3 EXECUTIVE HANDBOOK The Canadian 5 Pin Bowlers' Association (C5PBA) EXECUTIVE HANDBOOK continues with the identity and role this in aiding the league executive to WORK TOGETHER AS A TEAM. The manual's title was changed to the "EXECUTIVE HANDBOOK" in the season, in recognition of the enormous workload fulfilled each season by our thousands of volunteer league secretaries. We hope this name change has helped to more equally divide the responsibilities of administering a 5 Pin Bowling league amongst the league executives. While this manual was originally designed to assist all affiliated bowling leagues in the everyday running of their programs and tournaments; we hope to further improve your league's administration by promoting the idea that EVERYONE HAS A ROLE TO PLAY. We congratulate you for your invaluable and tremendous contributions in the past; and extend our sincere appreciation for your continued support and promotion of 5 Pin Bowling. As our sport continues to grow in popularity, and becomes the "in" thing to do -- we wish you a successful season of "LIFE IN THE FAST LANE". 4 WHEN YOU NEED A HAND... It is not uncommon for bowlers to ask questions. It is not uncommon for league executive members to respond with answers. But when you don't have them at your fingertips and you need a hand or a little reassurance, who should you ask? 8 PROGRAMS AND BENEFITS 1. In order to become an affiliated member league of the Canadian 5 Pin Bowlers' Association, each bowler must purchase a C5PBA affiliated membership card through the respective Provincial 5 Pin Bowlers Association. 2. Each affiliated member League shall receive a "League Sanction Certificate." 3. Each affiliated member League shall receive an "Executive Handbook" containing handicap chart, league and individual standing sheets, program formats and a complete agenda of the year's activities. (Available at Useful Documents - League Supply) 4. Each affiliated member League shall receive, upon request, an "Official Average Calculator" containing complete calculations, team scheduling chart and handicap system. (Available at Useful Documents - League Supply) 5. Each affiliated member League shall receive, upon request, one (1) Canadian 5 Pin Bowlers' Association Official Rule Book. (Available at Useful Documents Rule Book) 6. Each affiliated member shall be eligible to enter any and all tournaments sanctioned by the Canadian 5 Pin Bowlers' Association. 7. Each affiliated member shall be eligible for any and all awards administered by the participating bowling association. 8. Each affiliated member shall receive, courtesy of Bowl Canada participating member centres, free bowling by participating in the "Bowl 3 games pay for 2" program. ************ 6

9 CANADIAN 5 PIN BOWLERS' ASSOCIATION OTHER FUNCTIONS 1. Provide uniform rules and regulations for 5 Pin Bowling. 2. Organize Provincial, Zone and House Associations and provide an interesting program for its members. 3. Organize and promote the Sport of 5 Pin Bowling at the educational level by providing a suitable and interesting program for students in regular attendance at a recognized school of learning. 4. Aid and assist senior citizens, blind and disabled bowlers in Canada. 5. Work in harmony with the Bowl Canada. 6. Certify bowling lanes. 7. Sanction tournaments. 8. Certify and approve equipment. 9. Develop and implement all C5PBA's Technical Programs. 10. Provide leagues with all information on conducting a successful league. 11. Govern the conduct of all affiliated members. 12. Encourage individuals to work towards the betterment of 5 Pin Bowling in Canada. 13. Honour founders, proprietors, technicians, suppliers, bowlers and any other worthy group or individual to the "Bowlers' Hall of Fame." 14. Encourage sponsors to contribute to the promotion of 5 Pin Bowling in Canada. 15. Recognize and keep accurate records of special achievements such as perfect games and record scores bowled by Canadian bowlers. 16. Organize annual meetings to coordinate and discuss all phases of the sport of 5 Pin Bowling. 17. Represent all 5 Pin Bowlers in Canada for the purpose of obtaining government grants to further the sport of 5 Pin Bowling in Canada. ************ 7

10 CANADIAN 5 PIN BOWLERS' ASSOCIATION 5 PIN BOWLERS HALL OF FAME The Sport of 5 Pin Bowling is part of the Sports Hall of Fame at the Canada Olympic Park in Calgary, Alberta. Former O.F.P.B.A. Chief Executive Officer, Eric Whittaker, and Hall of Fame Curator, Tom West, have concluded many hours of work and are pleased that 5 Pin Bowlers now have a permanent Hall of Fame. Some of the memorabilia include an original loop, the loop ball rack, a pin bottom sander, photographs of Tommy Ryan, the founder of 5 Pin Bowling and various other items of interest. ************ 8

