3 *All requirements/expectations set forth in this constitution will apply to all cheerleaders and mascots. Philosophy/Purpose Sweeny Independent School District Cheerleaders are first and foremost representatives of their school and their community. They must exemplify behavior suitable to their position of leadership in accordance with the rules as stated in the SISD Handbook. Being a cheerleader is an honor and a privilege. Cheerleaders exist to promote good sportsmanship, good character, wholesome and enthusiastic school spirit and loyalty. Members of the squad have a fundamental responsibility to play a leadership role in building teamwork and helping the school achieve its goals and objectives. Because of these responsibilities, members of the cheerleading squad will be expected to maintain a higher standard of behavior both on and off campus and academic achievement than that of their peers. The guidelines of the Cheerleader Constitution outline details of behavior, responsibilities, uniform information. This document is designed to inform administration, faculty, students and parents of important details pertaining to the SISD Cheer program. Objectives Cheerleaders are expected to be physically and mentally skilled in learning and remembering cheers. They are also expected to be able to publicly demonstrate a skill level suitable for the team position and the timing necessary for group performance. Off the field, they are to enthusiastically support all athletic teams as well as other district groups through advertisement, personal attitude, and attendance at events chosen by the sponsor. Organizations Varsity Squad: The Varsity Squad will consist of the top scoring 20 sophomores, juniors and seniors or the natural break and the top scoring mascot. Junior Varsity Squad: The Junior Varsity Squad will consist of the remaining top scoring 16 seniors, juniors, sophomores and freshmen or the natural break. Mascot: There will be 1 or 2 mascots for the varsity squad and the position is open to anyone who meets the requirements set forth in the constitution. The Cheerleaders elected will retain their position for the entire year unless dismissed from the position for not fulfilling responsibilities set up in the constitution. Contrary to popular belief, there most certainly is an "I" in "team." It is the same "I" that appears three times in "responsibility." ~Amber Harding

4 Commitment Students who have been selected to be a member of the cheerleading squad are expected to make a commitment to the activity for the full cheerleading year. Any cheerleader who voluntarily quits or is removed from the squad before the end of the cheerleading year will not be eligible to try out for the next year or be eligible to receive an athletic letter. Cheerleaders are expected to be fully dedicated for the entire year. Job schedules, vacations and appointments should be scheduled around cheerleading commitments. There is much more to cheerleading than just performance. It is a very time consuming activity. Cheerleaders have a duty to their school and community to promote spirit. This means that cheerleaders are responsible for painting signs, painting windows throughout the town as well as other activities. All of these are mandatory activities. Previous experience: Each candidate must try out each year, regardless of whether or not he/she has previously been a cheerleader. Cheerleaders who have cheered three years in High School must make a minimum score to make the varsity squad as a senior. Candidates who quit without permission of the sponsor or were removed from any previous Sweeny cheerleading squad will not be allowed to try out for cheerleader. Candidates can NOT hold a drum major, twirler, color guard, football trainer/manager, volleyball trainer/manager concurrently. Pre Tryout Meeting: All candidates, with a legal guardian, will be required to attend a meeting before tryouts in order to go over important points in the constitution and receive paperwork. Tryouts TEA All Candidates will meet the standards set forth by state law and the Texas Education Agency regarding eligibility for participation in extracurricular activities. Enrollment: Candidates must be enrolled in SISD at the beginning of the six weeks prior to tryouts in order to be eligible for tryouts. Students who transfer in will need to provide documentation for the Records Evaluation form from the old school. 4

5 Discipline: Candidates must not have been assigned to ISS more than once, DAEP nor been suspended from school during the current school year. signs, painting windows, participating in town parades as well as other activities. Deadlines: Candidates will receive paperwork to have signed at the pre tryout meeting. These must be turned in on the due date without exception. This means that they are responsible for painting TRYOUT PROCEDURES Cheer tryout scoring will include 75% judges, evaluation, 15% teacher /records evaluation and 10% coaches evaluation and constitution test. Clinic: There will be a clinic before tryouts. Candidates MUST attend all days of the clinic to learn the tryout material. The material will be choreographed and taught by the senior cheerleaders with approval of the coach. The material will also be available online on the SISD website under the SHS cheer page. Clinic days and tryouts are closed to the public. Parents/guardians will not be allowed in the gym during any portion of the cheerleading clinic. Parents may not be in the building during tryouts. Judges: There will be a panel of certified judges chosen form the National Cheerleader Association, Universal Cheerleader Association, or another recognized provider of qualified judges. EVERY effort will be made to select a panel of 5

