1 SINGAPORE PRIMARY SCHOOLS SPORTS COUNCIL- SINGAPORE SPORTS SCHOOL JUNIOR MULTI-EVENTS MEET 2015 RULES AND REGULATIONS Last updated: 2 September The Junior Multi-Events Meet is held in accordance to the rules and regulations of the IAAF and governed by the rules and regulations of the Singapore Primary Schools Sports Council. It shall be conducted also adhering to the Baseline Safety Standards for the National School Games. 2. DIVISIONS: The MEET shall be run in the following 2 divisions for Boys and Girls: 2.1 C DIVISION - 1 Jan Jan Dec 2004 D DIVISION - 1 Jan Jan Dec Jan Dec 2005 Note: Competitors must compete in his / her own division only. 2.2 Age Dispensation Policy (Applicable for D Division) year olds (born from 1 Jan 2008 to 31 Dec 2008 and on 1 Jan 2009) and 8 year olds (born from 2 Jan 2007 to 31 Dec 2007) may choose to participate in the D Division only Application has to be put forth by parents, endorsed by school Principals and submitted to the Organising Committee for follow-up. (Refer to ANNEX B). 3. EVENTS 3.1 The events for the Multi-Event Meet are as follow: EVENTS 60 METRES HURDLES LONG JUMP OVERHEAD TENNIS THROW (80 GRAMS) RELAY 5 X 80 METRES 3.2 All competitors are to take part in the 3 fixed events provided, mainly, 60 m hurdles, long jump and overhead tennis throw. Competitors may take part in the non-scoring event 5 x 80 m relay. 3.3 Special Competition Rules Competitors must compete in the 3 fixed events for their age group A competitor who is disqualified at an event or who makes a trial but fails to score a legal performance is still able to compete in remaining events A competitor who fails to compete in any of the events will be deemed to have abandoned the Multi-Event competition A competitor who has abandoned the competition is not eligible for medal consideration, and will not receive an aggregate score. 1

SPECIFICATION: The weight for Overhead Tennis Throw and height for hurdles shall be as follow: 4.1 Boys Overhead Tennis Throw Hurdles (Distance - Height) C Division 80 g 60m - 60 cm D Division 80 g 60m - 52 cm Girls Overhead Tennis Throw Hurdles (Distance - Height) C Division 80 g 60m - 60 cm D Division 80 g 60m - 52 cm 4.2 Boys Start to 1st Hurdle Distance betweenhurdles Last Hurdle to finish C Division (60 m) 12.0 m 6.5 m 15.5 m (6 hurdles) D Division (60 m) 12.0 m 6.0 m 18.0 m (6 hurdles) Girls Start to 1st Hurdle Distance betweenhurdles Last Hurdle to finish C Division (60 m) 12.0 m 6.5 m 15.5 m (6 hurdles) D Division (60 m) 12.0 m 6.0 m 18.0 m (6 hurdles) 5. SCORING 5.1 Event and Competitor Scoring Points will be awarded to the best performance for each event based on each event scoring table approved by the Organising Committee A competitor s aggregate score, which is the total points scored for the 3 events, will be used to rank them. 5.2 Team Scoring The sum of the best 4 aggregate score will be used to calculate each school s division team total points There shall be a total of 4 Divisional Team Titles. Each Divisional Team title shall be determined by the total points of each school. 6. RULES AND REGULATIONS GOVERNING ENTRIES: 6.1 Entries Each school shall be allowed to send only ONE TEAM per division. Each team shall consist of a minimum of 4 athletes and a maximum of 6 athletes with all registered athletes able to compete in the Multi-Events A school shall be eligible to enter only 1 Team for the non-scoring 5 x 80m relay. Any of the 6 registered athletes can represent the school in the relay International students can only be registered to compete for their school after they have been issued with the student passes from the Immigration and Checkpoints Authority International students who are in the schools on exchange programme are not allowed to represent the school Students granted Leave of Absence (LOA) by MOE will be allowed to represent the school. 2

