3 Introduced by: Mayor Johnson Date: September 24, 2015 Action: Scheduled for public hearings First Public Hearing Date: October 13, 2015 Second Public Hearing Date: October 27, 2015 Date: October 27, 2015 Action: Adopted Vote: Unanimous Yes: No: Best LaFrance Carrington Combs DeVries Hanson Johnson CITY OF PALMER, ALASKA Resolution No A Resolution of the Palmer City Council Renaming the Palmer Municipal Airport to the Buddy Woods Palmer Municipal Airport WHEREAS, Warren Walter Buddy Woods was a well-known and highly respected individual in the Aviation community both as a commercial pilot and for his successful rescue work; and and WHEREAS, Buddy Woods moved to Palmer with his parents Glenn and Marvel in 1945; WHEREAS, Mr. Woods learned to fly while attending high school under one of the few women pilots of World War II, Rene Nielsen; and WHEREAS, after graduation from Palmer High School in 1956, Buddy went to work for the United States Geological Survey before founding Woods Air Service which operated continuously from its foundation to the present; and WHEREAS, Buddy Woods is especially remembered for a series of daring helicopter rescues to Mount Denali and Mount Foraker in 1976; and WHEREAS, rescuing both living and deceased climbers, Mr. Woods set a record for the highest altitude landing by a helicopter in a mountain rescue; and WHEREAS, Buddy Woods was awarded The Helicopter Association of America s prestigious Robert E. Trembly award given annually for distinguished performance in helicopter mountain flying in 1977; and City of Palmer, Alaska Resolution No Page 1 of 2

4 WHEREAS, Mr. Woods operated out of Palmer providing personnel and cargo service to towns, villages, and individuals throughout the state of Alaska; and WHEREAS, Buddy Woods died in a plane crash on March 20, 1986 with his First Officer Randy Thom while flying a load of fuel to Lime Village near Bethel, Alaska. NOW, THEREFORE BE IT RESOLVED that the Palmer City Council renames the Palmer Municipal Airport to the Buddy Woods Palmer Municipal Airport in recognition of the Warren Walter Buddy Woods countless contributions to the City of Palmer and state of Alaska. Buddy was my brother and his love for flying and his vision for the Palmer Airport was his life. He lived at the airport with his family, built the large hanger there, and had great hopes to have the airport developed to allow more businesses and support for the flying community. As a man who was humble in his character, would be honored to have this name change. For the Woods family, it would also be a wonderful gesture by the community. mayor, airport committee members, etc. to have this change take place. 6 From: To: Subject: Date: John Janette Bower Bud Woods Thursday, August 27, :50:37 PM To whom it may consern and DeLena Johnson Mayor, Palmer, AK Ms. Mayor, Today I learned that the city is contemplating changing the name of the municipal airport to honor Warren "Bud" Woods service to Alaska and Palmer. I was delighted to hear this information and hope that it comes to pass. Although no longer a resident of Palmer (I live in the lower 48 now.) I feel compelled to add my opinion on the subject. I was a friend of Bud and am still a friend of Chris Woods and worked for Bud in the early 1980's. I flew Bud's various aircraft in bush operations delivering fuel and supplies to villages and other remote places. Although an experienced pilot at the time, I learned bush flying from the master himself, Bud Woods. I would later move on to the airlines and finish up as a Boeing 747 captain but my time spent working for Bud and flying the 'bush' was invaluable to me. For 25 years Bud provided a needed service to the residents of Alaska under the guise of Woods Air Service. Whether acting as a hunting guide, delivering needed supplies and fuel to remote locations, Bud's name was known and respected. He was the consummate pilot and of course a legend in Alaska. He was even honored with the Robert E. Trembley Award for mountain pilot of the year in His many other good deeds went unrecognized but he never sought the spotlight nor viewed himself as a hero. He just did the work and got things done. I think renaming the municipal airport where Bud was based for 25 years is most appropriate and I enthusiastically endorse a name change to reflect his service to Palmer. Bud has been gone now for almost 30 years but those he knew still miss him. Thanks for listening to my opinion on this matter. Although I no longer live in Alaska I will always have a connection to Palmer and all the good people I met there. John F. Van Winkle Retired

