1 Feb 2011 TRACK & FIELD TDESAA Playing Regulations All coaches must be familiar with the content of the TDESAA constitution, the elementary inter-school safety document, the TDSB Excursion policy and the TDESAA playing regulations for their sport. 1. Registration In order to participate, a team must be registered with the conference convenor at the pre-season meeting All school teams must have a coach or representative at the pre-season coaches meeting in order to register Schools failing to register will not be permitted to participate due to safety concerns. 2. Eligibility All athletes must meet the eligibility criteria as outlined in the TDESAA Constitution with regards to: Grade classifications: Grade 2 Grade 3 Grade 4 Grade 5 Grade 6 Grade 7 Grade Entries entry per grade and gender is allowed per school for each event. Conferences may allow 1 wildcard entry from the same school per grade and gender in individual events for grades 4-5 and 2 wildcard entries per grade and gender in individual events for grades 6-8. The wildcard entries can not be entered in the same event. If the wildcard athletes qualify for the conference and city finals, they will advance A competitor may enter any combination of 2 events plus 1 relay. (Coaches must be aware of the order of events) Scratches: If a competitor scratches from an event after qualifying for a final, he/she may not compete in any other events that day Substitutions: Please inform the convenor at the meet by 8:30 a.m if substitutions are to be made. League Structure 3.1 Scheduling Schedules and order of events will be determined by the conference convenor and the track committee in consultation with the conference executive. 3.2 Meet events TDESAA Track and Field competitions will consist of the following events: Track Events 100m Grades m Grades m Grades m Grades m Grades x 100m relay Grades x 400m open relay Grades 7/8 60m hurdles Grades m hurdles Grades Field Events Triple Jump Grades 4-8 Running Long Jump Grades 2-8 Standing Long Jump Grades 2-6 Shot Put Grades 4-8 High Jump Grades 6-8 city finals-optional at Conf. finals as practice event Safety Javelin Throw Grades Starting Times The starting times for all races for the conference meets will be decided upon by the conference convenor and the coaches present at the pre-season meeting. 3.4 Results The conference convenor is responsible for publishing a list of finishing results for all events and making the results available to the coaches. 4. Meet Scoring System 4.1 Grade Category Champions To determine division and overall winners, the following point system shall be used: 1 st 8 points 2 nd 7 points 3 rd 6 points 4 th 5 points 5 th 4 points 6 th 3 points 7 th 2 points 8 th 1 point 2

3 4.1.2 In the event of ties in track event finals, points will not be split. Each competitor will receive the points outlined in Any ties in overall team results, shall stand. 5. Tie Breaking 5.1 Ties in Events Track events: If 2 or more competitors in a preliminary event tie, a run off will be held, if necessary, to fill the final qualifying place. If there is a tie in any final event, points will be be awarded as outlined in the scoring section Horizontal Jumps and Throws: Ties are broken by looking at the next best performance from the 2 remaining jumps/throws, if still tied competitors will complete one last jump/throw to break the tie. 6. TDESAA Qualifier Each of the 4 TDESAA Conferences will be permitted a maximum of 4 entries per event at the City Championships for students in Grades Officials The conference convenor is responsible for selecting the necessary number of adult and student officials to conduct the conference meet Officials must be familiar with the rules and regulations that are outlined in the TDESAA Track and Field Officials Documents. 8. Defaults/Cancellations/Withdrawals 8.1 Cancelled Meets Every effort must be made to complete the conference and TDESAA City meets on the dates and at the times scheduled. Therefore, with the exception of lightning or, unless notified otherwise by the conference convenor, all coaches should assume that meets will take place as scheduled If either the conference convenor or the facility manager determines that the meet site is unusable, all parties involved in the meet should be notified on by 6:15 a.m. on the day of the meet. *Note: Coaches are reminded to cancel all transportation in the event of a cancelled meet. 3

