1 North Western Tasmanian Bowls Association MINUTES OF THE NWTBA GENERAL ( DELEGATES ) MEETING HELD AT THE SOUTH BURNIE BOWLS CLUB ON MONDAY MARCH 3, 2014 AT 7-30 PM. Acting President David Gewin opened the meeting at 7-30 pm and in doing so welcomed all delegates. APOLOGIES Leigh Bishop, Dave Jeffrey, Darby Ryan, Robert Simms, Graeme Parker. ATTENDANCE: 24 members from our 15 member clubs plus Acting President David Gewin, Secretary / Treasurer Glen Stephens, Match Committee Chairman Ian Moore. Carried BUSINESS ARISING: Nil NOTICE OF MOTION - Railton. That there be no early starts to Pennant Games for any non- playing officials for State events. Resolved that the Notice of Motion lay on the table until such time as the new Constitution is put in place where the Railton concerns will or should be dealt with. CORRESPONDENCE: a. Letter from Bowls Tas. advising date for RCC meeting on February 24 at Campbell Town. b. Letter from Ulverstone putting forward proposal for consideration to alter to the Division 5 roster. Resolved that this letter lay on the table until results of proposed future developments are known. The Division 5 roster has been and will be discussed
2 2 further by the Match Committee when it s recommendations will be put to the delegates at the NWTBA. Annual General Meeting. c. Request for eight shot badges from Turners Beach and Burnie. (Badges supplied.) d. Letter from Julie Schmidt re Division 5 and loss of 25% when playing short. Suggesting ridiculous rule should be changed. Delegates agreed but this cannot happen as it is a World Bowls Rule. e. Letter from 7BU offering to discuss sponsorship. Secretary to chase up. f. Letter from Laraine Spurr South Burnie requesting website addresses be included on the NWTBA Website. They are already on the website under club information. g. Copy of from Bowls South advising Bowls Tas. that they will not send out advertising material to clubs without receiving compensation for same. h. Letter from Lara Giddings Premie - advising a $2000 contribution towards new uniforms for our Junior bowlers. i. Letter from Bowls Tas. requesting that the Junior boys event be transferred from South Burnie to Burnie at the request of South Burnie who wish to preserve there greens for the Australian Sides Championships in late March. Change was agreed to j. Letter from John Lancaster re concerns with Tribunal hearing. k. Letters from South Burnie and East Devonport re sponsorship arrangement with Vincents Funeral Services. l. Letter from Railton advising Denis Whitney had resigned as President and that Mark Wells had been elected to his position. m. Letter to Leanne s Trophies & Gifts ordering supply of Championship Bars. n. Letter from Barry Walker re results sent to the media. o. Letter sent to all clubs re the Vincent Funeral Services sponsorship deal. p. Letter sent to Peter Vincent of Vincent Funeral Services accepting the sponsorship arrangements. q. Letter sent to Barry Monson expressing disappointment at his decision to resign as President and thanking him for his services to bowls on the North West Coast and to bowls in general. r. Letter to and copy of reply from Steve Tomlin Bowls Tasmania re catering arrangements for the Tasmanian Triples Championships to be held at Devonport from March Moved Barry Bomford Seconded Keven Dowling that the inwards correspondence be received and the outwards endorsed. Carried. REPORTS Bowls Tasmania. Presented by President David Gewin. This report generated a lot of discussion with the main points of interest being the playing the State pennant finals with three rinks or twelve players. Delegates made it clear they were not happy with that arrangement but were unsure what the alternatives were. It was suggested that this Association boycott the event completely or at the very least play the South who would have 16 players. Secretary to feel out South s position. Another suggestion was for the clubs who won the local premiership to decide themselves as to whether they played in the event or not. This seemed the most acceptable suggestion. Secretary Glen was to contact the Bowls South Secretary to obtain what their views are. ( Glen has contacted the South and while they are not happy about it they have not made any decision not to participate. One suggestion from them is for our Premier clubs to take our full compliment of sixteen players and use them all at some stage ie in the second game, which would then qualify them as being a part of the State Premiers should their club win the title.). Hardly a satisfactory solution as players would not want to miss games.
