2 The following code of rules is written to govern the sport of Staredown by the National Association of Staredown Professionals (NASP) and shall be enforced at all NASP sanctioned events. NASP recognizes that many amateur and non- professionals participate in Staredown, and we are happy to make our rules available as widely as possible. However it is imperative for officials and organizers of independent leagues and tournaments should insist on strict observance of all the rules governing the play. Staredown is not only a national pursuit, it is the world s game and it is up to international, national and local administrative officers respect the discipline of its code of rules in order for the sport to continue to grow. 4 1.Objective The objective of each competitor is to win by forcing his/her opponent to blink.

5 2.Playing Surface A. All sanctioned NASP events must take place on a hardwood surface. B. Each match must take place in a circle ring with a radius of 3 feet. (see fig. 1) i. The ring must be clearly marked. ii. In the center of the ring there is a 1.5ft. line that runs east west. iii. 6 in. both north and south of the 1.5 ft. line must be two 6 in. toe lines that are also parallel with the 1.5 ft. line. 3 6 toe line 1 (left) 2 (right) (fig. 1) C. Note: Although the NASP demands a hardwood surface for the sake of uniformity in National Championship events, amateurs and non-professionals can play on nearly any surface that is proper for standing.

6 3. Rules A. Starting A Match i. Competitors must enter the ring and head directly to the toe line. i.1. The competitors must line only the tips of their toes to the toe line. At the no point during the match is any part of the a competitors body allowed to break the plane of the toe line. Crossing the toe line is grounds for immediate disqualification. i.2. At no time is talking permitted inside the ring. A violation of this AT ANY POINT after entering the ring is grounds for immediate disqualification. ii. Dress Code of Competitors i.1. No sunglass, safety goggles, masks, headgear, visors, surgical masks, face paint, hats, headbands are allowed. All headgear must be removed before stepping into the ring. i.2. Competitors must be fully clothed. Pants, shirts and shoes must be worn. Competitors must wear shoes, sandals are not allowed. i.3. During official NASP matches competitors must also wear their numbers in the ring. iii. Officials take their place behind and off the right shoulder of opposing competitors. Officials call for the competitors to become set. (see fig. 2) (fig. 2)

7 iv. The set position demands that competitors are at the toe line with their clasp behind their back. iv.1. Competitors hands must remain clasped for the remainder of the match. Failure to keep hands locked is grounds for immediate disqualification. v. Once both officials are satisfied with the set position of the competitors they will begin the count down. v.1. The countdown will begin and three and finish with the go signal. (see fig. 3) v.2. Once the go signal has been given the match is officially on and will continue until someone blinks. (fig. 3) B. The Match i. Staredown does not have a time limit. A match will continue until a winner is determined. ii. Competitors may not smile during a match. Smiling or laughing is grounds for immediate disqualification. iii. There are not time-outs in Staredown and no stoppages in play are allowed. iv. Sneezing and coughing are strictly forbidden. iv.1.if a competitor sneezes/coughs on another player he/she is disqualified. iv.2.if a competitor turns away to sneeze/cough he/she will be disqualified.

8 v. Burping is strictly forbidden. A competitor who burps (intentionally or unintentionally) will be disqualified. vi. Spitting is strictly forbidden. Any competitor who spits in the face of another competitor will immediately be banned from participating in any NASP sactioned event. C. Moves i. Only moves that involve the eyes (eyes, eyebrows, eyelids) are permitted. Moves that expressedly use other parts of the face (nose, ears, mouth, teeth, cheeks, chins and hair) are strictly forbidden. ii. Since moves are not defined by the NASP, but instead by players themselves, it is to the discretion of match officials to determine the legality of moves. ii.1. Note: During amateur and non-professional events it may not always be possible for NASP trained officials to be present. In such cases, the honor system between competitors shall be enforced. iii. Using an illegal move is grounds for immediate disqualification. D. All calls by the officials are final. i. Staredown does not allow for instant replay.

10 5. Standards 5.1. Gambling A. In accordance with state and federal laws of the United States of America gambling, wagering and betting on Staredown matches is prohibited. B. Any competitor found gambling, wagering or betting in any manner on the outcome of any Staredown match or event will be immediately banned from participating in any NASP event. This ban is life-long and non-tractable Banned Substances A. Eye drops, eye moisturizers, saline solution are strictly forbidden inside the ring. i.the NASP allows competitors to use any legal and FDA approved substances for the treatment of their eyes outside of the ring. B. The NASP holds all competitors to the International Olympic Committee (IOC) rules and regulations for banned substances of performances enhancing substances. They are as follows: i. Banned Substances & Policies i.1. All competitors must be drug free for amount of time allocated for the competi tion they are in- National and International Events have a minimum of five years drug free, unless stipulated differently. Drug testing is to conform to IOC regulated Standards. i.2. Once your entry form is received you will be contacted to verify your appoint ment time for the polygraph test. i.3. You must obtain two characters references attesting that you have been drug free depending on amount of time allocated for the competition. i.4. You will be required to pay for your polygraph test. All overall winners will be required to take a urine test. i.5. This includes all performance enhancing drugs that are on the IOC banned list. i.6. All athletes must pass a polygraph test every 60 days (if they are competing) and also pass a mandatory urine test (division winners only). i.7. We will also conduct random drug testing at each event as well as random testing to all members of the Natural Teams throughout the year.

