1 Boise, Payette, and Weiser Subbasins Assessment May 2004 APPENDIX 4-1, ETTE AND SER SUBBASINS PROJECT INVENTORY The purpose of the project inventory is to provide a generalized picture of the types of fish and wildlife restoration activities that are currently being conducted in the watershed, along with information as to who is responsible for funding the projects. The information presented here was collected from technical and planning team participants through the project inventory website or through direct submission. Additional information was collected from websites of funding and implementation agencies and through interviews of nonparticipants. Due to the size of the Boise, Payette and Weiser subbasins and the number of agencies, nonprofit organizations, and private parties actively engaged in fish and wildlife restoration activities, it is unlikely that all activities implemented within the last 5 years have been captured here. However, we believe that the information provided here covers the broad scope of most of the current types of activities taking place. One of the challenges in building the project inventory is finding summarized descriptions of the work. Some agencies have summary tables of their projects, while others have full descriptions of work proposed or to be done. The various National Forests are eamples of that situation. Some National Forests have tables listing their projects, while others have pages of scoping documents. On the other hand, there are numerous small projects. Many of these are relatively inepensive and required little time, such as trough or fence installations and maintenance on eisting features. There are also programs that affect the environment such as the noious weed control programs. The weed control program is conducted by weed control districts composed of communities, counties, or regions. Other weed control projects are conducted outside the weed control program by other resource management agencies. Redundancies in listings also occur because many projects are joint ventures and were listed by each organization. For some organizations, the land holdings are the projects. The Nature Conservancy is one such eample. Each of its land holdings is listed as a project. There may be some detail about the restorative or maintenance activities but not always. The same is true of some regional organizations that establish conservation easements. Other projects are part of an overall work effort. Eamples are the Idaho Department of Fish and Game s habitat improvement projects through the WMA (Wildlife Management Areas) and HIP (Habitat Improvement Program) programs. The work is described in terms of regions, costs, and numbers and types of sites but not in terms of specific watersheds. 1

Determine the impact of entrainment loss on bull trout populations upstream from Arrowrock Dam. 3. Determine feasibility of using bull trout redd surveys to monitor bull trout population trends. 4. Survey NFBR and MFBR tributaries during documented summer rearing periods to determine tributary use by adfluvial bull trout. 5. Radio tag more bull trout in Strata 2 (R). Determine if their movement patterns are similar to Strata 1 and 3 tagged bull trout. Ongoin g Boise State University and Bureau of Reclamation This M.S.-level graduate research project is being conducted by Boise State University in conjunction with the US Bureau of Reclamation. We are using radio telemetry to monitor the movements of juvenile migratory bull trout over 2 years. efforts are focused on habitat use and movement within Arrowrock Reservoir during and after the drawdown associated with repair work being done on the dam. We intend to evaluate movement, habitat use, and feeding in the reservoir. Additionally, we will identify sources of mortality and the etent of entrainment through Arrowrock Dam. This project is ongoing and is part of a larger USBR study of bull trout biology and ecology upstream from Arrowrock Dam. Fieldwork will be completed in the spring of Joker Creek Culvert Upgrade / East Fork ted A fish impassable culvert near the mouth of Joker Creek (Forest Road 50172) was replaced with an open bottom arch culvert. Little Seasonal Riparian Eclosure / Little ted A two strand electric fence was installed in 2002 to eliminate livestock from entering the stream channel during bull trout spawning and while the eggs where in the substrate. The fence is maintained from August 15 through the end of the grazing season. 12
13 Anderson Creek Seasonal Riparian Eclosure / Little ted A two strand electric fence was constructed to eliminate livestock access to known bull trout spawning locations from August 15 through the end of the grazing season. Sheep Creek Seasonal Riparian Eclosure / Little ted A two strand electric fence was constructed to eliminate livestock access to known bull trout spawning locations from August 15 through the end of the grazing season. Dewey Creek Seasonal Riparian Eclosure / East Fork ted A two strand electric fence was constructed to eliminate livestock access to known bull trout spawning locations from August 15 through the end of the grazing season. East Fork Weiser River Seasonal Riparian Eclosure / East Fork ted A two strand electric fence was constructed to eliminate livestock access to known bull trout spawning locations from August 15 through the end of the grazing season. Summit Creek Large Woody Debris Placement / Hornet Creek / North Hornet Creek ted This project was off-site mitigation for the Federal Highway Department project ""Council Cuprum Road"". Large wood was placed in the Summit Creek subwatershed to improve cover, shade, pool frequency and streambank stability. 13
14 Sheep Creek Willow Planting / Little ted Willow cutting were placed in the streambanks of Sheep Creek to increase shade and stabilize banks. The area is within the Sheep Creek meadow riparian eclosure that was constructed in the mid-1990s. East Fork Ditch Step Pool / East Fork ted This is part of the East Fork Ditch fish screen and fish passage project. In 2003, a step pool was created immediately downstream of the point of diversion dam for the ditch. The dam was an impassable barrier to upstream migrating fish, and the step pool comple will facilitate upstream passage. Sheep Creek Road Obliteration / Little ted The Sheep Creek Road (Forest Road 50180) was prone to rutting and was partially located within the riparian area of Sheep Creek. To eliminate the chronic effects of the erosion from the road, it was obliterated by recontouring, ripping, slashing, and re-seeding the road. Bull Corral Creek Fish Passage Restoration / Little ted An impassable culvert on Bull Corral Creek (road 50180) was removed as part of the Sheep Creek Road Obliteration Project. Fish passage at this location was restored. 14
15 East Fork Ditch Fish Screen and Bypass Channel / East Fork Ongoin g The portion of the fish screen project to complete in 2004 is construct horizontal flat plate screen with bypass channel. -round fish passage will be possible using either the bypass channel (months during irrigation season) or the step pool comple that was completed in 2003 (months outside of irrigation season). Once the screen is completed, fish will not have access to enter into the irrigation ditch. Little Watershed Large Woody Debris Project / Little Ongoin g Large woody debris will be added to Little reach 6, Sheep Creek reach 5, and Anderson Creek reach 5 to improve cover, shading, and pool frequency. These reaches of stream are currently lacking in pool frequency and / or large woody debris. This project is part of the Little Weiser Landscape Vegetation Management Project FEIS (2001). 15
16 Carrie and Upper Little Smoky Creek Large Woody Debris Enhancement Project South Fork Boise River drainage, Little Smoky Creek watershed ted The Sawtooth National Forest placed large woody debris clusters consisting of from one to three trees or logs at 19 sites on Carrie Creek and 19 sites on upper Little Smoky Creek. All of the clusters consisted of at least one channel-spanning log and all pieces were anchored by placement upstream of streamside trees, stumps, willow clusters, other LWD, etc. The intent of the project was to create or enhance pool habitat for redband (and possibly bull) trout. The project consists of a network of interconnected corridors for fish and wildlife and public access. The proposed action and future actions will develop large and ecologically sensitive areas with facilities to accommodate visitor use and recreationists.