3 6.2 Registration All Entries must be made via the Official Registration Form No changes will be allowed once the registration form is submitted and verified EXCEPT only in the event that a registered competitor be transferred or has/have to leave school ONE WEEK before the start of competition The confirmed registration is deemed to be cleared by Principals once the registration form is submitted. 6.3 All registrations must be submitted by: 15 September Number tags will be collected from Balestier Hill Primary School on 23 September 2015 from 1200 hrs to 1700 hrs. 7. NOTICE TO COMPETITORS: 7.1 Competitors Number and Attire Each school is allotted a set of numbers for the Championship. THE SAME SET OF NUMBERS shall be used for each of the 2 Divisions for Boys and Girls. The only difference is the colour of the number tags used for each division The colours for the different Divisions are: C Division: D Division: WHITE BACKGROUND WITH GREEN NUMBERS WHITE BACKGROUND WITH BLUE NUMBERS Replacement for number tags is obtainable from the Chief Recorder Every competitor must be provided with two tags bearing the same number and these must be displayed visibly at the chest and back of the competitor. Each number tag must be pinned securely at each of the four corners. The number tags worn must correspond with the competitor s number in the programme All competitors must be in their school s sports attire and as far as possible the name of their school should be visibly displayed on their attire for easy identification. T-shirts/singlets must be tucked in Competitors must put on proper footwear for all events. 7.2 Track Events The Race Number and Lanes are drawn by the Organising Committee. Competitors shall run in the Lanes in which their names appear in the programme For 60 m Hurdles and the 5 x 80 m relay, each competitor or school shall run in his/her/their own lane. There will only be one race for 60 m hurdles for each competitor and 5 x 80 m relay for each school (no heats or final) For the 5 x 80 m relay, the baton shall be passed before the receiver has run more than 20 m. 3

4 7.2.4 The timing from the race only will be used to rank all competitors or schools. For 60 m hurdles, the first 4 competitors in each division will receive prizes and first 4 teams from each division for 5 x 80m relays will receive prizes Only spike nails no longer than 6mm are to be used on the track at Singapore Sports School Stadium The start Rule based on the 2002 IAAF rules shall be followed: Rule of The Start Any competitor making a false start shall be warned. If a competitor is responsible for two false starts, he shall be disqualified. 7.3 Field Events In order to avoid accidents during practice/competition, all implements must be thrown only from the throwing area and must be returned by hand and not thrown back to the starting area. The referee or other authorised official shall disqualify from the competition any athlete who wilfully disobeys the above instruction Competitors must use the equipment provided for the overhead tennis throw. The weight of the ball shall be as laid down in the Track and Field Rules and Regulations Para No Competitors shall take their trials in the order in which their names are printed in the programme, unless the Chief Field Judge decides to alter that order A competitor may not hold over any of his/her trials to a subsequent round If for any reason, a competitor is hampered in a trial in a field event, the Chief Field Judge shall have the power to award him/her a substitute trial For Long Jump and Overhead Tennis Throw, competitors will be given 3 attempts to register their best effort. A warm up trial jump (not part of the 3 attempts) will be given before the start of the competition proper Where the number of competitors is very large, the competition may be divided into two groups. Unless there are facilities for the two groups to compete simultaneously, the second group should start the competition immediately after the first group has finished In the event of a tie for long jump and overhead tennis throw, the second best performance of the athletes tying shall resolve the tie. Then, if necessary, the third best. If the tie remains and concerns first to fourth place, the athletes having achieved the same results will compete again in the same order in a new trial until the tie is resolved For long jump and overhead tennis throw, the first 4 competitors for each event in each division will be awarded prizes. 7.4 Arena Only competitors who are competing shall be allowed to enter the Arena Only officials on duty and competitors competing shall be allowed on the track and at the Finish area. Competitors must retire from the Track upon completion of their events. 4

5 7.4.3 No teachers, coaches or parents are allowed into the Competition Arena except the stipulated area. 7.5 Procedures on Reporting to the Competitor Stewards / Marshals All competitors whose events are due must report for clearance. It shall be the duty of the teachers-in-charge to ensure that their competitors report to the Competitor Stewards at least 30 MINUTES BEFORE THE SCHEDULED TIME OF THE EVENT FOR ALL EVENTS As far as possible all events will commence as scheduled. It may sometimes be necessary to run off an event ahead of or behind schedule. In all such cases announcements to this effect will be made over the main public address system After clearance by the Competitor Stewards, competitors must remain in the designated competitors' shed and WAIT TO BE USHERED INTO THE COMPETING ARENA by the Marshals No competitor is allowed to report directly to the Start or Field Event Pit. 7.6 Results of the Meet All results shall be posted on the Results Noticeboard, and shall be announced whenever possible. 7.7 Prize-Giving Prizes for the multi-events and the divisional title will be presented at the end of the meet. Prizes for each individual event will be given to the first 4 competitors once announcement has been made during the competition The first 4 competitors for 60 m hurdles, long jump, overhead tennis throw and the top 10 competitors for the multi-events for each division the will be awarded prizes The first 4 teams for 5 x 80 m relay and the Divisional Team Title for each division will be awarded prizes too To facilitate the prize presentation process, school is to send 1 representative to receive the divisional championship trophy. 8 TEACHER-IN-CHARGE OF TEAM 8.1 Each participating team must be accompanied by a teacher who shall remain with the team throughout the duration of competition. 8.2 The teacher-in-charge shall be an Education Officer or a Contract Adjunct Teacher only. 5