11 i.8. Random drug testing for Team members will begin January 1st, 1999 and we will conduct a minimum of 1-2 tests per month. i.9. If an athlete tests positive for a banned substance they will be suspended from competing for a minimum of two years (However, they are banned from all regional, national and international events for a period of five (5) years.) i.10. Any member of the Natural Teams that is found experimenting with a banned substance will be banned from the team for life. The athlete suspension begins immediately upon receipt of a positive test. The athlete has the right to appeal the decision, however, the suspension remains in effect until either the B sample confirms or refutes the findings or a meeting is held by the representatives of the local federation and the International committee where the case may be appealed. Once a final ruling is made by the local and Inter national INBA committee, then there is no second appeal.. In the case of an inaccurate reading on the polygraph test they will be obliged to undergo a urine test with a final decision pending a meeting of the INBA Committee. i.11. Be advised that among the banned substances are ephedrine and its deriva tives, DHEA and Andro and all of its derivatives. It is your responsibility to be aware of the substances that are on the banned list. Ignorance is not an excuse. ii. Official Banned Substances : iii. The following is a non-exhaustive list of banned and/or restricted substances. Please very with the appropriate IOC regulated body for a complete and up-to-date listing. C. DOPING CLASSES i. STIMULANTS amiphenazole amphetamines amineptine cocaine ephedrine fencamfamine mesocarb pentylentetrazol pipradol salbutamol & terbutaline (are permitted by inhaler only and must be declared to the relevant medical authority.)

12 NOTE: All imidazole preparations are acceptable for topical use, e.g. oxymetazoline. Vasoconstrictors (e.g. adrenaline) may be administered with local anesthetic agents. Topical preparations (e.g. nasal, ophthalmologic) of Phenylephrine are permitted. ii. NARCOTIC ANALGESICS dextromoramide dextropropoxyphene diamorphine methadone morphine pentazocine pethidine... and related substances NOTE: Codeine, Dextromethorphan, Dihydrocodeine, Diphenoxylate and Pholcodine are permitted. iii. ANABOLIC AGENTS The Anabolic class includes anabolic androgenic steroids (AAS) and Beta-2 Agonists. Anabolic androgenic steroids (AAS). The AAS class includes testosterone and substances that are related in structure and activity to it. They have been misused in sport to increase muscle strength bulk, and to promote aggressiveness. Some examples of AAS are: clostebol fluoxymesterone metandienone metenolone nandrolone oxandrolone stanozolol testosterone *... and related substances NOTE: The administration of testosterone is banned. The presence of a testosterone (T) to epitestosterone (E) ratio greater than six (6) to one (1) in the urine of a competitor constitutes an offense unless there is evidence that this ratio is due to a physiological or pathological condition, e.g. low epitestosterone excretion, androgen production by tumor, enzyme deficiencies.

PEPTIDE/GLYCOPROTEIN HORMONES AND ANALOGUES Chorionic Gonadotrophin (HCG - human chorionic Gonadotrophin) Corticotropin (ACTH) Growth hormone (HGH, somatropin) Erythrorpoietin (EPO) and related substances D. METHODS i. Blood doping ii. Pharmacological, chemical and physical manipulation( The responsible authorities ban the use of substances and of methods that alter the integrity and validity of urine samples used in doping controls. Examples of banned methods are catheterization, urine substitution and/or tampering, inhibition of renal excretion. e.g. by probenecid and related compounds, and epitestosterone administration.)

14 E. CLASSES OF DRUGS SUBJECT TO CERTAIN RESTRICTIONS i. Local anesthetics Injectable local anesthetics are permitted under the following conditions: i.1. that bupivacaine, lidocaine, mepivacaine, procaine etc. are used but not cocaine Vasoconstrictor agents (e.g. adrenaline) may be used in conjunction with local aesthetics. i.2. only local or intra-articular injections may be administered; i.3. only when medically justified (i.e. the details including diagnosis, dose and route of administration must be submitted immediately in writing to the relevant medical authority. ii. Corticosteroids The use of Corticosteroids is banned except: ii.1. for topical use (aural, opthalmological and dermatogical) but not rectal; ii.2. by inhalation; ii.3. by intra-articular or local injection. iii. Beta-blockers Some examples of beta-blockers are: Acebutalol Alprenolol Atenolof Labetalol Metoprolol Nadolol Oxprenolol Propranolol Sotalol... and related substances F. EXPANDED LIST OF EXAMPLES Caution: This is not an exhaustive list of banned substances. It is provided only to give the reader a more comprehensive list of banned substances.
