All students in the Junior Colleges and Centralised Institute must compete in the 'A' Division. ii. Year 1 to Year 4 students in the Integrated Programme (i.e. Through-Train Programme) and International Baccalaureate Programme will compete in their respective age group. Those in Year 5 (equivalent to JC 1) and Year 6 (equivalent to JC 2) must compete in the 'A' Division. iii. All students in Secondary Schools must compete in the 'B' or 'C' Division according to their year of birth. iv. All students in Secondary Schools not born in the stipulated year for 'B' or 'C' Division must compete in the 'A' Division. v. All students in the 'C' Division will not be able to opt to represent the school in the 'B' Division, in all individual and team sports/games. (3) Competition Fees Entry Fees Individual Event: SGD25/participant/event for Singaporean/Singapore PR who are studying in MOE schools
3 Local Licence Fees *All fencers are required to purchase a local licence to participate in the event* SGD25 for Singaporeans/ Singapore PRs SGD40 for Foreigners (4) Competition Entries All major rules pertaining to entries are set according to the requirements of the Singapore Schools Sports Council. i. All entries must be submitted through the SSSC e-registration portal on or before the stipulated closing date. This includes details of players along with the necessary supporting documents. a) Baseline Safety Acknowledgement Form b) Supporting documents for Special/Transfer case students ii. Each school can only enter 5 fencers per individual event. iii. For each event, there must be a minimum of 3 fencers from 3 different schools participating before the event can be conducted. iv. The date of posting in the Joint Admission Exercise (JAE) of students announced by MOE shall be the day in which a student would be deemed as a bona fide member of the school or JC or CI. v. Students requesting for a transfer after the Joint Admission Exercise may not represent their new school until the transfer has been officially effected. vi. If a school chooses not to register the maximum number of players allowed, at the time of submitting the registration form to the convenor, the school shall not be permitted to register additional players subsequently. vii. International students can only be registered to play for their school after they have been issued with the student passes by the Immigration and Checkpoints Authority (ICA). viii. International students who are in the schools/junior colleges/centralised institute on exchange programme are not allowed to represent the school. ix. Students granted Leave of Absence (LOA) by MOE will be allowed to represent the school. x. Registration constitutes representation, that is, once a student is registered to play for a school/junior college/centralised institute, he or she is deemed to have represented his or her school/junior college/centralised institute. Hence, the student is not allowed to represent another school/junior college/centralised institute in the same sports/games in the same year. xi. Schools or fencers participating in the competition shall not withdraw or concede a walkover. For each withdrawal 1 or walkover, a written explanation duly endorsed by the Principal shall be submitted to the Directoire Technique (DT) within 2 working days. In fence-off for top 4 placing, any walk-over will disqualify the team from placing. xii. All schools will be notified of any cancellation or addition of events due to the abovementioned reasons by 8 th March 2017, Wednesday. xiii. Each participating team must be accompanied by a teacher who shall remain with the team throughout the duration of play (4) Suspension A player suspended by any one of the following bodies is barred from participating in SSSC Championships for that sport/game for the period of suspension: a) the School b) the Zone Council c) the Schools Sport Council d) the National Association of the sport/game
4 (5) Competition Format i. The competition will be fenced according to FIE rules and weapons check will be conducted (mask test before event and weight/gauge test on the piste). ii. No team event will be held. The highest total score of the top 3 individual fencers from all the 3 weapon groups (foil, epee, sabre) will be added to determine the champion school for that particular division. In the case where schools have the same medal placing, there will be a tie breaker by medals tally and ranking bands. The score for each individual fencer will be calculated based on the table below: Placing Points Placing Points 1st 32 5th to 8th 14 2nd 26 9th to 16th 8 Joint 3rd 20 17th to 32nd 4 33rd to 64th 2 *Note: Fencers eliminated after the round of pools will not receive any points. iii. Any deviation from the above format or competition schedule will be announced to the participants by 8 th March 2017, Wednesday. (5) Withdrawal and Walkover i. Any withdrawal or walkover is considered contrary to the spirit of the game. ii. Schools participating in the Championship should not withdraw or give a walkover. iii. For each withdrawal or walkover, a written explanation duly endorsed by the Principal shall be submitted to the Convenor and the Game Advisor within two (2) working days. (6) Protests i. Any clarification on points of laws/rules, must be lodged immediately by the teacher-in-charge only to the referee, before any decision is made regarding a subsequent hit. If the referee should maintain his decision, the complaint shall be brought to the attention of the DT. Any decision taken by the referee/dt will be final. ii. Teachers-in-charge are not allowed to interfere with the final decision taken by the referee/dt on points of laws/rules after clarification has been sought. If such interference results in disruption of any match/game, a report shall be made by the DT and the matter brought to the attention of the Fencing Singapore Executive Committee (FS Exco) for appropriate action. iii. All official protests shall be referred to the FS Exco. The protest(s) must reach the committee within two (2) working days following the bout/match to which it relates. The protest must be in writing and duly signed by the principal. All protests must also be accompanied by a protest fee of SGD iv. The FS Exco will meet to deliberate on the protest within seven (7) working days unless stipulated otherwise in the respective games rules. The decision will then be made known in writing to the school concerned. v. If the protest is upheld, the protest fee will not be required. If it is overruled, the protest fee of $150 will be deducted from the protesting school s account, via IFAAS.
