2 5 Acce, Circulation and ing Integrated Land Ue / Tranportation Strategy A dicued in the Viion Chapter of thi report, dicuion about the future of the tation area addreed opportunitie for new development that could provide additional tranit riderhip and a variety of community amenitie uch a enhanced park and open pace to provide a greater ene of community to the area. At the ame time, concern regarding exiting traffic congetion on Sir Franci Drake Boulevard, and the likelihood of future development exacerbating thee condition, were a topic of coniderable dicuion. Conequently, thi Plan propoe a joint land ue and tranportation trategy. Thi approach allow new development while imultaneouly: Implementing TDM meaure and other trategie to limit vehicle trip, Working with regional and local agencie to make immediate improvement to treet and interection to alleviate exiting congetion, and Monitoring growth in vehicle trip and impact on critical interection and managing growth to limit or avoid entirely thee potential impact. New land ue propoed in thi Plan would generate additional traffic onto the congeted roadway network during the peak travel period. Although ome roadway modification in the tation area are propoed for tudy by the Tranportation Authority of Marin (TAM) 1, it i unclear how much benefit they will provide to roadway congetion on Sir Franci Drake Boulevard. To reduce the impact of new vehicle traffic on the roadway network, thi Plan propoe a TDM program and vehicle trip cap, a well a pot capacity enhancement along Sir Franci Drake Boulevard. Sir Franci Drake Boulevard Capacity Enhancement The improvement recommended below would allow maintenance of exiting traffic operation while improving pedetrian, bicycle, and tranit amenitie in the tation area. Thee capacity enhancement have been previouly propoed in adopted plan or project and include the following meaure: Work with Caltran and the County of Marin to tudy adding a third eatbound through lane on Sir Franci Drake Boulevard approaching Elieo Drive through to the U.S. outhbound on-ramp. Thee improvement are propoed to be tudied a a part of the Tranportation Authority of Marin propoed tudie (TAM Reo ). Stripe a third wetbound through lane on Sir Franci Drake Boulevard approaching Larkpur Landing Circle (Wet) through to northbound U.S. on-ramp. Thi improvement wa propoed a a mitigation meaure for the 2000 Larkpur Landing Circle traffic tudy, which wa approved by the Larkpur City Council in Work with Caltran and the County of Marin to retime the traffic ignal between Elieo Drive and Larkpur Landing Circle (Eat) to accommodate future traffic volume. The traffic ignal on Sir Franci Drake Boulevard were recently retimed a a part of a tudy completed by the MTC and County of Marin. The ignal timing would need to be updated to accommodate the hift in traffic pattern due to the propoed land ue in thi Plan. Coordinate with the City of San Rafael and Caltran to tudy the feaibility of ignalizing the interection of Sir Franci Drake Boulevard and Anderon Drive. The San Rafael General Plan and 2000 Larkpur Landing Circle traffic tudy propoed a traffic ignal at thi location to improve traffic operation and mitigate future impact. 1 TAM Board of Commiioner Reolution , approved September 26, draft 5.2 CITY OF

3 Acce, Circulation and ing 5 TMA, VEHICLE TRIP CAP, AND TDM PROGRAM Mixed-ue, tranit-oriented development uch a that propoed in thi Plan generate le traffic than traditional, uburban-type development. Thi Plan propoe the development of a tranportation management aociation (TMA) to enable employer, developer, building owner, and government entitie to work collectively to etablih policie, program, and ervice to aure that traffic generation complie with the vehicle trip cap, to promote travel by non-automobile mode, to addre local tranportation iue, and to foter economic development. It i anticipated that the TMA would be taffed initially by a public entity, uch a the Tranportation Authority of Marin, and that the City hare of the cot would be provided through grant funding. TMA participant would be required to fund annual TMA adminitration and management and hare the cot of program and ervice provided to participant. The TMA would be quai-public with the City having repreentation from both the Planning and Public Work Department. It would conduct and coordinate annual trip generation monitoring, which would be paid for through the annual memberhip fee. The authority of the TMA would extend from the Condition of Approval placed upon the project by the Planning Commiion or City Council, and project would be ubject to ubequent review and action by the Planning Commiion or City Council for failure to meet thoe Condition of Approval. The TMA would market ervice and program within the tation area to encourage participation by exiting ue uch a the Marin Country Mart, the Larkpur ferry terminal, and other ue with high trip generation rate. The vehicle trip cap would apply to weekday morning and afternoon peak traffic period, a well a overall daily trip to limit the future increae in vehicle trip from the tation area to no