cycle shelters & parking solutions Two Tier Storage A Guide To Best Practice Cycle Parking from Planning To Completion. Internal Storage Secure Hubs
Are you implementing cycle parking? Have you considered all the options and scenarios that will give users the optimum cycle parking facility? This simple guide is designed to offer information to consider when planning and implementing cycle parking, it features best practice instances that we here at Broxap have implemented over the years to deliver the best possible cycle parking solutions. Whether you are looking to provide cycle parking into Commercial or Residential locations we recommend you take into account as early as possible cycle parking and hope the information supplied within this booklet will assist you in making the right decisions for cyclists. Contents Cycle Parking: Getting it Right - Appropriate Cycle Parking 03 Cycle Parking: Getting it Right - Cycle Hubs 04 Cycle Parking From the Very Beginning: The Planning Process 05 Cycle Parking Getting it Right: Location, Security & Management 06 Types of Cycle Parking: Recommended Products: Sheffield Stands 07 Types of Cycle Parking: Recommended Products: Two-Tier System 08 Basic dimensions to consider when planning Cycle Parking 09 Examples of Good/Preferred Cycle Parking 10 Cycle Parking in Developments and Summing up 11 2
Examples of Appropriate Cycle Parking Cycle Parking: Getting it Right - Appropriate Cycle Parking Cycle Parking is a combination of: A Stand: For Support and Security Access: Easy to get to and correctly laid out Location: Near the entrance and closer than car parking Security: Safe from theft and the elements High Density Racks Broxap Hi-Rise Two Tier System beneath Apollo Shelters When considering your cycle parking these are the factors you should try to address to get the maximum user interaction with your cycle parking solution: Well spaced two stand with bicycle support giving a large parking facility with a smaller footprint. Single door access, level - no steps/ramps correctly laid out with space to manoeuvre. Located next to the changing rooms and a few metres from the building access point. Secure - employee access mechanism required. Parking is inside or at least covered for protection against the elements. If possible add lockers/cages, drying room and showers in the same space. Sheffield Stands 3
Cycle Parking: Getting it Right - Secure Cycle Hubs Offering a secure cycle hub whether it is a standalone unit or contained within an existing building is the most secure and practical method of housing a large number of cycles and allowing the user the freedom to park their cycle in a facility where they can double their security by one securing their cycle to a stand via their own lock and secondly the cycle is housed within a secure environment that is accessed only by recognised security methods ie swipe card, electronic key fob or digital coded lock. CCTV may also be present as well as bright lighting. Secure Cycle Hub Secure Cycle Hub Secure Door. Access by Users Security Mechanism CCTV Security Cameras Secure Lockers for use by users Users of this facility may also benefit from secure lockers, changing seats/benches and sometimes showering facilities. Quite often there is also a pump and repair station for users to service or make running repairs to their cycle. Other elements for commercial and residential locations can be added such as bin stores/screens Again access is often key to getting the maximum user interaction. Ensure the Hub has easy access for people with cycles, here at Broxap we advocate a double door system allowing easy access trying to avoid tight 90 0 bends. 4
Figure 1 Figure 2 Cycling in the Planning Process Correct cycle parking should be considered early in the development control process at the pre-application/pre-planning stage. Below is a flow chart indicating how this may work. Pre-application Request Checked by Planning Officer Application Submitted Decision Period for Application Application passed with planning conditions introduced Development commences Monitor and Review Planning officer advises on policies including cycle parking. Officer and/or highway authority will judge application against policy & SPD s. Good cycle parking secured through planning conditions. Obligation on the developer to provide evidence that condition has been met. Plan Cycle Parking - From the Very Beginning Here at Broxap we strongly recommend cycle parking to be considered at pre-application stage, it is always difficult to design and install elements of cycle parking post construction. Often retro fitting cycle parking leaves users unsatisfied or unfulfilled with facilities and access not up to the standard required to make it easy for cyclists to deposit and retrieve their cycles easily; and so the area is under used. In Figure 1 on the left you can see a pre application design of the type of development that requires cycle parking however there is no mention of it at all, illustrating how cycle parking is often overlooked. In contrast Figure 2 shows a floor plan where cycle parking is indicated. However it is unclear how many cycles can be stored in this space and whether the access point is the grassed area or via the internal corridor, neither of which appear preferable. Considering cycle parking from the outset ensures you will avoid scenarios like the above and therefore create a useable, secure and convenient cycle parking solution. 5