3 3 Open-gender: Once again delegates made it clear that they were not in favor of nongender specific bowls apart from in the lowest division. Secretary Glen said he was suspicious of the claims that funding to B.T. from Bowls Australia and the State Government is reflective on whether regions are open gender or not. He said he would find it very hard to believe that Bowls Aust, would refuse funding to a State like New South Wales who would be the biggest contributor to the Bowls Australia coffers. It was clear from comments from the delegates that this Association wants to continue playing under our existing rules. We do not want or need mixed gender bowls unless it is in the lowest division. Unification: While delegates are still not in favor of unification they did agree that it may soon be time to raise a memorandum of understanding to enter into discussions with the NWTWBA with the view that unification may take place sometime in the future however long it may take to implement. It would certainly not be in the foreseeable future. It was decided to wait and see how the meeting of the NWTWBA on the issue panned out. Database updates are now overdue. President David has undertaken to have that completed but he suggests it would be in each clubs best interest to also learn this system. Conditions of play: Still compiling a conditions of play document for the state. A work in progress. Constitution: Bowls South have formed a committee to look at the B.T.Constitution with the view to altering it to allow the regions to decide their own pennant structures. They believe this is quite possible. When they have completed the review they will forward it on to the NWTBA for comment and possible support. Insurance: BT cover everything insurance wise from club level and up. Clubs are responsible for their own insurance. Financial Report. Presented by Treasurer Glen. The Treasurer reported a bank balance as at the 28 February, 2014 of $ He told delegates he expected to have about $10,000 worth of expenses to come before season end. The income for that period will be about $3000. He expected to finish the season in a reasonable financial position slightly down from last season. He asked all clubs to please make sure they had paid all their registration fees for players who had participated in pennant games for their club. He advised clubs that Bowls Tasmania would be increasing their Capitation fees by $3 for next season so clubs can expect an increase to meet that commitment. Moved Glen Stephens Seconded TC Hofman that the Treasurers report be accepted. Carried Umpires: Umpires Chairman Barry Isaac told delegates around forty NWTBA and NWTWBA umpires will come under the new accreditation and re-accreditation program. OPSM had donated 88 hats to the State Umpires panel of which 20 were allocated to the North West. Barry advised the meeting that the two Southern and one Northern delegate had resigned from the BT State Umpires Panel. As he was the only one left on the panel he also resigned on Thursday February 13. Barry advised the meeting that he had attended the tribunal hearing of John Lancaster. He said he was of the opinion that the former umpire involved was not happy with the penalty
4 4 handed out but as it was an Independent panel that had heard the case the panel s decision would have to be accepted. Barry said that two International Technical Officers (NTO) from the mainland, NWTBA and NWTWBA umpires as well as Umpires from the North and South will be officiating at the Australian Sides Championships at South Burnie from Friday March 28 till Thursday April 3, It was Moved Barry Isaac Seconded TC Hofman that the Umpires report be accepted as presented. Carried Match Committee: Chairman Ian Moore read out his report. He told delegates the Match Committee would like to thank all clubs who had made their greens and amenities available to the Match Committee through out the season. He thanked Match Managers, Umpires, Caterers and markers for giving up their time to ensure the smooth running of the Association events. All Championship events had been completed apart from the Open Fours. The two participating teams Penguin and Port Sorel were advised through their club Secretaries that they must organize the game between themselves or the Match Committee will schedule it to be played on Sunday April 6. Championship winners were. Open Fours TBD. Triples Tony Dickson, Mike Higginson, Alan Duncan Spreyton. Pairs Greg Douce, Tony Maney Latrobe. Singles Mark Nitz Burnie. Minor Fours Barrie Cruse, Colin Stephenson, Keven Gaffney, Jeoff Webb Latrobe. Triples Barrie Cruse, Robert Sims, Robin Broomhall Latrobe. Pairs Phil Brown, Don Corbett Spreyton, Singles Lerio Court Latrobe. Juniors Pairs Julian Brown, Noah Lade Penguin, Singles Julian Brown Penguin. Under 25 Pairs Josh Tyrell Turners Beach & Tristan Bakes Ulverstone. Singles Michael Sims Latrobe. Ian made special mention of the Open Singles winner Mark Nitz who has equaled the great Tom Eastall in winning seven Open singles titles. Division 5 caused a lot of work and confusion this season because of over commitment by certain clubs. Clubs who have players wishing to play in the Australian Champion of Champion Pairs and Singles must have names to the Association Secretary by the end of March. Only winners of the Club events are eligible to enter. Ian wished all clubs who have teams in the finals all the best. Selectors: Representative team manager Tony Maney presented the State Wide Pennant trophy to President David. He said the team had preformed well right throughout the six games and were a credit to themselves and the Association. Barry Isaac said the under 18 team was outclassed but were well presented and played with great endeavor and sportsmanship. GENERAL BUSINESS Barry Isaac said he had received concern from several quarters re the playing of double headers. He indicated that he believed bowlers would prefer to play on long week ends. That was not what was indicated in the survey conducted by the Association. During certain seasons double headers must be played if we are to still want 21 pennant games.
5 5 Tony Maney warned delegates that both Latrobe and Devonport had bowls stolen from the clubhouse and several sets of indoor bowls were also stolen from a club in the vicinity. He asked clubs to make their bowlers aware of being offered cheap sets of bowls. Division 5 finals. The Secretary advised delegates that the schedule for the Division 5 finals will be as follows in both East and West. Semi Finals Sunday March 16, Preliminary Finals Saturday March 22, Grand Finals Sunday March 23, Coastal Grand Final Saturday April 5. State Final if participating April 12 & 13. Open Fours Championship; Participants to arrange themselves or otherwise the Match Committee will schedule them for April 6. Vice President. As the season was almost to an end it was decided to leave the position of Deputy President in abeyance till the Annual General Meeting. Secretary Glen assured delegates that he would have the nomination forms for all positions out to clubs by the week end. The closing date for nominations would be April 7, Positions not nominated for may be filled from the floor on the night of the AGM. Mitsubishi Motors Car raffle: The Secretary advised he would require all tickets, sold or unsold, returned by April 7 along with the cheques.. Annual Dinner: Resolved that the Annual Dinner this season to be held on Saturday April 26 be for Office Bearers, Delegates, Invited guests, Sponsors and their wives or partners only and that it be held at Dannebrog Bar and Grill Devonport. The Annual meeting of the Association will be on Monday May 19 at the Ulverstone Bowls Club. The Bowls Tasmania Gala Dinner and Trophy presentation evening will be held at the Country Club Casino on Saturday May 17. BT will subsidize the cost of the Dinner to a degree. The Secretary has requested that clubs who won premierships last season and have Mitsubishi trophies please return them to him so he can get them renamed Vincent Funeral Services trophies. As there was no further business forthcoming from the floor the President closed the meeting at 9-35 PM. The next meeting will be the Annual General Meeting which will be held at the Ulverstone Bowls Club on Monday May 19, 2014 at 7-30 PM. David Gewin Acting President Glen Stephens Hon Secretary