4 9. Rules/Laws of Competition All events will be run under the auspices of the Ontario Track and Field Association, with the exceptions listed below At the beginning of a team s season, all team members together with the coaching staff and a member of the school s administrative team will discuss the behaviour, rules and expectations for the team members. All team members will be expected to abide by the code of behaviour for their school and the code of behaviour for athletes as outlined in the TDESAA Constitution in order for an athlete to be eligible to compete, they must be supervised by a coach or school representative at all TDESAA meets In the event that an athlete is disqualified, his/her coach may wish to contest the disqualification. The coach must present an appeal in writing to the conference convenor within a half-hour following the event involving the disqualified athlete. The conference convenor, the marshall, and an impartial coach will review the appeal and make a ruling Appropriate athletic footwear must be worn; no soccer or baseball cleats. Track spikes are not allowed (even if the metal pins have been removed) and will lead to disqualification if worn Sandals, bare feet or stocking feet will not be permitted in any event The use of starting blocks will not be permitted in any track events Implements: Shot put Safety Javelin Grades kg Grades g Grades kg For long jump and triple jump events, a 1-metre chalked take-off box will be used in place of a take-off board. Jump measurement will be taken from the toe imprint left in the chalked box For the triple jump 1m boxes of chalk will be marked: 4-5m, 6-7m and 8-9m from the front of the pit. If an athlete takes off before the chalked box, the measurement will be taken from the start of the next chalked box closest to the pit For the Safety javelin, standard javelin rules will apply. There will be a 30m runway, 4m wide with a curved line (arc of circle with 8m radius) at the end of the runway. Throwers may not step on or over the end line. Distance is measured where the tip of the javelin first makes contact with the ground to the middle of the curved end line. Javelins landing flat or tail first will be declared a fault and will not be measured For the 800m a box or waterfall start may be used at the discretion of the starter. 4

Athletes running through the hurdles will be warned at the first instance. A further infraction will result in disqualification In field events all athletes will be given 3 trials. Once the final checked in competitor has completed his/her three attempts, the event will be closed and the awards distributed. Athletes who have not checked in will not be allowed to compete once an event is closed All athletes must check themselves in at the marshalling area. Failure to report will result in disqualification Order of Precedence for Competitors: 1 st Track 2 nd Field Events *Note: Every effort should be made by field event officials to accommodate athletes returning from track events that have checked in previously Coaching for all events is allowed from designated areas only. This rule applies to coaches, parents and all other spectators. 10. First Aid/Safety/Supervision All coaches and conference convenors must be familiar with the content of the Toronto District School Board Elementary Inter-school Athletics Safety Document. Particular attention must be given to the guidelines pertaining to this sport A properly equipped first aid kit (refer to the appendix in the TDSB Elementary Interschool Athletics Safety Document) must be accessible at all practices and meets Coaches are to have an emergency action plan in place for all practices and meets. 11. Discipline If a competitor is ejected from a meet, his/her coach must inform the following people within 24 hrs following the day of competition. The principal of the school involved. The regional convenor. 5

6 The chair of the Conduct Review Board It is the duty of the coach to notify the athlete regarding his/her suspension from all TDESAA activities pending the conduct review board (See TDESAA Constitution) An ejected athlete is automatically suspended from any practices, exhibition, or scheduled meets involving his/her team until such time as the Conduct Review Board has conducted a hearing and rendered a decision His/her coach must ensure that the officials at the meet record a complete and accurate written account of the misconduct. 12. Awards Qualifying Meets: Individual Awards 1 st -3 rd place Crests 4 th 8 h place Ribbons Qualifying Meets: Team Awards Championship banners to team by grade (combined girls and boys total points) City Qualifiers: Individual Awards: 1 st -3 rd place Conference T Medals 4 th 8 h place Ribbons City Championships: Individual Awards: 1 st -3 rd place City Championship Medals 4 th 8 h place Ribbons 12.2 Relay teams will receive 4 medals per grade group. 13. Equipment Central staff will assist in the distribution of all required equipment. 14. Uniform Each competitor should wear a recognizable school top Members of a relay team should wear identical school tops Shorts, sweatpants or other athletic wear are acceptable. Jeans are not Hats and other headgear must not be worn during track and field events unless approved by the official Allowances are to be made for medical, religious, or cultural circumstances. 6
