4 Donegal Road Safety Plan Introduction by Seamus Neely, Chief Executive Road Safety is a very important issue and Donegal County Council believes that road accidents should not be accepted as a normal part of life. Seamus Neely Chief Executive Since the previous Road Safety Plan was published in 2010, progress has been made in making Donegal roads safer for all road users. Lives have been saved through improved driver behaviour, improved engineering, increased enforcement and a strong education policy. However lives continue to be lost on Donegal roads and each one of the fatalities is a tragedy. We also must continue to remind ourselves that there are countless lives that have experienced the devastation of road traffic collisions who have survived, and must continue to live with horrific injuries. The actions contained in this plan have been designed to further reduce deaths and injuries on our roads. The plan will encourage all members of our community to play their part in reducing fatalities and injuries on our roads, by everyone taking responsibility for their behaviour and actions as road users. We must continue to promote road safety so that the everyday action of using our roads, whether by driving, walking or cycling is safe. We must not become complacent in relation to road safety. The success of the Road Safety Plan will require the combined efforts and continued commitment of Donegal County Council, An Garda Siochana, Transport Infrastructure Ireland, Road Safety Authority and other relevant stakeholders. By continuing to work together and with the support of the community and all relevant agencies this Road Safety Plan can assist in improving safety on our roads. 04

5 Introduction Donegal County Council is the Local Authority in County Donegal. The Donegal Road Safety Plan produced by the Donegal Road Safety Working Group (DRSWG) is designed with an objective of improving road safety in the county for all road users. This is the fourth plan produced by the working group and between 1997, when the first road safety plan was produced, and 2015 there has been a reduction of 50% in the number of road deaths in the country. This plan will consolidate and build on the achievements of the previous three plans. The plan has been prepared by the DRSWG, who meet on a monthly basis to develop and implement road safety initiatives and campaigns. This plan will be achieved by a series of strategic objectives centred around five core elements: Education > Engineering > Enforcement > Evaluation > Empowerment. 6 Donegal Road Safety Plan Objectives of Road Safety Plan The clear objective of the Donegal Road Safety Plan is: To reduce the number of road collision casualties in County Donegal in line with National and European casualty reduction targets. The target of the Donegal Road Safety Plan is to reduce the number of fatalities and accidents in line with the National Road Safety Strategy. This means to reduce the number of fatalities from 14 (average ) to 10 by the end of 2021 on County Donegal roads in line with the targets of the National Strategy. This plan offers a strategic direction for all stakeholders and is based on collision data from and the experience gained by the DRSWG from the previous road safety plans. Plan Implementation The Road Safety Plan is a six year plan and is designed to ensure a collaborative, coordinated and consistent approach to improving road safety for all road users. The plan focuses on the core elements of Education, Engineering, Enforcement, Evaluation and Empowerment. Empowerment is extremely important as it underpins the cultural shift, which will be required to effectively achieve road safety within the county. This means that all of us as road users, in all of our various roles within our communities, such as family members, education providers, community leaders, volunteers, care givers and employees have to take personal responsibility for both our own safety and the safety of others. Empowerment is the overarching element of this plan and forms the fundamental foundation on which the other elements will be achieved. 06

7 National Road Safety The Road Safety Authority has responsibility for improving safety on our roads in order to reduce deaths and injuries resulting from road traffic collisions. The legal basis for the RSA is set out in the Road Safety Authority Act The RSA formally came into existence on the 1st September The target for the national Road Safety Strategy is to reduce road collision fatalities on Irish roads to 25 per million population or less by This is required to close the gap between Ireland and the countries with the best road safety records. This means reducing deaths from 162 in 2012 to 124 or fewer by A provisional target for the reduction of serious injuries by 30% from 472 (2011) or fewer to 330 by 2020 or 61 per million population has been set. The RSA has identified a number of key behaviours to be changed by the actions of this plan including inappropriate speeding, impaired driving through alcohol, drugs or fatigue, not wearing a seatbelts and child restraints and unsafe driving behaviour to vulnerable road users. Education and evaluation are the key elements where most of this work will be done by the RSA. Transport Infrastructure Ireland (TII) Transport Infrastructure Ireland was established through a merger of the National Roads Authority and the Railway Procurement Agency under the Roads Act 2015, with effect from 1st August The TII s primary function is to provide an integrated approach to the future development and operation of the national roads network and light rail infrastructure throughout Ireland. TII carry out annual collision cluster (HD 15) analysis along the national road network and any high collision clusters identified along the national route in Donegal are relayed to the road section within Donegal County Council. TII also arrange for periodic Road Safety Inspections to be carried out on the national road network, and issues / hazards identified in these inspections are also relayed to the road section in Donegal County Council for the development of suitable medium measures. TII also have a Regional Road Safety Engineer for the North West region who liaises with Donegal County Council, and the other counties in the region, regarding issues of road safety along the national route within the County. Education > Engineering > Enforcement > Evaluation > Empowerment Road Safety in the Community The DRSWG is committed to working with local communities throughout the county so as they can work towards playing their part in reducing road collisions. This will be achieved through ongoing interaction in a number of ways as outlined within the core elements of the plan. 07