11 CANADIAN 5 PIN BOWLERS' ASSOCIATION AWARDS PROGRAM All members of the Canadian 5 Pin Bowlers' Association (C5PBA) are eligible to receive recognition awards. Each bowler is limited to redeeming four (4) awards (for crests and/or pins per bowling season. This award system is based on PINS OVER (CURRENT) AVERAGE, where you must meet the following requirements: To receive an award for a SINGLE game: the score bowled must be a minimum of 100 pins over the bowler's current league average. To receive an award for a TRIPLE*: the score bowled must be a minimum of 150 pins over the bowler's current league average, MULTIPLIED BY THREE (3). [* If a league bowls more than three (3) games, the qualifying score must be calculated on the FIRST (1st) three (3) games bowled.] 9

A bowler with a current league average of 125 who bowls between 225 ( pins over his/her average = 225) and 249 in a SINGLE GAME; will receive a 225 crest/pin. He/she can earn the 250 crest/pin by bowling between 250 up to 274. And so on A 280 average bowler will bowl a minimum of 380 ( pins over his/her current league average) up to a maximum of 399 and will receive a 375 crest/pin. He/she can earn a 400 crest/pin by bowling between 400 up to 448. And so on... 10

13 NOTE: METHOD OF COLLECTING AWARD 1. The bowler asks the League Secretary to record the award earned in the chart provided in this book; 2. The League Secretary provides a list of awards earned by the league members to the bowling centre representative or appropriate Award Chairperson; 3. The awards are given to the league secretary and recorded as received and then distributed to the league members. All awards must be picked up from the bowling centre in which the score was bowled, and must be applied for or collected within one (1) week of the score being bowled. Failure to follow this procedure will result in automatic forfeit of the award. In addition to these individual awards: each league with 100% membership in the Association will be presented with LEAGUE CHAMPION PINS for their winners. 14 12 CRESTS/PINS AWARDS - LEAGUE SUMMARY FORM - League: League Awards Person: Please use this form as an inventory of the awards your bowlers, who are C5PBA members, earn throughout the season. Mark each award earned with an X and when the award is received then circle the letter so you know the bowler has received it. At year-end, turn the sheet in to the Awards Chairperson at your bowling centre. They will then have a complete inventory of what each league used throughout the year and this will help them to ensure that they always have enough stock on hand. 15 In order to qualify for the Perfect Game Awards listed below, a bowler must meet the following requirements: a. he/she must be a member of the Canadian 5 Pin Bowlers' Association; b. he/she must have bowled the Perfect "450" Single Game in either a SANCTIONED tournament or during regular league play (no pre-bowling); c. his/her score must be in a SCRATCH (without handicap) score; d. he/she must have bowled the Perfect Game during the current 5 Pin Bowling season (September 1st - August 31st); summer leagues which are recognized by the Provincial association will also be eligible for the Perfect Game awards; e. in order for a Perfect Game to be recognized, all C5PBA rules must be in effect. At present, the Perfect Game Awards are: 1. Congratulatory letter with Crest & Pin from the President of the Canadian 5 Pin Bowlers' Association; 2. Hoult-Hellewell Perfect Game Plaque; 3. One Perfect Game commemorative ball from Canadian 5 Pin Bowlers Association; 4. Any additional award as provided by the Provincial Association; ALL PERFECT GAMES MUST BE REPORTED TO THE PROVINCIAL 5 PIN BOWLERS' ASSOCIATION WITHIN ONE CALENDAR YEAR IN ORDER TO RECEIVE THE ABOVE AWARDS. HOW TO REPORT THE PERFECT "450" SINGLE GAME The League Secretary must report the Perfect "450" score to his/her ZONE Awards Chairperson; and provide him/her with written documentation of the score(scoresheet). The Zone Awards Chairperson will then report the information to the PROVINCIAL Awards Chairperson who will contact the C5PBA National Office. A formal presentation is made to the bowler at the discretion of the Provincial Association. Remember: A Perfect Game is recognized only if the bowler is a member of the Canadian 5 Pin Bowlers' Association, and C5PBA rules have been followed. 13

