1 2018 USATF Rule Changes Made Simpler This document is based on the Most Recent Report of the actions taken by the Rules Committee at the 2017 Annual Meeting held in Columbus and includes some subsequent editing which did not change the intent of any submission. It has been updated based on how the changes will be presented and numbered in the 2018 USATF Rule Book. Maintaining the Rules is an ongoing process and there may be subsequent changes. When clarifications, interpretations and changes are made every effort will be taken to distribute them to as wide an audience as possible. * Although not a Rules Year, there were a large number of changes. This was due mainly to changes made by the IAAF and the desire to have USATF rules in compliance. * This Rules Made Simpler is not the official report of the Rules Committee. I created this to give you a simpler guide that highlights some of what has changed. In the areas you officiate, you should review the new rules in their entirety. This guide does not, in many cases, produce the new rule in its entirety. In some cases, I have not used the exact language of the new rules but summarized the changes. Also, there were cases where the data was too much to list in this document. I often said you would need to read the section in the 2018 Rule Book. Until the Rule Book is available, you can reference the Rules Committee Scorecard and Proposed Amendment Documents by going to USATF.org, clicking on Events/Calendar, clicking on USATF Annual Meeting, clicking on Document Library, then scrolling down towards the bottom to the Rules Committee section. It is there you can see the Scorecard and Proposed Amendments. If the scorecard shows an A, it means the proposal was accepted. If the scorecard shows AA, it means the proposal was accepted as amended. T means Tabled. R means Rejected. W means Withdrawn. * If you plan to print Rules Made Simple, it is set up with 1 side margins and.8 top and bottom. 2 Item 5: Accepted Rule 261.1c Topic: Setting Records in Masters Competition Now, in addition to being a US citizen, an athlete needs to be a registered USATF member. Item 6: Accepted New Rule 9.2 Topic: Information to be provided by Race Organizers Many races have a variety of categories: elite, open, masters, etc. Race organizers should outline in the information to all the competitors, what rules will apply to them, particularly those pertaining to their safety. Also noted should be prize and awards criteria. Item 7: Accepted Rule 119.4a Topic: Jury of Appeal In resolving an issue relating to the decision of a referee, the Jury shall consult with all relevant personnel, including the relevant referee. Item 8: Accepted Rule Topic: Technical Mgr. having necessary certification per Rule What was listed under Surveyor is now under Surveying, Measurements and Weights. Rule 135 has been replaced by Rule Item 9: Accepted Rule and Topic: The Announcer at the Indoor and Outdoor Championships The Announcer is moved under the Event Presentation Manager and old Rule 134 is deleted. The new rule lists some of the information that the Announcer should communicate. Also, the Announcer should be approved by USATF. Item 10: Accepted Rule Topic: Updated Guidelines for Video Referees Video Referees shall operate from a video control room and shall be in communications with and should consult with other appropriate referees.

3 Item 11: Accepted Rule Topic: Additional Authority Given to the Referee After personal observation, a Referee may overrule a decision of a Judge. Item 11a: Accepted Rule Topic: Identifying the Area under the control of the Call Room or Clerking Referee. The clerking area Referee has authority starting from the Warm-Up Area up to the Competition Area. Item 13: Accepted Rule Topic: Reconsideration of a decision by a Judge A judge may reconsider any decision if made in error. Item 14: Accepted Rule Topic: Reconsideration of a decision by a Judge A judge may reconsider a decision if an incorrect flag was raised. Item 15: Accepted as Amended Old Rule 134 Topic: Announcer This was deleted. See Item #9 above. In Rule and , replace word announcement with publication. A sentence was added at the end of Rule regarding the Competition Secretary keeping a log of the publication of all results. Item 16: Accepted Old Rule 135 Topic: Surveyor This was deleted. See item #8 above.

4 Item 17: Accepted Rule Topic: Athlete s Participation The issues mentioned in old (d) have moved to (c), Note 2. Passing in a field event is an allowable action by the athlete and does not constitute failure to participate. Item 18: Accepted as Amended Rule (a) Topic: Competitor s shoes Update on legal shoes - It remains that a shoe may not give unfair assistance. Any shoe thought not to be in compliance may be referred by USATF for study. Item 19: Accepted Rule Topic: Competitor s bib(s) in jumping events Formerly, language said that bibs in the pole vault and high jump may be worn on the back or front. The rule now refers to jumping events. Item 20: Accepted Old Rule (f) Topic: Communication with competitors This was moved to Rule (a). A Note was added. Coaches complying otherwise with Rule may communicate with their competitors. Item 21: Accepted Old Rule (i) Topic: Athlete s personal safeguards This was moved to Rule 144.4(d). Under the examples given for personal safeguards, wrist cooler and breathing aid were added. Item 22: Accepted Add New Rule (h) Topic: Items provided to competitors at official stations Hats, gloves, shoes and other items of clothing provided to competitors at official stations shall not be considered assistance.

