16 School Responsibility for SCA The Gracie Firestone Act recognizes the threat SCA poses to high school athletes. What does your School [& YOU] need to do? Please ensure that -All students must have annual PPE & answer the 12 AHA approved heart history questions. -All Students MUST sign the SCA Fact Sheet [on PPE form] What is DIAA doing? - DIAA provides annual SCA awareness for Coaches. - DIAA has SCA information on our website. -ALL Coaches must hold valid CPR certification.

18 Practice Policies DIAA Regulation 1008/ These are in effect for ALL practice days (school day and non-school day): -One day of no activity per seven day period -A minimum of 21 calendar days of practice prior to the first competition date [9-9-16] -Student must practice at least 7 calendar days prior to participating in a contest - School day practices limited to two [2] hours

19 Practice Policies DIAA Regulation 1008/ [Practices] These are in effect for NON-SCHOOL days -A limit of no more than 2 practices with physical activity -No practice can be longer than THREE (3) hours in length -A Grand Total of FIVE (5) hours of physical activity daily -When having 2 practice session in a day; there MUST be a one hour minimum cooling period between the two practice sessions - Heat Index requirement must be adhered to**

21 DIAA POLICIES & PROCEDURES GAME EJECTION PROCEDURE - INCIDENT REPORT FORM Found on either Website, MUST be sent to Incident Chair by next morning [ASAP] If you Eject someone the DIAA Office/Incident Chair MUST be notified by noon of the next day!!! So the School A.D. can be notified too.

22 DIAA POLICIES & PROCEDURES All documents can be found in the RESOURCE Section When sending Ejection Reports by , Please use abbreviations or punctuations marks for profane words. Most firewalls [especially the state s] will block s containing spelled out profanity. E.G S$%T, F#$K etc.

33 Student Broadcast Program The School Broadcast Program is available to high schools nationwide. The program allows schools to leverage PlayOn! Sports extensive and proprietary technology, services and support to build their school s digital network on the NFHS Network. Schools can produce and distribute high quality events throughout the year including regular season sports, graduation, band, cheer events, as well as other school activities. Broadcasting these events is a great way for a school to showcase their students and activities while strengthening the connection with parents, coaches, players, boosters and the community. Fans can watch all the events on the school s branded portal on the NFHS Network. The School Broadcast Program has several options for participation to fit a school s needs. 36 NFHS FOOTBALL RULES Each state high school association adopting these NFHS football rules is the sole and exclusive source of binding rules interpretations for contests involving its member schools. Any person having questions about the interpretation of NFHS football rules should contact the football rules interpreter designated by his or her state high school association. The NFHS is the sole and exclusive source of model interpretations of NFHS football rules. State rules interpreters may contact the NFHS for model football rules interpretations. No other model football rules interpretations should be considered.

37 Rule Change TOOTH AND MOUTH PROTECTORS RULE 1-5-1d(5)a Tooth and mouth protectors that are completely clear or completely white are no longer illegal.

38 Rule Change TOOTH AND MOUTH PROTECTORS RULE 1-5-1d(5)a Tooth and mouth protectors that have been chewed or altered so they no longer provide the necessary protection must be replaced. ILLEGAL

39 Rule Change GLOVES RULES 1-5 NOTE, 1-5-2b Gloves are now required to carry either the National Operating Committee on Standards for Athletic Equipment (NOCSAE) seal (PlayPic A) or the new Sports and Fitness Industry Association (SFIA) seal (PlayPic B). The seals must be visible and appear legibly on the exterior wrist opening of the glove. A B

40 Rule Change CLIPPING RULES 2-17, 9-3-6, 9-3 PENALTY The exception that allowed clipping in the free-blocking zone has been eliminated.

41 Rule Change CLIPPING RULES 2-17, 9-3-6, 9-3 PENALTY It is still legal to clip a player who is a runner or is pretending to be a runner.

55 Points of Emphasis RISK MINIMIZATION Players, parents, coaches, and administrators need to be careful not to use unproven technology such as impact sensors, to diagnose a concussion, or even as a tool to decide if a concussion should or should not be suspected. A B

56 Points of Emphasis LEGAL AND ILLEGAL BLOCKS Illegal blocks such as chop blocks (PlayPic A) are not to be taught and must be penalized. Legal techniques such as low-low combination blocks in the free-blocking zone (PlayPic B) are effective and minimize risk. A B

63 Spearing Rule c Spearing is an act by any player who initiates contact against an opponent at the shoulders or below with the crown (top portion) of their helmet. The shaded area is the crown.

64 Spearing Rule c Number 61 is guilty of spearing because the crown (top portion) of their helmet was used to initiate contact against an opponent at the shoulders or below.

65 Illegal Personal Contact Rule 9-4-3g A B No player or nonplayer shall make any other contact with an opponent, including a defenseless player, which is deemed unnecessary or excessive and which incites roughness.

66 Dead-Ball Penalty Enforcement Rule In PlayPic A, the A player false starts. In PlayPic B, the B player commits a dead-ball personal foul. Both fouls occur before the next live ball. The penalties do not cancel and are enforced in the order of occurrence.

67 Dead-Ball Penalty Enforcement Rule In PlayPic A, a B player commits a dead-ball personal foul. In PlayPic B, A s coach is flagged for unsportsmanlike conduct. Both fouls occur before the next live ball. The fouls offset and it will be third down.

80 SIGNIFICANT MANUAL REVISIONS The head linesman shall furnish a clipping device for use in measuring first downs. Use of a second clip is recommended. The clock operator(s) should report to the game officials at the stadium at least 30 minutes before game time. The Referee, in declaring the ball ready-for-play, after the ball is spotted, shall move to a position that is visible to clock operator. Added a statement that the horn should not sound at the end of a period if play is in progress.

81 SIGNIFICANT MANUAL REVISIONS Set the line-to-gain indicator to establish 10-yard neutral zone before a field-goal attempt by free kick after a fair catch or awarded fair catch. The Referee, when a penalty is declined, go to spot visible from press box. The Referee on a scrimmage kick, when the kick out of bounds in flight line up covering official at the spot where the ball crossed the sideline by using an outstretched arm. The Referee on a scrimmage kick, needs to confirm line-to-gain indicator is set before giving ready-forplay signal.