16 CANADIAN 5 PIN BOWLERS' ASSOCIATION RECORD SCORES **ATTENTION LEAGUE SECRETARIES AND STATISTICIANS** Just a friendly reminder to you that it is necessary that the YEAR END AVERAGES from year to year are NOT thrown out; but rather transferred to the bowler's NEW AVERAGE SHEET! This is necessary for many reasons -- for example -- to determine the bowler's year end average for recognition of record scores and such tournaments as the C5PBA Inter-Provincal Championship, etc. By keeping the year end averages of bowlers in your league, you will save yourself loads of work! Because 90% of the Canadian 5 Pin Bowlers' Association membership is comprised of low to medium average bowlers, the C5PBA adopted a record score program to recognize bowlers when they excel beyond their established ability. This program is used in several provinces; and already Zone and Provincial Records have been established. It is hoped that all provinces will eventually implement this program. The following procedure will assist your League in initiating the Record Score Program: I. Most bowling centres in Canada have at least one (1) PENDING and one (1) PERMANENT Record Scoreboard: PENDING - Where the CURRENT season's reported scores are posted PERMANENT - Where all STANDING record scores are posted, as compiled over all previous 5 Pin Bowling seasons A PENDING record becomes PERMANENT when all reported record scores from the Pending Scoreboard (current season) are compared with those scores on the Permanent Scoreboard (previous seasons). A pending score that exceeds a permanent score replaces the latter in the FOLLOWING SEASON. II. a) at the end of December, if any posted scores (from the Permanent Scoreboard) are beaten, the League Secretary or Designate shall fill out a Record Score Form (individual and/or team) with all the particulars. (SEE SAMPLE). NOTE: If there are no scores posted, the League Secretary or Designate should complete a record score report form and include the HIGHEST scores for these categories. b) the League Secretary or Designate shall send these forms to his/her Local Record Score Chairperson, who will forward them to the Provincial Association; c) From these scores, the Provincial Record Score Chair-person will enter the highest scores from the House and Zone Associations on a PENDING Scoreboard. Scores submitted for which there are no existing records, shall be entered on their respective scoreboard and shall constitute a "Pending Record". d) At the conclusion of the bowling season, each League Secretary or Designate shall complete an END OF THE YEAR REPORT FORM (individual and team) for ALL categories and send it to the Local Record Score Chairperson who will forward it to the Provincial Association. NOTE: This report should include the highest scores, whether or not these were previously submitted during the season (regardless of having beaten any posted scores). AT THE START OF THE FOLLOWING SEASON, NEW RECORDS WILL BE ESTABLISHED AND POSTED ON THE PERMANENT SCOREBOARD IN ALL BOWLING CENTRES. 14

17 CANADIAN 5 PIN BOWLERS' ASSOCIATION RECORD SCORES FORMAT The C5PBA Record Scores Program is designed to recognize individuals and teams for their outstanding achievements in 5 pin bowling. The program is conducted on an annual basis and scores that beat existing records are inserted in the All Time Record Scores. The Record Scores Program shall observe the following general rules. 1. Records to be maintained at the House, Zone, Provincial and National levels. 2. Records to be maintained in two (2) basic divisions: INDIVIDUAL RECORDS TEAM RECORDS 3. League and tournament records to be maintained separately. 4. Individual records to be maintained in conjunction with the five average classifications. 5. Averages used shall be league average of the previous year or after twenty-one (21) games for new bowlers. Bowlers shall remain in the same average class for full season. 6. Team Records shall comply to the following; a) Separate records kept for Ladies, Men s and Mixed Teams b) A team consists of a minimum of two players c) Same bowlers need not count each game d) A Mixed Team score must include a minimum of one person of each gender e) Average Classifications do not apply 7. Scores to be recognized as records only at the end of each season. 8. Tournament records to be compiled according to individual tournament formats. 9. Single, triple, four and five game scores to be maintained in league records. 10. Triple, four and five game records must be bowled consecutively on the same day and include the first game bowled. 11. Master Bowlers Association scores to be compared to Provincial and Canadian Open Records. 12. End of the Year Awards to be presented by Provincial Association at end of season for highest single and triple in each class for that season. 13. All C5PBA Tournaments are eligible for Record Scores Program at all rounds. 14. C5PBA Rules and Regulations must be observed, e.g., certified lanes, foul lines. 15