6 9 EXTERNAL INSTRUCTORS 9.1 External instructors are expected to conduct themselves with decorum during competitions. 9.2 External instructors are not allowed to approach the game officials to query their decisions. Only teachers-in-charge are allowed to approach game officials to seek clarifications. 9.3 Schools must ensure that their external instructors adhere to the SPSSC Rules and Regulations. 9.4 External instructors who have breached any of the rules and the schools which engaged him/her, will be referred to the Competition Organising Committee for appropriate action to be taken. 10 ATTIRE All school athletes must be suitably attired in accordance with the requirement of the game/sport. The attire should bear the school colours/logo/badge or name. 11. Matters Not Provided For All matters not provided for in these Rules & Regulations shall be dealt with by the Track and Field Competition Organising Committee. 12 Amendments The Singapore Primary Schools Sports Council reserves the right to delete, add or amend the rules and regulations laid down herein. 13. SAFETY CONSIDERATIONS 13.1 Schools should ensure that water and suitable refreshments be made available for their own athletes especially on all competition days Schools are advised to monitor their athletes' training programme. Excessive and detrimental training programmes can be harmful to young athletes Schools are to remind their pupils to look after their personal belongings at the competition venue. The Track and Field organising and technical committee will not be responsible for any loss All teachers in charge are to ensure the cleanliness of the stadium before vacating the area they had occupied All teachers in charge are to ensure the general discipline of their athletes at the stadium throughout the competition All athletes warming up are to be supervised by a teacher. 6

7 14 Inclement Weather 14.1 In the event of inclement weather during the competition, all events will stop and only resume when the weather clears In the event that the inclement weather does not clear, and in the interest of safety of the competitors, the organiser reserves the right to cancel the meet without any make-up day for the uncompleted events In the event that uncompleted events cannot be conducted due to inclement weather, prizes will not be awarded for the multi-events, divisional team events and the uncompleted events. 7

8 SPSSC FIVE STEP FLOWCHART FOR AGE DISPENSATION Last updated: 2 September 2015 ANNEX B Step 1: Application by Parents/Guardians Parents/Guardians submit the Age-Dispensation Form to their child s / ward s Principal for participation in the Junior Division (9 and 10 years old). Step 2: Endorsement by School School Principal endorses the application form after assessing the child s / ward s suitability. Step 3: Submission to Organising Committee School submits the application form with the registration form to the relevant games organising committee(s). Step 4: Follow-up by Organising Committee Organising Committee checks and ensures that the application form is complete, and accepts the application. Step 5: Child / Ward is allowed to participate Child is allowed to compete in the Junior Division for the year of application. 8

9 SINGAPORE PRIMARY SCHOOLS SPORTS COUNCIL Last updated: 2 September 2015 ROLE OF THE TEACHER IN-CHARGE (Please also refer to CCA Handbook: Role of CCA Teacher and Role of the CCA Coach / Instructor Chapter 2, Annex B & C 107) The teacher in-charge will represent the school on all matters pertaining to the administration and organisation of the tournament. He/She will do the following: to ensure good attendance during practice to take follow-up actions on absenteeism of members to co-ordinate training sessions with the external instructor to monitor and take stock of sports equipment to attend meetings called by the game convenor to submit team list to be responsible for the accuracy of the players particulars in the entry forms and ensure that the pupils are not placed in the wrong division. to liaise between the Organising Committee (convenor school) and the Principal (school) to check the fixtures and schedules to make transport arrangements for the teams to accompany the schools teams for all competitions to remain with the team throughout the duration of play to be responsible for the conduct and behaviour of the external instructor, players and supporters to represent the school in matters pertaining to appeals/protests (as required by the sport/game) to accompany pupils at disciplinary board meeting to ensure that the team is medically covered e.g. first aid kit 9

10 Code of Conduct for External Instructors Last updated: 2 September 2015 External instructors are expected to conduct themselves well in carrying out their duties. They are to observe the rules and regulations of the school. They should not replace the role of the teacher in-charge. They will prepare the training schedule for the team, in consultation with the Principal and the teacher in-charge (i.e. 30-week programme) They are not allowed into the competition area except where the rule of the game requires the presence of the instructor e.g. Softball. They cannot represent the school in any matters. They must not interfere with the organisation of the tournament. They are not allowed to approach the game officials to query their decisions. Only teachers-in-charge are allowed to approach game officials to seek clarifications. External instructors violating the above rules will be asked to leave the competition arena. Action will be taken against the school if the external instructors fail to comply with the tournament rules. The onus for the external instructors to adhere to the above rules and to be well versed with the competition rules amended to meet the needs of our pupils lies with the school concerned. Ensure that the team has adequate rest and given water breaks. Instructors should refrain from using foul language or in a tone not becoming of proper behaviour. 10