5 (7) Appeal i. Upon the release/disclosure of the decision of the Championship Organising Committee, only schools may appeal to the Council. ii. Notice of appeal shall be lodged with Main Council within two (2) working days upon receiving the Championship Organising Committee s Decision. The appeal must be in writing and duly signed by the principal. iii. Upon receiving the notice of appeal from the school, the appeal fee of three hundred dollars ($300) plus GST* will be deducted from the school s account via IFAAS. iv. The Board of Appeal will deliberate on the appeal. The decision of the Board of Appeal shall be final (Refer to Annex A). (8) Disqualification A school team will be disqualified if it commits any of the following: i. Fielding overage student ii. Fielding unregistered athlete iii. Fielding an ineligible player iv. Fielding student without a valid student pass v. Fielding a non-bona-fide student vi. Team/player not accompanied by a teacher in charge vii. Team/player which caused a bout/match to be abandoned All results involving the team which has been disqualified will be considered null and void. (9) Reporting Please note that it is compulsory for the teacher from each school to report to the DT at competition venue for a final confirmation of event entries, at the reporting time for the day s event. (10) Attire All school athletes must be suitably attired in accordance with the requirement of the game/sport. (11) Equipment Equipment checks will be conducted by the organizers prior to the competition at the start of each day. A complete list of checked equipment is listed in the Appendix D; Fencers will not be allowed to use equipment that has not been checked or possesses the appropriate approval mark. Reminder: It is compulsory for all competitors to wear FIE 800N under plastrons, minimum CE 350N fencing suits and long socks (predominantly white in color that covers to above the knees, i.e. fencing or soccer socks). All Foilists are required to wear a Mask with a conductive bib. Competitors found not wearing the above will not be allowed to fence. Competitors are also reminded to bring a spare weapon and spare body cord to be put at the side of the piste during their bout. Sabre Cuff or Sabre Glove must be used. All masks used must be for relevant events only. (Example: no foil or sabre masks to be used at Epee event.)
6 Please also be reminded that competitors equipment can be rejected on the grounds of safety and poor maintenance. Note: With reference to the FIE List of decisions of the 2013 Congress, Fencing Singapore has decided, with effect from 2014, to ban the use of transparent visor masks for all weapons in all competitions. Only masks with two independent, working security devices will be allowed. (12) Closing Date For Entries The closing date for entries will be 6 th March 2017, Monday (13) Modification Of Entries i. Withdrawal of entries is allowed without additional charge up to 8 th March 2017,Wednesday. Beyond that date, no entry or withdrawal will be accepted. Withdrawal from school must be accompanied by a principal s letter. ii. With reference to 11(i), some acceptable excuses: sudden illness (with medical certificate to be produced) occurring after deadline of last entry withdrawal sudden suspension from fencing by school due to reasons such as disciplinary problem occurring after deadline of last entry withdrawal (14) Prizes/Medals Gold, silver and bronze medals will be awarded for each event. In cases where there are only 3 individuals, only Gold and Silver will be awarded. Prize giving for individual weapons is at the end of each fencing day. (15) Teacher-In-Charge of Team i. Each participating team must be accompanied by a teacher who shall remain with the team throughout the duration of play (Please refer to CCA Handbook for the role of the teacher in charge). ii. Teachers-in-charge are not allowed to interfere with the final decision taken by the referee/umpire/judge on points of laws/rules after clarification has been sought. If such interference results in disruption of any match/game, a report shall be made by the Convenor and the matter brought to the attention of the Competition Organising Committee for appropriate action. (16) External Instructors iii. External instructors are expected to conduct themselves with decorum during competitions (Refer to Annex B). iv. External instructors are not allowed to approach the game officials to query their decisions. Only teachers-in-charge are allowed to approach game officials to seek clarifications. v. Schools must ensure that their external instructors adhere to the SSSC Rules and Regulations and the code of conduct.