All scores must be bowled in league play only, without handicap. No bowl-off scores are allowed. 2. Individual records maintained in conjunction with the five average classifications as show below: MEN LADIES CLASS I CLASS II CLASS III CLASS IV CLASS V 226 & UP 216 & UP 3. Where league format dictates that one individual score from team is dropped each game, that team will only be eligible for consideration in the category which includes all team member scores. E.g., if a six-player team scratches one score in league format and counts five scores, the team should be entered as a six-player team with all scores included. 4. The reporting forms are to be completed and forwarded in a timely manner to the Local Association according to the established reporting schedule. 1. All scores must be bowled in sanctioned events. 2. All C5PBA Rules and Regulations are in effect. OPEN DIVISION 3. As per General Note #10, all multiple game scores must be consecutively played games and include the first game played in that block. 16

19 TOURNAMENT DIVISION 1. Record Scores are maintained for each individual C5PBA Tournament. Provincial Bowlers Associations may also choose to maintain records for Provincial Events. 2. The Tournament format will determine whether records are scratch or pins-over-average. 3. All scores from Zone, Provincial and National Records are eligible for consideration. 4. Scores must be submitted at the conclusion of the bowling season. 5. As per General Note #10, triple, four and five game scores must be bowled in consecutive games and include the first game in the block. 6. In the event that a bye occurs during the sequence, the actual games played shall be considered consecutive. 7. In order to be eligible for consideration in the Individual records categories for multiple games, the player must bowl at least one frame in each game. 8. Changes in Tournament format may determine whether all multiple game records are recognized annually. E.g. Reduction in number of games played may result in some categories ineligible for consideration. However, new categories may be created as a result of the changes. 9. The A.G.M. will therefore be held on August 25-26/17. - SEMI-ANNUAL GENERAL MEETING - Begins on the third Thursday of January EXAMPLE: In the 2017/18 Season, the third Thursday in January is January 18/18. C INTER PROVINCIAL 5 PIN BOWLING CHAMPIONSHIP F O R M A T The Inter Provincial 5 Pin Bowling Championship consists of five (5) steps: I II III IV V The League Round (Optional) The House Round (Optional) The Zone Finals The Provincial Championships The National Championships GENERAL RULES 1. Open to all Canadian 5 Pin Bowlers Association members nineteen (19) years of age and over as of December 31, 2017, EXCEPT where prohibited by law. 2. Entry fee structure to be established by the Provincial Association. 3. Entrants must have a current league average as of the date of entry, based on a minimum number of games as set by your Provincial Association. Bowlers that bowl regularly in two (2) or more leagues or centres, may enter in each league or centre and compete in the League, Zone and Provincial rounds, provided the scheduling of same permits, but shall only be permitted to bowl once in the National Championship. 4. Format in all rounds, except the National Championship, will be determined by the Provincial Association. Qualifying in all rounds shall be based on Pins Over Average. The National Championship will be match play based on Pins Over Average. Teams at the National Championship shall consist of four (4) players. 5. Only averages established under official rules of the Canadian 5 Pin Bowlers Association shall be accepted. Scores and average of all winners in all rounds shall be authenticated and checked thoroughly. Any falsification or misrepresentation of scores or averages knowingly or unknowingly, shall result in automatic disqualification. 6. Replacement shall be allowed in all rounds (except the League Round). 7. A replacement team must be the next eligible team in order of finish from the preceding round. 8. A replacement bowler must be the next eligible bowler in order of finish from the previous round provided that the replacement bowler is from the same local association. Any bowler who vacates their position on a team for the next level of competition, forfeits their right to return to that team in the current year. 9. Personal bowling balls may be used if facilities permit. House balls must be used if the bowlers' personal bowling balls have not been returned (no delay of game). The use of personal bowling balls is at the bowlers' own risk. The proprietor shall not be liable for any damages to personal bowling balls. 35