5 Item 23: Accepted as Amended Add New Rule (f) Topic: Physical Assistance to Athletes The rule now states that Receiving physical support from another (other than from another competitor in the event helping a competitor to recover to a standing position) who assists in making forward progress is considered assistance. Item 24: Accepted as Amended Old Rule (a&b) Topic: Assistance to Athletes in races 5,000 meters and longer (a) is moved to (a) (b) is changed and is now (b) and states water shall be provided; sponging stations and refreshments may be provided. New Rule (c) and NOTE: This section is large and needs to be read in the rule book but basically refers to guidelines for receiving water and refreshments from other than official stations or another competitor. Item 25: Accepted Rule (b) Topic: Protest in the qualifying rounds of horizontal field events (b) is moved to (b) An athlete who protests a foul in any round of the trials is now allowed to compete in any subsequent round of competition if the protest is upheld. Item 26: Accepted New Rule Topic: Protest or Appeal of a False Start This new rule should be read in the 2018 Rule Book. Highlighting, if an athlete was incorrectly excluded they should be allowed to run on their own and, if deserved, moved to the next round of competition. Athletes should not be allowed to advance without competing unless a Referee or Jury feels circumstances warrant it. The NOTE reads that this principle may be applied to other situations when appropriate. Item 27: Accepted New Rule Topic: Universal and mixed competitions, relays and team events A significant amount of wording has changed. This needs to be read in the 2018 Rule Book

6 Item 27a: Accepted Old Rule Topic: Measurements and Weights This is changed and is now New Rule All measurements shall be made with a steel tape, fiberglass tape, bar graduated in centimeters, or an electronic measuring device. The accuracy of each, except the fiberglass tape, shall be verified through appropriate calibration or certification at all National Championships and is recommended for all competitions. For measurement device restrictions for a record, see Rule and Rule Item 28: Accepted New Rule Topic: Responsibility of the Surveyor The Surveyor section moved to new section Surveying, Measurements and Weights. This rule should be read in the 2018 Rule Book by any Surveyors or those who interact with them. Item 29: Accepted Rule Topic: Temporary facilities built inside a stadium This lists the conditions that the temporary facility must meet for performances to be valid. Item 30: Accepted Rule (c) Topic: Competition at a site that is in accordance with Rule When possible, competition at the site shall occur on the day of the event. Item 32: Accepted Rule 161 Topic: Starting Blocks This is a large amendment and needs to be read in the 2018 Rule Book. The major highlight comes in section No part of the starting block may overlap the starting line or extend beyond the lane in which it is placed, with the exception provided there is no obstruction to any other competitor, the rear part of the frame may extend beyond the outer lane line. Item 34: Accepted Rule Topic: An IAAF Approved Starting Information System Evidence from this system may be used by the relevant officials to make a decision.

7 Item 35: Accepted as Amended Rule Topic: Competitor Charged with a False Start Now included for situations when lane markers are being used, a corresponding indication should be placed on the respective lane marker(s). Item 36: Accepted Rule (c) Topic: Athlete s behavior at the Starting Line It now applies to behavior after the commands on your marks or set. In addition to the other factors listed, movement that disturbs other competitors is now listed. Item 37: Accepted Rule Topic: Running Infractions and Referee s Actions This is a rule that is often used at meets. The exact wording should be read in the 2018 Rule Book. Of particular emphasis is the addition of the words stating that any competitor or participant responsible for jostling, running across, etc. Item 38: Accepted Rule Topic: Material advantage in a running race The language specifically mentioning the report of an umpire regarding a lane infraction is eliminated. The wording material advantage is gained is added. Item 40: Accepted Rule (g) Topic: Official times The wording winning is deleted and replaced by finishing. This is in accordance to Rule and used when necessary. Item 41: Accepted as Amended New Rule Topic: Seeding, lane assignments, etc. The people who are involved in these issues need to read the rule in the 2018 Rule Book. This rule is very detailed and needs to be reviewed carefully.