8 Donegal Road Safety Plan Pro-Social Drivers Programme The Pro-Social Drivers Programme is a road safety initiative started in 2012 which seeks to improve the driving behaviour of some of the higher risk groups of drivers. Course participants are committed to completing a course consisting of four three hour lectures / classes, the modules are: Social Responsibility Emotional Control Driving Under the Influence Consequences of Antisocial Driving Behaviour The course takes place in a non-judgemental environment, where participation and discussion is encouraged in order to bring about peer learning and social responsibility. The candidates for the course are initially identified through the justice and legal system, with referrals coming from judges, the probation service, solicitors, concerned parents and self-referrals. The programme has been designed around and underpinned by the Reasoning & Rehabilitation 2 programme and international best practice in driver rehabilitation. Donegal Youth Service Donegal Youth Service has been involved with the DRSWG since 2008/2009. In that time DYS has been supportive of all initiatives and campaigns operated by the DRSWG. Specifically their involvement has been focused on the education context of the working group. From the outset of their involvement, DYS has been actively engaged in the roll out of the annual Road Safety Road Show. In recent years DYS played an active part in recreating the video footage used in the Road Show. DYS on behalf of the DRSWG and in conjunction with the RSA coordinated the annual European Night Without Accident event from 2009 to 2014, sharing valuable information in relation to the dangers of drink driving whilst also gathering data on the attitudes of young people towards drink driving. In 2013 Donegal Youth Service took over the operation of Donegal Youth Council, which resulted in the Company allocating two staff to the work with the DRSWG, along with numerous young people who get involved in various campaigns. Some of the youth involvement has seen the creation and broadcasting of a series of road safety radio campaign adverts, with some interesting plans for the production of video clips during The Donegal Youth Service won the RSA Leading Light award for their production of a series of road safety advertisements as part of a campaign targeting young driver behaviour in the county. The aim of these advertisements is to raise awareness of road safety among young people and the wider public about seatbelt use, speeding, drinkdriving, mobile phone use and driver fatigue. These advertisements are broadcast on local radio on a regular basis. 08

9 Road Safe Road Show Education is the central focus of the Donegal Road Safety Working Group who continues to work to improve the behaviour of road users and in turn reduce road deaths. The Working Group has developed the Road Safe Road Show as a direct approach to improving road safety and reducing the devastating impact of road traffic collisions on communities and families in the county. The show is attended annually by over 2,500 students and learners from post-primary schools, Youthreach and other training centres. School Principals believe that this is one of the most important initiatives each year to aid with the education of their students for the life ahead of them. The 2015 RSA Leading Light award in the Public Service Category was awarded to the Donegal Road Safe Show as an acknowledgement of the work done by the participants since the show was first launched. Education > Engineering > Enforcement > Evaluation > Empowerment Cross Border Co-operation County Donegal shares 93% of its land border with Northern Ireland and the remainder with Leitrim. Research has shown that both jurisdictions share similar problems in relation to road safety. Through this plan, the DRSWG therefore commits to working with the relevant authorities in Northern Ireland to encourage safe driving through road safety campaigns such as anti drink driving campaigns, bank holiday road safety campaigns and cross border young driver safety campaigns. 09

10 Donegal Road Safety Plan EU Road Safety In terms of fatality rate, the most commonly used way of comparing road safety levels among countries, the EU reached 51 dead per million inhabitants in This is the lowest fatality rate for any region in the world. In 2010, the EU road fatality rate was 63 dead per million inhabitants. The lowest road fatality rates are reported from Malta, UK, Sweden and Netherlands, all of whom had less than 30 road deaths per million inhabitants in The highest road fatality rates are found in Lithuania, Bulgaria, Romania and Latvia with more than 90 dead per million inhabitants in each country. Latvia reported the highest rate with 106 dead per million people. Ireland s rate was 42 dead per million inhabitants. 11 Ireland Fatalities per million of population Profile of Donegal In order to meet the target of 25 per million population or 124 fatalities by 2020, a 36% decline in fatalities between 2014 and 2020 is required Education > Engineering > Enforcement > Evaluation > Empowerment County Donegal is located in the North West of Ireland and comprises an area of 483,042 hectares, equivalent to 1,193,621 acres. Donegal has an extensive boundary with Northern Ireland, notably counties Derry, Tyrone and Fermanagh. Population The figures from the Central Statistics Office for Donegal from the 2011 census shows a total population of 161,137 made up of 80,523 male and 80,614 females. The remaining 5,200km consists of the local road network. Promote a Road Safety programme to promote the essential use of high viz for all school going children. 8. Ensure an annual awareness campaign is focussed on older road users. 9.