7 vi. An external instructor who has breached the Rules and Regulations and the code of conduct will be referred to the respective Championship Organising Committees by the respective convenors or the schools which engaged him/her for appropriate action to be taken. (17) Supporters i. Schools sending supporters to any competition shall ensure that their students are in proper school uniform and there is sufficient number of teachers on duty to maintain discipline. ii. Supporters are not allowed to participate in any form of sideline coaching and/or interfering during the game. iii. Participating schools must ensure that their supporters and spectators attending the game(s) conduct themselves to the best of their abilities (Refer to Annex C). In the event that unsportsmanlike behaviour is observed, the Convenor may, at his discretion, issue an eviction of the spectator from the training/competition venue. (18) Matters Not Provided For All matters not provided for in these Rules and Regulations shall be dealt with by the respective Championship Organising Committees. (19) Amendments The Singapore Schools Sports Council shall have the right to delete, add or amend the rules and regulations laid down herein.
8 3-4 weeks or earlier for entire process to complete (suggested timeline) Annex A SSSC PROCEDURE FOR APPEALS WORKFLOW STAGE 1 SCHOOL MAKES AN APPEAL IN WRITING TO SSSC. THE APPEAL MUST COMPLY WITH SSSC GENERAL RULES AND REGULATIONS PARA. 12 This must be done within two working days upon receiving the Games Organising/Technical Committee s Decision STAGE 2 PART 1 - ACKNOWLEDGEMENT OF LETTER OF APPEAL Upon receipt of the official Letter of Appeal, Secretariat SSSC will acknowledge the date and time the letter is received and informs treasurer to deduct appeal fee of $300 plus GST*. PART 2 - SUSPENSION/RESUMPTION OF CHAMPIONSHIPS Communication will be made by National Convenor to all stakeholders STAGE 3 FORMATION OF SSSC BOARD OF APPEAL Chairman of the SSSC Discipline & Appeals Sub-Committee to convene a Board of Appeal (BOA) to look into the matter and also provide a timeline for completion Refer to suggested timeline for completion STAGE 4 OUTCOME AND CLOSURE OF SSSC BOARD OF APPEAL BOA Secretariat will arrange for a meeting with appellant (school) and all relevant parties to inform decision and explain process. As in accordance with the SSSC General Rules and Regulations under para.12, the decision of the Board of Appeal or the Standing Committee shall be absolute.
9 Annex B Code of Conduct for External Instructors External instructors are expected to conduct themselves well in carrying out their duties. They are to observe the rules and regulations of the school. They should not replace the role of the teacher in-charge. They will prepare the training schedule for the team, in consultation with the Principal and the teacher in-charge (i.e. 30-week programme) They are not allowed into the competition area except where the rule of the game requires the presence of the instructor e.g. Softball. They cannot represent the school in any matters. They must not interfere with the organisation of the tournament. They are not allowed to approach the game officials to query their decisions. Only teachers-incharge are allowed to approach game officials to seek clarifications. External instructors violating the above rules will be asked to leave the competition arena. Action will be taken against the school if the external instructors fail to comply with the tournament rules. The onus for the external instructors to adhere to the above rules and to be well versed with the competition rules amended to meet the needs of our pupils lies with the school concerned. Ensure that the team has adequate rest and given water breaks. Instructors should refrain from using foul language or in a tone not becoming of proper behaviour. Annex C

11 Appendix D Equipment Standards for National Inter-School Fencing Championships 2016 For this competition, the following safety standards are to be followed and will be enforced by the referees: Item Minimum Safety Additional Notes Level Mask CE 350N Mask safety features must be intact and working well Jacket & Breeches CE 350N Jacket and Breeches, when worn, should overlap by an area at least 10cm long all around the trunk of the fencer. Zippers should be facing the non-weapon arm Socks None Socks should be white and cover the entire shin of the fencer and be overlapped by the Breeches just under the knee Gloves None Gloves should not have obvious holes in them Metallic Jackets None Zippers should be facing the non-weapon arm Weapons None Weapons should not be rusty Please note that the fencers will be required to submit the following parts of their equipment for checks prior to use in the competition: All masks for mask mesh integrity o Masks must pass the punch test o Masks must not be rusty and/or on the verge of failure o Masks should not have any mesh indentations Conductivity of metallic target areas o Foil/Sabre masks, Sabre cuffs, Sabre gloves, Foil/Sabre metallic jackets o These items should have a resistance of 50 ohms or less All foil and sabre body cords and mask cables o All of these items should be in working order with no breakages or exposed wiring o Mask cables and Foil/Sabre body wires should have no tape covering the area connected to the crocodile clip o For mask cables and Foil/Sabre body cords, the crocodile clip should be firmly soldered to the correct wire o These items should have a resistance of 50 ohms or less The equipment check area will be manned by designated armourers at the start of the competition for a limited time. Please present the equipment that needs checking in an orderly fashion early to avoid a rush. Equipment that has been checked and pass the tests will be marked by the armourers. Equipment that does not have the correct markings will not be permitted for usage for the competition.
