2 PREVIOUS MINUTES Matters arising- nil Amendments- nil Motion- to adopt the minutes of the AGM 23 rd December 2012 at SBSC, Hobart Proposer- Jill Abel Seconder- Rob Hughes Carried REPORTS President Mike Kelly Refer to President s Report published in 52 nd International Cadet Australian Championship Program. Mike commented on the success of the 2013 World Championships team. He informed the meeting that while the Charter agreement with H20 Sportz was initially for at least 2 World Championships it was now only for 2013 due to changes in David Clancy s business arrangements. It is pleasing that 63 boats have attended the 2013 National Championships at RYCV and complemented RYCV on the work done to run these successfully. Treasurer Marija Sasson Refer to Treasurer s Report and annual accounts. Marija commented that there had been additional costs associated with having two World Championships within one year. Motion To adopt the Treasurers Report and Annual 31 October 2013 Proposer: Marija Sasson Seconder: Martin Pryor Carried Measurer Robin Endersbee No new boats have been measured in The change to the Nationals Measurement format has meant less global measurement, with State Measurers overseeing boats. Competitors at National Championships have had particular aspects measured at the end of each session. There has been some frustration that the boats have had to be measured but it is an education process as well. Paul Burnell asked what would be the consequence for competitors who made inadvertent mistakes. Robin responded with the example of sail buttons, where competitors receive a warning the first time and a penalty the second time. Jill Abel commented that there was some consternation for new families who had purchased boats from others. Robin responded that most of the errors he is finding are manufacturers/system errors rather than competitor mistakes, and that feedback has been given to manufacturers (eg Seldon booms). Jill suggested that the Measurer should give forewarning of the aspects that may be measured at the regatta.
3 Fleet 3 South Australia Rob Hughes Fleet 5 Tasmania Jill Abel Jill thanked the Cadet family for their support of the Hobart Nationals/Worlds and acknowledged the contribution of the Bailey family to the ICCA both on and off the water over many years. Fleet 6 Victoria Guy Schofield Guy commented on the work he has been doing with YV regarding the place of International Cadets in the YV pathway. Fleet 7 New South Wales Sarah Burley-Jukes Sarah reported on the move of the Cadets to MHYC and that there are now 22 Cadets sailing there. The Learn to Sail program at MHYC has included use of the Cadets. A new coach, Henry Bagnall, from UK has supported the program as has the Pryor family. There are 6 boats from MHYC sailing at this Championship, with only 1 skipper having previously competed in a National Champioship Worlds Mike Kelly Mike reported that the 2013 Belgium Worlds were a wonderful experience for all involved, with an Australian contingency of 52 and a harmonious team atmosphere. The Belgium Cadet Association where daunted by their outstanding experience at SBSC and did a great job. The team of 8 (7 in Worlds, 1 in Promotionals as the reserve) all participated in coaching. Chloe Abel also participated in the Promotionals. The highlight was the excellent Australian results. The negative factor was the Charter agreement as when the container arrived it contained everything except the RIB for the coach. This meant a RIB had to be chartered- the fee for this was not paid by Inmarine although it had been part of the charter/sponsorship agreement. Thanks to the support of parents a payment has been sent to Ron Meyer (RIB charterer) although not full payment. Thank you to the parents of team members who contributed to this. There has been an offer from David Clancy to donate an ex-charter Cadet to the class to make good on the debt resulting from the RIB payment RYCV Nationals- Guy Schofield State Government has been very generous with sponsorship as have other sponsors and we are seeing benefit of these (eg Tracker system). Guy thanked all for participating and commented that all is going well at this stage. Guy complimented the organising committee on their efforts and achievements.