6 judges which is reflective of the ethnicity of SISD. Tryouts: Tryouts will be held after school on the last day. Candidates will be issued a number. They will perform all portions of the tryout alone except for the dance. The dance will be done in groups of 3 or 4. Any male will perform a partner stunt instead of a dance. Attire: Candidates should not wear anything that labels them as a cheerleader. On the day of tryouts, candidates should use the following dress code: Black shorts, white plain t shirt, white ribbon. Mascot: Candidates trying out for mascot will choreograph an original record pantomime. Music must be approved by the sponsor before the actual tryout. Candidates may use props in order to make the performance entertaining. Performances should last between 2 3 minutes. In addition, the mascot will be responsible for learning the tryout dance. Results: The candidates will learn the results of the tryout on the SISD website at a time designated by the coach. Tabulation: Scores will be tabulated by the sponsor accompanied by other teachers, principals or other SISD employees who are not affiliated with cheerleading. Ties: In the case of a tie, the judges will be asked to break the tie. Candidates are asked to provide a phone number that they can be reached for 3 hours after the tryout in case they should be called back to break a tie. Injuries: Any candidate who is injured must provide a release from a doctor before trying out. The candidate should perform to the best of his/her ability and capability. Whatever score the judges give that candidate will stand, regardless of what the candidate could do under other circumstances. *CHEERLEADERS will be ELECTED as follows: 1. Judging (75%): A panel of unbiased judges who have knowledge of the cheerleading skills will evaluate each student. This phase determines the technical skill of the candidate. 2. Teacher/Records Evaluation (15%): Evaluation sheets will be sent to each of the candidate s teachers for the current school year. Teachers will evaluate students in several categories: attendance, punctuality, responsibility, citizenship, and grades. The highest and lowest 6

7 evaluations will be dropped and the rest will be averaged to give the student s evaluation score. In addition, student attendance, discipline and grade records will be checked. 3. Coaches Evaluation (10%): Cheer coaches will fill out evaluations on each candidate during the course of the clinic. Candidates will also take a written test over expectations and policies set forth in the constitution. *There will be a mandatory parent meeting for the candidates who make the squad the week after tryouts. Uniforms will be discussed. Candidates will receive a practice calendar for the summer months. Squad Expectations Rules: All rules become enforceable the day the cheerleader is selected and remain in effect until the end of the cheerleading year. Varsity Performances: The Varsity Squad will attend all varsity football games. They will also attend other athletic events as assigned by the sponsor. These include but are not limited to volleyball, basketball, baseball, softball, soccer, and track meets. Varsity homecoming and cheer night football games. They will also attend some varsity volleyball, basketball, baseball games and other athletic events as assigned by the sponsor. Performances (general): Cheerleaders are not guaranteed to perform. Sponsors may choose to have members test out of dances, cheers, chants, the fight song, and other routines in order to perform them for the public. If a cheerleader misses practice prior to a major performance, they will not participate in that performance unless excused by the coach. Transportation: The school will provide transportation to out oftown games. Cheerleaders may not leave an away game with anyone other than their parent/guardian. If a parent would like to take their child home, they must turn in a note with their signature before going to the game, and sign out with the sponsor before leaving. Cheerleaders who don t drive must have transportation home when the bus arrives back at the school. Cheerleaders who don t have a ride in a timely manner will receive demerits. JV Performances: The Junior Varsity Squad will attend all home JV football games and Financial Responsibility: Cheerleaders are responsible for purchasing all uniforms, camp, 7