38 Personal bowling balls may be randomly inspected at any time during the tournament or on completion of the tournament. Personal bowling balls must meet the specifications as set by the C5PBA. Weight to be not less than 3lbs. 4 ounces and not greater than 3 lbs. 12 ounces. Diameter to be not less than 4 3/4 inches and not greater than 5 inches. (See C5PBA rule book - Section A, Rule 6) Penalty: Any scores rolled using non-regulation equipment, in sanctioned league or tournament competition, shall be disqualified for C5PBA Record or High Score Awards and/or shall nullify scores being used in qualifying for C5PBA sanctioned tournaments. Should a question arise regarding the legality of a ball, the Tournament Director has final say. Appeals/complaints regarding personal bowling balls may be made following the procedure outlined in the C5PBA Rule Book (Section B, Rules 18 & 19). 10. Canadian 5 Pin Bowlers Association rules shall apply in all rounds except in the League Round where league rules shall apply. 11. Any article falling from a bowler s person on or over the foul line during delivery of the ball is a FOUL. Call the Judge of Play to retrieve any such article. 12. The consumption of alcohol, chemical depressants or stimulants (performance enhancing drugs) are prohibited during all levels of competition. Bowlers and/or coaches who are found to be under the influence of such substances will be suspended from the remainder of the competition. 13. No mechanical noisemakers will be allowed in any round of the event. 14. The use of chants, songs, cheers etc. which contain profanity, slanderous remarks or words which are deemed detrimental to the image of 5 Pin Bowling will not be allowed. Use of such illegal chants will result in forfeiture of game and repeated violation of this rule shall lead to suspension from competition. 15. The use of profanity, of any nature, will NOT be tolerated! A warning will be given, however, if use is continued, the offender will be suspended from competition. 16. The wearing or use of external electronic devices such as MP3 players, cell phones, etc. is prohibited. This applies while the bowler is on the approach but does not prohibit the bowler from using the device while awaiting his/her turn. 17. Suspended bowlers may NOT be replaced by emergency spares. 18. In case of any dispute, the decision of the Tournament Committee shall be final. 19. In all rounds, scorekeepers will be used only in the event of a malfunction with the scoring system. LEAGUE ROUND (Optional) 1. Bowlers shall a bowl a minimum of six (6) games during league play in a four to six week period (as set by your Provincial Association) during regular league play between dates as set by your Provincial Association or October 9 November 19, The formula for advancing to the House round shall be determined by the Provincial Association. 36

39 3. Entrants must use their league average as of a date as set by your Provincial Association or October 8, 2017 with a minimum of twelve (12) league games having been bowled. 4. Leagues with teams that play with a substitution format and carry extra members, may adjust the format so that all members are eligible to participate. Example: The bowler that does not start the game would be considered the same as absent and would count 95% of their average. A player that starts the game but does not finish, would be given the final score of the game that they had started. HOUSE ROUND (Optional) 1. All League Round qualifiers in a bowling centre shall bowl a minimum of six (6) games. This may be bowled during regular league play. 2. Format and average date to be determined by the Provincial Association. 3. The formula for advancing to the Zone round shall be determined by the Provincial Association. ZONE FINALS 1. All League/House Round qualifiers in a Zone shall bowl a minimum of six (6) games on or before January 31, 2018 in centres approved by the Provincial Association. 2. All bowlers who compete in the Zone Finals must use their highest league average (if a bowler bowls in more than one league) based on a minimum of twelve (12) games having been bowled. Average date to be determined by the Provincial Association or December 31, The formula for advancing to the Provincial round shall be determined by the Provincial Association. 4. In the event a bowler is absent, see General Rule #8 for replacement procedures. 5. In the event of a tie for the final qualifying position, there will be a one (1) game roll-off to determine who will advance. 6. Coaches for the Provincial Championship will be selected at the completion of the Zone Round and must a C5PBA affiliated member in good standing and be Community Coach 'trained' in the NCCP a minimum of thirty (30) days prior to the Provincial Championship. PROVINCIAL CHAMPIONSHIP 1. The Provincial Championship shall be bowled on or before March 11, 2018 in a centre designated by the Provincial Association. The Provincial Association shall determine format for the Provincial Championship. As a guide, the National Championship format may be used. 2. All bowlers competing in the Provincial Championship must use their highest league average (if a bowler bowls in more than one (1) league) as of JANUARY 8, 2018, based on a minimum of twentyone (21) games having been bowled. 3. The Provincial Tournament Committee reserves the right to complete the field and all decisions by this committee shall be final. 4. The lane draw is pre-drawn under the auspices of the Provincial Association Tournament Committee. 37