more than 10 percent above the current traffic generated by the tation area 2. In etablihing the vehicle trip cap, the City hould identify a proportional hare of the 10 percent increae in traffic generation to each opportunity ite o that traffic increae occur incrementally with each development. Traffic count would periodically be taken by the TMA at the area key vehicle entrance and exit to monitor traffic level. The City would have the ability to independently review the traffic data. The TMA would be reponible for achieving compliance with the vehicle trip cap. If the trip cap level are exceeded, additional development would not be permitted until traffic volume decreae below cap level. Potential monetary penaltie could be applied. The combination of TDM meaure and the mixed ue, tranit-oriented development land ue called for in thi Plan, would reult in a hift of five to 10 percent of total trip generated by the tation area from auto to nonauto mode between exiting and future development. Thi would reult in fewer vehicle trip generated per dwelling unit or 1,000 quare feet of commercial pace in the future compared to the exiting land ue, enuring that future development would be feaible while reulting vehicle trip would remain under the trip cap. To further manage traffic generation, a Tranportation Demand Management (TDM) program would be implemented in the tation area. Coniting of trategie uch a parking pricing, tranit dicount, and hared parking, the TDM program would further limit the generation of vehicle trip by new development in the tation area (ee Tranportation Demand Management ection). The TMA would overee TDM program implementation, arrange for hared parking, and coordinate with other agencie and takeholder. 2 The accompanying Draft EIR preent an analyi of exiting and projected traffic generation. Incorporating both wayfinding and interpretive ignage would enhance pedetrian and bicycle connectivity within Larkpur Landing and the Larkpur SMART tation. Guideline and trategie for ignage and wayfinding are decribed in Chapter 5 Deign Guideline. Tranit Service Thi Plan will increae future tranit riderhip due to a combination of increaed land ue and the addition of the SMART train. New reidential development in the tation area ha the highet potential to increae tranit riderhip due to the acceibility of job within walking ditance of thee tranit route. The SMART EIR found that approximately 400 daily tranit trip are forecated to ue the new Larkpur SMART tation. The Draft Larkpur SMART Station Area Plan EIR found that the land ue propoed in thi Plan will generate 600 to 700 new daily tranit rider. Thee tranit rider will ue a mix of the new SMART train, GGBHTD bu ervice, and the Larkpur Ferry Terminal. ing Management Exiting parking condition were reviewed throughout the tation area to determine exiting parking upply and demand. Thi Plan will increae parking demand in the tation area due to the increaed land ue. The exiting parking condition were reviewed to ait with developing etimate of future parking demand and require parking upply. Thi ection ummarize the aement of exiting parking condition, etimate future demand baed on the characteritic of the Larkpur SMART tation and Larkpur Landing, and recommended parking management meaure to minimize the amount of required parking in the tation area. ing Management Plan A recommended in thi Plan, amending parking requirement in the Larkpur municipal code will reduce parking demand by providing alternative option to car ownerhip and driving for reident, employee and viitor. Reduced parking requirement upport Station Area Plan goal by reducing infratructure cot to build parking, minimizing the amount of land ued by parking, and reducing the burden on the local roadway network. ing Demand Reduction Meaure The retail and office ue within the exiting tation area currently generate le parking demand than imilar ue in a typical uburban ite. Thi parking demand rate preented in Table 5.1 repreent the exiting level of multi-modal acceibility and mix of ue. Thi Plan will increae multimodal acceibility and tranit upportive land ue in the tation area, reducing the overall parking demand below the exiting rate hown in Table 5.1. Succeful implementation of thi Plan will include minimizing the amount of deired parking by reident, employee, and viitor to the tation area. Thi will require the upport of parking trategie that focu on incentivizing tranit and non-motorized mode through tranportation demand management meaure. Thi Plan include the following parking management meaure to reduce parking demand in the tation area: 1. Encourage Alternative Mode (a decribed in the Tranportation Demand Management Section). 2. Require unbundled parking (eparating the cot of parking in leae agreement with tenant, a decribed in further depth in the Tranportation Demand Management ection) for office and houing unit to create more affordable live and work pace, encourage developer to build le parking, and make the price of parking more tranparent. 3. Implement parking pricing for all on- and off-treet hort-term parking: Charge for all on-treet parking within Larkpur Landing. Coordinate off- and on-treet parking price. If feaible, et a variable market price for parking to enure 15% vacancy at all time, thereby reducing cruiing for park- draft 5.18 CITY OF