8 Item 42: Accepted New Rule Topic: Seeding, qualification rounds The people who are involved in these issues need to read the rule in the 2018 Rule Book. This rule is very detailed and needs to be reviewed carefully. Item 43: Accepted as Amended The Suggested Language proposed as part of Rule appears as a NOTE to Rule Topic: Seeding, Non Championship Events The people who are involved in these issues need to read the rule in the 2018 Rule Book. This rule is very detailed and needs to be reviewed carefully. Item 44: Accepted as Amended Rule Topic: Hurdling Technique The term jump each hurdle now reads go over each hurdle. A Note is added under Rule (b) that a competitor may go over the hurdle in any manner provided that certain requirements are met. These are listed in the Rule. New Rule (c) states that it will be a disqualification if he or she directly or indirectly knocks down or significantly displaces a hurdle in another lane (unless there is no effect or obstruction upon any other competitor(s) in the race). Item 45: Accepted Rule Topic: 4x100, 4x200, the first and second legs of the Swedish Medley, and the Outdoor Sprint Medley relays The new rule regarding the 30 meter takeover (also known as the exchange or passing) zone is applied. The scratch line will be 20 meters from the start of the zone. Item 46: Accepted Rules Topic: Relay exchange zones Rule now states In all relay exchanges, runners are not permitted to begin running outside their exchange zones, and shall start within their exchange zone. If a runner does not follow this Rule, his/her team shall be disqualified. *What was in old was eliminated and subsequent sections of 170 were renumbered.

9 Item 47: Accepted Old Rule Topic: Athletes entered in relays This is now New Rule The composition of the relay and the order of running shall be officially declared no later than one hour before the published first call time, the time by which the athletes must be present in the call room, for the first heat of each round of competition. Alterations to a relay may be made on medical grounds, verified by the Medical Officer appointed by the Games Committee, only until final call, the time the athletes are listed to depart the call room. Item 48: Accepted Rule Topic: Field Event Trials (except for HJ, PV) The people who are involved in field events need to read the rule in the 2018 Rule Book. This rule is very detailed and needs to be reviewed carefully. A wide variety of circumstances and situations are covered. Item 49: Accepted Rule Topic: Issues regarding an athlete s ability to take a trial The Rule emphasizes circumstances beyond the athlete s control and options to provide extra time or give a substitute attempt. Item 50: Accepted Rule Topic: When there are too many competitors This relates to requirements when the number of competitors is too large to allow the qualifying round to be conducted in the competition proper. Highlights note that all competitors must compete and qualify. It also states that these rounds can be at the same or another earlier competition. Other means if used (such as achieving entry standards during a specified period, placing in a designated competition, or by specified rankings) shall be sent in entry material for each competition.

10 Item 51: Accepted Rule (c) Note 1 Topic: Order of Competition in Field Events Except within Combined Events, the Referee shall not allow an athlete to take a trial in a different order in the final round of trials but may allow an athlete to do so in any earlier round of trials. Item 52a: Accepted as Amended Rule Topic: Field Event Time Limits, Determining unreasonable delays *Many issues in have simply moved into different sections of (e) The Time in Minutes for Initiating a Field Event Trial chart remains the same EXCEPT the time to initiate a trial when there are more than three competitors or when the competitor is taking the very first trial. That time will be.5 minutes (30 seconds). Pole Vault remains at 1 minute. This change does not apply to Youth Athletics. (f) The time limit for consecutive trials shall be applied whenever a competitor has two or more consecutive trials. If another situation allowing more time is applicable, the greater time limit is to be used. also in (f) When one competitor remains in the HJ or PV and is attempting a World Record or record relevant to the competition, the normal time limit increases by one minute. Item 52b: Accepted Rule Topic: When a field event trial is ready to begin, Time considerations *Restated, many issues in have simply moved into different sections of New (a) states the official shall indicate by verbal and visual signal to the competitor that all is ready for the trial to begin and the period for that trial commences from that moment. If a competitor confirms his/her pass, the official shall not require the time for the next competitor to commence until the time period for the passing competitor has elapsed. Old (d) becomes (b). (c) If after the time for a trial has begun, a competitor subsequently decides not to attempt that trial, it shall be considered a failure once the period for the trial has elapsed. Part of old (c) is new (f).

