6 2017 Cascade Cycling Classic Pro Men / Pro Women 6 SECTION I. Race Regulations ARTICLE 1. ORGANIZATION Mt. Bachelor Sports Education Foundation organizes the Cascade Cycling Classic under UCI regulations. It is held from July 19 th -23 rd. The organization s address is: Mt. TYPE OF EVENT The Cascade Cycling Classic is entered on the International Men and Women Elite Calendars as a UCI 2.2 event. UCI points will be awarded according to the Elite Rankings scale of points as indicated in UCI article US PRT points will be awarded according to the published scale found on the USA Cycling web site: ARTICLE 3. PARTICIPATION MEN S TEAMS: The 2.2 Elite Men s event is open to UCI Pro Continental teams, UCI Continental teams, National teams, Regional and Club teams. Men s Teams must enroll 8 riders. At least 5 riders are required to start. WOMEN S TEAMS: The 2.2 Elite Women s event is open to UCI women s teams, National teams, Regional and club teams, and Mixed teams per UCI A letter of permission from the club or paying agent is needed to race on a mixed team. Mixed teams may have a vehicle in the caravan provided the driver has a UCI license. Women s Teams must enroll 6 riders. At least 4 riders are required to start. According to article of the UCI regulations, if, three days before the race, the number of riders entered is less than 100, entered teams may increase the number of starting riders per team to a maximum of 8. ARTICLE 4. RACE HEADQUARTERS The race headquarters shall be open daily from Tuesday, July 18 through Sunday, July 23 from 9:00AM 4:00 PM. It is located at Mt. CONFIRMATION OF RIDERS & MEETINGS License-holding team managers or their appointee will be able to confirm and collect race numbers. RADIO TOUR Teams will be given FRS radios preset to channel 2 for the men and 4 for the women.

7 2017 Cascade Cycling Classic Pro Men / Pro Women 7 ARTICLE 7. NEUTRAL SUPPORT The neutral technical neutral support is provided by SHIMANO for the Men s race and the Women s Race. Support is managed using 1 car and 1 motorcycle for Men and for Women. race numbers to the Commissaries or Broom Wagon. The Commissaires Panel in agreement with the organizer, according to the article may in exceptional circumstances only, increase the time deadline. ARTICLE 8. RACE INCIDENTS APPROACHING FINISHES Riders that suffer a duly noted fall, puncture, or mechanical problem in the last three kilometers of stage 5 or after free laps have expired in the Stage 4 criterium will be given the same finish time as the group they were with when the mishap occurred. They will be given their actual finish place, or placed last if unable to complete the race. Riders will not be allowed to reenter the criterium when leaders have seen 3 laps to go. Stage 1 and 3 are mountaintop finishes and riders will not be given a free 3 k to go for a mechanical. In the criterium stage, free laps will not be awarded when the leaders have 8K remaining in the race. Riders who are in danger of being overtaken in the Stage 4 criterium will be removed from the race and will receive calculated prorated times. ARTICLE 9. FINISHING DEADLINE The finishing deadlines are set as follows: Stage 1 McKenzie Pass: 15% Stage 2 Time Trial: 30% Stage 3 Cascade Lakes: 15% After the time cut for Stage 3 the field size will be further reduced to a maximum of 150 riders. That is, no more than 150 riders will be permitted to advance to the stage 4 criterium. Stage 4 Criterium: 10% Stage 5 Awbrey Butte: 15% and/or riders being overtaken by the lead vehicle on the circuit. Riders who abandon the race or who, on a circuit, are overtaken by the lead vehicle (Stage 5) must immediately hand over their physical ARTICLE 10. FINISHES For the purposes of article of the UCI regulations, the arrival of Stages 1, 3, and 5 are summit finishes and shall equally apply. For Stage 4 Criterium, refer to the special regulations for Criteriums. ARTICLE 11. RIDERS OUTSIDE THE CARAVAN ENVELOPE Riders falling behind the race caravan follow police vehicle are to follow the rules of the road. They shall conform to all traffic regulations in force. Riders who are outside of the caravan and without protection must not cross the centerline for any reason. ARTICLE 12. CLASSIFICATIONS The leaders in individual classifications shall wear the following jerseys: General Classification: Yellow Jersey Mountains Classification: Polka Dot Jersey Sprint Points Competition: Green Jersey Best Young Rider: White Jersey ARTICLE 13. JERSEY PRIORITY In the case of a rider being eligible for multiple jerseys throughout the race, the order of priority is: 1. General Classification 2. Mountains Classification 3. Sprint Competition 4. Best Young Rider

