4 Preface There were different organization units that used to perform managerial and administrative tasks under the names of the Presiding Office and Secretariat. The most important was the Presiding Office as a collective body grouping members of the main board of the Committee and controlling its activity in general. Considering that no documents from the initial months of the Temporary Committee of Jews in Poland (Central Committee of Jews in Poland) survived, we do not exactly know when the first Presiding Office was brought into being. We cannot exclude that no sooner that in early 1945, during the plenary assembly of (Central Committee of Jews in Poland), i.e. on February 2, 1945 in Lublin. Then, the following persons were elected among the (Central Committee of Jews in Poland) members: Dr. Emil Sommerstein (Chairman), dr Abraham Berman (vice- Chairman), Marek Bitter (vice-chairman), Dr. Szlomo Herszenhorn (vice-chairman), Paweł Zelicki (Sekretary General), Mordka Zonsztajn (Treasurer), Icchak Cukierman 1. Its composition was subject to numerous changes, however some of the persons were the members until In the 2 nd half of 1946 there were following members of the Presiding Office: dr Emil Sommerstein, dr Abraham Berman, Marek Bitter, Salo Fiszgrund, eng. Abram Rozenmann, Professor Józef Sack, Hersz Smolar, and Julian Łazebnik assumed the post of the Sekretary General 2. The members of the Presiding Office used to be elected among the (Central Committee of Jews in Poland) staff. At the beginning of February 1945, there were 15 people who represented diverse organizations and Polishitical parties: Polish Labor Party, Poalej Syjon merged with the CS Democratic Zionists Ichud, Poalej Syjon (the leftist wing), Bund, Jewish Combat Organization (ŻOB), Hechaluc Pioner, Haszomer Hacair and the Union of Jewish Partisans. The members of the Presiding Office used to meet at least once a month for session, in which the essential resolutions conc. the activity of the Committee, were made. One can say that that body assumed the role of quasi parliament of (Central Committee of Jews in Poland), as all decisions were taken in a democratic procedure in the result of voting of all members of the Presiding Office, whereas the Secretariat functioned as the Committee executive. Initially it was divided into two units: the Secretary General office chaired by the Secretary General of (Central Committee of Jews in Poland) with the help of the (Central Committee of Jews in Poland) Director and the Secretariat itself. The Secretary General used to take direct care of the current entire activity of the Committee. This function was performed in the years of by different persons. 5 and collection of files (archives). Entire current correspondence of (Central Committee of Jews in Poland) was registered in the journal of correspondence of the Secretariat. Letters sent from the Committee were segned by a Secretary General. During the full growth of (Central Committee of Jews in Poland) in 1946 there were some dozen people working there (14) 3. Józef Teszner was the secretary office manager till February 1950, several months later he was replaced by A. Truskier for several months. Polishitical changes in Polishand after 1948 affected also (Central Committee of Jews in Poland), then the Committee tried to remove some of Polishitical activists, e.g. Adolf Berman. An Executive Office, which took over the duties of the Presiding Office was set up in slightly changed composition. A new organigram of (Central Committee of Jews in Poland) set up on the turn of 1949, one unit under the name of Presiding Office remained but its task was different it was to be an office to serve the Secretary General of (Central Committee of Jews in Poland) 4. In practice however, the name of a Secretariat survived, as an office for the Secretary General while the Presiding Office didn t existed any more as separate unit of the Committee in The Archive of the Presiding Office and Secretariat and the Principles of the Files Arrangement. Current files collected in the secretary office of the TKŻP, then in CKŻP were the origin of the Presiding Office and Secretariat. Unfortunately the files from initial months of the TKŻP and CKŻP existence didn t survive in the JHI Archives. We don t even know if the complete archive existing initially had been incorporated to the rest of files relocated on the occasion of the transfer of the Committee premises from Lublin to Warsaw or left in Lublin. At any rate, the Mayor part of documentation concerning the CKŻP activity comes from spring 1945 when the Committee already worked in Warsaw. The only exception were the minutes from sessions of the Presiding Office which survived in full set since the beginning of 1945 two months preceding the relocation to Warsaw. Detailed fate of the documets files of TKŻP and CKŻP since the origin of the Committee through its relocation to Warsaw require further research. Neither we know if any separate archival collections related to the activity of both organization units emerged before the liquidation of CKŻP. It is possible that since its origin, the Presiding Office shared the repository of files with the Secretariat. Minutes of its sessions of are the direct fruit of the Presiding Office activity. There is only a single copy of minutes of 1950 that survived and we don t know if plenary sessions of the authorities of the Committee were organized then at all. The minutes not only provide the account concerning the current activity of the Committee but also document all decisions and resolutions undertaken by the members of the Presiding Office. Numerous enclosures to minutes additionally illustrate the variety of aspects of the CKŻP activity (e.g. normative documents, circular letters, memorials, reports of activity, financial reports, and the like). After the liquidation of CKŻP and conducting initial arrangement of the Committee archive the entire a/o documentation (the minutes along with their enclosures) reached the archive of the 3 WOiK, unit 9, number of pages WOiK, unit 8, p 1.