Added here is the advice that a clock should not be restarted except as provided in Rule or in cases where the Chief Official of the event judges that there is good cause to do so. Item 54: Accepted Rule Topic: The Crossbar Added is that It shall be colored so as to be visible. Item 56: Accepted Rule (a) Topic: Foul Jumps in the Horizontals After touches the ground (including any part of the plasticine board) is added. Item 57: Accepted Rule Topic: Failure in the Throws (b) Changes touches to touches with any part of the body and adds the area, the surface outside the circle. NOTE: This says if a touch occurs without providing any propulsion during any first rotation and is completely behind the line running theoretically through the center of the circle it shall not be considered a foul. (c) In the Shot Put, it shall be a foul if any part of the body touches any part of the stopboard other than the inner side. The top inside edge is considered to be part of the top. Item 58: Accepted Rule Topic: Leaving the circle when a trial is interrupted In throwing events, in situations when a trial is interrupted and the athlete leaves the circle, he or she does not have to leave from the rear half. Item 59: Accepted Rule Topic: Shot Put Construction This refers to information only needed by the manufacturer.

12 Item 61: Accepted Rule (c) Topic: Combined Event False Start Similar to Item 35, now included for situations when lane markers are being used, a corresponding indication should be placed on the respective lane marker(s). Item 62: Accepted Rule Topic: Scoring in Combined Events It shall be a tie when two or more competitors score the same total number of points. This applies to any place, including first place. Item 63: Accepted Rule (b) i Topic: Principles for assigning lanes in Indoor Competition In races run entirely or partially in lanes, under the old rule the 800 meters was exempt. Under the new rule, the 800 when run wholly or partly in lanes is not exempt. Item 64: Accepted as Amended Rule (j) Topic: Use of the Pit Lane in Race Walking. The applicable length of time an athlete must remain in the Pit Lane based on the length of a race has been amended. Up to 5k, 30 seconds / Up to 10k, 1 minute / Up to 20k, 2 minutes / Up to 30k, 3 minutes / Up to 40k, 4 minutes / Up to 50k, 5 minutes Item 65: Accepted Rule (d) and (g) Topic: Refreshments, Water and Sponges for Race Walk, LDR and Road Events This NOTE appears under both rules. NOTE: A competitor may receive from or pass to another competitor refreshment, water or sponges provided it was carried from the start or collected or received at an official station. However any continuous support from a competitor to one or more others in such a way may be regarded as unfair assistance and warning and/or disqualifications as outlined in the rule may be applied.

13 Item 66: Accepted New Rule (a) Topic: The Placement of Umpires in LDR and Road Events Umpires should be placed at regular intervals and at each key point. Other umpires should move along the course during the race. Item 67: Accepted New Rule Topic: Cross Country Relay Takeover Zones and Procedures Lines 50mm wide and 20 meters apart shall be drawn across the course to denote the takeover zone. All takeover procedures unless otherwise specified by the Games Committee, shall comprise a physical contact between the incoming and outgoing athletes and shall be completed within this zone. Item 68: Accepted as Amended Rule 253 Topic: Mountain Running A considerable amount of this section has been updated and reworded. Those involved in this discipline need to read the section in the 2018 Rule Book. Item 69: Accepted Rule (d) Topic: Trail Racing Deleted is the requirement that the course must represent the logical discovery of a region. Item 70: Accepted Rule Topic: Records made in or during mixed competition (men and women) Records can be accomplished in field events conducted as provided in Rule 147. Deleted was track events longer than 10,000 meters or in road races. Added was competitions held outside the stadium under Rule 230 or 240. Item 71: Accepted Rule (c) Topic: Open Competition World and National Records in LDR Events Added was the requirement that IAAF Rule be met.

14 Item 73: Accepted New Rule 268 Topic: Additional Records 1. Games, championships, meeting and other similar records may be established by the body having control over the competition or the organizing committee. 2. The record should reflect the best performance achieved at any edition of the competition in accordance with the Rules, with the exception that wind velocity readings may be ignored unless it is provided in the applicable entry material. Item 74: Accepted Rule (d) Topic: False starts in Youth Athletics Now included for Youth Divisions: 8 and under, 9-10, 11-12, and for situations when lane markers are being used, a corresponding indication should be placed on the respective lane marker(s). Item 75: Accepted Rule (c) Topic: False starts procedures for Masters Now included for situations when lane markers are being used, a corresponding indication should be placed on the respective lane marker(s). Item 76: Accepted Rule Topic: Four Corrections / Editorial Changes for Clarification Topic: Horizontal jump measurement The wording any part of the body of the competitor or anything that was attached to the body at the time it made a mark HAS BEEN CHANGED TO any part of the body of the competitor or anything while attached to the body at the time it made a mark Rule (c) Topic: The application of the consecutive trials rule in HJ and PV.