Cycle Parking: Getting it Right - Location, Security and Management Location is extremely important when planning you cycle parking, users must be able to easily identify where the designated cycle parking zone is and the access must be easy. Narrow corridors, ramps, steps and lifts will all deter cyclists from utilising cycle parking. The idea is to get more people using cycles than other forms of transport and reduce carbon emissions however this will not happen if no thought is given to how these people will easily be able to identify a cycle parking area and then easily access it. The tables on this page illustrate some best practices when it comes to location and also the security and management elements of good cycle parking facilities. Location Short Stay Parking Long Stay Parking Parking should be adjacent and no further than 15m from the main entrance. As a general rule it should be closer than the nearest non-disabled car parking bay or adjacent to the entrance. It should be clearly signed and covered. Parking should be no further than 50m from entrances, however it should be closer than the nearest non-disabled car parking bay. Cycle parking should be no more than one floor from ground floor and well signposted. All long stay cycle parking must be covered and secure. Ideally on route to the main entrance. Security and Management Issues Security Management Long Stay Short Stay Long Stay Be restricted in some form, with self-closing and locking doors. Encourage personal security (user owned bike locks) within the secure area if the bike parking is shared. Provide access by combination entry or key fob in residential developments and smart card or key fob in workplace developments. Provide user keys if tech bike parking is for individual bikes (such as vertical lockers). Provide CCTV coverage of the secure area. Provide CCTV coverage of the cycle parking. Place parking in areas of high footfall. Place parking as close as possible (max 15m away) to entrances. Future maintenance of the cycle parking should be agreed during the planning process. Day to day up-keep is often required. Process should be in place for the issuing of access cards, fobs or keys. A cycle parking induction should be available for new users. 6 Short Stay Future maintenance of the cycle parking should be agreed during the planning process. Abandoned bikes should be removed after a notice period.
Types of Cycle Parking Cycle parking must be usable by all, easily maintained and allow for both wheels of the bicycle to be locked to the stand. Sheffield stands and two-tier stands are preferred options as they are the most practical. Vertical stands and wheel racks are generally not acceptable unless there is no other alternative. Space should be provided for non-standard or allability cycles. These include: Cargo bikes Hand-cranked cycles trailers Buggies Tandems Adult tricycles Tapping bar/rail Hi Vis Tape Recommended: Sheffield Stands Benefits of Sheffield Stands: Understood by users Good support Easy to use Two cycles can be locked to the stand Accessible from both ends Cost effective Low maintenance Can lock both wheels The size for a Sheffield stand is mm long by 750mm above ground. When provided in areas open to the public we recommend the first and last stands be fitted with a tapping bar/rail and reflective visibility bands for the benefit of the visually impaired. Sheffield stands should always be fixed at right angles to a slope so parked cycles cannot roll downhill. 7
Types of Cycle Parking Recommended: Two-Tier Stands The use of two-tier stands is suitable for most developments, especially if Sheffield stands can t be provided. Two tier stands are generally not suitable for heavy bikes or those with child seats, baskets or panniers. Broxap recommend our Hi-Rise Two Tier System as this employs an easy to use pull down-push up top loading mechanism and then in the lower stand we use the traditional Sheffield Stand. We use the Sheffield in the lower section due to the fact it is easily accessible and still gives the option of dual locking of the cycle to the stand. Figure 1 Broxap Hi-Rise System Upper Tier Recommended Centres 400mm** There is also a reduction in litter/dirt or obstacles clogging up the lower area, this often seen with two tier systems that utilise tray loading both top and bottom. A wider aisle is required for two tier parking to allow space for loading a cycle onto the higher level (see figure 1) this might lead to a reduction in density overall. Lower Tier Recommended Centres 800mm** Recommended operating height 2700mm** 938.5mm 1718mm (handle) Acceptable two-tier stands should: Include a mechanism that assists lifting (Broxap Hi- Rise also has the option of a gas strut lift assist mechanism) Include side-bars on both the upper tier to allow the frame and at least one wheel to be secured. Broxap Hi-Rise also features an extra lift up locking device to allow extra locking of the cycle to the system. Standard Length 4000mm (20 cycles - 10 upper - 10 lower) Recommended Operating Space 4000mm** Please Note: ** Dimensions shown are our standard recommendations. If reduced Centres on the upper/lower levels are required, or a reduced overall height, then this can be accommodated. Please contact a member of our sales team to discuss your requirements 8