4 ICC Executive Committee- Jill Abel Jill Abel has joined this committee along with existing Australian members Paul Burnell and Don Bailey. ICC Executive are currently working on a document outlining guidelines for conducting a World Championships. This could then be used at a National level, and could include expectations for the club running Nationals. Croatia has been confirmed as the venue for the 2015 World Championships. Jan Martin is involved at a senior level with ISAF and has joined a committee looking at junior classes. Executive Committee is also researching past Cadet sailors who have had international/olympic success. National Coach Paul Burnell 2013 Worlds team posed a unique situation regarding the location and the composition of the team. Two coaches were appointed and this worked very well in Belgium. An issue was that it took too long to appoint the coaches, with feedback from both coaches suggesting they would have preferred more time with the team. The system for 2014 will depend on the composition of the team. Paul recommended that more money be spent on local coaches with National coach/es working with the local coaches rather than spending money on travel for National Coach. ELECTION OF OFFICIALS FOR 2014 The rules of the Association determine that an office bearer can only hold a position for a maximum of three years, hence the Treasurer and Secretary must both be replaced. Mike Kelly has also decided to step down from Presidents role after two years. The National Measurer is also retiring from the position. Finally, the public officer role must be held by someone who resides in South Australia, with Rob Hughes standing down from this position. Nomination for President- Jill Abel Proposer- Paul Burnell Jill to consider nomination and inform Mike Kelly of her decision. Nomination for Secretary- no nomination received. Nomination for Treasurer- Alison Goodfellow Proposer- Ian Goodfellow Alison to consider nomination and inform Mike Kelly of her decision. 5 Proposer- Rob Hughes Seconder- Cathryn Furey Motion carried SUBSCRIPTION FEES AND CHARGES There is no recommendation for change from the ICCA executive other than that the Capitation Fee for Nationals be raised from $35 to $40 for the 2014 Nationals, due to rising costs of Worlds entry which is paid by the icca. Forthcoming Australian National Championships: rd National Championships PLYC In accordance with minutes of ICCA Annual General meeting 23/12/13, a letter of invitation was issued to PLYC to host the Cadet Nationals. PLYC have accepted this invitation and the dates are confirmed for 28 th December th January Forthcoming World s: 2014 Weymouth, UK, 14 th -22 nd August. Website is www. cadetworlds.co.uk A briefing for prospective members of the Worlds team will take place on the final day of the National Championships after the final race. 3. Future Nationals ICCA executive recognise the Youth Championships rotation, as follows: Perth NSW Adelaide In accordance with recommendation from Yachting Australia for Youth classes, Australian Championships should be held in the same State as the Youth Championships, that the ICCA Executive recommend that the following invitations be issued for hosting the 54 th and 55 th Australian Championships Middle Harbour Yacht Club, NSW (to host the 54 th Australian Championships) One of the Adelaide yacht clubs (yet to be determined)-possibly Larg s Bay or Brighton Sailing Club. 4. Measurement Motion was put forward by 6 th Fleet earlier in the year and implemented. Discussion regarding what constitutes a warning took place, including a question regarding whether informing competitors that a particular feature will be measured constitutes a warning. The outgoing measurer suggested this would
6 not be counted as a warning. It was pointed out that it would be up to the race committee to take a measurement infringement to protest and determine the consequence, not the measurer or the class. Regulations from ISAF provided by Don Bailey suggests that at a National Championships the minimum requirement is that all boats should be weighed and sails should be measured. This information will be forwarded to the incoming measurer. 5. National Coach See National Coaching co-ordinator report. It was noted that that it is the parents of the team members who fund the coach and it can be a fine line to balance this. 6. National Website Development and Maintenance Outgoing Executive recommend to incoming executive that this is made a national priority, with links to Clubs and State websites. 7. Charter Boats for Nationals and Worlds See National Presidents Report. There is still the container of Charter boats that were used in Belgium but their location is unknown. Mike Kelly is trying to contact receivers of H20 Sportz to determine the options regarding these boats. Another option is Blue marine in Poland. A decision regarding charter boats will need to be made shortly after the Nationals. 8. Nationals Sailing Instructions Mike Kelly referred to motion passed at Belmont Nationals which confirmed that each boat could only measure one set of sails for a National Championships, as is the case at the World Championships. This was not included in the Sailing Instructions for this Nationals at the insistence of the Race Officer, due to a technical interpretation of the rights of a Class. This is not in the spirit in which this class operates. It was pointed out that this was not the organising committees intention but rather the RO. 9. Queensland Class Opportunity Martin Pryor reported on his discussions with Matthew Flinders College in Maroochydore following their visit to Redlands. NSW has now provided QLD with 2 boats, and there are 3 Cadets sailing out of Maroochye Sailing Club, Mooloolaba. Martin suggested Cadets should participate in Sail Mooloolaba in July. He also suggested that if any clubs have excess boats they could be donated to QLD. Martin will also put Robin Endersbee in touch with QLD as he has mould and boat at home. 10. Spare Parts Dave Clancy has a range of spares to sell, which can be purchased individually or as a package. Extreme Sports Adelaide can also supply spares.
