1 2018 New York Bike Summit -Education: Beyond the Rules of the Road- Set at the historic Gideon Putnam Hotel in beautiful Saratoga, New York, The 2018 New York State Bike Summit is bigger than ever! This year, the summit celebrates Saratoga and empowerment through education, bringing together the finest minds throughout the Empire State, to share their experience in building bicycle-friendly communities. Conversations on education are dominated by bike training and road safety; the focus of this year s summit is elevating education as a strategy for: Providing advocates and planners with the tools to transform their communities into safe and inclusive, multimodal networks; Engaging in dialogue about the barriers to better bicycling, and how diverse stakeholders can work together to overcome these challenges. Developing effective policy and law enforcement strategies that balance safety and predictability with the dynamic needs of bikers, motorists, pedestrians and other modes of transportation. Promoting the richness and expansiveness of 'place' as seen only from the candid perspective of a bicycle saddle. Inspiring the next generation of leaders with the freedom of personal mobility. Join more than 300 of New York s planners, policy-makers, advocates, educators, public officials, and everyday cyclists in educating each other 'beyond the rules of the road. Rides This wouldn t be a bike summit without some exciting riding opportunities! Bikes & Beer with Ben Serotta : On Thursday night, NYBC invites attendees for a scenic ride through Saratoga with legendary bicycle builder Ben Serotta. Beginning from the Summit venue at the historic Gideon Putnam Hotel the ride will wind through downtown Saratoga and finish at a local brewery. Saratoga Greenbelt Trail Tour: On Saturday after the summit, The Saratoga Greenbelt Committee and NYBC welcome attendees to join a guided two-wheeled tour of the city s premier bike path project: The Saratoga Greenbelt. Expert ride leaders will provide first-hand knowledge of the plan to create a figure-eight loop around and through the city with a mix of multi-use pathway and on-street treatments that residents and visitors alike can use for both transportation and recreation. This tour will review the route, an approximately 20-mile ride, with stops to talk to representatives from important allies in public health, higher education, environmental conservation

2 and economic development, who will share what they see as both the opportunities and obstacles in collaborating on an ambitious bike and pedestrian effort. Cycle Adirondacks Harvester Ride : The Harvester is a fully supported 2-day tour showcasing the pastoral agricultural landscape and rich history of Fulton County, the Mohawk Valley, and southern Adirondacks. The Harvester tour is Saturday, September 29 through Sunday, September 30 and is conveniently located in Johnstown, NY - a short drive from Saratoga. Panel List Panel Name A Tale of Many Crossings: An In-depth look at Bridges and Border Crossings by Bike Emerging Issues in Bike Share Panel Description Bridges represent critical connections! Beyond transportation throughways for bicycle pedestrians, transit and automobiles, bridges cross geographic and man-made borders to join communities enabling both tourism and regional economic development. As of 2015, The American Society of Civil Engineers rated NY State s overall bridge condition with a D+ grade, noting that more than 2000 bridges are structurally deficient. This panel will discuss challenges and opportunities associated with the current condition of bridges throughout the state, as well as various aspects of border crossings for bikes. Panelists will also discuss strategies to help local advocates plan for enhanced bridge crossings in their communities. Bike share is changing rapidly in communities across the country. From the rise in dockless and hybrid systems to innovative educational strategies, New York State is at the forefront of emerging challenges and opportunities regarding bike share. This panel will examine how these issues will inform development across the state. This panel will include: o Bike Share Education Programs o The rise of dockless bike share

3 Energizing the E-bike movement in NYS Training Tales: Stories from LCIs students and instructors across New York State Extending the Empire Trial to Long Island o Sponsorship and transit integration o Integration of Class 1 E-Bike Share The sale of electric-assist bicycles (E-Bikes) is growing across the country. Despite tremendous interest and growing market share, e-bikes remain a divisive topic amongst policy-makers, planners, and cyclists of all ages and skill-levels. Despite increased accessibility to bicycles for geographically challenging communities, the mobility impaired and everyday bike commuters, ambiguity around the classification of e-bikes in New York State and subsequent safety concerns have significantly hindered their potential. This panel will explore the legal designation of e-bikes and potential uses, from personal accessibility to commercial and freight opportunities and challenging off road related issues. New Yorkers are turning to bike education in record numbers as interest in cycling continues to grow. From Learn-to-ride trainings to commuter classes and everything in between, bike instructors are delivering a wide variety of programs to diverse audiences across the state. This panel will highlight strategies and best practices for delivering bike education. Panelists include long-time instructors, LCIs and former students bringing a wide array of perspectives from both sides of the classroom. The Empire State Trail is a bold, unprecedented vision for a connection from Buffalo to Canada and New York City, which will help transform New York into one of the country s most attractive bike tourism destinations. An extension of the Empire Trail from New York City on to Long Island is essential for the path to both serve as a true statewide resource, and respond to local demand throughout Nassau and Suffolk Counties. Capitalizing on growing enthusiasm for biking and walking amenities on Long Island, The Trust For Public Land and NYBC have partnered to develop a plan for an East/West Trail from New York City to the North and South fork. Panelists will discuss the tremendous the proposed trail alignment, focusing on the use of utility corridors to maximize off-street segments and the current tremendous level of