Bud Woods. I met Bud in 1977 when I was a 23 year old fledgling pilot. I ended up flying and/or working with him until shortly before his untimely death in Throughout this time, I had the opportunity to witness his extreme professionalism, both in piloting skills as well as customer service to the public and businesses he supported. His experience, reputation and expertise was legendary in the aviation community back then, and still is today. While Bud s humbleness and low-key personality would have shunned such praise, I feel it is important to recognize his numerous pioneering and selfless contributions to a growing 49 th State. Renaming the Palmer airport in Bud s honor would demonstrate appreciation for past and present professional aviators who continuously service our Alaskan community needs. From his base in Palmer, Buddy provided personnel and cargo service with appropriate aircraft, to towns, villages, and individuals in all of our great State. Many folks from Pilot Point to Cordova, from the gulf coast to the Bering Sea, in the high arctic and the interior, benefited from his work. His commercial licenses included small planes, helicopters, and multi-engine cargo craft. His skills are still remembered and acknowledged by airmen in Alaska and beyond. Justifiably, I am biased. 10 WARREN W. WOODS Warren Walter Bud Woods was a well-known and highly respected individual in the Aviation community both as a commercial pilot and for his successful rescue work. He is especially remembered for a series of daring helicopter flights he made to Mount Denali and Mount Foraker in This successful rescue, in which he evacuated climbers both living and deceased, set a record for high altitude landing by helicopter in a mountain rescue operation. For his efforts, Warren was awarded The Helicopter Association of America s prestigious Robert E. Trembley award given annually for distinguished performance in helicopter mountain flying in Buddy Woods, as he was affectionately called, was born in Little Falls, Minnesota on January 8, As a young boy he moved to Palmer with his parents Glenn and Marvel in He graduated from Palmer High School in Buddy was taught to fly while still in high school by Rene Nielsen, one of the few women pilots of World War II. Upon graduation from high school he went on to work for the United States Geological Survey before founding Woods Air Service which has operated continuously from that time to the present. Buddy was one who believed life is too short not to enjoy your work. And so he did what he loved flying airplanes to all corners of Alaska, landing on her mountain tops, skimming her rivers, and following her ocean borders. He did so with exuberance and skill for more than 24,000 hours of flight time. He was a natural pilot from the moment he stepped foot in his first airplane. His word was as good as cash in villages across the state. He flew by the seat of his pants in his airplanes that were an extension of his arms and legs, yet he was also an accomplished instrument pilot. He was a hero to people who didn t know him and a friend to those who did. His friends will tell you he was always ready with a helping hand and a little joke to make things go easier. He lived on the edge of danger and understood it. He was a wonderful human being. Buddy Woods died in a plane crash on March 20, 1986 with his young First Officer Randy Thom, while flying a load of fuel to Lime Village near Bethel, Alaska. Whatever he did, he did extraordinarily. And what he did best above all else was fly. We will miss his smile, his form and his help, but his spirit remains with all Alaskans who fly in the bush or depend on air transportation for their continued way of life. Buddy Woods will be remembered through his wife, Christine Mary and his two sons Warren Glenn and Robert Clyde, all of Palmer; his father Glenn and mother Marvel of Palmer; three brothers, Noel of Palmer, Roger of Anchorage, and Larry of Soldotna as well as his sister Nancy of Anchorage, and a sister-in-law Mary Fondahn Nagel.

11 From: To: Subject: Date: allan linn Janette Bower Municipal airport naming consideration Wednesday, September 16, :22:24 AM I have been told the City of Palmer is considering naming the airport to commemorate an individual and I wish to support that action. To do so I am supporting the name of Warren W. "Bud" Woods to be honored in this manner. While Bud was not the first operator at Palmers' current airport (the names of Les Green, Dick Hamilton and George Chapman come to mind as early users also) he was, to the best of my knowledge, the first locally raised individual to establish a long term activity upon it. This activity evolved from an initial single aircraft use to large hangar construction and additional aircraft (including multi-engine and helicopters) for a variety of uses throughout the majority of the State of Alaska. In addition to providing for the livelihood of he and his family his business contributed positively to the economy of the community of Palmer.

I am in full backing of renaming the current airport to "Bud Woods Memorial Airport". I worked for Bud and Chris Woods during high school, and learned to follow my aviation dreams due to watching Bud fly. My admiration for Bud as a pilot, businessman and father still holds a place in my mind.
