Bicycle policy financing Financing model for bicycle traffic promotion Global budgets in favour of promoting bicycle traffic for small to middle size projects (infrastructure, data management, communication + prevention) : 25 Mio. CHF : 8 Mio. CHF : 10 Mio. CHF (for pedestrian and bicycle traffic) Increase of 2.5 Mio CHF/a in regular budget for projects < CHF (from 2015) as compensation for global budgets Measures within in the scope of large-scale projects at their expenses For own major projects separate financial applications Advantages: Faster realization of cycling promotion with comparatively low time and financial effort More flexibility within changing basic conditions Bicycle traffic to be concerned in all street works "Bicycle promotion", BVD BS / MOB 13

Bicycle measures infrastructure Infrastructure network of 150 km for bicycle traffic (130 km realized, > 10 km in process) Separate bicycle lanes on main streets Mitigation of dangerous crossings Creating and improving the bicycle parking situation Bike parking at main station (1 700 places) and at station St. Johann (300 places) realized, at station Bad. Bahnhof in planning "Bicycle promotion", BVD BS / MOB 14

Bicycle measures promotion and education Example campaign fair traffic Initial situation: in urban space numerous requirements of road users may collide Behavior can cause reciprocal interferences (subjectively realized or objectively existing). Idea: improve comprehension and behavior by means of a fairness-campaign that is not dunning or educational. Project objectives: cultivate two-way appreciation all road user are equal partners name conflicts and reduce fronts in focus fairness, not safety "Bicycle promotion", BVD BS / MOB 23

Bicycle promotion in general instruments Directive plan Teilrichtplan Velo Principles: safety cycling is safe on all roads, where bikes are permitted access important destinations for cyclists can be accessed on continuous and direct Cantonal routes bike routing bikes use the same lanes as motorised traffic bike parking enough good quality bike parking facilities at target locations "Bicycle promotion", BVD BS / MOB 32

Bicycle promotion in general instruments Directive plan Teilrichtplan Velo 8 partial strategies: ST 1 Cycling is safe on all roads where cycling is permitted. Safety hazards need to be mended. The existing cycling network needs to be adapted to the requirements of the users. ST 2 The most important destinations for cyclists can be accessed from all urban quarters and surrounding municipalities, cantons and countries on continuous and direct routes. ST 3 The requirements of different target groups are taken into account when planning and implementing the bicycle network. ST 4 The spirit of an urban mobility culture calls for cyclists to generally use the same lanes as motorised traffic "Bicycle promotion", BVD BS / MOB 33

Bicycle promotion in general instruments Directive plan Teilrichtplan Velo 8 partial strategies: ST 5 Bike traffic is treated at least equally to motorised traffic and if possible with priority when planning the infrastructure for private transport. In principle pedestrians must not be adversely effected. ST 6 Promote the creation of ample, good quality and safe bike parking facilities throughout the city. ST 7 Operational and maintenance measures ensure a high usability of bike routes. ST 8 Constructional and operational measures for bike traffic are supported by marketing activities "Bicycle promotion", BVD BS / MOB 34

Bicycle promotion in general instruments Qualityrequirements commuter routes Directive plan Teilrichtplan Velo Traffic routeing Traffic load Hazards Traffic flow Directness Access Preferably routes are on traffic oriented roads that have a cycling infrastructure or on residential streets that allow a quick advance. Routes have no dangerous points. Assessment on the basis of a medium to high cycling experience. Route selection makes a high traffic flow possible. Interruptions need to be minimized Commuter routes connect destinations and traffic sources as directly as possible. Detours and great vertical differences are to be avoided. base routes Preferably routes are on residential streets or on traffic oriented roads that have a cycling infrastructure. No base routes on traffic oriented roads without bike infrastructure Routes have no dangerous points. Assessment on the basis of a low cycling experience. Route selection makes a relatively high traffic flow possible. Safety requirements, traffic load and traffic organisation have a higher priority. Base routes connect destinations and traffic sources as directly as possible. Great vertical differences are to be avoided. Safety requirements, traffic load and traffic organisation have a higher priority than possible detours. Routes are close to important destinations. Base routes lead closely past important Connections between routes and destinations destinations. Connections between route and and access to residential areas are generally destination have to comply with the above quality on the base network. The most important requirements. The most important destinations destinations have sufficient bike parking have sufficient bike parking facilities facilities. "Bicycle promotion", BVD BS / MOB 35

Bicycle promotion in general instruments Directive plan Teilrichtplan Velo, planning requirements Traffic organisation - Basic principle: mixed road use (bike lanes) - Exception: separation or mixed use with pedestrians : High traffic load (AADT > 10'000) on base routes Speeds over 50km/h Traffic oriented roads without evasion possibilities (bridges, tunnels etc.) Sections of base routes near motorway exits Sections of base routes on narrow, steeply ascending roads Relevant passing situation - Importance of the connection in the network - Length and gradient of the section - Composition and frequency of pedestrians and cyclists in peak hours - Favoured comfort "Bicycle promotion", BVD BS / MOB 36
