible online, by phone, or text message Heated and/or fully enclosed bus shelters Increases passenger comfort in the winter Well lit, transparent design with seating
Current Initiatives in Other Cities Waterloo Region: Central Transit Corridor Integration of land use and transportation planning in 2003 Regional Growth Management Strategy Region identified a central transit corridor (in orange) for reurbanization, intensification, and to serve as transit spine ixpress bus service introduced in 2005 in corridor 4,000 daily riders at launch, growing to over 9,000 by end of % surveyed shifted from auto to transit, 52% new riders because of faster service 15/30 min at launch to 10/15 min today
Current Initiatives in Other Cities Waterloo Region: Central Transit Corridor Rapid Transit Plan Initiated planning in 2009 for rapid transit in the Central Transit Corridor LRT chosen as preferred technology between Waterloo and Kitchener (higher demand and density) BRT between Kitchener and Cambridge (lower demand and density) ixpress concept along corridors to feed rapid transit Approved and funded in 2012: Census 2011 population 320,000 in Kitchener-Waterloo, 510,000 in Waterloo Region
Current Initiatives in Other Cities Toronto (TTC): Open Data Provides real-time vehicle information in an open data feed Allows for the development of independent apps and websites that use feed Transit can focus on providing service, not developing and troubleshooting apps Promotes creative solutions TTC responsible for maintaining feed and providing information on its own premises
Current Initiatives in Other Cities Rider Incentives St. John s, NL: Air Miles Rider incentive program in partnership with Air Miles Earn 1 Air Mile for every round-trip using a m-card (similar to the R-Card) On Friday/Saturday evenings, liquor commission sponsorship doubles Air Miles to promote responsible drinking Greater Toronto (GO Transit): Fare Discounts Fare discount program based on the number of rides taken per month: Rides 1-35: 7.5% off fare Rides 36-40: 87.5% off fare Rides 41+: 100% off fare Deeper discounts than traditional 10-ticket rides or monthly passes
Current Initiatives in Other Cities Accessible Transit Taxi Scrip programs Supplement to paratransit in cities like Burlington, Hamilton, Brampton Pre-paid taxi coupons at set denominations ($1, $2, $5, etc.) Registered paratransit users can purchase a limited number of booklets per month at a discounted rate (Example, $20 in coupons for $10) Users arrange their own trips through taxi companies, pay fare using coupons Increases travel options for paratransit users
TRANSIT IN THE TMP
Transportation Direction
Potential Strategies Identifying primary transit corridors for express bus services Creating transit nodes outside downtown Improving bus stops, shelters, and amenities Integrating transit with other modes: park and ride, bike racks on buses and stops, passenger pick-up and drop-off Enhancing customer information: route planning, real-time information Transit fare discounts, loyalty programs, rewards programs Others?
DISCUSSION: TRANSIT TODAY
Discussion: Transit Today What does transit do well today? What are the challenges? Which areas are well served? Which areas are not, but should be? Is it easy to plan a trip to take transit and then take that trip? What is keeping people from taking transit?
DISCUSSION: TRANSIT TOMORROW
Transit Tomorrow 1. Short Term Measures 2. Transit Corridors and Nodes 3. Transit Supportive Land Use 4. Image of Transit
Transit Growth Scenarios Estimated daily vehicle kilometres of travel by Regina residents Share of Daily Trips by: Moderate Scenario (15% reduction in Aggressive Scenario (no increase in Business as VKT per capita by absolute VKT to Existing Usual in ) 2035) 2.2 million 2.9 million 2.5 million 2.2 million Single-occupant drivers 67% 67% 61% 57% Auto passengers 18% 18% 19% 20% Transit 2% 2% 3% 4% Walking or cycling 8% 8% 12% 14% Other/School Bus 5% 5% 5% 5%
1. Short Term Measures What are some things that transit can reasonably achieve in the next five years? Ten years?
1. Short Term Measures Transit Improvement Plan (2009) Route network changes and improvements
1. Short Term Measures Examples of Quick-Win Targeted Transit Improvements Express Routes Saskatoon Downtown Spirit Shuttle Winnipeg Network of express bus routes throughout city Increased ridership Free downtown bus service on three routes Reduces need to drive around downtown
2. Transit Corridors and Nodes Which corridors should be identified as priority transit corridors for increased service and/or limited-stop, express bus service? Are there places that should be transit nodes outside of downtown?
2. Transit Corridors and Nodes Not too early to define transit corridors Edmonton Corridors: 1960s (300K) LRT: 1978 (450K) Calgary Corridors: 1960s (300K) CTrain LRT: 1981 (590K) Victoria Corridors: 2011 (340K)
2. Transit Corridors and Nodes 1975 Regina Transportation Plan
3. Transit Supportive Land Use How can we better plan our communities to support transit?
3. Transit Supportive Land Use Developer-Funded Transit Edmonton Required developers of new subdivisions to pay for operating cost for transit for first two years after first residents move in Almost one-third more riders in areas with developer-funded transit
3. Transit Supportive Land Use Adaptive Reuse of Auto-Oriented Uses Don Mills Centre, Toronto Shopping centre in Canada s first planned suburban neighbourhood Mall declined through 1990s as big box retail expanded Mostly demolished 2006, replaced with street-oriented retail, residential uses being added On existing frequent bus routes and future rapid transit corridor
4. Transit Image, Marketing, and Communications How can we improve the image of transit in Regina?
4. Transit Image, Marketing, and Communications Marketing and Branding Building transit ridership is increasingly seen as a marketing exercise: to attract choice riders, transit must sell itself as a service people want to use.
4. Transit Image, Marketing, and Communications Rebranding Transit Montreal, QC Comprehensive rebranding and image program Position transit as part of dayto-day activities and events in the city Integration with other modes
4. Transit Image, Marketing, and Communications Improving Bus Stops and Amenities
BREAKOUT SESSION
Breakout Session Your Task: 1. Identify potential transit nodes and corridors. 2. Define three top priorities to increase transit usage. Tools: Map of travel origins/destinations Existing transit map Blank map of city
NEXT STEPS