40 5. Provincial dress code rules are in effect. In the absence of a Provincial dress code, please refer to National Championship Rule #5. 6. Only coaches and bowlers competing in the event shall be permitted in the bowlers' enclosure. 7. Only a bowler taking their regular turn in the line-up shall be allowed on the approach at any given time. All other bowlers and the coach must remain of the approach to the side or behind the scorestand. 8. For interpretation of any rules or controversy of any kind, stop play on your set of lanes and call the Judge of Play IMMEDIATELY. 9. The Judge of Play shall make all rulings and all decisions shall be subject to appeal to the Provincial Tournament Committee. NATIONAL CHAMPIONSHIP 1. The National Championship shall be held April 26-29, 2018 in a centre designated by the Canadian 5 Pin Bowlers Association. 2. All bowlers who compete in the Inter Provincial National Championship must use their highest league average (if a bowler bowls in more than one (1) league) as of March 15, 2018 based on a minimum of twenty-four (24) games having been bowled. 3. Only teams declared as Provincial Champions shall be eligible to compete in the National Championships. 4. The National Tournament Committee reserves the right to complete the field and all decisions by this committee shall be final. NOTE: the National Tournament Committee shall consist of the National Tournament Chairman and the C5PBA Tournament Committee. If a province cannot field a full team due to unforeseen circumstances, the C5PBA Executive will fill the field with the affected province covering related costs. Replacement bowlers would have all the rights and privileges of a team member. 5. Each team must be dressed uniformly. Individuals on a team must wear bottoms in the same colour but each may wear a different length/style bottom. Dress pants, skirts, skorts, dress shorts or capris shall be of the same colour with a straight hemmed bottom (no fluorescent colours, no denim of any colour, stirrups, leggings, harem, cargo, ruggers or sweat pants of any kind. No draw strings or no elastic at the hem of any kind). The dress pants, skirts, skorts, capris or dress shorts shall not be faded, torn, ripped, contain studs, buttons or pockets on the legs. The skirts, skorts or dress shorts may not be shorter than just below the fingertips when placing your arms at your side. When patterned dress pants, skirts, skorts, dress shorts or capris are chosen (ie. Loudmouth) as part of a provincial uniform, the colours in the pattern must be in the provincial colours and be approved by the C5PBA Executive. Bowling shirts or blouses must have sleeves, a collar and be of the same design in registered Provincial Association colours with appropriate province and bowler identification. A ladies style shirt is permissible and can be with or without buttons but must have a finished neckline. Bowlers may have up to twenty-four (24) square inches of sponsorship logos and or identification on each shirt. Sponsors may vary between individuals. Sponsors may not be in conflict with sponsors of the C5PBA. 38

41 No hats or caps or other headgear are allowed unless worn for religious or medical reasons. Penalty: Failure to adhere to the dress code rule will result in a penalty being assessed for each uniform infraction to the province as follows: 1 st offence - $ A match play format shall be used to determine the qualifiers and champions. Each bowler who beats his/her opponent on the opposing team, based on the most pins over average, shall receive one (1) point. Three (3) points shall be awarded to the team with the higher pins over average total for the game, making a total of seven (7) points maximum for the game. The lane draw is pre-drawn under the auspices of the Canadian 5 Pin Bowlers Association s Tournament Committee. 8. In each game, the team assigned to the RIGHT HAND lane shall be the HOME team and the team on the LEFT HAND lane shall be the AWAY team. The coach for the AWAY team is obliged to submit the line-up for a game before the line-up for the HOME team is submitted. 9. There shall be a five (5) minute warm-up preceding each block. Teams coming off a bye will be allowed to warm up when the other teams are in their 7 th frame providing there are available lanes. If there are no lanes available, the National Tournament Committee shall advise. 10. The order of bowling (team line-up) may be changed for each game. Once the line-up is entered on the scoresheet at the start of every game, this is the order that must be bowled. 11. Lead off bowlers shall not start the next frame until their anchor bowler has finished. Any ball or balls thrown shall be declared dead. 12. Only bowlers competing in the event, coaches and tournament officials shall be permitted in the bowling enclosure. 13. Any team that does not have a full complement of bowlers shall bowl only with the bowlers on hand. Late bowlers shall start to bowl and count only from the time of arrival regardless of the reason. 14. Only a bowler taking their regular turn in the line-up shall be allowed on the approach at any given time. Coaches and all other team members must remain off the approach. 15. Only non-playing coaches shall be allowed to coach. Coach designation shall appear on the shirt or blouse. 16. All games shall start when the Judge of Play gives the starting signal (see Rule #17). 17. Any bowler who throws a ball prior to the starting signal shall be assessed a fifteen (15) pin penalty. Any ball or balls thrown shall be declared dead. 39