8 camp wear, and other clothing as decided by the sponsor. Parents should be prepared to pay a minimum of $1500 $2000. All money must be paid by the given due dates with a cashier s check, money order, or cash no personal checks will be accepted. Any cheerleader failing to meet this requirement will be suspended from cheerleading until the balance is paid in full. Deposits on accounts can be made starting the week after tryouts. Parents will be expected to have camp money paid in full before the first parent meeting after tryouts. All money owed must be paid by Monday, May 21 st or cheerleader will be removed from the squad. Attendance at School: Cheerleaders must be in school in order to attend after school activities. The sponsor should be notified as soon as possible if a cheerleader is aware of a scheduling conflict. Notifying the sponsor does not take the place of demerits; however, it is only fair to the rest of the squad to allow preparation time. Emergencies will be handled at the sponsor s discretion. All members must maintain good attendance records free from truancies and unexcused absences with regard to ALL classes each day. Injuries: Cheerleaders who are injured must provide a doctor s note with specific information about what skills can and cannot be performed as well as a time frame for when full participation is safe. A parent note will not be acceptable. If a cheerleader has a doctor s note for a game (with the exception of sickness or throwing up, etc.), they will still be required to suit out, attend the game and sit with the sponsor for the entire time until doctor s release is complete Duties: The captains will create a list of duties for each game and provide a copy for each cheerleader. Cheerleaders are responsible for checking their duty for each game and completing it in a timely manner. Conduct and Scholarship 1. The sponsor, with the permission of the principal and superintendent will develop and enforce standards of behavior that are higher than the Districtdeveloped Student Code of Conduct and will condition membership or participation in cheerleading on adherence to those standards. 2. Behavior: Cheerleaders and Mascots are expected to behave in a manner that is becoming to the individual, as well as to the organization they represent. They should be aware that in or 8

9 out of uniform they are representatives of the cheerleading squad and the high school and should act accordingly. 3. Cheerleaders and Mascots must abide by the rules and regulations of Sweeny High School. 4. There will be no sarcasm or mocking of others. Such action would be a negative reflection on the school. Cheerleaders are to conduct themselves with good manners at all times. 5. All bullying and cyberbullying will be reviewed by sponsors and principals with the potential to be suspended or removed from the squad. 6. Members representing themselves, or their organization, in an unfavorable, questionable, or illegal manner through electronic media or using electronic communication devices in such a way as to bring discredit, dishonor, or disgrace on themselves, or the cheer squad will be subject to disciplinary actions determined by the team s sponsors and/or school administrators. Electronic media and communication devices include websites, personal home pages, blogs, text messages, chat rooms, myspace.com, facebook.com, or similar websites/files accessible through a server or internet, camera phones, digital photos and electronic descriptions. 7. Cheerleaders will demonstrate good sportsmanship at all times. 8. Cheerleaders will refrain from public displays of affection while in or out of uniform. 9. Cheerleaders and Mascots must maintain an E or S in conduct in all classes. An N or U in conduct will result in disciplinary action. 10. Conduct must be exemplary at all times. Any report of misconduct will be investigated and reviewed by the sponsors and the principals with regards to appropriate disciplinary action. Examples of inappropriate behavior are: Use of profanity In or out of school fighting Use of tobacco products Truancy Drinking alcoholic beverages Use of illegal drugs Compromising information or photos posted on the internet, electronic devises or any other media source. 9