8 2017 Cascade Cycling Classic Pro Men / Pro Women 8 In the event a classification leader s jersey is to be worn by a rider who must wear a different jersey according to this priority order, the next placed rider in the relevant classification will wear the jersey unless obligated to wear the leader s jersey of another classification. ARTICLE 14. GENERAL CLASSIFICATION The Individual General Classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration, in accordance with article of the UCI regulations. Ties will be broken according to article of the UCI regulations. GC TIME BONUSES: Time bonuses, applied only to the general individual classification, are awarded according to article of the UCI regulations. Full Stages 1, 3, and 5: 10, 6, 4 Half Stage 4, Criterium: 6, 4, 2 ARTICLE 15. TEAM CLASSIFICATION In accordance with article of the UCI regulations, the Daily Team Classification is established by adding together the three best individual times from each team. In the event of a tie, adding together the number of places obtained by their three best-placed riders on the stage shall separate teams. If the teams are still tied, they shall be separated by the place obtained by their best rider in the stage classification. The General Team Classification is established by adding together the times counting toward the Daily Team Classification. Any team reduced to fewer than three riders is eliminated from the general team classification. In the event of a tie, the following criteria shall be applied in order until the teams are separated: 1) the number of first places in the daily team classification; 2) the number of second places in the daily team classification etc. 3) the place obtained by their best rider in the general individual classification. ARTICLE 16. POINTS COMPETITION The Points (Sprint) classification is based on the total points awarded at the Sprint locations. No points are awarded in the Time Trial. Exact locations and mileage are indicated on the course maps and summaries. Points are awarded as follows: In the event of a tie, the following criteria shall be applied in the order listed until the riders can be separated: 1) number of stage wins (excluding the ITT); 2) number of wins in intermediate sprints; 3) general individual time classification. ARTICLE 17. KOM 1st 2 nd 3rd 4th 5 th Intermediate Finish The King of the Mountains classification is based on the total points awarded at the KOM locations. Exact locations and distances are indicated on the course maps and summaries. Points are awarded as follows: 1st 2 nd 3rd 4th 5th Category Category Category In the event of a tie the following criteria shall be applied in the order listed until the riders can be separated: 1) number of first places in the highest category climbs 2) number of first places on climbs of the next inferior category and so on

BEST YOUNG RIDER Best Young Rider Jersey is restricted to riders born on or after January 1, The highest placing on the Individual General Classification shall be the Best Young Rider. ARTICLE 19. PRIZES A grand total of $32,000 will be awarded in prize money at the event. To be entitled to final classification prize money, competitors have to complete the entire race within the official time limit. See prize money tables on Page 13. Riders missing the podium presentation are subject to fines and forfeiture of prize money. Individual G.C. Leader Sprint Leader KOM Leader Best Young Rider In addition, at the general finish of the event after the Awbrey Butte Circuit Race the following riders must also present themselves at the final awards ceremony: Top three in G.C. Team General Classification winning team Riders are to present themselves at the green room behind the podium (located next to the finish line) within 15 minutes of crossing the finish line. ARTICLE 22. PENALTIES ARTICLE 20. STARTS Sign-in is mandatory for all riders except on the Time Trial stage. Riders are encouraged to come to sign-in as a team. Sign-in will be open with respect to the published start times from one hour and 15 minutes before until the close at ten minutes before. For all stages 3-5 riders will be called to the line in the following order: Best Young Rider Sprint Leader KOM Leader Overall Leader Additional riders may be called to the line under special circumstances. Team Managers will be notified in these cases. ARTICLE 21. AWARDS CEREMONIES Awards ceremonies will be held in the finish area following each stage. The following riders must attend the award ceremonies on a daily basis: Top three of the stage The UCI scale of penalties shall solely be applicable. ARTICLE 23. CONTROLS A ceremonial pistol shot or whistle will be fired under the control of the Commissaries to start each stage excluding the Time Trials. In the Time Trials, one of the Commissaries will start each of the racers. Signage will indicate the following points: kilometre zero (the real start), the fiftieth kilometre and the last 25, 20, 10, 5, 4, 3 and 2 km points. A red triangle will indicate 1km remaining. In races with a circuit the laps remaining to be covered will be displayed. The following distances from the finishing line will be indicated: 500 m, 300 m, 200 m, 150 m, 100 m and 50 m. In addition: KOM points will be marked with signs at 1 km and 200 meters to go, and at the line. Sprint points will be marked with signs at 1 km and 200 meters to go, and at the line.