Thi include varying parking by time of day and proximity to detination. Include a premium for parking cloet to the ferry terminal. Implement companion parking technologie (pay by cell phone, etc.) and parking informational brochure, webite, and wayfinding ign. 4. Coordinate with the Golden Gate Bridge Highway and Tranportation Ditrict to implement parking management policie and program at the Larkpur ferry terminal to reduce parking demand at the terminal. 5. Employ thee complementary meaure to parking pricing program: Create reidential parking permit zone on reidential-only treet to prevent parking pillover into reidential neighborhood. Return the parking revenue to the ditrict by etablihing ing Benefit Ditrict. Enforce parking cah-out program if employer offer ubidized parking to employee. ing Supply Requirement ing upply requirement are baed on the parking demand for the propoed land ue. At development ite where opportunitie for hared parking between land ue are available, the required parking upply for the tation area can be reduced. To determine the recommended parking requirement for thi Plan, the parking demand ratio were adjuted to a deired 85 percent occupancy level for commercial ue, reflecting the public perception that a parking facility i full when 85 percent of the pace are utilized. Thi reult in requirement of 2.6 per 1,000 quare feet (KSF) for office ue and 4.4 per KSF for retail ue to atify the exiting demand level. Source: Fehr & Peer, November Opportunitie for hared parking arrangement arie a different land ue have peak parking demand at different time of the day. For example, commercial land ue (retail and office) have the peak parking demand during the middle of the day on weekday, while reidential land ue have their peak parking demand overnight. The Urban Land Intitute (ULI) Shared ing Model determine the maximum hared parking demand on a weekday or weekend for a mix of land ue. The peak parking demand will occur during the weekday mid-day period at all of the development ite period with the following exception: Marin Country Mart Similar to the exiting count, the maximum retail parking demand will occur during the weekend mid-day. However, a exce upply will be available on the weekend at the adjacent development ite (Larkpur Landing Office and Ferry Terminal), hared parking arrangement between development ite will allow overflow weekend retail parking demand to be accommodated at thee ite. A a reult, the parking upply at the Marin Country Mart hould be deigned to accommodate the weekday (and not weekend) peak parking demand. Sanitary Ditrict The maximum parking demand will occur overnight when reidential and hotel parking demand i the highet. Therefore, the parking upply hould be deigned to accommodate the overnight parking demand. SMART STATION AREA PLAN February

20 5 Acce, Circulation and ing Table 5.2: City of Larkpur and Station Area Plan Off-Street ing Requirement Baed on the peak hared parking demand, recommended parking rate were determined for each of the development ite and are hown in Table 5.3. The Sanitary Ditrict will require a higher reidential parking ratio a it include primarily reidential ue with limited opportunitie for hared parking. Thi Plan include the following meaure to manage and reduce the overall parking upply in the tation area: 1. Reduce off-treet parking requirement: Take advantage of hared-parking opportunitie generated by mixed ue development and the ferry terminal. Amend the City of Larkpur Municipal code to match the offtreet parking maximum hown in Table 5.3. Allow developer to pay in-lieu fee to reduce parking proviion where appropriate. 2. Develop a parking management trategy: Deignate area for hort- and long-term parking Employ innovative payment, information and monitoring technologie including: Offer parking debit card or cell phone payment option at metered parking. Coordinate off- and on-treet parking availability via real-time meage board and mobile application. 3. Where feaible, contruct parking garage intead of parking lot. Avoid urrounding the tranit tation with urface parking: Give developer flexibility to create pace-efficient parking through the ue of tandem, valet, and tacked mechanical parking. Include ground floor retail to integrate parking tructure into the neighborhood deign and pedetrian realm. 