10 Undesirable behavior as noted by the sponsor or other school faculty *Any action that would reflect poorly on you as a member of a school sponsored group (regardless of whether it takes place at or away from school) cannot and will not be tolerated. 11. Grades: Cheerleaders and Mascots must be passing all subjects and comply with all UIL rules and guidelines concerning extracurricular activities. 12. Every cheerleader will be expected to provide their grades to the sponsor upon receiving their report card/progress reports. 13. Uniforms: No jewelry of any kind will be allowed. For safety reasons, all jewelry must be removed (no exceptions) during any cheerleading activity. Failure to remove jewelry will result in benching for that activity, and the appropriate number of demerits will be given. This includes belly rings and tongue rings, or any other visible piercings. 14. It is important that we look uniform as a squad. Cheerleaders should be aware of what uniform they should wear to each event. It is important that everyone wears the same hair ribbon, bloomers (Everyone wears wind suit jacket or no one wears it). Hair should be worn up, secure and out of face unless otherwise notified by the sponsor. 15. Bra straps or other under garments should not be showing. 16. Cheerleaders may not have uniforms altered without the sponsor s approval. If a uniform is altered without approval, the cheerleader will be responsible for purchasing a new uniform before he/she will be allowed to perform. 17. The final decision on the length and style of the uniform will be made by the sponsors. 18. The uniform is only to be worn in conjunction with school events where the entire squad is present. 19. Cheerleaders will not wear their uniform to a non cheerleader function. 20. Cheerleaders will not lend out uniforms to someone who is not a cheerleader without prior approval of the coach. 21. Cheerleaders are responsible for damage to or loss of any part of a uniform. Cheerleaders will be responsible for the replacement of the uniform or repair costs. 22. False nails will have to be removed if they become a 10

11 problem. False nails must be worn short. On game day, nails must be painted clear or have no polish. Performance: Varsity cheerleaders who are unable to attend a practice the week before a pep rally will NOT be performing in the pep rally. A Junior Varsity member will then try out to fulfill your position during the pep rally. 23. Cheerleaders should not inappropriately exaggerate dance steps. 24. All cheerleaders must focus on the task at hand at all times. Due to the danger of stunting, it is imperative that cheerleaders behave in a serious manner. 25. No chewing gum, ever. 26. Candidates can NOT take pictures for yearbook while fulfilling cheer commitments at games. 27. Varsity Football Games: If a varsity cheerleader cannot attend the game due to extracurricular or school related activities, or arrive by the designated time; a junior varsity member will take their place. The varsity member will then be responsible for cheering at the junior varsity game for that week or upcoming week depending on the JV football schedule 28. NO COMMUNICATION with football, basketball or volleyball players, managers or trainer while on the field or court. 29. Personal needs must be taken care of during half time. (Restroom, family business ) 30. At the football games, cheer members MUST be back on the field when the clock reads 5 minutes prior to the end of half time. 31. Varsity members will NOT be allowed to leave school before out of town football games. *Be aware that you are a role model to the youth of this community and this school. Any action causing unfavorable publicity to this school or squad (as determined by sponsor or principal) can result in disciplinary action or removal from the squad. Summer/ Camp Summer camp is mandatory. The sponsor will provide a summer practice calendar at the parent meeting following tryouts. Cheerleaders must make every effort to plan around the practice dates. If a cheerleader is planning on missing practices he/she must talk with the sponsor as soon as possible, and it will be at the sponsor s discretion whether the absence is excused or not. Cheerleaders must 11

12 attend mandatory summer practices. Cheerleaders must also attend all days of Mini Clinic. Captains The captain will be chosen by a popular vote from their squad and the cheer coach. The captain cheerleader for the varsity squad must be a senior and have been a varsity Sweeny High School cheerleader the previous year. The cheer coach will make the final decision. The co captain for the varsity must be a junior or senior and have been a Sweeny High School cheerleader the previous year. The co captain will be chosen by a popular vote from their squad and the cheer coach. The cheer coach will make the final decision. The junior varsity captain will be chosen by a popular vote from their squad and the cheer coach. The captain cheerleader for the junior varsity squad must be a sophomore, junior or senior and have been a Sweeny High School cheerleader the previous year. The cheer coach will make the final decision. The co captain for the junior varsity must be a freshman, sophomore or junior. The co captain will be chosen by a popular vote from their squad and the cheer coach. The cheer coach will make the final decision. Duties of the Captains A cheerleading captain should work very hard to keep a positive attitude at all times! They must be fair and always think of what is best for the squad. The captain should never punish any other cheerleader. If there are things going on with another cheerleader that might require punishment, the captain needs to let the sponsor know. It is important for the captain to have open communication with the sponsor. During disagreements, the captain should not let things get out of hand. Let the sponsor know what is going on, so that a decision can be made. The captain should not have to be the bad guy. A captain should hold their self to a higher standard and be ready to take on extra duties at the last minute, if needed. Some duties of a captain are: 1. Together, with the sponsor, coordinate and designate the practices during the summer and school year. 2. Help the squad work together. 3. Make the sponsor aware of any problems among the squad. 4. Keep a constant flow of cheers/chants going during games. Be sure that everyone is aware of what cheer is being called. 5. Choreograph and teach routines with approval of music and dance of the sponsor. 12