10 2017 Cascade Cycling Classic Pro Men / Pro Women 10 Feed zones will be marked with signs at 5 km to go and at the beginning and end of the feed zone. A GREEN ZONE for the disposal of water bottles is 500 meters before the beginning and after the end of all feed zones, and at 20km before the finish. [$100 fine for littering; increasing penalty for subsequent infractions.] All caravan vehicles are required to follow caravan deviation signs at all stage finishes. ARTICLE 24. TIME TRIAL The starting order for the time trial will be the in reverse order of Individual General Classification from the previous stage. The Commissaries may modify the start order to break apart teams. Riders will start in thirty-second intervals. The last ten riders will start at one-minute intervals. All bicycles will be checked to assure conformity with UCI equipment regulations. Bicycles are to be in the start paddock at least 15 minutes before the rider s appointed start time. Once checked, bicycles shall remain in the custody of race officials. If a bicycle is removed from the start paddock prior to a riders start, it will be reassessed before the rider is allowed to start. Tall riders (190 cm+) are to be declared at rider confirmation and, if not on the official UCI list of tall riders, are to be measured by a commissaire in order to be eligible for the 80-85cm morphological handlebar extension. Teams will be allowed to provide a follow car for two of their riders. The Commissaries are to be notified of which riders will be followed no later than one hour prior to the start of the time trial. ARTICLE 25. CRITERIUM The Criterium is a half-stage for consideration of prizes, UCI points, and time bonuses. Sprints: Points and bonuses will be awarded according to the distance ridden, then by order of crossing the line. Time limit: Riders who are in danger of being overtaken will be removed from the race and given prorated times. If a pro-rated time falls outside of the finishing time limit, the rider will be time cut. Riders abandoning the race without being withdrawn by the commissaires will be listed as DNF and will not be permitted to start the next stage. Free laps: Riders that suffer a duly noted fall, puncture, or mechanical problem must report and make their repairs in the official pit in order to be granted a free lap by the pit commissaires. They will be reinserted at the back of the group they were with at the time of their mishap. Free laps will not be awarded when the leaders have less than 8K remaining in the race. At that point riders suffering a mishap will not be allowed to re-enter the race. They will be given the same finish time as the group they were with when the mishap occurred and will be placed according to the distance ridden. Early finish option: If, at 4 laps to go the officials deem that the main field could be or have been caught by the race leaders, the bell may be rung at 3 laps remaining for riders in the field. The field is to sprint for their finish at 2 laps to go and is to leave the course at the backside pit. The race leaders including any who have lapped the field will continue racing for the final 2 laps of the race. ARTICLE 26. RESULTS Results and Time Trial start times will be available daily at the Race Headquarters or online at Results and start times are also available via . In order to receive results by , managers must register their addresses at Confirmation of Riders on July 18 th.

DISMISSAL From the opening of registration to the conclusion of the final awards ceremony, riders are required to wear helmets at any time they are riding a bicycle, including warm up on city, county, state, and Forest Service roads ARTICLE 28. RIDER & TEAM CONDUCT The provisions listed herein will be binding and enforceable against all competitors. Any infringement of the rules and regulations applying to the race by any rider, team staff, or helper will render the entire team liable to fines or disqualification. Unsportsmanlike conduct will not be tolerated, including, but not limited to, PUBLIC URINATION, LITTERING & PROFANE LANGUAGE. Officials have the right to assess time penalties fines and/or disqualify riders from the race if deemed necessary. Bottles and trash are to be jettisoned in the GREEN ZONES or taken to caravan vehicles. Fines will be issued and riders may be subject to prosecution under local laws. Teams will be responsible for any expenses incurred due to loss or damage to hotel rooms, host housing, or issued equipment such as radios and flashers. Where it is deemed that the image or reputation of the Cascade Cycling Classic may be blemished, notably with regard to anti-doping measures and the behavior of a team (management or athlete), the organizer reserves the right at any time during the race to exclude the rider(s) or the team member involved. ARTICLE 30. RIDER IDENTIFICATION During road stages, all competitors must use the frame number plate and body numbers supplied. Both bib numbers should be placed vertically on the pocket area of the jersey and must be clearly visible at all times when racing. During the time trial only one body number may be worn in the center of the jersey pocket area. Modification and/or folding the identification numbers are prohibited. ARTICLE 31. ANTI-DOPING CONTROLS The UCI and USADA anti-doping regulations are entirely applicable to the event. Anti-doping tests will take place at a dedicated location after each stage as indicated in the Stage details of this guide.