42 18. For interpretation of any rules or controversy of any kind, stop play on your set of lanes and call the Judge of Play IMMEDIATELY. 19. Only coaches will be allowed to discuss, dispute or protest any point pertaining to the Championship with the Judge of Play. 20. Coaches must not approach a member of the opposing team with a complaint. If you have a dispute of any kind, stop the bowling on both lanes and summon the Judge of Play. 21. The Judge of Play shall make all rulings and all decisions shall be subject to appeal to the National Tournament Committee. 22. Flagrant violation of any rule may result in penalties being assessed by the Canadian 5 Pin Bowlers Association Tournament Committee. 23. If a team is missing a bowler, in the match play format, the opposing bowler to the absent position must bowl at least 95% of his/her own average in order to receive the individual match play point. The team with the absent bowler will be credited with 90% of the missing bowlers average for the team total. If the opposing bowler fails to win the individual point, the point will be awarded to the missing bowler. 24. In the event of a tie between teams or individuals in any game during the qualifying round, all available points shall be divided equally between the tied teams or individuals. 25. In 2018, there will be teams competing at the National Championship. Teams will compete in A & B pools. Provinces that have two teams will have a team assigned to each pool. The remaining provinces will be assigned to the A or B pool by random draw. 26. The qualifying round will consist of a single round robin. 27. Ties for a playoff position will be broken by reverting back to the match played between the tied teams in the qualifying round. If a tie still exists, the most pins over average in the qualifying match between the tied teams will be used. If a tie still exists, a one game roll-off will be held using the same match play format. 28. The top two teams from each division will advance to the playoff round. First place in Pool A will bowl against second place in Pool B and, first place in Pool B will bowl against second place in Pool A. The winners of these two playoff games will bowl against each other for first and second place and the losing teams will bowl against each other for third and fourth place. 29. There is a Tournament Assessment fee of $ if the province is sending one (1) team and $1, if the province is sending two (2) teams. This money is used primarily for prize money for the winning teams and individual awards. All expenses to attend are the responsibility of the participating province and will be dealt with as predetermined by each provincial association. NOTE: The National Championship format (rules 25 28) is subject to change based on the number of teams participating. 40

43 COACHES INSTRUCTIONS All coaches assigned to teams in the 2018 C5PBA Inter Provincial Championship must be a current C5PBA affiliated member in good standing and must be registered as having a minimum of COMMUNITY COACH TRAINED a minimum of thirty (30) days prior to the Provincial Championship of this event. 1. Coaches are to make sure their team knows at what times and on what lanes they bowl (see Official Program and Coach's Manual). 2. All bowlers are required to be at the lanes twenty (20) minutes prior to bowling. Coaches must contact the Chief Judge of Play or Tournament Official to register their bowlers prior to bowling. 3. Coaches are to make sure their bowlers are on hand for five (5) minute warm-up preceding each block. 4. Coaches should make sure all team members are dressed properly. 5. Coaches are responsible for the conduct of their bowlers. - alcoholic beverages may not be consumed during the event (this includes Byes ) - chemical depressants or stimulants (performance enhancing drugs) may not be consumed during the event - intoxicated bowlers or coaches shall be removed from the competition and may be suspended for the remainder of the tournament - no food or beverages are allowed in the bowlers enclosure 6. Coaches are responsible for watching the score for errors. After a frame has been completed and the next frame has been bowled, you cannot change the score unless it is an obvious error in addition. The scorepad is the official score and it is your responsibility to check it for accuracy. Team score recap forms and score-sheets must be signed by the coach after each game. Score sheets filled out improperly or not signed will result in an initial warning. A second offence will result in a final warning being given. For each additional infraction, a one (1) point penalty will be assessed against the team. 7. If there is a dispute regarding regarding pinfall, call the Judge of Play for a ruling. 8. Lane courtesy should be observed at all times but should not be overdone. 9. In all team events, only bowlers competing in the event, coaches, and tournament officials shall be permitted in the bowlers enclosure. 10. Only a bowler taking their regular turn in the line-up shall be allowed on the approach at any given time. Coaches and all other team members must remain off the approach to the side or behind the scorestand. 11. A bowler who wishes to leave the bowlers enclosure must inform the coach. 12. The Coach is responsible for having his/her team line-up submitted on the official scoresheet for each game as quickly as possible. 41
