Please allow at least 4 weeks for your application to be processed. In order to save your time please consider these questions before you complete the application form: 1. Do you have all required permissions to carry out your project e.g. Landlords permission, Planning Permission etc? If you have answered yes to Question 1-5 or no to question 5 it is likely that you are not eligible for a grant from the Cabinet Approved Community Grants scheme. Applicants must fulfil all of the criteria which can be found in appendix A. Name of Project: Petersfield Cricket Club Heath pavilion and grounds redevelopment and refurbishment 2. Charity number: Applicable only if you are a registered charity. 3. Amount Requested: 25,000 Applications will be decided by Cabinet, applicants must contact their local ward councilor prior to submitting their application. 1
2 Project description: Please describe what you are going to do: The overall project involves the upgrade of our pavilion and grounds. While one project for ease of management we have split the work into two phases. In phase 1 we have purchased equipment to protect the ground from inclement weather as well as remove water and we are starting work to improve drainage on one part of the playing area. For the pavilion we are looking to find a new and better way of meeting the needs of our users and the local community by redeveloping both floors of the pavilion (the ground floor changing rooms, access kitchen etc is Phase 1, the first floor meeting area is Phase 2). We are working with a local architect to develop a timely, imaginative and novel solution which allows for the safeguarding of children, makes the facility disabled-friendly, opens up another venue for local community use and focuses on providing a welcoming facility for all who use it. By receiving funding through a number of sources, including local town and district council, local businesses, national organisations and a 75,000 grant from Sport England (Inspired Facilities), we are currently in the middle of Phase 1 on the building, which involves changes to the exterior of the building including squaring off a corner, closing off the rear entrance in order to extend the interior shower facilities and creating a side disabled friendly entrance. We are creating new changing rooms with adequate and appropriate shower stalls and floor/wall mounted benches, an umpire/officials changing room, a disabled toilet and shower and a new kitchen and bar area. We were granted planning permission on the 19 th April 2016 (South Downs National Park Planning Authority Ref: SDNP/16/00596/FUL). Through a grant from the England & Wales Cricket Trust, we were able to purchase new kitchen equipment including a dishwasher, refrigerator, glass washer and water boiler. Phase 2 of the project will involve refurbishing and modernizing the first floor. This will include updating the ladies toilet to make it more suitable for those with disability including fitting new skylights, improving the lighting and fitting handrails; refitting the kitchenette area with a new sink and work spaces; replacing the sliding glass doors to the outside viewing balcony; upgrading the club social area with new benches and tables; and new floor covering. A preliminary budget cost for Phase 2 is 29,800. By completing both phases together we will be able to save money and be able to offer the pavilion as a venue for local community use year round. We are currently seeking funding to for Phase 2 to be able to complete both phases simultaneously. How many people will benefit and how will they benefit: We estimate that we will have approximately 150 junior members (boys and girls) this year and approximately 60 seniors. In 2015 fifty-five Club affiliated matches were played at The Heath. As well as competitive and friendly club matches, we have also provided facilities for Hampshire County age group fixtures, South East Hampshire District (Regional Performance Centre), Hampshire Seniors Cricket Club, a local Asian group and a local village team. In 2015 we worked closely with the East Petersfield Community Group to help promote cricket and took part in their summer community activity day. We host a bi-annual Charity Day, raising funds for local and national charities and an annual President s Day focussed on members of the community and local businesses. Including our members on average approximately 1000 players use the facility in a cricket season plus others including those who are supporting games, families and friends, and casual observers. By completing both phases of the project, the local community will benefit because usage as a venue by non-cricket community groups will increase. We will actively reach out to non-cricket organizations to encourage their use of the pavilion and ground when not being used for cricket. We have structured our fees to reflect the distinction between potential profit making and not-for-profit hirers of the facility. Our desire is to support Hampshire Cricket Board s initiative encouraging the disabled to participate in cricket. In the longer term we would like to expand our provision to work to become a Hub Club in the Hampshire Cricket Board s Disability Programme structure and support their vision of providing more people with a disability an awareness of and having the means to access high quality and sustainable opportunities. We would achieve this by delivering a programme of training and British Association for Cricketers with Disabilities (BACD) fixtures to develop future cricketers. Petersfield Cricket Club is a community-focussed club whose vision to provide cricket for all. Our strategy is to: Ensure a stable and robust platform for the club by providing cricket to as many young people (boys and girls) as possible within the club, having strategies for others within the community to become more engaged and inspiring all to attain a lifelong love of cricket. Giving the capability to play cricket to those whose opportunity is limited (e.g. working with HCB disability programme, housing association, school partnership etc). 2 For adults to be able to play the type and level of cricket they want: Saturday league cricket, friendly, T20, sixes, evening social etc, and to encourage adults to return to the game, particularly fathers, and for mothers to

(Please include a copy with your application) Yes, February If this application involves a young people s project, please state how they were involved in the decision making process The project has been developed and will be delivered by the Club and the local community. We actively and regularly seek feedback from members, including from our Colts Juniors, and the local community regarding pitch usage. Our grounds committee, which includes young people who play on Colts teams, meet regularly to talk through the state of the pavilion and grounds and work toward a solution which would provide more cricket on a regular basis and would actively work to recruit and retain new members. Young people continue to be involved in the decision making process through our grounds committee as we work through Phase 1 of this project. They will continue to be involved as this project comes to a conclusion and in the future to make the best possible decisions regarding the usage of the grounds and facilities. 9. Please tell us how you will ensure your project is accessible to those with disabilities. Phase 1 of the project involves closing the rear entrance and creating a side access door to the pavilion which is disabled friendly. A disabled toilet and shower is being built so we can specifically accommodate disabled cricketers. One of the specific aims of the project is to work toward Hampshire Cricket Board s goal of providing a hub club in this area to actively promote cricket to disabled players in the East Hampshire area. Phase 2 of the project will make it so that the upper floor of the facility can be used by those with a disability, this will include handrails, improved lighting and safer floor covering. We are currently using an architect (Bablu Karthick. Barch MSc. of BK Design) to consider the most suitable options to improve accessibility to those with disabilities. 4
5 10. Please provide any other supporting information that you feel is relevant to the project or funding application? The impact of completing both phases of the project will be transformational for the local community and Petersfield cricketers. The Club will be able to offer opportunities to develop wider social skills, improve self-esteem, health and well-being, reduce anti-social behaviour and teach the attributes to achieve success. Local community organizations and individuals will gain an additional venue for events and meetings. The Club actively welcomes all members of the community and, through this project, is actively seeking to engage with a traditionally disadvantaged and sometimes vulnerable group. Petersfield Cricket Club has been playing cricket in Petersfield since 1751 and on The Heath for over 150 years. It is a self-maintaining financially stable organization with good working relationships with both local council landowners and very good relationships with the county sports partnership (Hampshire Cricket Board) as well as the national governing body (England & Wales Cricket Board). The Club was given ECB Clubmark status in 2009 which was successfully renewed in 2012 and again in June At the time of the latest renewal Hampshire Cricket Board Cricket Development Manager, Simon Jones, said that we had Passed with flying colours!. In 2010 we accepted HCB s invitation to become a Focus Club. The Heath grounds won the prestigious Stan Foster Trophy for Most Improved Grounds in the Hampshire Cricket League for the 2013 season. We are looking to complete this project by the end of 2016 and will start with building renovation in September 2016 when the cricket season ends. We are applying for the rest of the funding we need from other grant providers such as Hampshire Playing Fields Association and are confident that, with the support of this grant, we will be able to complete both phases of the project simultaneously.