4 Pedaling to Public Health stakeholder engagement and institutional knowledge contributing to this effort. Bicycling is an excellent form of low impact exercise, empowering riders of all ages to stay active. Numerous studies have linked bicycling to reduced health risk, making the bicycle an effective tool for fighting public health threats like obesity and heart disease. This panel will discuss the intersection of biking and public health, focusing on strategies to establish collaborations which optimize positive health outcomes via bicycle in your community. How to Host a Women's Educational Bike Festival Educating Enforcement: Connecting with local Law Enforcement Bikes, Energy and the Environment: Working toward a low-carbon future Women are a lead indicator of the success of a bicycle mobility in a community. Empowering women to ride through promotional events and targeted education programs is critical for advancing the future of bicycling. Using Women Bike Chicago's annual "Day of Dialog and Demonstration" as a case study, panelists will discuss how women s bike events how these events differ from others, how to reach the right target audience. The panel will focus on the evolution and planning of these events as well as methods defining, tracking and benchmarking success. As bicycle infrastructure and education programs continue to grow across New York State and around the country, there is a clear need to establish a dialogue on bicycle behavior with local law enforcement. This panel will address strategies to engage with law enforcement, and help officials in your community understand the behavior of cyclists, and legal expectations both on and off the street. Panelists will discuss examples of best practices and discuss key concepts for holding drivers accountable, including the dutch reach. New York State is on the cutting edge of the clean energy movement with innovative programs and consumer outreach. Producing negligible emissions beyond production and sale, bicycles have a key role to play in advancing a low carbon future, representing an ideal tool to reduced automobile dependency. This panel will address key initiatives to advance clean energy and

5 Advancing Bicycle Tourism throughout NYS Mountain Biking THE TIME IS NOW: Strategies and Tactics for Capitalizing on peer initiatives to Advance Biking in Your Community Bicycles and New Mobility, integration bikes with Transit and Automated Vehicles carbon reduction throughout the state, focusing on the role of the bicycle in this framework. New York is a state of unique natural, historical and cultural resources, and an ideal destination for bicycle tourism; With the anticipated completion of the Empire Trail, New York state is poised to become a global destination for active recreation. This panel will provide insights into ongoing efforts to attract and accommodate bicycling as a means to drive regional economic development. Panelists will discuss NYBC s development of an Adirondack Cycling Strategy for the Great South Woods as well as other statewide initiatives. New York State is blessed with a plethora of mountain bike opportunities and ACTIVE mountain bike organizations building and maintaining a fast growing trail network in all regions of the state. Learn about the push for more mountain bicycling - from entry level to advance skills options - as New York moves to developing mountain bike tourism hot spots in every region of the state! From multi-use bike paths to complete streets build out across New York, it is not a question of when communities across the state will become more multi-modal, making them more attractive places to live, work and recreate but how we share the story of the explosion of projects that collectively is transforming our state, Learn about media strategies about telling YOUR story in order to accelerate the momentum toward more and safer bicycling! The transportation landscape is changing rapidly across New York State. Bicycles are an integral piece of this evolving framework as people are faced with an ever-growing menu of transportation options. Planners, policy-makers, and educators must think proactively about the role of bicycles in a broader, integrated transportation system to ensure safe, seamless connections between modes. This panel will focus on emerging mobility issues influencing active transportation including mass transit integration, the future of bike share and automated vehicles.

6 Bike Education in NYC Public Schools Allies & Advocates: Establishing Partnerships to Advance Bicycling In Saratoga and beyond Advancing Vision Zero: Statewide Adoption of Zero Tolerance for Traffic Fatalities Institutionalizing bicycle education for kids is the key to advancing bicycle ridership in the future. By exposing children to bicycling as a viable mode of transportation during their formative years, educators have an opportunity to normalize bikes as a competitive mobility option in adulthood. In partnership with the New York City Department of Education, Bike New York has begun deploying bike ed programs to New York City public school students. In addition to tracking program success, panelists will discuss the structure of this program as well as strategies for overcoming some of the challenges coordinating with a public school system. Across the state and around the country, advocates are facing a new challenge in that many leaders within and beyond government are now expressing their support for bicycling improvements so it is no longer a question of if, but when and how. This session will explore that transition using the experience of our host city, Saratoga Springs, as a case study. Vision Zero has spread to communities across the world, establishing a clear mandate that no number of traffic fatalities is acceptable. As New York continues to see complete streets and active transportation advancement throughout the state, it s time to take a bolder approach. This panel will explore the feasibility of implementing Vision Zero statewide. Panelists will share specific challenges and best practices for implementing complete streets, by sharing homegrown solutions and lessons learned.