13 6. Decide and communicate what uniforms are to be worn with approval of the sponsor. 7. A captain who does not fulfill their duties to the satisfaction of the sponsor may be removed from the position. MASCOT RESPONSIBILITIES Duties of the Varsity mascot will include: All duties that are assigned to a cheerleader. keeping the uniform in good condition interacting positively with the crowd, especially small children learn cheers, chants and dances to be able to work with the squad when necessary choreograph skits for each pep rally *All rules, applicable costs and responsibilities of cheerleaders also apply to mascots. Practices/Performances 1. The sponsor and cheer captain will set all practices for the summer and school year. 2. In the event that a cheerleader needs to be absent from a practice/performance, the sponsor should be notified as early as possible. If a cheerleader is absent from school, call or the sponsor that morning so that performance changes are not left to the last minute. 3. An unexcused absence can result in benching for that week s activities. 5. Tutorials should be handled before school. 6. Never build a stunt without the coach present. Some of the stunts can be very dangerous. 7. Warming up is not optional you must be stretched to do any cheerleading task requested. Begin stretching as soon as you are in the gym. We will not take mini breaks between tasks for you to stretch. 8. Wear cheerleading shoes with socks at all times. 9. Cell phones are completely off limits during a practice or performance. 10. During the game a cheerleader will not sit in the stands or leave the squad without direct permission from the sponsor. 11. After a practice/performance cheerleaders should clean up the area and take responsibility for designated duties before socializing. 12. Some of the stunts are can be very dangerous. Every team member should be spotting and 13

14 looking up at the flyer. Giggling or shouting at the stunt group will not be tolerated. 13. Do not have side conversations between cheers or during stunts. 15. A cheerleader will be removed from the squad if assigned to DAEP, suspended from school or assigned to ISS more than one time during the school year. 14. If there is an emergency, notify the coaches as early as possible. 14

15 Punishment and Demerit System The demerit system is designed to create an effective squad and encourage excellent behavior that is expected of student leaders. Following the rules and doing his/her job allows each student to contribute to the squad s unity. It is also necessary for the squad to be successful. A. General/Uniform Guidelines: 2 Demerits: CL did not help clean up area after use (this is the responsibility of the entire squad) Hair is not properly secured Chewing gum Jewelry Failure to meet a set deadline Detention Failure to make arrangements for a timely ride home Receiving failing progress report (2 demerits per progress report) 5 Demerits: Public display of affection Lending out or wearing uniform at a non cheer event Failed to complete assigned duty or bring necessary items Cursing/Arguing with anyone Use of cell phone at practice or performance Receiving Saturday School ISS for 1 2 days 10 Demerits: N or U in conduct in any class Loss of eligibility due to grades Failure to regain eligibility at progress report Public indecency ISS for 3 4 days Benched: Visible tattoo (until covered) Disrespect to coach, teachers, school staff, or peers Unapproved uniform alteration (until uniform is replaced) Bullying or cyberbullying Any inappropriate use of social media, Facebook, twitter, Instagram, texting, ing, etc with a possibility of for removal from the squad. Visible piercing or other jewelry (until removed) ISS for 4 5 days 15