Prize money for the Cascade Cycling Classic will be mailed directly from the office of MBSEF after receiving the official results of any anti-doping testing. Questions concerning payment are directed to MBSEF at In order to receive payment riders are required to complete an Internal Revenue Service Form available at registration or on-line: Riders of foreign countries will need to complete IRS form 8233 available HERE or form W8 available HERE. US citizens will need to complete IRS form W-9 Request for Taxpayer Identification Number. The W-9 Form, General instructions and explanation of the form is available HERE. 14 2017 Cascade Cycling Classic Pro Men / Pro Women 14 SECTION IV. CARAVAN PROCEDURES & PARKING Parking is extremely limited at some race venues. Please respect No Parking signs and follow the instructions of the parking marshals. Caravan Training is mandatory for all drivers in the caravan who have not attended official training in the last two (2) years. Training will be held Tuesday, July 18 from 4:00 5:00 PM at Shilo Inn 3105 O B Riley Road Bend, OR Phone: (541) Before driving in the race it is also required read the current UCI Guidelines for Caravan Movement found HERE. Caravan Procedures Safety must come first in all situations. The left lane is reserved for passage of vehicles performing technical support. All other caravan vehicles must remain in single file in the right lane. All vehicles must yield right-of-way to vehicles moving up for technical support. Read the course information and course logs to become familiar with obstacles, railroad crossings, and finishing circuits. In some locations race is required to stay right of center. The caravan deviation is noted on course maps. Team caravan vehicles may be required to pull off. Event staff will be directing the caravan to the deviation and parking areas. The Individual General Classification determines caravan order. Vehicles that are less than 1.66 m in height will be so ordered in the front of the caravan; larger vehicles will follow. Caravan procedures will be reviewed at the mandatory Managers Meeting. All vehicles must be properly prepared and staged at the start line no later than 30 minutes prior to the race start. Drivers must remain with their vehicles. The Commissaries are in charge of the race. Follow their instructions. Speeding and reckless driving will result in citations and ejection from the race. Each team will be allowed 1 vehicle in the race caravan. All caravan vehicles will be provided with a radio. Violations of radio protocol may result in penalties as determined by the Commissaries. Managers are reminded that their riders are to indicate requests for feeding and service so that team cars can be called up as appropriate and according to the conditions of the race. Mechanical and breakdown assistance take priority. The Commissaries control the movement of caravan vehicles. Vehicles wishing to pass a group of riders are required to first request permission from the controlling commissaire. Vehicles can then proceed as instructed, remembering to use caution. Vehicles wishing to drop back shall pull to the far right-hand side of the road and allow the caravan vehicles to pass on their left until their position is reached. In the event of a breakaway, no team support vehicles will be permitted between the breakaway and the chase group unless there is a more than a 1-minute gap, and is at the discretion of the Commissaries.

15 2017 Cascade Cycling Classic Pro Men / Pro Women 15 Feeding The Commissaries will announce when feeding from the caravan can start and must stop. Feed Zones: Signs will be posted 5km before the feed zone and at the beginning and end of the feed zone. Please have riders deposit empty bottles ONLY in these areas or at the feet of corner marshals. Team personnel must wear team clothing or they may not be admitted to the feed zone. No plastic bags are allowed in the feed zone. No running in the feed zone. Feeders must wait on the right side of the road and may not go into the peloton to feed. Neutral feed will be provided at each feed zone. Please help us keep the roadway clean. Race Communications/Radios Radio communication equipment will be provided to staff, teams, and select individuals in the form of hand-held and mobile radios. All vehicles will be assigned a radio for the entire race. Radio distribution for teams will take place at the Managers Meeting. Recipients of radios will be required to sign out for the radio by completing a registration card and submitting a copy of their driver s license. After the finish of Stage 5, radios are to be turned in to the technical director Jeff Lorenzen. Radios not returned will be charged a fee of $700 and will be collected with the assistance of USA Cycling if not paid. The organizer reserves the right not to issue a radio to any person not adhering to the above conditions. Other than emergencies, Team managers should not transmit on race radios. If they wish to speak with a commissar, they should approach the commissar s window and speak directly. Radio Notes: Share the channel. Avoid long, unbroken transmissions. Yield the channel to those with more important traffic. Use plain English. EVERYONE can hear EVERYTHING so do not use profanities, shout, or whistle. Avoid accidental transmissions. Avoid clipping.