4. Market the parking upply trategy by providing a brochure with parking location and information on alternative tranportation option. Conider back-in or regular angled parking where feaible to maximize on-treet parking opportunitie. BICYCLE PARKING To enhance the viability of bicycle travel to and from the tation area, thi Plan include minimum requirement for bicycle parking for all new development. Deirable bicycle parking range from hort-term parking amenitie, uch a bicycle rack in highly viible and ecure location near building entrance, to long-term parking facilitie where bicycle are either locked individually (locker) or with limited acce (cage). The only exiting ecure bicycle parking within the tation area i currently provided within the Larkpur Ferry Terminal. A land ue develop and bicycle route expand, it will be eential to provide afe and convenient place to tore bicycle throughout the tation area. Becaue bicycling i much fater than walking, bicycle trip expand the area acceible without a car. Three main trategie upport thi: Provide bicycle parking and upporting facility requirement uch a hower and locker for new development; Conider in-treet bicycle corral to reduce idewalk clutter, epecially at high demand location; and Conider expanding MTC bike hare program to Larkpur Chapter of the City of Larkpur Municipal Code currently require hort-term and long-term bicycle parking at a rate of five percent of automobile parking pace. Thi Plan will increae thoe requirement to 10 percent for hort-term parking, a hown in Table 5.4. Long-term requirement vary according to land ue. In ome location where le vehicle parking i provided, more than 10 percent of automobile parking pace may be beneficial, and hort- and long-term bicycle parking could reduce the amount of automobile parking required. The City of Larkpur Municipal Code alo provide deign and location guideline for hort- and long-term bicycle parking which will be applicable for thi Plan. 22 5 Acce, Circulation and ing Tranportation Demand Management Program Thi Plan include a uite of Tranportation Demand Management (TDM) trategie to reduce peak ingle-occupancy vehicle trip and encourage ue of tranit, walking, and biking a tranportation mode. Thee trategie can ignificantly enhance mobility for people acceing the tation area and will require cloe coordination among multiple agencie, including the GGBHTD, Tranportation Authority of Marin, County of Marin, and Caltran. Thee TDM trategie will be mot effective when they are provided for all uer group in the tation area, including reident, employee, hopper, and tranit rider. A vehicle trip cap will monitor effectivene of the TDM program and the traffic generated from the tation area. The TDM program and vehicle trip cap will be managed through the propoed tranportation management aociation (TMA). TDM Coordinator Hire an on-ite TDM Coordinator to manage and promote TDM program and overee monitoring to determine program effectivene. A TDM Coordinator provide information via flyer, poter, , and educational program regarding non-auto acce and circulation option. The TDM Coordinator role may alo include actively marketing alternative mode ue, or adminitering a neighborhood ridematching program. A TDM Coordinator could alo help implement or upport the following parking and vehicle management trategie decribed in thi ection. Neighborhood EcoPa Provide a tranit ubidy ( commuter check or EcoPa ) to all reident and employee. Thi program will reduce the cot of uing tranit ervice to acce the tation area. Neighborhood Ridematching and Rideharing Carpool conit of two or more people riding in one vehicle for commute purpoe. A vanpool conit of even to 15 paenger, including the driver, and the vehicle i either owned by one of the vanpooler or their employer or leaed by a vanpool rental company. Carpool and vanpool formation often require ridematching aitance. Neighborhood carpooling could be incentivized through priority parking at the Larkpur SMART tation and ferry terminal, and through tranit fare reduction. Additionally, the Guaranteed Ride Home program (ee below) will provide an inurance plan to thoe heitant to join carpool for concern of being unable to repond to an emergency, ick child, or other iue. To facilitate the formation of carpool, a TDM coordinator will adminiter an on-ite carpool and vanpool matching ervice for commuter and maintain a lit of available vanpool that provide ervice between the tation area and variou reidential neighborhood. The coordinator could alo direct patron to the 511.org Ridehare webite to acce additional ridematching ervice. Attended ing Attended parking employ the ervice of a parking attendant who organize efficient parking baed on arrival and departure time. Thi trategy i well-uited for the ferry terminal, SMART tation, and Larkpur Landing office, where arrival and departure come in wave with ample time during the day to re-arrange vehicle for efficient torage and exiting. Unlike valet parking, where a valet park a vehicle on arrival and retrieve the vehicle on departure, attended parking relie on organized parking queue and i not intended a a luxury ervice. Driver typically park and retrieve their own vehicle. A ignificant benefit of attended parking i the ability to utilize more capacity in a parking area. Preferential ing for Vanpool or Carpool Reerve convenient parking pace for high-occupancy vehicle (HOV) to encourage rideharing. Preferential pace could be triped and igned at a low cot. By implementing thi trategy with attended parking, there will be minimal enforcement cot. Complementary trategie uch a a Guaranteed Ride Home program and a ridematching program will further encourage rideharing. draft 5.22 CITY OF
