4 Annexure II Terminologies Used 1. Floating Population: It is observed from the transportation survey that besides the normal population housed in the city, there is a floating population of about 10%, which comes to for daytime activities. Populations which comes to for different reason, such as employment, business and educational from the different nearby areas. Thus, it is estimated that in daytime the population in will be lakh by Outer Cordon: A corridor which is connected from different outer pocket. A total of 71,824 vehicles (107,819 PCUs) entered and exited the study area at the Outer Cordon (OC), on an average day (2004). The peak hour volume at OC stations ranged between 7.4% and 14.4% of Average Daily Traffic (ADT). Goods modes accounted for 18.6 % of the ADT at the OC. 2.9% of the passenger modes and 7.8% of goods modes at OC were through in nature. 25% of the goods vehicles at the OC were empty. 3. Inner Cordon: The inside corridor which has link to various part of city. A total of 223,871 vehicles (255,118 pcus) crossed the inner cordon (IC) on an average day. Motorized modes ranged between 41% and 91% at different count stations along the IC. Nearly 50% of the vehicles at IC, had a trip length upto 15 km. 4. Facility Centers: The lower level additional facilities like primary schools, nursery schools, and dispensary are to be provided at the neighborhood plan level in new development/ redevelopment schemes. The higher order facilities such as general hospital, intermediate hospital, college, integrated schools, and school for handicapped, socio-cultural and recreational club, fire and police stations need to be provided at the master plan level. 301
5 5. Ring/Orbital Road or Network: A ring road (also known as beltline, beltway circumferential way, loop or orbital is a road or a series of connected roads encircling a town or city. a. The Inner Orbital road is connecting GS Road with Fatasil Ambari Road. Linking it with AT Road, near Maligaon would have been completed the ring and would be provided easy connectivity from Lower Assam to the Maligaon areas of the city. b. The Outer Orbital Road: The third ring (existing By Pass Road-NH37) would be a regional ring circumscribing the GMDA. North portion which connects NH-31 and Amingaon areas circumscribe the two new towns, South portion is connecting with NH-37, Basistha Road, Lokhra Road and Fatasil Ambari, East portion connects Chandrapur Road and Narengi, via the VIP Road of the city. 6. CBD Orbital: The road links within the CBD Orbital will need to be classified as All Purpose roads. Traffic volumes on them will be high. Speed is not important. Access needs predominate. Providing parking space is important. 7. The network grids: The network grids each encompass an area of about 2 to 3 sq. km. The roads within each grid need to be planned as part of the Local Area Plan (LAP) for each sector. The main roads within them inter connecting arterial grid roads will need to be classified as sub-arterial and collector roads. 8. Mobility Coridor: A mobility corridor is an area where a militaty force will be canalized due to terrain restrictions. It allows forces to capitalize on the principles of mass and speed and needs to be relatively free from obstacles. In this study mobility corridor is known a roads free from all obstacles. 9. Equivalent Car Space: Every type of vehicle has different physical size and operational maneuverability. For establishing parking standards they are expressed in equivalent car spaces (ECS) with car as the standard reference unit. 302
6 10. Traffic Collars: As the city grows, traffic volumes will increase and levels of congestion within central areas will be high. The capacity of the facility to increase as it moves away from the Central Area. 11. Hub and spoke: Hub and spoke is used in airline route structure. The hub and spoke distribution is a system of connections arranged like a chariot wheel, in which all traffic moves along spokes connected to the hub at the center. 12. Park and Ride: Park and ride is the facilities for car parking at a public place. the public transport connection that allow commuters and other people headed to city centers to leave their vehicles and transfer to a bus, rail system or carpool for the remainder of the journey. The vehicles is left in the car park during the day and retrieved when the owner returns. Park and ride are generally located in the suburbs of metropolitan or on the outer edges of large cities. 13. Intermediate Public Transport: A mid-size car (occasionally referred to as an intermediate) is the North America/Australia standards for automobile with a size equal to or greater than that of a compact. In Europe mid-sizes are referred to as D-segment or large family cars. Here in this study intermediate vehicles are auto rickshaw, trekkers and taxi cabs etc plying on the city of. This has the average running of 15 to 20 km distance at one time. 14. Central Business District: A central business district (CBD) is the commercial and business centre of a city. In larger cities, it is often synonymous with the city's "financial district". Geographically, it often coincides with the "city centre" or "downtown", but the two concepts are separate: many cities have a central business district located away from its commercial or cultural city centre or downtown. Both the CBD and the city centre or downtown may also coincide with the central activities district. 303
7 A city's CBD is usually typified by a concentration of retail and office buildings. The CBD usually has an urban density higher than the surrounding districts of the city, and is often the location of the tallest buildings in the city. 15. Passenger Car unit PCU: It is a vehicle unit used for expressing highway capacity. One car is considered as a single unit, cycle, motorcycle is considered as half car unit. Bus, truck causes a lot of inconvenience because of its large size and is considered equivalent to 3 cars or 3 PCU. 16. Level of service: Level of service (LOS) is a qualitative measure used to relate the quality of traffic service. LOS is used to analyze highways by categorizing traffic flow and assigning quality levels of traffic based on performance measure like speed, density, etc. 17. A traffic analysis zone: A traffic analysis zone (TAZ) is the unit of geography most commonly used in conventional transportation planning models. The size of a zone varies, but for typical metropolitan planning software, a zone of under 3000 people is common. The spatial extent of zones typically varies in models, ranging from very large areas in the exurb to as small as city blocks or buildings in central business districts. There is no technical reason why zones cannot be as small as single buildings, however additional zones add to the computational burden. 18. Special Economic Zones (SEZs): In order to overcome the shortcomings experienced on account of the multiplicity of controls and clearances; absence of world-class infrastructure, and an unstable fiscal regime and with a view to attract larger foreign investments in India, the Special Economic Zones (SEZs) Policy was announced in April Right-of-way: A right-of-way is a right to make a way over a piece of land, usually to and from another piece of land. A right of way is a type of easement granted or reserved over the land for transportation purposes, this can be for a highway, public footpath, rail transport, 304
8 canal, as well as electrical transmission lines, oil and gas pipelines. A right-of-way can be used to build a bike trail. A right-of-way is reserved for the purposes of maintenance or expansion of existing services with the right-of-way. In the case of an easement, it may revert to its original owners if the facility is abandoned. 20. Passenger Per Hour Per Direction: Many public transport systems handle a high directional flow of passengers- often traveling to work in a city in the morning rush hour and away from the said city in the late afternoon. To increase the passenger throughput, many systems can be reconfigured to change the direction of the optimized flow. A common example is a railway or metro station with more than two parallel escalators, where the majority of the escalators can be set to move in one direction. This gives rise to the measure of the peak-flow rather than a simple average of half of the total capacity. 21. Mass Transit: A system of large-scale public transportation in a given metropolitan area, typically comprising buses, subways, and elevated trains. It is also known as public transit system. 305