Practice/Events/Performances: 2 Demerits: Wrong/incomplete practice attire Late getting back after half time (3 minutes left on the clock) Inappropriate sideline behavior o Excessive talking o Talking to crowd members o Not paying attention o Getting out of formation o Not cheering/spiriting/jumping for entire performance o Unsportsmanlike behavior/comments o Failure to hold the run through sign o Failure to show respect during National Anthem/School Songs Excused absence from practice (Illness/Doctor s note; death in the family; UIL or school sponsored event all at coaches discretion) 5 Demerits: Failure to warm up/participate Not having all signs painted by due date set by the coach Not having signs taped to poles and ready for pep rally, games Leaving before for dismissal by coach Tardiness practice/performance (If a CL misses the bus he/she will not cheer at the game.) Unexcused absence from practice (work; vacation; appointments; non UIL or school sponsored involvement all at sponsor s discretion) Excused absence from performance (Illness/Doctor s note; death in the family; UIL or school sponsored event all at coaches discretion) 10 Demerits: Unexcused absence from performance (work; vacation; appointments; non UIL or school sponsored involvement all at sponsor s discretion) Acting in an unsafe manner Notes: 1. If a cheerleader is benched he/she will not participate in events for the week. He/she will still be required to practice and attend events. 2. After an accumulation of 10 demerits the cheerleader will be benched. 3. After an accumulation of 20 demerits the cheerleader will be benched for six weeks. 4. After an accumulation of 25 demerits there will be a sponsor review for removal 16

17 5. Any sponsor/principal review or the severity of a cheerleader s actions may result in dismissal from the squad. 6. Please be aware that it is impossible to write all demerit worthy offenses in the constitution. Sponsors will use their own discretion when a situation arises that they deem demerit worthy. Just because the specific offense is not listed does not mean that a cheerleader will not get demerits. 7. A cheerleader will not be allowed to tryout the following year if they have any outstanding fines, dues or demerits. 8. These are general rules and guidelines for all SHS Cheerleaders. Failure to comply may require a sponsor to make a judgment call. These decisions will be left up to the individual sponsors for each squad. Sponsors reserve the right to upgrade any penalty (immediate benching) depending on the severity of the situation. Cheerleaders may choose to work off demerits through appropriate duties or activities assigned by the sponsor at the sponsor s discretion. The demerits must be worked off before the next event or the cheerleader will be benched until the demerits are worked off. Failure to work them off by the second event may result in suspension. Some examples of ways to work of demerits include, but are not limited to, the following: Extra duties assigned by the sponsor (example painting signs, help carry supplies to field/pep rally, cleaning cheer room ) MUST be completed in the presence of a sponsor: o Running 1 mile is equal to working off 1 demerit o Jumps 40 jumps are equal to working off 1 demerit o Workouts: 50 pushups or 100 crunches are equal to working off 1 demerit This constitution is not a contract. The purpose of this constitution is to serve as a guideline only. The policies and procedures contained within this constitution can be changed at any time to serve the best interest of the Sweeny Cheerleader organization. The guidelines set forth above are designed to ensure equality of all members when related to the tryout process and to disciplinary issues. The sponsor reserves the right to make accommodations on extenuating circumstances when necessary. Being a good cheerleader/mascot requires hours of practice, planning, preparation, pep, enthusiasm, a positive attitude and a winning smile. It is indeed an honor to be chosen as a cheerleader/mascot. As a cheerleader/mascot, you have responsibilities; therefore, you must set your priorities to fulfill these responsibilities. 17

18 Sweeny High School Parent/Cheerleader/Mascot Agreement Varsity Football Games: If a varsity cheerleader cannot attend the game due to extracurricular or school related activities, or arrive by the designated time; a junior varsity member will take their place. The varsity member will then be responsible for cheering at the junior varsity game for that week or upcoming week depending on the JV football schedule My child will represent Sweeny High School as a cheerleader/mascot for the school year. I understand that my child must abide by the rules and regulations set forth by the sponsors and the principal of Sweeny High School. I have read the constitution and demerit system and understand that a violation of any of the rules may result in my child receiving demerits and/or suspension/removal from the squad. I understand all cost involved as stated by the sponsors. I understand by the very nature of the activity, cheerleading/mascot carries a risk of physical injury. No matter how careful the participants and the sponsors are, the risk cannot be eliminated. I understand these risks.