6 Presiding Office. The fate of the Secretariat files was more complicated. The Secretariat ran correspondence registers of the out-and-incoming correspondence. However, due to the vast volume of those files, all departments ran separate registers and the correspondence received separate register numbers. It was likely that, only few documentary files remained in the archive of Secretariat, particularly during During two last years of the CKŻP activity, due to the gradual liquidation of some of the organization units (departments) of the Committee the role of the Secretariat was growing. The Secretariat had separate tasks, e.g. its staff ran the Division (Department) of Parcels from Abroad during , which also left a vast volume of documentation (correspondence). Generally however the documentation collected in the Secretariat used to have its counterpart copies in other specialized units of the Committee, e.g. the files conc. running records were collected in the archive of the Department of Records and Statistics or the Department of Organization and Control; the Personnel Department ran the matters ref. to the employees, normative files were run by the Department of organization and Control. Present collection consists of diverse materials. Part of the documentation was, during the first rearrangement, directed to the storehouse, the remaining files coming from different collections which were separated during the gradual rearrangement of the CKŻP archives in , e.g. the collection of minutes/protocols was completed from the holdings scattered among the archives of other Departments. Without having any documentation of delivery and acceptance we cannot state for sure what did the initial register of the Secretariat look like. Therefore the current picture of the archives of both units might vary from the real arrangement of files in some way. At the same time we cannot be sure which CKŻP materials (including the files of the Presiding Office and the Secretariat) had been scranumber of pagesed or scattered elsewhere after The survived documentation makes only a fraction of the initial one. Numerous organizational changes that had place within the Committee structure in also contributed to the further mess. Gradual liquidation of the CKŻP Departments led to the takeover of successive tasks by the Secretariat, e.g. after the closing down of the Department of Emigration, its duties were taken over by the very Secretariat. The growing role of the Secretariat during the two final years of the Committee is also evident in the volume of general correspondence that survived from that time. The files of the Presiding Office and Secretariat were rearranged after 1950 but we do not know when exactly. As a result of the works conducted then both units received separate archives; the Presiding Office comprising the collection of minutes along with the enclosures only. During the current rearrangement, it has been decided upon the merger of both collections due to their similar character and the difficulties in full classification of the survived files. The files were divided into several groups. The first one consists of Organization files, including a vast collection of the minutes of Presiding Office CKŻP with enclosures. Initially it consisted of minutes solely, which, already during the existence of CKŻP, were bound as separate volumes containing documents of a few months. They became accompanied by minutes, which had been scattered among other collections of CKŻP (e.g. The Department of Organization and Control, Legal Department or the Department of Coulture and Propaganda). Thanks to such a grouping many minutes could be found,

7 which were not included to bound volumes; particularly precious are the supplements conc. 1945, in which a lot of document had been missing. Save the minutes of the Presiding Office, the first group comprises minutes of sessions and conferences of other organization units of CKŻP. It has been supplemented by the vast domestic and foreign correspondence arranged chronologically and acc. to their subject. We can find there scattered pieces of information conc. the entire activity CKŻP Dividing of the correspondence into recipients and senders allows to acquaint with main directions of contacts and cooperation of the organizations. The correspondence referring to particular matters (e.g. children and Sweden, anti-semitic riots in Poland, etc.) The next group (IV) comprises personal files of the staff in general (V), including a/o a collection of various cerificates/statements and authorizations/powers of attorney, correspondence, and namelist/indexes. For some of the documents it was sometimes impossible to state their origin (e.g. the indexes of archival units Nos ) and we don t know if they had been used by Secretariat, or by another CKŻP unit. In the group conc. substantial relief (VI), we can find vast correspondence of the Division of Parcels from Abroad. The last (broader) group of files comprises of documents of diverse committees and social and political organizations operating at CKŻP (VIII). Also a lot of materials connected with the activities of the factions of PPR and PZPR as well as the unit of the Trade Union of Employees of Social Institutions at CKŻP. As for the languages, Polish definitely prevails in the files of the Presiding Office and Secretariat, however English, Yiddish and other languages, in very few cases, occur there, too. The files survived in generally good technical condition. After the last arrangement, the archive comprises 278 archival units of the volume of 4.10 running meters. The materials of the Presiding Office and Secretariat of CKŻP were marked by a call No 303\I in the Archive of JHI. Description of Files in the Inventory. Description of an archival unit in the inventory consists of several segments. It opens with the general features of the given group of files. The next segment contains the essential characteristics of the files, e.g. minutes, reports, name lists 5, correspondence, etc. In some cases supplementary information about the content were given in brackets. Finally, the information about the index of people (Index of people) 6 was made out for the given archival unit. The external description of the materials contains: the first and the last dates of documents included in the given unit, kind of the record (manuscript, typescript, print, photograph, photocopy), the language, form of keeping (loose files or bound copy), number of pages in the given unit and eventually the physical condition (preservation) of 5 On order to make the inventory browsing easier all comprehensive name lists were described as lists (name lists, list of people, etc.). 8 them. Sometimes old Call Nos. given while arranging the files in the 20th century, were quoted. Archival Finding Aids For the sake of inventory, indexes of people were additionally made out for most of the units containing personal materials (a/o the documents containing collective name lists have been excluded) and the comprehensive index of people (over 1370 items). Also the geographical index of people of the place that were mentioned in the inventory. *** The works over new inventory of the archive of the Presiding Office and the Secretariat of CKŻP were conducted in two stages: the initial arrangement of files was conducted in (with the help of Agnieszka Jarzębowska from the Archive of JHI). The completion of arrangement and preparation of the inventory had place from November 2010 through January All the works were conducted thanks to the financial support of the United States Holocaust Memorial Museum in Washington.