Diagram mm Diagram mm 1000mm 750mm Basic Dimensions to consider when planning Cycle Parking 600mm 1000mm 1000mm 1000mm Diagram mm 900mm 900mm Diagram 4 Spacing Between Sheffield Stands The minimum spacing between Sheffield stands must be 1000mm. This is always measured from the centre line of the stand. Aisles between rows of Sheffield stands are important to allow users to access the stands with their bike. These aisles should be a minimum of 1200mm wide (equivalent to 3000mm between the centres of stands) - see diagrams 1 and 2. Dimensions This section is intended to ensure that designers and architects are aware of the space required for people who are parking or removing a bicycle. See diagram mm Footprint Note the footprint of person wheeling a bicycle is approximately 1100mm wide - see diagram 4. The minimum footprint of two bicycles parked on a Sheffield stand should be taken as 2m x 1m. This measurement should be used to calculate the space needed for the required number of stands. 9
Examples of Good/Preferred Cycle Parking This page offers a range of products we recommend when considering cycle parking. Some are ideal for all locations and some are better for unique locations or as an alternative when the standard is not viable. Harrogate Stands A good alternative to the Sheffield Harrogate Rack Rack version of Harrogate Thames Bridge Vertical hanging system ideal when limited space provides no other options Sheffield Xtra Longer version of the Sheffield Neath Racks A good alternative when Two Tier can t be used High Density Rack Ideal for larger capacities Sheffield Stands The most popular cycle stand available in Senior & Junior sizes M Stand Similar to the Sheffield but with enhanced points for locking cycle Leeds Locker Secure single cycle parking, uses a larger footprint Sheffield Vertical Lockers Vertical loading locker ideal for limited space Hi-Rise Two Tier Can sit beneath our Hi-Rise Shelters Hi-Rise Wardale Shelter with Hi-Rise System ideal larger capacity covered solution Cycle Drum Fits within one car parking space or at roadside 10 Sheffield Rack Rack version of the Sheffield available in Senior & Junior sizes Hi-Rise Two Tier Can be situated within basements of buildings Wardale Compound Simple face to face compound with lockable gate Wardale Shelters with lockable sliding gates, ideal when space is a premium
Development Types Houses Flats, apartments and other multioccupancy dwellings Workplaces Groups of Houses Individual Houses Garages Rear Access Long Stay Short Stay Long Stay Cycle parking should be provided in a secure lockable enclosure. It should be covered. Ideally stored just outside the front door. Cycle parking inside the house should be accessed by a door at least 900mm wide. Purpose built indoor cycle storage should be a minimum of 2000mm deep. Parking should be secure and covered. When two or more cycle spaces are required a stand should be provided. Consider children s cycles. The garage must allow cycles to be removed easily without first moving a parked car. A minimum of 1200mm should always be provided between the predicted position of a car and any other obstacle/wall etc. Where these dimensions cannot be met, other arrangements such as a secure shelter, bikehanger or lockers should be installed. Where cycle parking is provided to the rear or sides of private dwellings, the access should remain clear, not blocked by vehicle parking spaces. The gate should be minimum 1200mm wide or consider a sliding gate option. Where possible, cycle parking should be within the building footprint preferably housed internally on the ground floor - with proper access and security. Cycle parking areas must be well lit and included in any CCTV surveillance system. Cycle parking should not be accommodated within individual apartments above ground floor level. External parking should be designed to be overlooked by the dwellings. Secure compounds should not ave apertures large enough for anyone to climb in or parts of a bicycle to be passed through. Where possible, several smaller cycle parking areas are preferred to one large cycle storage room/cage. Space should be considered for the parking of such items as tricycles, trailers etc. They should be subject to controlled entry. Should be provided at each public entrance to blocks. Cycle parking areas must be well lit and included in any CCTV surveillance system if possible it should be covered. Parking must be covered unless there is a valid reason not to. Cycle parking areas must be well lit. They must be included in any CCTV surveillance system. Long stay parking areas should be housed internally on the ground floor. Short-stay visitor cycle parking should be provided no more than 15m away and adjacent to the main entrance. Long stay to provide showers, drying rooms, lockers, maintenance equipment. Summing Up It is important to take in all factors surrounding your cycle parking planning. The information in this document is intended to assist you in making the best decisions to accommodate cycle parking that will be utilised by a large number of cyclists and not left empty and unused. In essence the table below is a quick run through of what is required to achieve our best practice cycle parking scenario. Best practice check list Consistently Used Fit for purpose Conveniently sited Accessible and easy to use Safe and secure Well managed, maintained and monitored Covered Sufficient parking for all residents or employees Sheffield type stands or easily accessible two-tier systems, cages or lockers Long stay parking should be within 50m and short stay parking within 15m from main entrance. All cycle parking should be easy to reach - no steps, detours, narrow corridors or steep slopes. Closer than car parking. Users should feel secure and confident their bike is secure Cycle parking must be maintained and monitored. Management will be required for long stay cycle parking. Required for long stay cycle parking and advised for short stay cycle parking 11
